Forwarding of Union subjects for Bimonthly meeting –Reg

Apropos to the letter cited
above, the following are the subjects needed to be discussed in the ensuing
Bimonthly meeting proposed to be convened on 29/11/2012 .
Pending Subjects :
(a). Non-Drawal of Bonus to
Newly recruited PAs- Reg
In
some divisions of our Region, the Newly recruited Postal Assistants are not
paid with PLB Bonus for 2010-2011 even though they have been appointed before
31/3/2011.It is requesed to cause action for early payment of eligible Bonus
to the above officials as their counterpart has been paid in many divisions.
For example Erode and Coimbatore divisions new PAs are not paid bonus.
(b). Replacement
of old computers and peripherals -
Old and obsolete computers and
peripherals finished their life are in work at post offices. Apart from
slowness and sluggishness, very frequent calling of AMC vendors for good
repairing causing much inconvenience to the clerical staff and the public.
Hence all such age old devices are needed to be replaced in the interest of
service.
(c) . Shifting of Post offices to
alternative buildings -
Handful of departmental Post offices are
housed in the premises with lack of amenities such as toilets, working space
and parking space etc. The look and feel factor and working environment are
very essential need of the day. The lease deeds were expired in many cases.
They have to be shifted to better
buildings by floating tenders, advertisements etc..

(d) Maternity grant for women GDS
The Maternity grant to eligible
women GDS are at present being paid with heavy delay depending on the
allocation of fund. The other ex-gratia
payments such as retirement memento ,
immediate death relief are paid instantly and charged in UCP with subsequent
adjustment on grant from welfare fund . The same analogy the Maternity grant to
eligible women GDS may be paid on the month it happens.
NEW Subjects :
1.
Generator, UPS problem :-
All we know
the Load-shedding prevailing in Tamilnadu
is so acute. Several SOs are
hampered for giving good services to public. Even though generators are
supplied to many offices, they become out of order often, because of less
quality. Despite of spending huge money for frequent repairing of generators
repeatedly, the staff and public are suffering a lot for giving/getting
committed service. It is the need of the hour to keep readiness of Generator
and UPS. It is suggested that a good tie-up or maintenance contract with any generator
repairing firm/persons is the need of the hour. The following offices are few examples.
(i)Tirupur
division: 1. Talavadi SO 2. TC Market

(ii)Salem
East division: 1.Shevapet SO
2.Hasthampatti SO 3. Salem HO
(iii)Salem
West division: 1. Suramangalam HO 2. Namagiripettai SO
2. Stopping of time consuming manual daily reports
Innumerable daily statements called for by divisions/ RO
causing much time swallowing mechanism
creating hardships to the post offices/divisional offices. For example,
(i)
First
class mail returns statement by each post office- Daily
(ii)
Speedpost
delivery performance – Beatwise- Remark wise - Daily
(iii)
SB/RPLI
New Policies statement __ Daily
All the above manual exercises are causing
not only tension to the staff but time consuming. Every such type of reports can be fetched in
respect of all accountable articles/ transactions. Barring unregd articles, all
such daily reports can be fetched and manipulated at required level to the
desired extent by using existing / new tools or technology. Such time consuming / man consuming manual
statements may please be discontinued. In the present scenario all the required
data can be made available to monitoring functionaries through MIS client or
any other new tool. Apart from Postoffices, at every divisional office some
PAs/OAs are engaged for collecting , processing and forwarding such information
can be spared and they may be utilized differently.

Convening
of consultative meeting with Postmasters :
In the present trend of introducing new things one sided
communication of circulars without reflex may not fetch good results. It is
pertinent to say that every product/ change will reach the targeted group only thro
Postmasters. To make them effective involvement and encouragement at least once
in every month , the divisional head may convene a knowledge sharing / problem
hearing consultative meeting which is good
to every stake holders , as a whole to our department. By reviewing the outcome,
the Regional Head may guide them for improvement. By spending two to three
hours in a month by the divisional head with all Postmasters up to the level of
major SOs ,the distance of goal will be diminished. This may be heard and
implemented in true spirit of departmental interest.
