Dear Comrade,
Kindly refer to your circular letter of 21st December, 2015 wherein you have reiterated the decisions taken at the meeting of the NJCA on 8th December, 2015.  We have already  advised our affiliates to carry out the programmes slated for 30th December, 2015 and 19 to 21st January, 2016.  The employees have realized that the report of the 7thCPC is  the worst  ever in the history of wage revision of the Central Govt. employees.  They have also realized that a show down is inevitable to  change the situation. 

We feel in the given situation, it is the bounden duty of NJCA to provide leadership, unite the employees and lead the struggle, which alone can bring about tangible improvements. Though for the Confederation and its affiliates, strike ballot is not mandatory, we shall go through the process for it will enable our State and District level leaders to explain the various retrograde recommendations of the 7th CPC to the rank and file of the membership.

We, however, feel that the strike ballot, if taken say by the end of January, will help us to create a salutary impact at the time of discussions.  We also feel that the Government might hold consultation with us only once at the level of the Cabinet Secretary.  Besides, As per the decision  of the meeting of NJCA of 8th December, 2015, we are to  conclude the negotiation with the Government by the first week of February so that we would be able to declare the date of strike in the slated meeting of the NJCA on  8th Feb. 2015.  In the circumstance, we suggest that the decision for the strike ballot may be taken immediately and the same is concluded by the end of January, 2016 i.e., before the declaration of the date of commencement of indefinite strike. You may kindly hold discussions with the NJCA members over the phone and if agreed upon take appropriate decision to hold the strike ballot by the end of January, 2016.

We make this request for it may pose some difficulties for us to go in for the strike ballot later than January. 2016.

Department has launched issue of Post-Terminals (POTD Devices) to BPMs on pilot basis on 28.12.2015 in the states of U.P, Rajasthan and Bihar as part of implementation of RICT ( Rural Information & Communication Technology).

MINIMUM WAGE STILL A DREAM FOR WORKERS

     68 years have passed after independence of India. But the need based minimum wage still appears a dream for working class. After reaching a tripartite agreement in 15th Indian Labour Conference in 1957 a scientific formula called as Dr. Akroid formula based on minimum needs of a workers to survive and work, was accepted. Based on this formula all Central trade unions and independent federations are struggling since long to achieve the demand of minimum wage.

            This time also National council JCM demanded Rs. 26000 as minimum wage to a lowest class employees based on Dr. Akroid formula as on 01.01.2014 taking the commodity prices as Rs. 11344. The rates were taken as an average price of actual market from various cities throughout the India and actual receipts obtained from the shops and consumer stores were also produced as evidence. After adding component of housing, children education and social obligations it comes to 26000.
            But the pay commission has recommended Rs. 18000 as minimum wage taking 12 monthly average of commodity prices quoted by Labour bureau Shimla which is totally contrary to Dr. Akroid Formula and the figures are imaginary not realistic.
            The pay commission has also reduced the component of expenses on social obligation and children education as 15% contrary to the Supreme Court judgment of 25% on the plea that the employees are paid children Education allowance separately. The Children Education allowance is not fully reimbursed and expenses on education have increased heavily after liberalization of the education sector. The housing component has also been reduce by the pay commission stating that employees are paid HRA separately. House Rent Allowance is not full compensation of expenditure incurred on rent of accommodation obtained by an employee Earlier 3rd Pay commission has given 7.5% as the factor for housing.

            Thus this 7th CPC has drastically cut the minimum wage.

            The website of Agriculture Ministry also maintains the record of prices of commodities which are required to compute the minimum wage. Though these prices also vary from the real retail market. But if these prices had been taken by the pay commission as an all India average of the prices as on 01.07.2015. It will work out Rs. 10810. Thus the computation of minimum wage will arrive as Rs. 19880. After adding 25% for arriving at MTS scale it will come as Rs. 24850 and to convert it as on 01.01.2016 after adding 3% as suggested by 7th CPC. The final computation will come as 25596 when rounded off it shall be Rs. 26000/-

            Without modification of minimum wage, no improvement is expected in the higher pay scales. Therefore it requires recomputation and revision. If it is revised consequently the fitment formula, multiplication factor and pay matrix will have to be revised.

            Thus it is the urgent need to revise the minimum wage.

            The NJCA, Confederation and NFPE have given charter of demands to the Government of India seeking modification in so many demands failing which all Central Government Employees will be compelled to go on indefinite strike from 1st week of March-16.


