7th Pay Commission – Trade Unions urges constitution of  7CPC in the ensuing budget (2013-14)

Various affiliated Trade Unions representing Central Government Employees have urged Government to constitute 7th Commission and to officially announce the constitution of the 7th Pay Commission in the ensuing Budget (2013-14).
The trade unions have also demanded for raising income tax exemption limit from the present Rs. 2 lakhs to Rs. 5 lakhs.

News flashed in Business Standard News Paper in this regard is as follows.
Pressing for a people-friendly Budget for 2013-14, trade unions today urged Finance Minister P Chidambaram and his team to announce the constitution of the seventh pay commission along with raising the income tax threshold to Rs 5 lakh in a year from the present Rs 2 lakh.

The demand was raised by the unions at a Pre-Budget consultations in the North Block, even as the government is struggling hard to rein in its fiscal deficit.

After the meeting, Harbhajan Singh Siddhu of Hind Mazdoor Sabha said already seven years of the sixth pay commission have passed and any new commission will take two-three years to study.

“The revision of wages and various service conditions of the government employees is already due. Constitution of the seventh Pay Commission be announced in the Budget,” joint recommendations of trade unions, including CPI (M)-affiliated CITU, CPI-linked AITUC, INTUC of the Congress and Bharatiya Mazdoor Sangh to the Finance Minister said.
Also, the unions have demanded the income tax exemption ceiling for the salaried persons should be raised to Rs 5 lakh per annum and fringe benefits like housing, medical and educational facilities should be exempted from the income tax net in totality.
At a time when the government is trying hard to raise FDI cap in insurancesector to 49% from the current 26%, the unions raised objections to the move.

As the government struggled to meet its disinvestment target of Rs 30,000 crore this financial year, the memorandum said stake sale of profit making PSUs “be stopped forthwith” and budgetary support be given for revival of potentially viable sick PSUs.

On the poor sentiment in the economy, the unions called for massiveinvestments by the government in the infrastructure sectors “in order to stimulate the economy and to make the market look up”.
Chidambaram emphasised on the need to revive investment in manufacturing and services sector in order to create higher job opportunities, an official statement said.

Unions called for higher government spending to create more jobs and guarantee consistent income to the people, special allocation for creation of a welfare fund for protecting interests of unorganised workers.

Increasing the scope of MGNREGA to urban areas and raising the minimum period of employment under the UPA flagship programme from 100 days to 200 days were other demands of the unions.

Chidambaram said due to the steps and measures taken by the government in the last few months, there seems to be a change in the investmentsentiments both in public and private sectors.

In order to curb inflationary pressure, the unions called for a ban on forwardtrading of commodities along with rationalisation of taxes on petroleum products.

For mobilisation of resources the unions suggested higher taxes for the “rich and affluent”.

“A progressive taxation system should be put in place to ensure taxing the rich and the affluent sections who have the capacity to pay at a higher degree,” their representation said adding that taxes on luxury goods should be increased and indirect taxes on essential commodities be reduced.

CCS (Revised Pay Rules) 2008 – Finance Ministry calls for Re-Exercise of option for fixation of revised pay in case of employees covered under the OM dated 19.3.2012
Ministry of Finance has issued Office Memorandum No. 10/2/2011-E-III(A) dated 03.01.2013 for permitting Central Government Employees under CCS (Revised Pay Rules) 2008 who are covered under Office Memorandum No.10/02/2011-E.III/A dated 19.03.2012, i.e., employees for whom increment of pay in pre-revised scale had fallen due from February 2006 to June 2006 and eligible for one time increment as on 01.01.2006 in the pre-revised pay scale.
It is observed by Ministry of Finance that the provisions of the aforesaid OM dated 19.3.2012 bring about a material change in the basis for exercise of option to come over to the revised pay structure in terms of the CCS(RP) Rules, 2008 in respect of employees who are covered under the said OM dated 19.3.2012.
Hence, it has been decided by the Finance Ministry that all those employees who are covered under the provisions of the aforesaid OM dated 19.3.2012 may once again be permitted to re-exercise their option to come over to the Revised pay structure.

