MOST UNKINDEST CUT OF ALL . PENSIONER'S OPTION - 1 MERCILESSLY REJECTED

 It is learnt that the Committee chaired by Secretary (Pension) has NOT recommended the Option Number - 1 recommended by 7th Central Pay Commission for fixation of pension of pre -2016 Pensioners. Instead it has recommended  extension of the benefit of pension determination recommended by 5th CPC ie ; arriving at notional pay in 7th CPC by applying formula for pay revision for serving employees in each Pay Commission revision and consequent pension fixation. Now the Implementation Cell of 7th CPC is studying the recommendations of Pension Committee for processing for submission for approval of Cabinet. Thus , the one and the only favourable recommendation of 7th CPC ie; the real parity in Pension which is also approved by Cabinet with a rider "subject to feasibility" is going to be mercilessly rejected by Government , inspite of repeated requests and demands from NJCA, Confederation and Pensioners Associations .

OFFICE MEMORANDUM

Subject: Revision of rates of subscription under Central Government Health Scheme due to revision of pay and allowances of Central Government employees and revision of pension/ family pension on account of implementation of recommendation of the Seventh Central Pay Commission.

            The undersigned is directed to refer to this Ministry’s ‘OM No. S.11011/11/2016-CGHS(P) dated 20th Ma’y, 2009 vide which orders were issued revising the rates of monthly subscription for availing CGHS facility, as also the entitlement for free diet, entitlement of accommodation in private empanelled hospitals under CGHS, etc.

2.         Consequent upon revision of pay on the basis of the implementation of the recommendations of the 7th Central Pay Commission, it has been decided to revise the rates of subscriptions, to be made by employees/ pensioners, for availing benefits under the CGHS, with effect from 1st January 2017. It has also been decided to revise the monetary ceiling limits for various entitlements of the beneficiaries for availing CGHS facilities.

3.         In supersession of all earlier instructions, the following revisions are being made, is so far as it relates to the facilities mentioned below:

Sub: -  Unjustified delay in publishing the GDS Committee Report - Serving notice for commencement of indefinite hunger fast in front of Dak Bhawan from 18.01.2017 – regarding.
Sir,

            We regret to note that inspite of the categorical assurance given by Secretary, Department of Posts to this Federation, the Report of the GDS Committee headed by Shri Kamalesh Chandra, Retired Postal Board Member, Submitted on 24.11.2017 is not yet published by the Department. We suspect some foul play behind this unjustified delay.

            Earlier GDS Committee reports were published on the same day of submission to Department. Even the 7th Pay Commission Report was published in the Government of India website, within seconds after its submission to union Finance Minister. GDS Committee report is not a secret or confidential report. We are at a loss to understand why the department is not publishing it, even after a lapse of one and a half months after the date of submission. It seems that the Department is not ready to respect the sentiments of about three lakhs GraminDakSevaks who are the real backbone of the Postal Department. We also suspect that there is a calculated move on the part of the Postal Board to belittle the credibility of the Union/Federation leadership among the employees. We cannot allow such a situation to continue anymore. The whole hearted cooperation and commitment extended by the Postal employees and this Federation for improving the productivity and efficiency of the Postal Services cannot be misunderstood. We are forced to reconsider our stand and to come out openly against this indifferent and negative attitude of the Postal Board.

            We hereby give notice to you that as a mark of our strong protest against the unjustified and inordinate delay in publishing the GDS Committee Report, the Secretary General NFPE and the General Secretaries office bearers of affiliated Unions/Associations shall commence INDEFINITE HUNGER FAST in front of Dak Bhawan from 18th January 2017. We further like to make it clear that if the department fail to publish the report forthwith, we will be compelled to resort to higher form of Trade Union action including stoppage of work without any further notice.

            We hope that good sense will prevail upon the Postal Board and immediate necessary action will be taken, before the situation goes from bad to worse.

Dear Comrades, 

            As you are aware the GDS Committee Report was submitted to the Government on 24th November 2016 by the Kamalesh Chandra Committee. NFPE conducted two days protest demonstration on 5th & 6th December 2016 demanding immediate publishing of the Report.

             Secretary, Department of Posts categorically assured Secretary General NFPE that Report will be published after 31st December 2016. But even after 31st December, till this day, Report is not published.

            Entire Postal Employees are agitated over the unjustified delay in publishing the Report.

            NFPE Federal Secretariat has decided to commence INDEFINITE HUNGER FAST infront of Dak Bhawan , New Delhi from 18th January 2017 from 10 AM onwards demanding immediate publishing of GDS Committee Report.

Secretary General all General Secretaries NFPE and General Secretary AIPEU GDS / available Office Bearers will sit on hunger fast.

            All Circle/Divisional Secretaries of NFPE/AIPEU GDS are requested to conduct protest demonstrations in front of all offices from 18th January onwards.

