Cadre Restructuring agreement of the Group ‘C’ employees of the Department of Posts was signed by both the official side and staff side on 28.04.2014 after protracted discussions and hard-bargaining by the leadership of NFPE & FNPO. By 30.04.2015 first anniversary of the signing of the agreement will be over. Even after a lapse of nine months the proposal is still pending in the Postal Directorate. In all other departments like Railways, Income Tax, Central Secretariat etc. cadre.

 restructuring is already approved by Government and implemented. Employees got the benefits months back. Postal JCA has included this demand in its charter of demands. The reply given by the Department is really shocking and shameful. After keeping the file in the cold-storage for ten months now the Postal Board says it want six months more time to process the proposal for submission to the DOP&T. Reply given by the Department in the minutes of the strike charter discussion is reproduced below:

 

“The examination of proposals regarding Cadre Restructuring will be expedited and will be sent to DOP&T within specified period as decided in the JCM meeting (i.e six month from 16.12.2014)”

 

So, as per the reply, for processing the proposal, the Directorate will take time upto 30.06.2015 i.e. fourteen months from the date of signing of the agreement. It is really shameful. After processing, the proposal is to be submitted to DOP&T for approval. If Postal Board can take 14 months for  processing, DOP&T will definitely take minimum six months. After that approval of Finance and Law Ministry’s are to be obtained. Thus minimum it will take one more year from 30.06.2015. By that time 7th CPC report will be submitted and implemented by Government. Once 7th CPC   recommendations are implemented the entire cadre Restructuring Agreement signed after 6th CPC report will become infructuous and Government will say fresh cadre Restructuring Committee is to be constituted after the 7th CPC. That means all the effort made by the Postal Federations will go in vain. This should not be allowed to happen under any circumstances. Postal JCA Leaders should rise upto the occasion.

 

All of us know that the cadre Restructuring agreement is a product of continuous struggle conducted by Postal JCA right from 2010 onwards. Postal Board adopted delaying tactics from the very beginning and everytime we countered it with serious agitations including serving of indefinite strike notice and mobilisation of the workers, which compelled the Postal Board to sign the agreement on 28.04.2014. If the agreement is implemented, the promotional chances of Group ‘C’ employees will increase three fold (three times). Further on completion of two years service in the third promotional scale they will get one more promotion i.e. fourth promotion. Every Group ‘C’ employee will be benefited and the long wait for getting more promotional opportunities will be over.

 

In the above circumstances, we cannot accept the stand taken by the Postal Board in the JCM Departmental council meeting on 16.12.2014 and also in the strike Charter discussion meeting on 05.02.2015. 6th & 7th Central Pay Commissions are given only 18 months time by the  Government for examining the wages and service conditions and giving  recommendations regarding 30 lakhs of Central Govt. employees and about 20 lakhs Defence personnel which includes more than 60 departments and hundreds of various cadres and Pay Commissions are completing their work within the specified time. Here in the Postal department for processing an agreement signed by the Department and staff side 14 months time is being taken, that too not for final orders, but for submitting the proposal to DOP&T!!!. It is an insult to the entire employees who are eagerly waiting for orders. Their hope and aspirations cannot be allowed to be shattered, because of the indifferent attitude of the Postal Board.

 

Postal JCA leaders should take a firm and uncompromising stand and should demand implementation of the cadre restructuring proposals (not merely processing for submission to DOP&T) before 30.04.2015. Orders are to be issued before 30.04.2015. Otherwise we should go for indefinite strike as already decided by Postal JCA.

 

It is an agreement signed by the Department and it should not be allowed to lapse automatically after 7th CPC finalizing its report. DOP&T will not allow any cadre restructuring Committee Report constituted after 6th CPC to be implemented after 7th CPC recommendations. Once 7th CPC  recommendations are submitted to Government, DOP&T will simply reject the agreement and advise Postal Board to reconstitute another Cadre Restructuring committee after implementation of 7th CPC recommendations. So let us understand the seriousness of the situation and rise upto the occasion.

Subject:- Revision of rates for various treatment procedures under CGHS.