OFFICE MEMORANDUM
Subject: Central Civil Services (Revised Pay) Rules, 2008 – the re-exercise of option under Rule 6 of the Central Services (Revised Pay) Rules, 2008 in case of employees covered under the OM dated 19.3.2012.
The undersigned is directed to invite a reference to Rules 5 & 6 of the CCS(RP) Rules, 2008, as per which a Central Government employee had an option to elect to come over to the revised pay structure either from 1.1.2006 or from the date of his next increment or from the date ofpromotion, upgradation of pay scales. Such an option was to be exercised within 3 months from the date of publication of CCS (RP) Rules, 2008. The rule also provides that the option once exercised shall be final.
2. This Ministry issued instructions vide this Departments OM No.10/2/2011-E-IIIA dated 19.3.2012, providing that those Central Government employees who were due to get their annual increment between February, 2006 to June, 2006 may be granted one increment on 1.1.2006 in the pie-revised pay scale as a one time measure and, thereafter, they will get the next increment in theRevised Pay structure on 1.7.2006 as per Rule 10 of the CCS (RP) Rules 2008.
3. In view of the benefit extended to Central Government employees as per the aforesaid OM dated 19.3.2012, the issue relating to according of a fresh opportunity to Central Government employees to re-exercise their option to come over to the revised pay scale as per CCS(RP) Rules, 2008 was raised by the Staff side of the Joint Consultative Machinery in the meeting of the National Anomaly Committee held on 17.7.2012.
4 The matter has been considered by the Government and having regard to the fact that the provisions of the aforesaid OM dated 19.3.2012 bring about a material change in the basis for exercise of option to come over to the revised pay structure in terms of the CCS(RP) Rules, 2008 in respect of employees who are covered under the said OM dated 19.3.2012, the President is pleased to decide that all those employees who are covered under the provisions of the aforesaid OM dated 19.3.2012 may once again be permitted to re-exercise their option to come over to the Revised pay structure.
5. The benefit under these orders for re-exercise of option shall be available for a period up to 31.3.2013. The revised option shall be intimated to the head of the office by the concerned Government employees in accordance with the provision of Rule 6 (2) of the CCS (RP) rules, 2008.
6. All the Ministries and Departments are requested to bring the content of this OM to the notice of their employees so that such employees can avail themselves of the same within the stipulated time period.
7. In so far as persons serving in the Indian Audit and Accounts Department are concerned, these orders issue after consultation with the Comptroller and Auditor General of India.

2005, 2006, 2007  மற்றும் 2008 ஆண்டுகளில் SCREENING COMMITTEE SCRAP  செய்யப் படுவதற்கு முன்னர் 'DEEMED TO HAVE BEEN ABOLISHED'  என்று  குறிக்கப்பட்டு , ஆனால் இன்னமும்  ABOLISH  செய்யப் படாமலும் , நிரப்பிட  DOPT  யில் இருந்து அனுமதி  பெற முடியாமலும்  'SKELETON'  இல் வைத்திருக்கப் பட்டுள்ள  ஆயிரக்கணக்கான  பதவிகள் மேலே கண்ட மத்திய அரசின் நிதி அமைச்சக உத்திரவின் மூலம்   இனி நிரப்பப் பட வாய்ப்பே இல்லாமல்  போய்விடும் .  

இந்தக் காலியிடங்கள் தான், பல கோட்டங்களில்   CURRENT YEAR VACANCY  ஐ தவிர்த்து , SANCTIONED STRENGTH க்கும்  WORKING STRENGTH க்கும்  வித்தியாசமாக உள்ளது என்பதை  பல தோழர்கள் அறியாமல்,  காலியிடங்கள் நிரப்பப் படவில்லை என்று கூறி வருகிறார்கள். 

13.10.2010 வேலை நிறுத்த ஒப்பந்தத்தின் அடிப்படையில் , 2010, 2011 இல் நடைபெற்ற  RECRUITMENT  களில் DIRECT RECRUITMENT,  RESIDUAL VACANCY, LGO EXAM, SC/ST  BACK LOG VACANCIES,  PH/OH VACANCIES என்று  இதுவரை எழுத்தரில் மட்டும் மொத்த ஊழியர் எண்ணிக்கையில்    33%  பணியிடங்கள் தமிழகத்தில்  நிரப்பப் பட்டுள்ளன. 