            Please give wide publicity among all employees, especially among GDS employees

SUB:       CERTIFICATE OF RE-MARRIAGE/MARRIAGE—REG.


            The undersigned is directed to refer to Annexure XXVI of the Scheme Booklet of the O/o CGA, which is a proforma for Certificate of Re-marriage/Marriage. As per the Scheme Booklet, this certificate is to be submitted once every six months in May and November by widowers and unmarried daughters; this is required to be countersigned by a responsible officer or a well-known person.

2.         This department has received request from Pensioners Union of Railway Employees, Chennai. (copy enclosed) stating that the widows of the deceased ’employees are required to submit the certificate countersigned by a responsible officer or a well-known person. More often the widow, when approaches the show-called responsible officer/well-known person, are being harassed. They feel that the present stipulation of getting counter signature is not only unwarranted but also an affront to the womanhood in the context of atrocity against women rampant in the country. This is inconsistent with acceptance of certificates with self-attestation.

3.         Therefore, the Union has requested to eliminate the provision of counter signature from others duly accepting self attested certificates.

4.         This department has also received representations against revision for submission of these certificates every six months, which had been forwarded to the CPAO for further necessary action. as general references.

5.         This department has already allowed submission of self-certificate for non-marriage and declaration of income vide OM dated 21st July, 1999, re-iterated vide OM dated 8th December, 2011 and 20th September, 2012 (copies available at www.persmin.nic.in) Rule 54 of CCS (Pension) Rules, 1972 has been amended to allow submission of marital and income certificates only once a year.

6.         In view of the foregoing, Central Pension Accounting Office, Department of Ex-servicemen Welfare and Ministry of Railways are requested to make suitable changes to their respective forms for the above certificate.

            Income-tax Rules amended to provide that bank shall obtain and link PAN or Form No. 60 (where PAN is not available) in all existing bank accounts (other than BSBDA) by 28.02.2017.


            Income-tax Rules have been amended to provide that bank shall obtain and link PAN or Form No. 60 (where PAN is not available) in all existing bank accounts (other than BSBDA) by 28.02.2017, if not already done. In this connection, it may be mentioned that RBI vide circular dated 15.12.2016 has mandated that no withdrawal shall be allowed from the accounts having substantial credit balance/deposits if PAN or Form No.60 is not provided in respect of such accounts. Therefore, persons who are having bank account but have not submitted PAN or Form No.60 are advised to submit the PAN or Form No. 60 to the bank by 28.2.2017.


            The banks and post offices have also been mandated to submit information in respect of cash deposits from 1.4.2016 to 8.11.2016 in accounts where the cash deposits during the period 9.11.2016 to 30.12.2016 exceeds the specified limits.


            It has also been provided that person who is required to obtain PAN or Form No.60 shall record the PAN/Form.No.60 in all the documents and quote the same in all the reports submitted to the Income-tax Department.

WHAT HAPPENED TO PONGAL HOLIDAY ISSUE ? WILL IT BE SETTLED OR NOT ?-

அன்புத் தோழர்களுக்கு வணக்கம்.

பொங்கல் பண்டிகைக்கு நமது தமிழக அஞ்சல் வட்டத்தில் OPERATIVE 
SIDE  பகுதியில்  பணிபுரியும் ஊழியர்களுக்கு வழக்கமான விடுமுறை மறுக்கப்பட்டுள்ளது. இது ஊழியர்கள் மத்தியில் பெரும் கொந்தளிப்பான மனநிலையை ஏற்படுத்தியுள்ளது. 

பொங்கல் பண்டிகை என்பது  தமிழினம் சார்ந்த , பண்பாடு சார்ந்த, விவசாயிகளின்  வாழ்வாதாரம் சார்ந்த, தமிழகத்திற்கே முதன்மையான பண்டிகையாகும். எனவே இது குறித்து  மாநில அஞ்சல் நிர்வாகத்தின் அலட்சியமான போக்கு,  'JUST LIKE THAT'  மனப்பான்மை   ஊழியர்கள் மத்தியில் எரிச்சலூட்டும் விதமாக, OPERATIVE  பகுதியில் பணி  புரியும் ஊழியர்களின் மீது அலட்சியம் காட்டுவதான  உணர்வினை ஏற்படுத்தியுள்ளது.

