It is informed that the  officials who were  engaged to impart PA induction Training for the new recruits at Local Training Centres as an extension of PTC, Madurai  at RGMTTC, Meenambakkam, and Vinayaka Mission Engg. College, Salem have not yet been paid with due Training allowance as Provided in C.O. Letter no. ESB/134-1/98 dt. 29.4.98.

Early action is solicited to cause orders for payment of training allowance to the trainers.

The said  official  is  promoted into  PA cadre  after completion of 8 years of service  in Postman cadre

and was awarded with  MACP  II   after completion of  18 years service .

She has completed 28 years of service   during  2008  and   she  is  due  for   MACP III during  that year

with  a grade pay  of Rs.4200/-.  But  she  was not  awarded with  the  said  MACP  III  either  on completion of  28 years  or   after completion of  30 years of service  during  the year 2010,  despite of  her repeated representations. 

Though  the   Divisional  level scrutiny committee  cleared  her  case ,   it is learnt that, now  the case was refd. to   audit  again for  further clarification.  Her   case  was tossed in such a way for  the past   three years.

Hence ,   it is requested that,   action may kindly be  expedited  in this  regard.

                    Sub: Revision of  wages for Mazdoors/Part Time employees such as                     

                             Sweepers/ Water Carriers/Gardeners for the financial year 2011-

                              2012- Non adherence of the  revision of wages w.e.f. 1.42011. at

                             Anna Road HPO as per the  norms fixed by the Collectorate- Reg.

                     Ref: 1. Chennai Collectorate proceedings no. C2/2661/2011 dt. 26.5.11.

It is well aware  that  the wages for  the mazdoors/ contingent / part time employees etc  are fixed  for all  within the District,  by the  respective Dist. Collectorate  of the State Govt. concerned, on financial year basis,  based on the Consumer Price Index of the  District.

Likewise, the Collectorate Chennai has fixed  wages for this financial year vide their memo. Cited under ref.1  and was communicated by the  o/o CPMG, Chennai  vide the ref.2 cited, for the financial year viz. 2011-2012. ie. from 1.4.2011.

But  the Chief Postmaster, Anna Road  refused to fix the wages  w.e.f. 1.4.2011  despite of  repeated  representation of the   mazdoors concerned, and despite of the Branch level union concerned, but   revised  the  wages only from the date of  communication of the  orders from the CPMG, TN viz. 8.8.2011.

      

It is shocked to receive  the reply from the administration of Anna Road HPO that  there is no mention in  the orders of CPMG that  the  wages are to be revised w.e.f. 1.4.2011 and  as such the  wages  could not be  revised w.e.f. 1.4.2011. We do not understand the  meaning  of the word ‘ Financial year’ for  which  the  wages are  revised by the Collectorate based on Consumer Price Index. We felt much  because of such  stand  taken  by the  Anna road administration.

Your kind  interevention is  ,  therefore, requested  in this matter , and  to give suitable instructions to the authorities concerned  and  to settle  the plight of the poor  mazdoors,  so as to fix the wages w.e.f. 1.4.2011.

PRODUCTIVITY LINKED BONUS FOR THE ACCOUNTING YEAR 2010-2011

CHANGE IN REGIONAL ALLOTMENT IN PM GRADE -I

Meeting with PMG CCR on 20.09.2011

Today we met the  PMG CCR  and discussed the following  burning issues of CCR .

1. Extension of speed Post Counters at late night in various offices in CCR leading to 10.00 AM to
    10.00 PM duty for the counter PAs,  Gr. D, APMs, Treasury and Mail Branches.
2  Extension of  business hours  of  MPCM  upto 06.00 PM  in various offices in CCR.

PMG CCR discussed with us  in depth  and  totally seized of the issue.  He informed
that  the intention of the  administration is to  extend  counter facilities  to the  public especially in
city area. However   he categorically assured that  no  official will be  brought into duty beyond
the prescribed eight hours.  He further instructed his subordinate over phone  that  all SSPOs.,
should be  suitably instructed  accordingly  with  specific instruction of   operating  seperate
spells of  counters ie.

a) 10.00 AM to  06.00 PM. and
b) 01.00 PM to 09.00 PM.

We have further raised the apprehensions  of the officials doing  back office work  like Treasury,
Mails and  Supervisor,  he has assured  to mitigate  the problem too.
and further informed that  it is only on trial basis  and will be reviewed after  3 months.  Even after
this  if  there be  any ground level problem , so arises,   that  would also be addressed  positively.

1. Issue related to the latest developments on Foreign posts and  the unhelpful attitude of the

   Foreign post administration to carry out the public service smoothly.

2Request for restoration of  the abrupt and arbitrary abolition of GDSV posts at Central Region, resulting  in hampering of  MPCM counter services at  the HOs.

3.Arbitrary fixing of tenures for S.A.s at Central Region .

4.Arbitrary and abrupt  withdrawal of outsourcing in Central Region .

5. Extension of speed counters at late night in various city Divisions, leading to 10.00 to 10.00 duty for Counter PAs, Gr.Ds, APMs, Treasury & Mail  Departments etc. against  norms.