இந்த ஆண்டுக்கான  RECRUITMENT இல்   தமிழகத்தில் கிட்டத்தட்ட மொத்த எழுத்தர்  எண்ணிக்கையில்  12% பதவிகள் மேலே கண்ட இனங்களில்  நிரப்பட  முறையான  காலியிட  அறிவிப்பு வெளியிடப் பட உள்ளது .அதாவது அனைத்து காலியிடங்களும்  நிரப்பப் பட உள்ளன 

இதனையும் மீறி ,2005,  2006, 2007  மற்றும் 2008 க்கான  SCREENING COMMITTEE VACANCIES தான்  மீதமுள்ள காலியிடங்கள் ஆகும்.

இவை தவிர , வேலைப்பளு  அதிகமாக உள்ளதன் காரணம் ,  எந்தவித  வேலை நிர்ணய புள்ளி  வரையறைக்குள்ளும்  வராத  AGENCY  பணிகளை நாம் செய்து வருகிறோம்.இதற்கு ஈடாக  , நமது  இலாக்காவுக்கு  COMMISSION  ஆகப் பெறப்படும் தொகையில் 25% தொகையை, இந்த  AGENCY  பணிகளைப் பார்க்கும் ஊழியருக்கு  INCENTIVE  ஆக வழங்கிட உத்திரவு பெற்றுள்ளோம். இதை தமிழகத்தில் நடைமுறைப் படுத்தவில்லை என்று  பல கோட்டங்களில் , புகார் அளிக்கப்பட்டதை CPMG அவர்களிடம்  மாநில கூட்டு ஆலோசனைக் குழுக் கூட்டத்தில் வைத்துப் பேசி அதற்கான உத்திரவையும் பெற்றுத் தந்துள்ளோம். இது பின்னர் CCR, CR,SR  மண்டலங்களில் BI-MONTHLY MEETTING களிலும் வைக்கப் பட்டு மீண்டும்  தலைமட்ட உத்திரவுகள்  இடப்பட்டுள்ளன. அந்த BI-MONTHLY MEETING MINUTES நகலும் நம் வலைத்தளத்தில் பிரசுரிக்கப்பட்டு , மீண்டும் அதன் நகல் கோட்ட/கிளைச் செயலர்களுக்கு அனுப்ப பட்டுள்ளது.   என்பதை நினைவு கூர்கிறோம்.

  RPLI  பகுதியில், PLI  பகுதியில்.  புதிய  பணி  நியமன ஆணை எதுவும் மத்திய அரசில் வழங்கிட வில்லை. எனவே  அந்தப் பணியிடங்களுக்கான  அதிகப்படியான வேலைப்பளுவும்  நம்மிடையே கூடியுள்ளது. புதிய பணியிட உருவாக்கத்திற்கு (CREATION OF POSTS)   மத்திய அரசில்  தடை  அனைத்து துறைகளுக்கும் இருப்பதால் , இந்தப் பிரச்சினையில் ஒரு தேக்க நிலை உள்ளது.

இந்த நிலையில்தான்,  மாநில அளவில்  எடுக்கக் கூடிய நடவடிக்கைகளை  இடைவிடாது மாநிலச் சங்கம் செய்து வருகிறது  என்பதை  அன்புடன் தெரிவித்துக் கொள்கிறோம்

தற்போது ,

இதனையும் மீறி எழுத்தரில் காலியிடங்கள் அதிகம் இருப்பதாகவும்  அதற்குக் காரணம் 2006 முதல் 2008 வரை நேரடி நியமனத்தில் 2/3 RD  ABOLISH  செய்திட  SKELETON இல் வைத்தது போக, மீதி உள்ள 1/3rd  காலியிடங்கள் பல கோட்டங்களில் நிரப்பப் படவில்லை என நமக்கு புகார் வந்துள்ளது.

வேறு சில கோட்டங்களில் residual  vacancy யானது 2000 முதல் 2005 வரை  நிரப்பப் படாமல் irregular assessment  செய்யப்பட்டுள்ளதாகவும்  அதனால் sanctioned  strength க்கும்  working  strength க்கும்,  நடப்பில்  நிரப்பப் படவுள்ள காலியிடங்கள்  தவிர்த்துக் கூட,  நிறைய  வித்தியாசம் உள்ளது எனப் புகார் வந்துள்ளது .