2017 ஆண்டுக்கான விடுமுறைப்பட்டியல்  மத்திய அரசின் DOPT அமைச்சகத்தினால் கடந்த 7 மாதங்களுக்கு முன்னதாகவே , அதாவது கடந்த  24.6.2016  அன்றே  வெளியிடப்பட்டது.  அதில் அனைத்து மாநிலங்களுக்கும், அனைத்து மத்திய அரசு துறைகளுக்கும் 14 விடுமுறைகள்    பொதுவானதாகவும்,     இதர    மூன்று          விடுமுறைகள் 
(மொத்தம் 17)  அந்தந்த மாநிலங்களுக்கு முக்கியமான பண்டிகைகளாக 12 பண்டிகைகள் பட்டியலிடப்பட்டு,  இவற்றில் ஏதேனும் மூன்றை அந்தந்த மாநில தலைமையகங்களில்  உள்ள  CENTRAL GOVT. EMPLOYEES WELFARE CO-ORDINATION COMMITTEE என்று சொல்லப்படும்,    மத்திய அரசுத் துறை அதிகாரிகள் கொண்ட கமிட்டி கூடி முடிவெடுத்து அறிவிக்க வேண்டும் என்றும் அறிவுறுத்தப்பட்டுள்ளது. அப்படி கமிட்டி கூடி  முடிவெடுக்கப்பட்டு அறிவிக்கப்பட்ட பின்னர்  இசுலாமிய பண்டிகைகள் தவிர வேறு எதிலும் எந்த ஒரு மாற்றமும் செய்திடக் கூடாது என்று  உத்திரவிடப்பட்டுள்ளது.
(இதில் ஊழியர்கள் பிரதிநிதிகள்  இருப்பதாக சிலர் தவறான கருத்துக் கொண்டிருக்கின்றனர். ஊழியர் நல  அமைப்பு என்று பெயரிடப்பட்டு அதில் ஊழியர் பிரதிநிதிகள்  இல்லாமல் இருப்பது வேடிக்கைதான் )

24.6.2016 இல்  இந்த உத்திரவு வந்த போதிலும் , இந்த கமிட்டி 'ஆசுவாசமாக' நவம்பர் 2016 இல் தான் கூட்டத்திற்கான  அறிவிப்பு செய்தது.  அந்தக் கூட்டத்தில் 

24.2.2017 மகா சிவராத்திரி 
25.8.2017 - விநாயகர் சதுர்த்தி 
28.9.2017 - ADDITIONAL  HOLIDAY FOR  DUSSEHRA 

என்ற மூன்றும் விடுமுறை தினமாக  முடிவு செய்யப்பட்டு 23.11.2016 அன்று அறிவிப்பு  அவர்களால் வெளியிடப்பட்டது. 

ஆனால் 14.1.2017  பொங்கல் பண்டிகை , அன்றைய தினம் இதர மத்திய அரசுத் துறை அலுவலகங்களுக்கு, ஏற்கனவே  சனிக்கிழமை விடுமுறை தினம்  என்பதால் ,  இந்த நாள் மற்றைய மூன்று விடுமுறை தினங்களில் ஒன்றாக தீர்மானிக்கப்படவில்லை. சனிக்கிழமை நம்முடைய அதிகார அமைப்புகளுக்கும்  ( ADMINISTRATIVE  OFFICES ) ஏற்கனவே விடுமுறை தினமானதால்  ADDITIONAL  HOLIDAY FOR  DUSSEHRA என்று மூன்றாவது விடுமுறை தீர்மானிக்கப்பட்டது. 

ஏமாந்த பொதி சுமக்கும் கழுதைகளாக அஞ்சல் துறையில் ஞாயிறு கூட ECOMMERCE  DELIVERY க்கு பணிக்கப்படும்  OPERATIVE  பகுதி பெரும்பான்மை ஊழியர்கள் பொங்கலன்றும் பணிக்கு வரட்டுமே என்ற எண்ணம் காரணமாக இந்த நிலை ஏற்பட்டுள்ளதாகவே நாம் கருதுகிறோம்.

ஏனெனில், இந்தப் பிரச்சினை குறித்து மத்திய அரசு ஊழியர் மகா சம்மேளனம் மூலம்  தற்போதைய CGEWCC இன்   CHAIRMANஆகிய  CENTRAL EXISE COMMISSIONER அவர்களை அணுகியபோது ,  NOVEMBER மாதத்தில் நடைபெற்ற கமிட்டி  கூட்டத்திற்கு  முன் கூட்டியே அழைப்பு அனுப்பியிருந்தும் அஞ்சல் பகுதியில்  இருந்து உரிய அதிகாரிகள் எவரும் வந்து கலந்து கொள்ளவில்லை. அப்படிக் கலந்துகொண்டு  அவர்கள் பகுதியில் உள்ள OPERATIVE  ஊழியர்  பிரச்சினை குறித்து  சரியாக சொல்லியிருந்தால் நாங்கள்  14.1.2017 சனிக்கிழமையை பொங்கல் விடுமுறையாக அறிவித்திருப்போம் என்ற பதில் அளிக்கப்பட்டது. 

