(b) :
MACP cases in respect of all the RRR candidates appointed as a result of
the judgement of the Supreme court of India have been completed except in
Vriddhachalam division. SPOs
Vriddha chalam division shall complete this exercise wihin a period of 10
days.
(c) :
1.
Tiruchirappalli: Honorarium for drawal of
arrears to GDS has not been claimed by
Lalgudi HO. Claim is under process in r/o Tiruchy HO. The SSP will complete this exercise within
10 days.
(e):
All the stepping up cases so far received have been processed. In respect of 07 cases of Kumbakonam division and 01 case
in respect of Karur division check list called for is still awaited. 02 cases
of Vriddhachalam division are pending for want of gradation list of
Vriddhachalam HPO Unit. In respect of
Mayiladuthurai division, the individual representations for stepping up of
pay have not so far been received.

FSC in
respect of all the divisions have since been revised by the Divl. Head
concerned.

Request for arranging bank drawing in all towns, where
the branches of any Bank is available, since the funding to S.Os is highly at
risks due to heavy payments to the tune of lakhs of rupees on IMT, OAP MOs,
etc. e.g. in Mayiladuthurai, Vriddhachlam, Cuddalore etc.

Request for retention of the post of Accountant-IV at
Tiruchy HPO since voluminous work attached with that branch such as
Railways/Postal Family Pension conversions, settlement of LTA cases, transfer
of pension cases both inward/outward, Revision of pension/DA to BSNL,
processing of pre-2006 pension cases, processing of CDA pension etc. etc. are
held up resulting in undue delay and inviting enormous complaints.

After review of statistics, the said post has been
ordered to be kept in skeleton since there is no justification. During the
course of meeting, the union suggested to incorporate the manual items of
work load while compiling the statistics.
It is replied that the review of statistics is undertaken as per the
norms prescribed by the Directorate.
However this will be examined.

Abrupt issuance of orders to withdraw one post in Treasury, Kumbakonam HO
though there is ample justification for the three posts. This affects badly the working condition
and resultantly the remittance, bank drawings, postman cash will be badly
affected, in turn affecting the public services.

No withdrawal of one post in Treasury Branch of Kumbakonam HO has been
made so far. The SPOs Kumbakonam division has been addressed to send revised
statistics of Treasury Branch of Kumbakonam HO with accurate information.

of Postmaster’s quarters at Thiruthuraipundi HO, and the Accounts, SBCO
branches may be accommodated in the quarters portion, since the ground floor
is cramped with the pooling of various branches and the staff are suffering

for de-quarterisation of Thiruthuraipundi HO at present. Regarding vertical
expansion of Tiruthuraipundi HO, AE (civil) has been reminded to send his
report in the matter.

Request for restoration of
one post of APM (A/Cs) and four Posts of P.As which were kept under abeyance
at Pudukottai HPO. Since A/Cs branch
is supported with statistical justification to retain the existing
posts. More than 56 SOs, 1200 staff
and 40,000 RPLI transactions are under the A/Cs jurisdiction and they have to
handle with the connected works. If
there is curtailment of staff, due to abnormal work load, everything would
come to a standstill.

the restoration of one post of Accountant for a period of 06 months vide RO
letter No.ESA/14-771/98/TR dated 02.11.2012.
After 06 months a fresh review of establishment of Accounts Branch of
Pudukottai HO will be carried out

Request to take immediate
action to shift the divisional office to the new building at Pattukottai
division since the condition of the present building is very dangerous and
the landlord himself issued notice to relieve him from any responsibility on
any eventuality during this rainy season.

respect of the proposed building.

Generator, UPS,
battery, Hardware Problems:
1.
Supply of 5 KV
generators to all ‘A’ & ‘B’ class offices throughout the region where
there is no supply made till time, since most of the UPS/ Batteries supplied
(Rasi Batteries) are not in working condition and the public services could
not be carried out satisfactorily in the 8 hour power cut scenario in the State .e.g. Peralam,
Vaitheeswarankoil, Koranad, Mayiladuthurai South POs in Mayiladuthurai division.
2.
The Generators
supplied in various offices are also in continuous repairs. For e.g.
Kollumangudi, Sembanarkoil and Porayar SOs under Mayiladuthurai division.
3.
In most of the
PM Gr.I offices in Mayiladuthurai division
servers are utilized as nodes.
Hence fresh supply is requested.
4.
Repairs to 10
KVA UPS and replacement of two servers at Thiruthuraipundi HO since under
disrepairs/beyond repairable condition.