எனவே நம்முடைய மாநிலச் சங்கத்தில்  இது குறித்து  நடைபெற உள்ள FOUR  MONTHLY  MEETING  இல்  CPMG , TN  அவர்களிடம்  பிரச்சினையைக் கொண்டு சென்றுள்ளோம் .  பிரச்சினையை விவாதிக்கும்  போது உரிய புள்ளி விபரங்களுடன் விவாதித்தால்  நிச்சயம்  பிரச்சினை தீரும். இல்லையென்றால்  அதில் எந்த பிரயோசனமும் இருக்காது .  எந்தவித RECORDED  SUPPORT ம்  இன்றி ஒவ்வொரு கோட்டத்திற்கும் 20 எழுத்தர் அதிகம் வேண்டும் என்று கேட்கமுடியாது என்பது உங்களுக்கும் தெரியும்.இது குறித்து அந்தந்த  RECRUITMENT  ஆண்டுகளில் விழிப்புடன்  இருந்திருந்தால்  இந்த சிக்கல்கள் வந்திருக்க வாய்ப்பில்லை. 

எனினும் இந்தப் பிரச்சினையைத் தீர்த்திட மாநிலச் சங்கத்திற்கு பாதிக்கப் பட்டுள்ள கோட்ட/கிளைச் செயலர்கள்  அவர்கள் பங்கினை ஆற்றினால் மட்டுமே இந்த பிரச்சினையை தீர்க்க முடியும் என்பதால் உங்களுக்கு  ஒரு வேண்டுகோளை நாம் வைக்கிறோம்.

Then consolidate all  these  , along with the  no. of officials diverted from general branch to the un normed  works  such as RPLI, IMT, SM, DSM, ME etc.

MAHADEVAIAH GROUP FLASHED THE FALSE NEWS DELIBERATELY ON 10THDECEMBER 2012 TO SABOTAGE THE 12TH DECEMBER 2012 STRIKE

MAHADEVAIAH GROUP GDS UNION HAS NOT GIVEN STRIKE NOTICE FOR 12TH DECEMBER 2012 STRIKE

1.   On 10th December 2012 when all are actively campaigning for the success of the 12th December 2012 joint strike, the Mahadevaiah Group GDS Union flashed the following news in their website -

“FLASH AND GLAD NEWS – BONUS FILE CLEARED BY FINANCE TODAY”
They deliberately gave publicity to this false news just to create confusion among the GDS and to sabotage the 12th December strike.

2.   After 12th December strike NFPE put the following news in its website.
“Regarding GDS Bonus the propaganda made by Mahadevaiah Group GDS Union is totally false. Finance Ministry has not approved the proposal for raising the GDS Bonus ceiling to Rs. 3500/- but returned the file without approval.”
(This news item is still in the NFPE website and anybody can verify it.)

3.   Now, after the 12th December strike, the Mahadevaiah Group GDS union openly admitted that the Bonus File is not cleared by Finance, but the File was returned to Postal Directorate without approval. Now in the website of Mahadevaiah group the following lines are written.
“FINANCE MINISTRY HAS SENT THE FILE BACK TO THE DEPARTMENT OF POSTS FOR SOME CLARIFICATION”

4.   Now let the readers and employees judge, who is right and who is wrong. Who is giving correct news and who is spreading false news. NFPE has given the correct news and Mahadevaiah group has published false news and subsequently corrected it after NFPE putting the correct news. They have lost their credibility and they are trying to cover up their ill motivated false propaganda by putting the blame on NFPE.

5.   It is an admitted fact that Mahadevaiah group GDS Union has not given strike notice for the 12th December strike. They tried their best to sabotage the 12th December strike. Their leaders have demanded the administration to take disciplinary action against those employees who participated in the 12th December strike. NFPE has already published one such letter in its website and anybody can read it.

6.   Can Mahadevaiah group GDS Union prove that they have given strike notice to the Secretary, Department of Posts, for the 12th December strike? Can Mahadevaiah group GDS Union deny that their leaders have not written any letter to the administration to take disciplinary action against those participated in the 12th December strike? Can Mahadevaiah group deny that the letter written to the administration by their leader published in NFPE website is a false one? No, they cannot.