14..1.2017 சனிக் கிழமை ஏற்கனவே   இதர  மத்திய அரசுத் துறை அலுவலகங்களுக்கு  விடுமுறையானதால் ( INCOME TAX, CUSTOMS, CENTRAL EXISE, ACCOUNTANT GENERAL, CPWD,CENTRAL WATER BOARD ETC) அதற்குப்பதில் பட்டியலில் உள்ள வேறு ஒரு நாளை விடுமுறையாக தீர்மானித்ததாக  நமக்குத் தெரிவிக்கப்பட்டது.  ஆக, கோளாறு எங்கே என்று நம்மால் புரிந்து கொள்ள முடிகிறது.

மேலும், 23.11.2016இல் இந்த விடுமுறைப் பட்டியல் வந்த பிறகாவது இதில் உள்ள பிரச்சினை கவனிக்கப்பட்டிருக்கலாம் தானே என்று நீங்கள் கேட்பது புரிகிறது .   சரி  ! கவனிக்கப் படவில்லை .  இந்தப் பிரச்சினை குறித்து பாராளுமன்றம் நோக்கிய பேரணிக்கு முன்னரே நம்முடைய சங்கங்களால் மாநில நிர்வாகத்தின் கவனத்திற்கு கொண்டு செல்லப்பட்ட பின்னரும் கூட இந்தப் பிரச்சினை குறித்து  எந்தவித நடவடிக்கையும் எடுக்கப்படவில்லை.  

டெல்லியில் இருந்து திரும்பிய பின்னர் நாம் CPMG  அவர்களிடம் கடிதம் அளித்து நேரிடையாகப் பேசினோம். அப்போதுதான் அவருக்கு  இந்தப் பிரச்சினையின் தீவிரம் புரிந்தது.  அதுவரை அவரின்  கவனத்திற்கு  இந்தப் பிரச்சினை  எடுத்துச் செல்லப்படவில்லையென்று  நாம் அறிய வந்தோம், அவரும் உடன் இதன்மீது நடவடிக்கை எடுத்து  பொங்கல் பண்டிகைக்கு  விடுமுறை கட்டாயம் பெற்றுத் தருவதாக  நம்மிடம் உறுதி அளித்தார். மேலும் மத்திய அரசு ஊழியர் மகா சம்மேளனம் மூலம் இந்தப் பிரச்சினையை  பிரதம அமைச்சருக்கும்  கடிதமாக  கொண்டு சென்றோம். 

மீண்டும் CPMG அவர்களிடம் பணப்பிரச்சினை குறித்து பேசிய தினம்,  இது குறித்து அஞ்சல் மூன்று சங்கம் வலியுறுத்தியது.  பிரச்சினை இந்த வாரத்தில் தீர்க்கப்படும் என்று மீண்டும் CPMG அவர்கள்   உறுதி அளித்தார். இன்றைய தினம்  STRIKE NOTICE அளிக்கச் சென்றபோது  CPMG  அவர்கள்  PHILATELY கண்காட்சிக்கு சென்றிருந்ததால்  அவரைப் பார்க்க இயலவில்லை. எனினும் , பொங்கல் பண்டிகை அன்று விடுமுறை பெறப்படவில்லையென்றால் ,  அன்றைய தினம்  நம்முடைய  NFPE சார்பாக  பணிப் புறக்கணிப்பு செய்திடுவோம் என்பதை  CPMG அவர்களிடம் தெரிவிக்குமாறு  கூறிவிட்டு வந்துள்ளோம்.

ஊழியர்களின் உணர்வுகளுக்கு மதிப்பளிக்கக் கூடிய CPMG  அவர்கள் இருப்பதாலும், அவரே  நிச்சயம் இந்தப் பிரச்சினை தீர்க்கப்படும், விடுமுறை பெற்றுத் தரப்படும் என்ற உறுதி மொழியை  இரண்டு முறை அளித்துள்ளதாலும்  மாநிலச் சங்கங்கள் பொறுமை காக்கின்றன.  எது எப்படி ஆனாலும்,  இப்படி  'இல்லாத  ஒரு பிரச்சினை', இன்று 'பெரிய பிரச்சினை ' ஆக்கப்பட்டிருப்பது கண்டு வருந்துகிறோம்.  

இது  பிரச்சினை  என்று  தெரிந்தும்,  கடைசி  நேரம்  வரை     இழுத்தடிக்கப்  
படுவதும் வேதனை அளிக்கிறது. மாநில நிர்வாகத்தின் நல்லுறவை வேண்டி பொறுமை காக்கிறோம். இதன் பிறகாவது , நம் உணர்வுகளுக்கு மதிப்பளிக்கப்படும் என்றும், பிரச்சினை தீர்க்கப்படும் என்று முழுமையாக நம்புகிறோம். தீர்க்கப்படவில்லையெனில்  நிச்சயம் பொங்கல் பண்டிகை நாளில்  நாம் பணிப் புறக்கணிப்பு செய்திடுவோம் என்பதை இதன் மூலம் அறிவிப்பாகவே செய்கிறோம்.