            NFPE call upon the entirely of Postal, RMS and GDS employees to act as per the agitational programme given by the Confederation and NFPE and make the Government ready to accept the genuine demands of Central Government Employees.

கடந்த 24.12.2015 மற்றும் 25.12.2015 இரு நாட்களும் மதுரை  அஞ்சல் பயிற்சி மையத்தில் பயிற்சியில் இருக்கும் 150 க்கும் மேற்பட்ட பயிலாளர்கள்  விடுமுறை தினங்களில்  தங்கள் சொந்த ஊருக்கு செல்லக் கூடாது என்றும் , அந்த நாட்களில் SWACHH  BHARAT  சேவை செய்யவேண்டும்  பயிற்சி மைய இயக்குனரால்  கட்டாயப் படுத்தப் பட்டதாக மாநிலச் சங்கத்திற்கு புகார்கள்  வந்தன. எனவே இந்தப் பிரச்சினையை CPMG  அவர்களிடம் கடிதம் மூலம் எடுத்துச் சென்றோம். CPMG  மற்றும் DPS  HQ  ஆகியோரின்  தலையீட்டினால்  அந்த  ஊழியர்கள் அத்துணை பேருக்கும் பண்டிகை  கால  இரு நாட்களும்  தங்கள் சொந்த ஊருக்கு சென்றிட அனுமதி  அளிக்கப்பட்டது. இந்தப் பிரச்சினையில் தலையிட்டு  உத்திரவு  வழங்கிய  CPMG  அவர்களுக்கும் , DPS HQ  அவர்களுக்கும்  நம்  நன்றி !

தென் சென்னை கோட்டத்தின் ST  THOMAS  MOUNT  HO   கட்டிடம்  தொடர்பான பிரச்சினையில்  நாம்  மாநிலச் சங்கத்தின் மூலம்  ஏற்கனவே PMG CCR அவர்களுக்கும்  , பின்னர்  CPMG  அவர்களுக்கும்  கடிதம் அளித்துப் பேசியிருந்தோம். கடிதத்தின் நகல் நம்முடைய அஞ்சல் மூன்று வலைத்தளத்தில் ஏற்கனவே பிரசுரிக்கப் பட்டிருந்தது.  இதன் மீது உரிய நடவடிக்கை  எடுத்திட CPMG  அவர்கள்  PMG CCR , PMG, MM  , EE  CIVIL  ஆகிய மூவரையும்  பணித்திருந்தார்.   இதன்  அடிப்படையில்  கடந்த 22.12.2015 அன்று  இந்த மூன்று  அதிகாரிகளும்  ST  THOMAS  MOUNT தலைமை அஞ்சலகத்திற்கு நேரில் சென்று  பார்வையிட்டு  நம்முடைய  கோட்டச் செயலரையும் அழைத்துப் பேசி  பிரச்சினைகளை  நேரில் கேட்டறிந் துள்ளனர்.  பிரச்சினைகள் மீது  உரிய  நடவடிக்கை எடுப்பதாகவும் உறுதி அளித்துள்ளனர்.  நிச்சயம்  பிரச்சினைகள் தீர்க்கப்படும் என்று  நம்புகிறோம் .

In this connection, it is mentioned that Parliament has passed the Payment of Bonus (Amendment) Bill 2015 on 22-12-2015. This Bill has a proposal to increase ceiling limit of wages from Rs. 3500/- to Rs. 7000/-. It is also worth mentioning that Railwaymen has been given Payment of PLB on Rs. 3500/- for FY 2014-15.
 Since Parliament has passed the Payment of Bonus (Amendment) Bill 2015, and it has come into force on 01.04.2014, it is therefore requested that payment of arrears in respect of PLB pertaining to FY 2014-15 may be disbursed to railway employees at the earliest.

Govt. considering gratuity for NPS subscribers

Central Govt. is considering payment of gratuity for employees who joined Central Govt. service after 31.12.2003 and covered under National Pension
System (Popularly known as New Pension Scheme). Till now they are not covered under the existing gratuity scheme. Only in exceptional cases like death in service, retirement on invalidation etc., provisional gratuity is being paid vide order dated 05.05.2009 as an additional benefit.Minister of State for Finance, Mr Jayant Sinha informed in parliament that Govt. is considering the benefit of gratuity to extend for the NPS subscribers too.