With reference to the above mentioned subject the undersigned is directed to draw attention to O.M. No. S.11045/36/2012-CGHS (HEC) dated 1.10.2014 whereby CGHS package rates for various treatment procedures were notified by the Government empanelled hospitals under CGHS Delhi and NCR. This Directorate has been receiving representations from different stake holders regarding discrepancies in these notified rates. The matter was examined in this Directorate and now it has been decided with the approval of competent authority to revise the rates of following treatment procedures under CGHS.

 Reimbursement to beneficiaries/empanelled hospitals shall be limited to ceiling rate or as per actual, whichever is lower. The other terms and conditions as regards to CGHS package rates remain unchanged.

2. The revised rates shall come into force from the date of issue and shall be in force till further orders and are applicable in all CGHS cities.

3. This issues with concurrence of Integrated Finance Division of Ministry of Health and Family Welfare vide diary no.C-2289 dated 13/02/2015.

அன்புத் தோழர்களுக்கு  இனிய வணக்கம் ! 

கடந்த 19.2.2015 மற்றும் 20.2.2015 தேதிகளில் நம் மாநிலச் சங்கத்தின் மூலம் இரண்டு  பிரச்சினைகள்  நம்முடைய CPMG  மற்றும் PMG , CR  அவர்களுக்கு கொண்டு செல்லப்பட்டன. கடிதங்களின் நகல் ஏற்கனவே அன்றைய தேதியில் நம்முடைய  மாநிலச் சங்க வலைத்தளத்தில் பிரசுரிக்கப்பட்டிருந்தன. 

ஒன்று, குடந்தை கோட்டத்தில் 22.2.2015 ஞாயிறு அன்று HINDI LITERACY  TRAINING காலை 10.00 முதல்  மாலை 04.00 மணிவரை 30  தோழிய /தோழர்களுக்கு உத்திரவிடப்பட்டிருந்தது.   அந்த உத்திரவு  20.02.2015 மாலையே ரத்து செய்யப்பட்டு மறு உத்திரவிடப்பட்டது என்பது  நம் மாநிலச் சங்கத்தின் முயற்சிக்குக் கிடைத்த வெற்றியாகும்.  நாம் எடுத்துச் சென்ற பிரச்சினையின் தன்மை அறிந்து   உடன் ரத்து செய்திட உத்திர விட்ட  PMG, CR  அவர்களுக்கும்  DPS , CR  அவர்களுக்கும் நம் மாநிலச் சங்கத்தின் நன்றி !

இரண்டாவது, வங்கி ஊழியர்களின்  4 நாட்கள் வேலை நிறுத்தத்தினை ஒட்டி  நம்முடைய ஊழியர்கள் அனைவருக்கு எதிர்வரும் 24.2.2015 அன்றே ஊதியம் அவர்களுடைய கணக்கில் CREDIT   செய்திட வேண்டும் என்ற கோரிக்கையாகும்.  இது குறித்து  நம்முடைய   மாநிலத்திற்கு  ADDL  CHARGE ஆக உள்ள  CPMG , KARNATAKA  அவர்களுக்கு  நம்முடைய கோரிக்கை கொண்டு செல்லப்பட்டுள்ளதாகவும், எதிர்வரும் திங்களன்று ஊழியர் களுடைய அஞ்சல் சேமிப்பு கணக்கில்  ஊதியம்  CREDIT  செய்திட உத்திரவிடுவதாக  முடிவெடுக்கப்பட்டுள்ளதாகவும்  மாநில நிர்வாகத்தில் நமக்கு  தெரிவிக்கப்பட்டுள்ளது.  அனேகமாக  திங்களன்று  இது குறித்த உத்திரவு வெளியாகலாம் என்று எதிர்பார்க்கிறோம். உத்திரவு வந்தவுடன் இந்த  வலைத்தளத்தின் மூலம் உங்களுக்கு தெரிவிக்கப்படும்.