7.   The issue of raising Bonus ceiling of GDS from 2500/- to 3500/- was an important item in the memorandum submitted by Confederation to the Hon’ble Prime Minister of India, Finance Minister and Cabinet Secretary during the Parliament march and also in the strike charter of demands of the 12th December 2012 strike served to the Cabinet Secretary and the Secretary, Department of Posts. Many MPs irrespective of political affiliation and also Union Cabinet  Ministers have written letters to Hon’ble Prime Minister to consider the demand of the Confederation. Further both NFPE and FNPO has jointly demanded the Government to raise the bonus ceiling of GDS. The Minister of States for Communications and the Secretary, Department of Posts, has assured the JCA leaders that the case will again be forwarded to the Finance Ministry with favourable recommendations. The Secretary, Department of Posts has informed the JCA leaders that Cabinet Secretary was also appraised of the matter. The efforts made by NFPE, FNPO and Confederation and the mass-scale participation of the employees (Departmental as well as Gramin Dak Sewaks) in the 12th December Strike has its own impact.

8.   The attempt of the Mahadevaiah group to project themselves as the only union for the GDS was thoroughly exposed in the 12th December strike and more than 80% of the GDS joined the strike call given by NFPE & Confederation, inspite of the fact that Mahadevaiah Group GDS Union has not given the strike notice and has not conducted any campaign programme to make the 12th December strike a success. More and more GDS leaders from Mahadevaiah group including All India office bearers are joining the newly formed AIPEU GDS (NFPE).  In the 12th December strike, the unity of the Departmental employees and Gramin Dak Sewaks was restored and those who are trying to divide the GDS and Departmental employees cannot continue their nefarious game any more.

9.   ACTUAL POSITION OF GDS BONUS

As already exhibited by NFPE in its website, the GDS Bonus file was not cleared by Finance Ministry but returnedto Department of Posts without approvalThe reason stated by Finance Ministry is as follows -

Up to 2006 GDS were also paid equal Bonus on pro-rata basis along with regular employees. The One-man Committee (Nataraja Murthy Committee) appointed by Government has recommended that GDS are not eligible for equal bonus with regular employees and the payment made up to 2006 was unjustified as per the commission’s recommendations. This recommendation of the Nataraja Murthy Committee was accepted by the Government and Postal Board. Accordingly it was decided not to raise the Bonus ceiling from 2500 to 3500. After that the Department of Posts has not undertaken any fresh study to justify the payment of equal Bonus (3500) to GDS. Postal Department should conduct a fresh study by another committee and submit revised proposal justifying the payment of equal bonus to GDS. Such revised proposal, if any, submitted after fresh study will be examined by the Finance Ministry and if found justified will be considered for implementation from the next financial year i.e., 2013-2014. Regarding this financial year’s Bonus Finance Ministry is not ready to reconsider it. That means the Bonus for the current financial year (2012-2013) stands rejected. This is the stand of the Finance Ministry.

10.  Now the Department of Posts has constituted a Committee of officers to make fresh study of the case and submit fresh proposal to the Finance Ministry for consideration and approval. The Postal Board has assured the JCA (NFPE + FNPO) that the study will be completed quickly and fresh proposal will be submitted to Ministry of Finance. Definitely the JCA will take necessary follow up action.

11.  The anti-NFPE minded leaders of the Mahadevaiah group GDS Union should clearly understand that their repeated attempt to divide GDS employees and Departmental employees is not going to work any-more. GDS will stand with NFPE. NFPE will never misguide the employees, but will always stand by the truth. Please remember that

From the table above, you can assume that , if there is no change in AICPI-IW for December 2012 i.e it is pegged at 218, then Expected DA from January 2013 will be 80%. 
DA will remain to be at 80% for change in AICPI for December 2012 up to 221. If AICPI(IW) for December 2012 touches 222, then expected DA with effect from January 2013 will be 81%.

நமது NFPE  சம்மேளனத்தின் உறுப்புச் சங்கங்கள் அடங்கிய  தமிழ் மாநில இணைப்புக் குழுக் கூட்டம் நேற்று (31.12.12)  சென்னை  எழும்பூரில் , தோழர் M . கண்ணையன் , கன்வீனர்  அவர்கள் தலைமையில் நடைபெற்றது.  கூட்டத்தில்  அஞ்சல் மூன்று, அஞ்சல் நான்கு, RMS மூன்று, RMS  நான்கு, நிர்வாகப் பிரிவு, கணக்குப் பிரிவு, SBCO , AIPEU  GDS NFPE  ஆகிய  மாநிலச் சங்கங்களின் மாநிலச் செயலர்கள், தலைவர்கள் கலந்துகொண்டார்கள். 

