Yes, our pathetic voices….really….reached our benign Chief PMG Madam.

It is ascertained from reliable sources that the brutal & massive transfer orders issued to eight of our ASPs in Central Region, Tiruchirapalli (TN), by its PMG has been cancelled by our beloved, benign Chief PMG Madam, today. This would not have been possible, but for the support & solidarity shown by our members, not only from us, but also from other sister unions.

This Association does not want to discuss in depth, the positive reaction of our Chief PMG to the negative action of PMG, CR….….which is not our concern. But this Association always assures the Administration that we are not against the policies, targets etc., etc. but we will also fight for our right.  

This Association thanks the PMG, Central Region for having given us an opportunity to show our solidarity.  

This Association also takes this opportunity to thank Shri.K.V.Sridharan, the General Secretary of AIPEU, Group C (CHQ) and Shri.J.Ramamurthy, CS of AIPEU, Group C, Tamil Nadu Circle for extending their support to us. We will also reciprocate…..whenever needed.

Here, it may not be wrong to say, that the TN Circle Branch of this Association is not able to understand the reasons for the non reaction of our GS (CHQ) in this issue. This cannot be ignored as an issue relates to a particular Region or a Region in a particular Circle. The CHQ should remember that it is a massive attack on our Cadre. If there is no reaction to this issue then for what else our CHQ is going to fight..?

IP/ASPOs ASSN. TN - Unpleasant situation in Central Region.


A MATTER  FROM  IP/ASPOs  ASSN.  TN -  Unpleasant situation in Central Region.

1.         On 30.09.2011 (Friday), Shri. Bahadur Singh, IPS, Postmaster General, Central Region, Tiruchirapalli (TN) had issued transfer orders to eight ASPs in the middle of the academic year, that too even before completion of their tenure. 

2.         Even before the aggrieved ASPs informed the matter to this Association, the Circle Secretary on hearing the news from reliable sources, actions have been taken to restore the normalcy.

3.         But there was no positive reply from the PMG, CR to the request of the Association to cancel / defer the massive transfer orders issued by him. However the PMG, CR had assured the office bearers to reconsider the requests from the aggrieved ASPs and to accommodate them in nearby vacancies, if asked for. The PMG, CR had also advised the office bearers to get representations from such aggrieved ASPs, within a week’s time. All this took place on 03.10.2011 at the chamber of PMG, CR. But, all of a sudden, this Association was shocked to hear that the requests of the aggrieved ASPs were not taken into the consideration by the PMG, CR and they have been forcibly relieved on 10.10.2011. 

4.         For the past one decade, Central region stood first in every BD activities, not only in Tamil Nadu Circle but also figured all over India. Is it possible to achieve this height without the constant efforts of this cadre people? But the Administration never recognizes the efforts of this cadre. We, this cadre people are called backbone of this Department and middle level Managers. Every target is fixed only to this cadre and not to anyone else. But why this Administration always breaks backbones of the Department?
  
5.         Today it has happened to ASPs in Central Region and it may happen to the IPs of CR also, in near future. Our members in other Regions should awake and be ready for any Association activities, before this brutal shuffling takes place in other Regions. Everyone should remember, “Prevention is better than cure”.

6.         As the Regional Administration was not inclined to hear and settle the screamings of the aggrieved ASPs / Association, the CS and few office bearers along with the aggrieved ASPs have decided to meet our Chief PMG, Chennai on 13.10.2011.

Will our pathetic voice reach benign CPMG ?

Sub: Request to declare holiday on October 17th and 19th 2011 on the polling dates in the areas
       where Local body elections / bye-elections taking place  under  Negotiable Instruments Act
       1881 and under the instructions of the Election Commission of India- Reg.

The Tamil Nadu Local Body Election has been scheduled in two phases. The first phase of the polling areas, which are under the Corporation, are, is scheduled on 17th October and for the other areas on 19th October, 2011.

You may aware that  Government of Tamil Nadu  has declared public holidays on October 17th and 19th October, 2011, being the polling dates for City corporations and other areas respectively, for Government and Private employees under Negotiable Instruments Act, 1881 and holiday is declared on the actual date of poll,  and will be applicable only in the areas where the election/bye-election is taking place.

Also , in  accordance with the  directives of the Election Commission of India , holiday should be declared for  Govt.  departments  under negotiable Instruments Act  1881  with directives to  the State Government  even to issue instructions to  the Commercial and Industrial establishments in the private sector to declare a paid holiday for their workers on the day or days of the poll.

