LETTER TO CPMG, TN- REQUEST TO STOP REDRAWAL OF TEMPORARY TFR. CASES

Sub: Request for kind intervention  to stop  the redrawal of   the officials to their own Divisions of Central Region, who have been under temporary transfer  on various units   throughout  Tamilnadu Circle- Reg.

We are receiving  complaints  by and large from  throughout Tamilnadu   Circle  that  the PMG, CR has  ordered  to redraw  all the officials  those who are on temporary transfers from Central Region, before  completion of  their    period   of  transfer.

We had an opportunity  to discuss the issue  with  the PMG, CR  on 17.10.2011 during  the course of bi-monthly meeting  held at Trichy. The PMG, CR  replied that,   in order to  overcome  the shortage of staff
he  recalled  all the officials   those  who are on temporary transfer  from  Central Region. We have pleaded to stop  the move  at least  till  the  completion of the academic  year , he  replied  that   though he has taken  the decision,  the  issue  is  rests  with  the  CPMG alone , who had issued  such  temporary transfer  orders.

Hence this  letter.   You may aware  that  temporary transfers  are ordered only on  specific grounds , that too  to a short  span of  one  year,   either  on  medical grounds or  on spouse category- maternity purposes/ wards educational  purposes and  if they  are redrawn now,  the entire family life will be collapsed.

Our Circle Union  requests the  CPMG, TN , therefore,

 1.  kindly  to intervene  in this matter   to stop any such move immediately  and  to allow them  till their
      period is over or at least  till the   academic  year  is  over
2.  their application  under  Rule 38  may kindly be considered  positively and effected,  in order to have
      clear resultant  vacancies  in their  respective units  and to be  included  in the  current  year vacancy.

BI – MONTHLY MEETING WITH PMG CR ON 17.10.2011


BI – MONTHLY MEETING -  CENTRAL  REGION  DT. 17.10.2011

The bi-monthly meeting   of   Central Region  was held on 17.10.2011. Com. J. Ramamurthy, Circle Secretary and  Com. A. Manoharan, Regional Secretary were attended on behalf of the Staff side . The PMG, CR and  the  DPS, CR were attended on behalf  of  administrative side. The meeting  was held in a conducive  atmosphere. The  outcome of the meeting is

1. PMG , CR agreed to  restore  the abolition of  GDS SV posts  ordered  throughout  Central Region,
    except which  are sub-standard ,  having  less than 3 hrs.  work load.

2. Agreed to   allow  outsourcing  throughout  the Region ,  wherever  needed  ,  based on the  requests
     placed  by the  Divisional  heads,  especially  for extra  item of works such as  Data entry work of   
     RPLI, A/Cs , SB  works etc.

3. As per  PMG’s  version , though  the extension of  business  hours of  counters up to 7 hrs. is  ordered
    based on Dte.  instructions,    he  agreed  the version of   the staff side  in connection with the  duration
    of  back office  work.   Then he  assured  to instruct   positively taken into consideration of  the CPMG’s
    instructions  and  the  staff side view.

The copy of  written minutes  is expected to  be supplied  within a week.

Thereafter,  informal meeting   is  held with the  PMG, CR and  the DPS, CR  separately.  Com. R. Kumar, Circle Organizing  Secretary  has also attended along with Circle/Regl. Secretary.  This  was also  held in a smooth atmosphere  and both the PMG and DPS  are  very  receptive though it is late hour after 07.00 PM. Some important items  discussed  during  the   informal  meeting  are

1. Issuance of orders  for  re-allotment  to Kumbakonam Division to the three displaced LSG officials of Mayiladuturai -  orders   issued in file & will be  released .
2 . Rule 38  transfer  case   of  Smt. Bharathi   of  Mayiladuturai Division  to  Tuticorin Division under spouse category -  will be  recommended.
3.Immunity from transfer – Case of Sri. A. Kumaragurunathan, Karur Division -  will be  ordered.
4.Cancellation of  transfer orders  issued  to  Sri. L. Rajagopal, DPM,  Pattukkottai Division-  will be kept in
abeyance.
5.Non grant of advance TA to the   PA  induction trainees  in various  Division of Central Region- instructions will be  issued  to   grant   advance of  TA.
6.Grant of officiating pay  to  Smt. L. Lalitha, Offg. PM, Pudukkottai  HO -  Will be pursued in consonance with the  Directorate orders  dt. 28.7.2011.
7. Consideration of  re-instatement  of prolonged  suspension – Case of Sri. M. Ramanathan, Thanjavur Division- Request  will be  considered on appeal.

We have  requested  the  PMG, CR   to review  his  decision  of calling back   the   officials  those  who are  on temporary transfers  in various   Units  throughout  the Circle .  We hope   our  request   will be   considered ,  being    it is    the middle of the  academic  year  and  the  temporary transfers are ordered on specific  purposes and  the staff would suffer a  lot ,  if  redrawn.

We thanked  both  the  PMG, CR   and  the  DPS, CR   for  their  smooth approach  in receiving  and  discussing the  staff matters  positively.