கூட்டத்தில்  மாநில இணைப்புக்  குழுவை  புதுப்பிப்பது , RJCM  செயலர்  புதிதாகத் தேர்ந்தெடுப்பது உள்ளிட்ட  பல  பிரச்சினைகள் விவாதிக்கப் பட்டன. 

கூட்டத்தின் முடிவாக   NFPE  தமிழ் மாநில இணைப்புக் குழுவின்  தலைவராக  தோழர். K . ராஜேந்திரன், மாநிலச் செயலர், RMS  நான்கு அவர்களும் ,  கன்வீனர் ஆக   தோழர்  J . ராமமூர்த்தி, மாநிலச் செயலர், அஞ்சல் மூன்று  அவர்களும் ஏக மனதாகத் தேர்ந்தெடுக்கப்பட்டனர். 

அதேபோல  RJCM  அமைப்பின்  ஊழியர் தரப்புச் செயலர்(SECRETARY , STAFF  SIDE )   ஆக  தோழர். J . ராமமுர்த்தி, மாநிலச் செயலர் , அஞ்சல் மூன்று அவர்களை NFPE  தரப்பில்  எதிர்வரும் RJCM  உறுப்பினர்களின் கூட்டத்தில்  முன்மொழிவதாக NFPE  தமிழ் மாநிலச் சங்கங்களின் சார்பில்  ஏகமனதாக முடிவெடுக்கப்பட்டது. 

புதிதாக தேர்ந்தெடுக்கப்பட்ட   நிர்வாகிகளுக்கு  நம் அஞ்சல் மூன்று மாநிலச் சங்கத்தின் சார்பில் வாழ்த்துக்கள்.

IN A MEETING ATTENDED BY ALL CHQ OFFICE BEARERS, CIRCLE SECRETARIES, CIRCLE OFFICE BEARERS AND DIVISIONAL LEADERS OF NFPE UNIONS, THE FULL FLEDGED RECEPTION COMMITTEE HAS BEEN FORMED.

TAMILNADU IS PREPARING TO INVITE ALL DELEGATES AND VISITORS OF THE 1st AIC OF AIPEU GDS [NFPE] AT CHENNAI FOR CONSOLIDATING THE UNITY OF ALL POSTAL EMPLOYEES.

ALL ARE WELCOME TO THE HISTORIC OCCASSION OF 1st AIC OF GDS[NFPE].

LATEST ON JCM DEPARTMENTAL COUNCIL MEETING



Dear Comrades,
Wishing all of you a Happy & Prosperous New Year 2013.

All India Conference

(i) All of you aware that we are holding our AIC at Thiruvananthapuram from 10.03.2013 to 12.03.2013 and notification has already been issued and also published in the Bhartiya Post. I hope that all of you would have booked your journey tickets for attending the AIC.

(ii) The CHQ has already appealed all the branches to procure advertisements for the Souvenir to be published to mark the occasion of our AIC. The Reception Committee intimated that the response from our branches is very poor. All of you are requested to pay immediate attention and procure advertisements as possible as you can and forward the same to the reception committee. You are further requested to approach all the postal cooperative societies also.

(iii) This time, we have sent the draft of the Biennial report well in advance along with the Bhartiya Post January 2013 issue and it would have been reached your hands by this time. Since in all the previous All India conferences, we found no time to read the full report after reaching the venue and organize discussions on the basis of the report, so that we are experimenting this time, by forwarding the Biennial report to all divisions much in advance with the request to convene their General Body meetings in their branches and discuss the report therein and attend the AIC with constructive suggestions and improvement in the report. Let us hope that our venture, as the first time will yield fruitful results and create a benchmark for the future.


(iv) The Reception Committee proposes to conduct an All India Essay Competition among the members on the topic of ‘Future’ of India Post’. Three best essays will be selected and prizes will be distributed at the All India Conference. The last date for receipt of essays within 4 pages (A4 Size) on this topic has been fixed as 28.02.2013. The willing participants are requested to forward their articles either to the Reception Committee directly or through the CHQ within the stipulated time. This decision is nothing but to motivate our comrades to aware of all the latest developments being taken place in the department and also to enhance their creativity and presentation. Let us hope that there will be more response.

