Subjects:-
1.Grant of outsourcing in Divisions under CCR due to acute shortage staff and to manage the un provided work hours on the following grounds:-
1. There are about 10 to 15 PA posts vacant in each Division as current year vacancy .
2. There are about to 2 to 3 P.A.s on APS deputations .
3. There are about 2 to 6 deputations on RPLI/PLI at Circle / Regional Offices.
4. There are about 4 to 6 P.As. drawn from general establishment to work as M.E./ DSM/SA in each Dn.
5. There are about 2 to 4 P.A.s drawn for RPLI/ PLI works at Divl. Office due to decentralization.
6. There are about 4 to 8 long Maternity / CCL leave , due to the increase of women employees.
7. There are about 2 P.A.s exclusively drawn for IMT works at each Division .
8. There is unprovided work hours in RPLI/PLI at HOs even without incentive or work norms.
9. There is no establishment norms for the new item of agency works such as EB Bills, BD activities etc.
10. Beyond all the above, there are mismatch in almost all the Divisions between sanctioned and working strength. And there is non restoration of surrendered posts due to winding of TBOP/BCR schemes.
2.Restoration of Delivery branch to Vellore Fort S.O. from Vellore HO.
Citing the renovation work, the Delivery work of Vellore Fort PO has been temporarily ordered to be functioning in the Vellore HO premises. The area allotted for Vellore Fort PO in Vellore HO is only 100 Sq Feet, which is not at all adequate. There exists more than 300 sq. feet area in the front of the first floor of the Vellore Fort Post office itself. Therefore the delivery branch of Vellore Fort P.O may be accommodated in the front side of the first floor of the Vellore Fort Building itself so that the official grievance can be redressed.
3.Introduction of incentive to the new items of agency works introduced in Pos as per the instructions of Dte.

2.Normal Functioning of Dispensary to be restored in a war footing manner since patients facing undue hardship due to want of required staff as per norms. Outsourcing was also terminated abruptly- vacancies remain unfilled.
3.Request to Allow rule 38 transfer cases without restriction of minimum 5 years norms, since in TN Circle notification of resultant vacancies made in the respective Divisions and linked with Annual Direct Rectt. Also relief is made only on joining of new rectts. and will not affect the Divisions in any way .

All the above SOs in Western region are housed in the buildings with lack of even minimum amenities .
Hence most of the SPMs of the above SOs are forced to hire residence. It is requested to dequarterise the above SOs and HRA may be allowed to the present incumbents.
2. MACP III is not granted to the officials declined their promotion prior to 1/9/2008 even though their declination is after completion of 30 years.
This type of cases is with in the ambit of MACP orders and MACP III is needed to be given to such officials declined their promotion only after completion of 30 years of service.

3. Provision of Departmental or contractual mail van for conveyance mail bags to the peripheral SOs of Tirupur.
Now a days due to the explosion of population and heavy rush the mail conveyance to and fro of the in and around SOs of TIRUPUR ( Avanashi , Mangalam, Iduvampalayam, Perumanallur and Vijayapuram SOs) become unsafe and partial through public transports. Most of the above SOs are not receiving EPP and other heavy bags frequently due to refusal of the bus crew. Hence introduction of DMMS or Private van for mail and parcel conveyance may please be explored.