Com. Maruthanayagam, Divl. Sec., Trichy and Com. Palanisamy , Divl. Sec. , Karur  received the Circle Office bearers  and  extended warm welcome . We thanked for their  kind  hospitality.

Questions placed in Hindi in the LGO Examination held on 16.10.2011- Reqeust to CPMG,TN

Our  Circle  union is bringing   to  your  kind  and immediate attention  that  the  Questions  under  Paper I
Of the   LGO examination conducted by CMC  on 16.10.2011 at Hindustan Engg. College, Coimbatore Centre, contain  12 questions  out of 50 in Hindi  for  2 marks each and that  could not  be attended to  by the  candidates, since   nobody  can able even  to read with. While  this  matter was raised with the   conductors of the Examination by the candidates,  it is reported that, they simply  brushed aside. The position in other  centers  could not be ascertained immediately.

We could not  able to understand  how  this    is  possible.  Whether  models  are  not formulated in consultation with  our end or not.  This type of  aspect  should be  addressed with  seriously.

Our Circle Union  requests  the  immediate  intervention of the CPMG   TN Circle  in this  matter, so as to take suitable steps  that

     i) either to award full marks  to all the candidates for all the  12 questions ,  whether  the questions are
        attended or not

    ii) or to  cancel  the examination now  conducted  and   to conduct   afresh with due care, without
        inviting  such complaints.

Yes, our pathetic voices….really….reached our benign Chief PMG Madam.

It is ascertained from reliable sources that the brutal & massive transfer orders issued to eight of our ASPs in Central Region, Tiruchirapalli (TN), by its PMG has been cancelled by our beloved, benign Chief PMG Madam, today. This would not have been possible, but for the support & solidarity shown by our members, not only from us, but also from other sister unions. 

This Association does not want to discuss in depth, the positive reaction of our Chief PMG to the negative action of PMG, CR….….which is not our concern. But this Association always assures the Administration that we are not against the policies, targets etc., etc. but we will also fight for our right. 

This Association thanks the PMG, Central Region for having given us an opportunity to show our solidarity.  

This Association also takes this opportunity to thank Shri.K.V.Sridharan, the General Secretary of AIPEU, Group C (CHQ) and Shri.J.Ramamurthy, CS of AIPEU, Group C, Tamil Nadu Circle for extending their support to us. We will also reciprocate…..whenever needed.

Here, it may not be wrong to say, that the TN Circle Branch of this Association is not able to understand the reasons for the non reaction of our GS (CHQ) in this issue. This cannot be ignored as an issue relates to a particular Region or a Region in a particular Circle. The CHQ should remember that it is a massive attack on our Cadre. If there is no reaction to this issue then for what else our CHQ is going to fight..?

CLOSURE OF TEYNAMPET WEST P.O. STOPPED

தேனாம்பேட்டை மேற்கு  அஞ்சலகத்தை  மூடும் உத்திரவு நிறுத்தப்பட்டது !

சென்னை மத்திய கோட்டத்தில் உள்ள தேனாம்பேட்டை மேற்கு அஞ்சலகம் 
மூடப்படுவதை எதிர்த்து நமது தோழர்கள் ஊழியர் சக்தியை ஒன்று திரட்டி
JCA  அமைத்து  தொடர் போராட்டங்கள் நடத்தி வந்ததை நமது வலைத்தளத்தில் ஏற்கனவே செய்தியாக வெளியிட்டிருந்தோம்.  இதனிடையில் 15.10.2011 அன்று 
அஞ்சலகம் மூடப்படும் என்று உத்திரவு வெளியிடப்பட்டது . இதனை எதிர்த்து 
கடந்த 13.10.2011   முதல் தொடர் உண்ணாவிரதப் போராட்டம் JCA சார்பில் 
நடத்தப்பட்டது. இதர பகுதி தொழிற்  சங்கங்களையும்  பொது மக்கள் 
அமைப்புகளையும் இணைத்து போராட்டம் விரிவு படுத்தப்பட்டது. மேலும் 
கடந்த 14.10.2011 அன்று SSP  மற்றும்     PMG, CR  உடன்  பேச்சு வார்த்தை 
நடத்தப்பட்டது .  முடிவாக இரவு 08.00  மணி  அளவில்  அஞ்சலகம் மூடும்
உத்திரவை  நிறுத்தி வைத்து  PMG, CCR அவர்கள் உத்திரவிட்டார். போராடிய 
தோழர்களுக்கு மாநிலச் சங்கத்தின் வீர வாழ்த்துக்கள். களம் அமைத்து 
போராட்ட வடிவம் கொடுத்து  முன்னின்று நடத்திய தொழிற்   சங்க நிர்வாகிகளுக்கும் ,  இதர முன்னோடிகளுக்கும்  மாநிலச் சங்கத்தின் நெஞ்சு நிறை நன்றி. தலமட்டப் போராட்டங்களுக்கு நிச்சயம் வெற்றி உண்டு என்பதற்கு மத்திய சென்னை கோட்டத் தோழர்களின் போராட்டம் ஒரு முன் உதாரணம்.