(v) We are planning to hold our ensuing AIC such a grand manner by inviting Hon’ble Ministers, Secretary and various public personalities and also conducting a mammoth rally on 11.03.2013 evening with the participation of around 10000 comrades which includes all the postal employees of Kerala Circle. We are seeking all your cooperations to make our AIC an historic success.

Hand Book 2013
We have compiled this Hand Book 2013 with more important orders on all topics and added four new chapters viz.,Disciplinary Rules – Introduction, contributory negligence, Trade Union facilities and Ruling Digests – A Recap etc. It crosses more than 300 pages. The price will be fixed at Rs. 70/- or Rs. 75/- This Hand Book is a must to all the office bearers and members of our union. All are requested to indent more copies and distribute to all members.

Venture – 2013
An updated ‘Venture’ containing various new chapters and rulings is under compilation. We propose to launch this book in the All India conference. ‘Venture’ will be the best reference book available among us. The price will be determined as per our policy of ‘no loss; no gain’. It should be at the hands of all activists and office bearers shortly. All are requested to place an indent at the earliest to CHQ so that we can print the copies according to indent as this will be a costly affair.

Formation of GDS unions Divisions/Circle Levels
The CHQ is in receipt of encouraging reports from all corners that our divisional secretaries are extending fullest support,efforts and cooperation to form branches of AIPEU GDS (NFPE) at divisional levels. The First All India Conference of AIPEU GDS (NFPE) is scheduled to be held at Chennai from 21.03.2013 to 22.03.2013. Com. K. V. Sridharan and Com. K. Ragavendran were requested to take the incharge of Reception Committee as Chairman and General Secretary respectively. This AIC should be represented from all the Circles and branches. It is therefore requested to organize the formation of the GDS Union in the remaining divisions and request them to attend the AIC scheduled to be held in Chennai. All are requested once again to complete this task before 28.02.2012.

JCM Departmental Council

The JCM Departmental Council Meeting was held on 28.12.2012. As reported by Com. K. V. Sridharan, Leader Staff Side, the gist of certain decisions on the subjects are furnished hereunder.

(1) At the outset, the Staff Side declared that in the event of non finalization of cadre review proposals immediately and if linked it with the modernization, the Staff Side will not cooperate the project of modernization and its implementation. Then it was assured to finalise the proposals shortly after a convening a Staff Side meeting early.