தோழர் .அன்பரசன் அவர்களுக்கு   சென்னை GPO கிளையின் தலைவர் தோழர். நோம்புராஜ் அவர்கள் கைத்தறி ஆடை அணிவித்து தாய்ச் சங்கத்தில் இணைந்த அவரை   கௌரவித்தார்.

தோழர். பால் பிரேம் குமார் அவர்களுக்கு  அண்ணா சாலை கிளையின் உதவிச் செயலர் தோழர். சிட்டிபாபு அவர்கள் கைத்தறி ஆடை அணிவித்து தாய்ச் சங்கத்தில் இணைந்த அவரை   கௌரவித்தார். அண்ணா சாலை அஞ்சல் மூன்றின் கிளைச் செயலர் தோழர். S . வெங்கடேசன் அவர்கள் பயிற்சி வகுப்பில் இருந்ததால்  தன்னால் வர இயலவில்லை என்றும் இணையும் தோழர்களுக்கு  தனது வாழ்த்துக்களை தெரிவிக்குமாறும்  தெரிவித்தார்.

நம்முடைய சங்கத்தில் ஒன்றான  தோழர். அன்பரசன் மற்றும் தோழர் பால் பிரேம் குமார்  - இருவரும்  நம்முடைய அஞ்சல் மூன்றின் செயல்பாடு குறித்தும் , இந்த நேரத்தில் ஊழியர்களின் ஒற்றுமை  காலத்தின் தேவை என்றும்  உணர்ச்சி பூர்வமாக  தங்களது கருத்துக்களை  தெரிவித்தனர்.

நம்முடைய மாநிலச் செயலர் தோழர். J .R . அவர்கள்  இணைந்த தோழர்களை  இனிதே வரவேற்றதோடு,  எதிர்வரும் உறுப்பினர் சரிபார்ப்புக்கு முன்னரே தலைநகரத்தின்   மிக முக்கிய கிளைகளில் இந்த இணைப்பு நடைபெற்றது  மிகச் சிறப்பான  ஒன்றாகும் என்று கூறினார் . 

இந்த இணைப்பு என்பது  நமது செயல்பாட்டிற்கு கிடைத்த உளப்பூர்வமான அங்கீகாரம்  என்பதை பெருமையுடன்  பகிர்ந்துகொண்டார்.  GPO கிளையின் பொருளர்  தோழர். M . சந்திரசேகர் அவர்கள் இனிதே அனைவரையும் உபசரித்தார்.  நிகழ்வின் முடிவில்  GPO கிளையின்  உதவித் தலைவர் தோழர்   G . செல்வம் அவர்கள் நன்றி கூற , நிகழ்வு இனிதே நிறைவுற்றது. 

இது ஒரு முன்னோட்டமே ! எதிர்வரும்   உறுப்பினர் சரிபார்ப்பில் மீண்டும்  நம்முடைய  பலம்  முந்தைய காலம் போல  நிரூபிக்கப்படும் ! நம்முடைய தோழர்கள்  பம்பரமாக செயல்பட்டு    நம் சங்கத்தை  அனைத்து மாநிலங் களுக்கும் முதன்மையானதாக  நிச்சயம்  ஆக்குவோம்  என்று  உறுதி பூணுவோம் ! வெற்றி நமதே !  என்றும் நம் கடன்  பணி  செய்து கிடப்பதே !

வாழ்க  NFPE  !    வளர்க  நம் இயக்கம்  ! ஓங்குக ஒன்றுமை !

Budget 2015: Government may relax LTC norms to boost tourism

In order to give boost to the tourism sector, the Budget for 2015-16 is likely to expand the scope of LTA and LTC by including hotel and other expenses besides travel for the purpose of tax benefit. 

The Ministry, sources said, it is also considering a proposal to allow employees to availLeave Travel Concession (LTC)/ Leave Travel Allowance (LTA) every year as against the current practice of two times in a block of four years. 

At present, LTA or LTC covers only economy class air travel or first class (AC I Class) rail fare. An announcement in this regard is likely to be made in the Budget to be presented by Finance Minister Arun Jaitley on February 28. 