Hence our Circle Union requests the  CPMG, TN Circle  to  take immediate action in this regard, so as to  declare holiday on the dates of polling to the respective areas where elections is to be held, under Negotiable Instruments Act 1881 , and under the instructions of  Election Commission of India.   Your kind action and   a word in reply is much awaited.

Sub: Unmindful and indiscriminate  issuance of orders to close Teynampet West PO by the SSPOs.,
         Chennai City Central Division -  Request  for immediate  intervention and to stop such moves.
Ref: Our Circle Union letter dt. 29.09.2011  a/t Chief PMG, Tamilnadu Circle.

A kind reference is invited to the  letter cited. It is once again to note here that  the Secretary Posts  has  entered into a written agreement with  the  JCA  leaders  of all the Union  Vide No. 08/09/2011-SR dt.06.07.2011  and recorded that  there would be no closure of Pos & whenever needed  it  would  be  relocated. 
                                                                                                                                 
But  to our dismay,  contrary to that,  the SSPOs., Chennai City Central Division has ordered to close down Teynampet West PO  on 15.10.2011.  You may aware that this PO  is situated in a prime Locality owned by TNCC Kamarajar Arangam near Teynampet  Police station and  under  the usage of larger public.

In order to protest  the withdrawal of public services abruptly, a larger program of agitation was held  before this office on  28.09.2011 and  many service organisations and  political party  leaders have taken part  in the program.   This was  well covered by the  Tele media as well   by the print media . State and Central level  representatives of  political parties  given press reports  and  were telecasted by many  TV channels.  They also  exhibited  the  signed agreement  given by the  Secretary posts  before the media. This  completely  shatters  the  image of our Department   among masses, and  exposes the disorderliness of our  low rung officers violating   the Secretary Posts  agreement and written commitment   which was given  in public interest.  The sitting  Rajya Sabha M.P.  Com. T.K.Rangarajan has also addressed in this matter to our CPMG, TN to stop closure of  such a public service and  a copy is also endorsed to us.

Actually the reason furnished by the local level administration is,  to pay huge arrears of rent to the Land Lord and hence the  PO is proposed  for  closure. But  as learnt  , it is only  because of the fault of the local administration that  the periodical due revisions were not made, which causes the litigation. It may be negotiated with the  TNCC  authorities after local body elections are over, by utilising the public organisations.  We are to co-operate with. But  closure  is  not   the answer  to settle  any problem.

Hence we request    the kind intervention  of the  Chief PMG  in this matter so as to stop  such orders of  closure and  to restore  the  P.O. in the  interest   of  public services.

DA Order

CADRE REVIEW MEETING


               As scheduled, the meeting on cadre restructuring was held in the Postal Directorate on 28.9.2011 under the chairmanship of Dr. Salim Haque, DDG (P). Sri Alox Saxena, DDG (Tech), Sri Rajkumar, Director, Staff, Ms Kalpana, Director, Establishment, Sri Subash Chander, Director, SR & Legal, & Sri Surendrakumar, ADG (PCC) were present on behalf of the official side. The Staff side represented by Sri K.V.Sridharan, General Secretary, P3, Sri D.Kishanrao, General Secretary, P3 FNPO, Sri Giriraj Singh, General secretary, R3 NFPE, Sri D.Theagarajan, General Secretary,R3 FNPO, Sri Iswar Singh Dabas, General Secretary P4, NFPE and Sri T.N.Rahate, General Secretary,P4, FNPO.

               The Chairperson expressed the delay in convening the first sitting and assured that the process shall be completed before 31.10.2011 by having two further continuous sittings. It was categorically mentioned by the official side that the proposals for cadre review shall be based only on functional justification and not merely on the percentage basis. Further, they are not in the opinion to suggest forming many new cadres as it will tantamount against the principle accepted by the Govt after implementing the Sixth Pay Commission.

               The staff side presented their proposals in each cadre and also the justification for the need of cadre review. It was decided to redraft the proposals by incorporating the various changes taken place in the recent past. The Staff side assured to submit its revised proposals before 7.10.2011. The views of the Staff side demanded discussions on the draft finalized by the former chairman of the committee on cadre review and place it was well taken note of by the official side.

                    The Chair person declared that next sitting will be held on 12.10.2011 at 14.30 hrs in the Directorate.