Circle office
has been requested for supply of 95 generators for supply to Post offices
under Central Region. Further reply from
CO is awaited.
2.
There is no
pending cases in connection with Genset repairs at POs such as Kollumangudi,
Sembanarkoil and Porayar SOs. All the Divisional Heads have been asked to
finalise the Divisional Level AMC for Genset/UPS/Computers.
3.
CO has been requested
for allotment of funds for purchase of 133 servers. But CO has replied that no funds are
available. Also no DG, S&D rate
contracts are available for servers at present. Therefore the matter is kept pending.
4.
Approval has
been given to carry out repairs to the UPS available at Tiruthuraipundi HO
for Rs.12,710/- vide RO letter No.TCB/9-30/6/2008/TR dated 08.11.2012. As
regards Mayiladuthurai and Nagapattinam
the Divl. Head concerned will send their report on priority.

Disturbance
of the Time Scale Accountants in various divisions under Central Region (
which is a divisional cadre post carrying special allowance, as in the case
of SB qualified officials) who are already posted in the clear vacant posts
applying the usual formalities and Rule 276 of Postal Manual Volume IV. Request to stop calling for fresh
volunteers.

It is learnt that in some divisions, posts of Accountant are kept vacant
but Accountants are not available and in some divisions, Accountants are
available but the sufficient number of posts are not available to accommodate
them. Hence the RO issued instructions
to call for volunteers in the Divisions. Report called for from Divisional
heads are awaited.

Undue hardship and problems reported in closing of mail bags, mail
exchange with MMS & MMS operations etc. due to the extension of business
hours and change in working hours from 09.00 to 05.00. Thorough review is requested to set right
things.

The mail exchange in respect of MMSs operation are done by the staff of
RMS as per the MMS bus timings.
Office-wise difficulties if any may be projected by the Unions for
their resolution.

New Subjects

|
Request
to restore the earlier MMS Schedule since the revised schedules affects the
working staff including the MMS Drivers, GDS Agents, Postmen, Clerical Staff,
SPMs from dawn to late nights to suit the MMS timings. This violates the 08 hour ILO work norms
and 05 hour GDS work norms. Even MMS
drivers could not return to their home before 1100 PM and to wake up by 0300
AM to attend the MMS by 0430 AM on daily basis without alternate day off. This is infringement of drivers duty norms
fixed by the statutory rules and laws of the Government. This affects their mental balance and
family life and against human rights.

Request
to take immediate action to fill up the vacant post Doctor at the Postal
Dispensary, Trichy besides engaging outsourced doctor, in the meantime of
filling up of the vacant post. Also
action is requested to fill up all the vacant posts in various cadres at
Dispensary and till such time of fillin up, required outsourced paramedical
staff against the vacant posts may kindly be engaged and not the
minimum. The staff going on illness to
the Dispensary are experiencing with untold sufferings due to the
shortcomings on this count.

filling up the vacant post of Doctor, the matter has already been referred to CO to take up the matter
with Directorate.
Empanelment
of outsider doctor to work in short/ leave vacancies has since been completed.
Engagement
of outsiders against the vacancies of paramedical staff being done to the
extent permitted by Circle Office.

Request
for immediate attending of UPS, Generators, computer peripherals which are
under disrepairs in various offices under Central Region. For eg. At Kumbakonam division, UPS is
under disrepairs in 25 SOs, Generator is under disrepairs in 24 SOs, outdated
computer peripherals in 14 SOs and at various points at HPOs which last their
life period resulting in slow process and loose connections. It is unmanageable for the working staff to
cater with the public needs in timings, in the 12-14 hour power cut
scenario. Severe public and media
criticism is faced at the working ends.

repairing of UPS, AMC for 5 KVA UPS has been finalized. For the remaining
capacity divisions have been advised to float tenders at their levels..
Supply of
computer/peripherals will be considered on receipt of funds.