No More Affidavits, Interviews For Central Govt Jobs- Central Minister told to PTI

New Delhi: Path-breaking initiatives like discontinuation of affidavits for host of central government services and ending job interviews for various posts from January 1 among other initiatives kept the Ministry of Personnel in news during 2015.
“The most revolutionary and path-breaking decision is abolition of attestation of certificates by gazetted officers instead promoting self-attestation,” Minister of State for Personnel, Public Grievances and Pensions Jitendra Singh told PTI.
He said the government took this decision as it was willing to trust citizens, more importantly it’s youth who will not give wrong information while submitting self-attested documents.
This decision has come as a big relief to common people, especially those living in rural areas, who had to take lot of pain in getting documents attested.
The Ministry also recently discontinued the practice of submission of affidavit by the family members of deceased government employees for the appointment on compassionate grounds.
Now people are required to submit self-declaration at the time of applying for compassionate appointment. All states and union territories have also been asked by the Centre to do away with practice of getting gazetted officer-signed affidavit and seek self-attestation.
Singh, a Lok Sabha member from Jammu and Kashmir’s Udhampur constituency, said soon after Prime Minister Narendra Modi’s announcement to end interviews from central government jobs, his Ministry has acted on it.
“We have decided that from January 1, next year, the process of interview for Group C and D recruitments will be abolished,” he said, adding that these are some steps which nobody thought of in past over 60 years after country’s independence.

“We have started the process of simplification of various application forms being used in the government. We are converting multi-page application forms into one-page,” the Minister said.
Talking about other initiatives, he said a pension portal has been started. “Those who are getting superannuated can check the status of their pension online. They can also check pension payment orders online,” Singh said.
He said out of 6.5 lakh public grievances received by his ministry during the year, 4.8 lakh were disposed of.
“The ministry will continue to work towards simplifying governance,” Singh said.
In another novel initiative, the ministry started yoga camps for the central government employees and their dependents.
Besides, it exempted the parents of differently-abled children from the mandatory transfers so that they can take proper care of them.
The scheme of interaction of officers with school students has been launched in which the officers of government of India visit schools and share their experiences with the students.
As a pilot project, senior officers of Department of Personnel and Training have visited kendriya vidyalayas in Delhi and interacted with the students.
For the first time in the history of the Indian Administrative Service (IAS), the officers of 2013 batch were posted as assistant secretary in the Central Secretariat for a period of three months.
In order to crack a whip on non-performing bureaucrats, it has started assessing the performance of employees. The government has asked all its departments to identify such public servants and move proposals for their premature retirement.
The Personnel Ministry has formed rules to check unauthorised stay on foreign postings by IAS, IPS and IFS officers.

Rural post offices will soon get digitally connected


NEW DELHI: The communications and IT ministry is set to a launch a slew of schemes on December 28 that will seek to digitally connect rural post offices across the country and enable core banking facilities at 12,000 other post offices.


The ministry will also announce a programme to set up over 1,000 ATMs in three months for the convenience of post office  savings bank customers.

Communications and IT minister  Ravi Shankar Prasad will launch the schemes to mark the 'Good Governance Day'.

The ambitious project to digitise all transactions made by postmen in rural India will include equipping branch postmasters with solar powered, biometric hand-held devices.

It will be launched at three pilot circles in Uttar Pradesh,  Bihar and Rajasthan. A senior government official told ET that the  Good Governance Day will hence be a critical date for the government to measure its success in digitising governance and for setting new digitisation goals. The official said the government's attempt to mark the day on December 25 last year had become controversial and it was thus decided to shift it to December 28. "By March 2017, 1.30 lakh hand-held devices will be made available across rural branch offices. This instrument will revolutionise lives of people across villages," the official said.

Booking and delivery of Speed Post, registered mail, money orders, sale of stamps and postal stationary will be done through these devices and paper receipts will be generated instantaneously, the official said. "All financial transactions shall also be reconciled immediately and cash on delivery amount collected in the village will be immediately credited to the account of e-commerce company," the official said.

These devices will also facilitate biometric authentication of social security beneficiaries at the time of pay-out, "reducing leakage in the scheme", the official said.

The postal department has clocked revenue of Rs 980 crore in 2015 through cash on delivery and the figure is likely to cross Rs 1,500 crore by the end of the current financial year, the official said. The postal department has also set up 57 integrated state-ofthe-art parcel centres for booking, processing and delivery of ecommerce parcels.

The official said the postal department has this year offered more than 57,000 policies under the PM Suraksha Bima Yojana, PM Jeevan Jyoti Yojana and Atal  Pension Yojana to post office savings bank account holders.