Prime Minister Narendra Modi had earlier expressed his keenness to promote tourism. Experts are of the view that encouragement to the tourism sector will promote development of different regions and create employment opportunities. 

"To boost domestic tourism and also provide some tax relief to the individuals, the Leave Travel Concession benefit should be increased to one visit for every financial year," KPMG (India) Partner Vikas Vasal said. 

He further suggested that tax concessions should also be made available for stay in hotel may also be covered to help families avail of a holistic benefit. 

The LTC/LTA is available to the individual and his family including spouse, two children, parents, brothers and sisters, who are wholly dependent on the assessee. 

"There is a huge scope for developing the tourism industry in India which provides direct and indirect employment to millions of people. Therefore, an enhanced tax relief to individuals on LTC will benefit the overall economy," Vasal said.

JOIN INDEFINITE STRIKE FROM 2015 MAY 6^TH

In the discussion held on 05.02.2015 with the Postal Joint Council of Action (NFPE, FNPO, AIPEU-GDS (NFPE) and NUGDS), Secretary, Department of Posts has assured that the demand for inclusion of GDS under 7^th CPC will again be referred to the Government by the Postal Board. If all the Postal Federations and Unions/Associations join together and go for an indefinite strike from May 6^th as decided by the PJCA, Government will be compelled to include GDS under 7^th CPC.

But the recognised GDS Union is demanding separate committee and conducting separate strike, breaking the unity of five lakhs Postal employees. Separate strike for a separate committee will weaken the demand for grant of civil servant status to GDS and will help the Government only.

When NFPE, FNPO, AIPEU-GDS (NFPE), NUGDS, Confederation of Central Government Employees & Workers, JCM National Council staff side including Railways & Defence are demanding inclusion of GDS under 7^th CPC, why recognised GDS Union alone is demanding separate committee and conducting separate strike. Gramin Dak Sevaks should understand the hidden agenda of the recognised GDS union and defeat the demand for separate Committee.

All Gramin Dak Sevaks are requested to join the joint indefinite strike of Postal Joint Council of Action (NFPE, FNPO, AIPEU-GDS (NFPE) & NUGDS) from 2015 May 6^th. Our demand is inclusion of GDS in 7^th CPC and grant of civil servant status. We don’t want a separate committee..

GDS COURT CASE – UPDATE

Delhi High Court has directed Central Administrative Tribunal, Principal Bench, New Delhi to list the GDS case filed by NFPE & AIPEU – GDS (NFPE) for next hearing on 18^th March 2015. The High Court also directed that the file of this case should be made available to the Registrar, Central Administrative Tribunal on the above date fixed by High Court.

NATIONAL JCA STRUGGLE PROGRAMME – 30 LAKHS CENTRAL GOVERNMENT EMPLOYEES ARE GOING AHEAD WITH THE INTENSIVE CAMPAIGN AND PREPERATIONS FOR AN INDEFINITE STRIKE

As already decided by the 11^th December 2014 Delhi National Convention of the JCM National Council staff side organisations, intensive campaign and preperations are going on in full swing all over India to make the proposed Parliament March of April 28^th and the indefinite strike a historic success. The meeting of the National Joint Council of Action (NJCA) held at New Delhi on 16.02.2015 reviewed the preperations and took the following decisions.

(a)   State level joint conventions, wherever it is not yet held, should be completed without any further delay.

(b)   On 2^nd March 2015 dharnas and demonstrations should be held in front of all District Collector offices and hand over memorandum to the collector. (Draft Memorandum will be exhibited in website.

District level Action Committees may also be formed to spearhead the agitational programmes.

3. In the Parliament March on 28^th April 2015, each organisation should ensure maximum participation of their membership.

4. Press Conferences may be held at all levels and Posters, leaflets printed and circulated widely.

All affiliated organisations and COCs should start preparations immediately for ensuring participation of maximum number employees as per quota fixed above, in the Parliament March. COCs and major organisations should fix quota to all the affiliated organisations state-wise.TICKETS SHOULD BE BOOKED WITHOUT ANY DELAY. From Delhi and all surrounding states special vehicles should be booked well in advance.