(2) The linking of fresh establishment review for the proposal of peripheral HRA will be dropped. Whenever State Government declares merger of urban areas, proposals for the enhancement of HRA will be undertaken.
(3) Proposal to recruit the PA through Staff Selection Commission will be taken for consideration after some time.
(4) PA Recruitment (Open Quota) will be completed in three phases from 27.01.2013 to 3.3.2013. The candidates will be made under three groups in each circle and exam will be conducted in three batches in between Jan to March 2013. After the exam, computer test will be made among the shortlisted candidates and the recruitment process will be over in the month of June 2013.
(5) The conditions imposed in the last IP exam that ‘no disciplinary action is pending or contemplated and no adverse entry in last two years’ etc. will be withdrawan.
(6) Grant of Flexi working hours not possible for POs.
(7) As the soil is not fit for construction of two storied buildings at Kodialkol Mangalore, alternate building will be finalized shortly.
(8) Construction work will commence within 15 days in respect of the Itanagar HPO building.
(9) Chief PMG NE intimated that there is no request or requirement for construction of staff quarters in Imphal.
(10) Replacing kerosene generators will be ordered.
(11) The fixing uniform incentive for MTS work will be considered.
(12) As the verification of withdrawal will not be necessary after 30.06.2013, the expected date of core banking introduction, the enhancement of limit for verification need not be insisted.
(13) RBI has directed SBI to recover the amount irregularly paid to the depositor in the PPF account in the case of Mysore HO.
(14) Non counting of the APS service for MACP – not agreed.
(15) An appeal filed in the High court Jodhpur against the CAT orders on MACP in respect of promotees.
(16) Fixation of Pay of MTS & irregular Audit objection by DAP Kolkata – will be referred to DOPT.
(17) A reference will be made to DOPT about our demand on Dies non period shall also be taken as continuous service for MACP.
(18) Recovery of postage in case of foreign articles returned due to non availability service – will be considered favourably.
(19) Clarification will be issued to fix the minimum pay of Rs. 5200 + 1800 to canteen employees.
(20) Payment of the difference in encashment of EL for LTC – Not agreed and stated the clarification is issued as per the DOPT orders.
(21) Carving out of Postmaster Grade III will be carried out shortly. HSG-I posts will be filled up as per the old Recruitment Rules. The DOPT has been approached for approval. Assured to cause orders within a month and immediately the PM Grade III will be carved out.
(22) Abolition of skeleton vacancies for 2006 to 2008 is based on the refusal of our demand by MOF & Nodel Ministries. We insisted that the vacancies abolished earlier inadvertently shall be adjusted. The DDG replied that all the circle heads replied that there was no such abolition earlier. We pointed out the case of the West Bengal circle in PA & Postmen vacancies. No decision was emerged.
(23) Orders have been issued to constitute DPC at once for promotion of LSG & HSG II Promotions.
(24) Relaxed standard to GDS in PA appointment for SC/ST candidates. This is under examination.
(25) All the vacant postmen, Sorting Postmen Posts will be filled up before May 2013.
(26) Grant of higher Out station Allowance for RMS staff will be considered on the basis of Grade Pay instead of Designation.
(27) Amendment will be made in the recruitment rules of Sorting Asstt. in the constitution of DPC for confirmation.
(28) Recruitment Rules for PA (Circle office) is pending with Ministry of Law.
(29) Group B exam related issues – will be discussed in a separate committee.
(30) Clarifications will be issued on drawal of Grade pay to pharmacists of P&T Dispensary.
(31) Amendment is expected on the eligibility of family pension to married physically handicapped wards. It will be expedited.
(32) Orders will be issued to step the case of promotee seniors up to the issue of Pay Commission orders from 1.1.2006.
(33) One time option will be provided to the officials whose increment falls between Feb 2006 to June 2006.
(34) Instructions will be issued not to make any recovery from those retired from 1.1.2006 to 31.08.2008 in respect of excess payment of commutation amount.
(35) Reference will be made for the grant of Grade pay of Rs. 1800/- to MTS who retired/expired from service after 31.08.2008 without having been imparted training.
(36) Orders on agreed items discussed in the postmen committee will be expedited.
(37) Irregular commutation of LR strength – It was agreed to verify the old files of 1964 & 1975 and ascertain the correct position on LRs and will initiate action.
(38) All PTCs will be instructed not to insist Dress code, Uniform etc. A common standard will be circulated. In respect of PTC Madurai, the successful 12 candidates will be provided promotion.
(39) Orders will be issued shortly for upgradation of pay to the erstwhile Group ‘D’ selected under blind quota who are still remaining in IS scale.
(40) Provisions will be made to get information about the GPF through Internet shortly.
(41) Discrimination in the service condition in LGO - DOPT not agreed for any further relaxation.
(42) All the sections have been instructed to update all Postal Manual, Volumes and reference books before 15.02.2013.
(43) Bifurcation of Baster and Raigarh divisions will be considered.
(44) It was agreed to revise commission for Aadhar Card related works.
(45) The transfer of staff from L2 against the willingness will be stopped.
(46) Clarification will be issued for stepping up of pay to Postman and Group ‘D’ as per Divisional gradation List.
(47) The restriction on the second posting in single handed post offices. Orders exhibited in the website.

The above are only the important subjects discussed among the 88 items. The items which were earlier discussed in the Standing Committee meeting were not discussed again. The Leader staff Side stated that the decision on certain items in the stating committee meeting required reconsideration to avoid disagreement to be recorded for referring the case to the Board of Arbitration. The meeting ended with thanks to the chairman who had convened two JCM meetings and two standing committee meetings in one year.

Attention of Divisional/Branch Secretaries
(i) Please clear Quota, Outstanding dues and also the quota to Federation and Confederation, CIRCLE well in advance.
(ii) Please indent ‘Hand Book 2013’, if not placed earlier immediately and distribute as New Year Gift to all members.
(iii) Please convey your requirement on ‘Venture’ so then we can restrict the no. of copies to be printed. Com. K. V. Sridharan is exerting all strains and special care to bring the proposed book as the most valuable reference book for all Postal Trade Union activists.
