Sub: - Recruitment of PAs for Chennai GPO & arbitrary attachment in Chennai South Division – regarding.

It is brought to our notice that the five PAs selected and imparted training for Chennai GPO vacancies are being appointed in Chennai City South division on temporary basis.

It is pertinent to mention that due to excess workload in many branches, the Postal Assistants remain at office after working hours over one year and the present attachment of the PAs recruited for this office to Chennai City South division causes resentment amidst the staff.

Further, there are many PAs already deputed to circle office and regional office from this office earlier and as such the Present attachment of five PAs to Chennai City South division is causing concern. When there is excess workload and justification for the vacancy, temporary deployment of recruited PAs to other division is deplorable.

It is therefore requested to kindly reconsider the decision and cause orders for return back of the PAs to the recruited division.

Sub: - Posting of newly recruited PAs in bigger offices – regarding.
It is brought to our notice that instructions have been caused from your office to post all the newly recruited PAs at LSG and above offices only.
It is pertinent to mention that due to shortage of staff, most of the B Class offices were kept short duly deploying the PAs to needy bigger offices. The vacancies of B & A class offices shall also be filled dup. Similarly relief has to be arranged to the staff working in unpopular stations and the present instructions has caused dislocations in the postings and transfers. The discrimination shown in posting between the earlier PAs and newly recruited PAs is highly deplorable.

In particular, this has been implemented in western region and it causes a concern.

It is requested to kindly reconsider the decision and cause appropriate orders as deems fit ensuring to fill up all vacant posts A & B class offices also as per the requirement with the newly recruited candidates.

Sub: - Arbitrary & unjust denial of admission in Group ‘B’ exam to those LSG officials opted for Postmaster cadre.
It is brought to our notice that the LSG officials who have opted for Postmaster cadre have been denied for appearing the Group B exam to be held on 29.05.2011 in Tamilnadu circle stating that they are not entitled for such appearance.

As per the orders only 25% in the Grade of Sr. Postmaster (around 29) will be filled up on seniority basis and the remaining 75% will be filled up only with IPO line officials. As such Postmaster cadre shall be categorized only as General line since the entire 116 Posts have not been earmarked for the Postmaster cadre and keeping share in IPO line.

After opting for Postmaster cadre, if one is not entitled to write Group B exam, it is nothing a farce and tantamount to denial of existing facilities to the officials. Atleast they should have been informed and seek revise option in case of such denial.

Similarly in Kerala Circle, the officials opted for Postmaster’s cadre are not being allowed to appear for the Inspector Post cadre examination which is higher cadre than Postmaster Grade-I, that is also nothing but freezing the existing benefits enjoyed by the officials.

It is therefore requested to cause suitable instruction forthwith to permit the Postmaster cadre opted officials to appear Group B & Inspector Post exams forthwith. Action may please be caused as if five con the top of the house since the Group ‘B’ exam is posted on 28.05.2011.
