"CERTIFICATE OF POSTING " - DISCONTINUED



                        Sub: Discontinuation of 'Certificate of Posting'.

                       .G. Posts No.2-4/2008-PO dated 23.02.2011.

Under the provisions of Rule 195 of the Indian Post Office Rules , 1933 'Certificate of Posting' is granted to the public to afford an assurance that letters and other articles for which no receipts are granted by the Post Office and entrusted to servants or messengers for posting have actually been posted.

It has since been decided that' Certificate of Posting' may be discontinued immediately.

A copy of Gazette Notification No. 58(E) dated 31.1.2011 deleting rule 195 of the Indian Post Office Rules, 1933 regarding 'Certificate of Posting' is enclosed for information and necessary action.

This may kindly be brought to the notice of all concerned for strict compliance.

The receipt of this communication may also be acknowledged.

                                                                                                       New Delhi, the 31st January, 2011

GSR.58(E)- In exercise of the powers conferred by clause (d) of sub-section (2) of Section 21 read with section 74 of the Indian Post Office Act, 1898 (6 of 1898), the Central Government hereby makes the following rules further to amend the Indian Post Office Rules, 1933, namely:-

1. (1) These rules may be called the Indian Post Office (Third Amendment) Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Indian Post Office Rules, 1933, in part VIII relating to "General Rules", the heading "III-Certificate of Posting "and rule 195 shall be omitted.

  1. It is very bad decision. Acknowledgment of various Govt. Department,Educational Institute or some of less important documents receipt system now closed by this order.I think this decision are in favor of Private Courier Service.Great withdrawals of service of COMMON MEN without any opinion/reason.-Chandrakant

  2. Stupid beuracratic decision without considering the users. As it is the service standard of the Indian Postal System has steadily declined over the years, which used to be reliable and excellent earlier. I guess that IndiaPost will steadily lose out to the competitive alternative service providers delivering better service and value for money.

    BUT WHO CARES - not the Postal Department!

  3. Discontiuation Certificate of Posting shall effect the earning of the Post offices.The Certificate of Posting means only that the letter has actually been posted. It has no legal santity but was the proof that the artcle was posted.This discontinuation step is not the least healthy for the postal income.It shall have been the wiseable step to enhance the fee instead of its dicontinuation. Discontinaution is supposed to be a bankrupcy of mind because for the issue Certificate of posting no extra staff was required. VP Misra, consultant & Labi\our Law Advisor, Noida & Lucknow

  4. I for one smell a rat. This has been done to discourage use of this facility by the RTI activists / general public seeking info under RTI Act.
    I would like to know whether post masters been directed to accept RTI applications addressed to PIO along with Rs 10 as appl fee? If not what is the alternative which has been provided for the common man to submit RTI applications without being compelled to post duly registered which is very costly.

  6. Post offices as such are a lousy place since the independence. Staff in Post Offices always try to evade responsibility.Rather they are more caring if you deposit term deposit from where they can earn money through agents. It is a well known fact. The bureaucrats should have prevented stoppage of such system to allow more free time to alrady lethargic group with vested interest of postal staff without finding alternative ways to do the same service.

    I have read the comments. The Post offices are doing a great Job and reach places which one cannot imagine.
    Way Back in 2000 I had sent a Proposal to bring them on line with Banks as their reach is huge and they are doing banking work also like Post office Schemes etc.Now only the Government has woken up and bringing in line with banks and will go hammer and tong as if it is their scheme.
    Foreign Intelligence are using it for anti India Activities- Like the Joshua Project -please log on to JOSHUA PROJECT on the Google - One will come to know.
