Sub: Irregular casting of Divisional Gradation List at Anna Road HPO unit
Surpassing the seniority of many seniors by the recently appointed
RRR candidates and irregular drawing of LR list– Reg.

A kind reference is invited to the letters cited under sl. 1 , for which the Circle Union is requesting immediate action from your end.
In the meantime, when the case was taken up with the Chief Postmaster, Anna Road HPO by the Branch secretary, it is replied in his letter dt. 16.2.2012 that TBOP officials should not be termed as LRPAs, even if they fall in the ‘junior block’ of the Divisions, owing to their entry in the new Divisions. In support to his argument he has cited the letter dt. 21.12.1999 of the CPMG, TN, and stating that no order is received from Directorate/CO/RO to include the officials in the LRPA list, who joined in a Division under Rule 38. You may aware that , after the introduction of MACP w.e.f. 1.9.2008 and after scrapping of TBOP/BCR, the question of maintaining separate seniority to TBOP/BCR does not arise. All official will be covered under the basic Rules of Volume IV and the Rule 38 transferred candidates would also forms part of it.
In connection with the seniority of RRR candidates, it is replied by the Chief Postmaster, Anna Road HPO that the recently appointed RRR candidates have been inserted in the gradation list , with reference to their date of appointment, as per CO letter dt. 28.3.2011. In this connection, our Circle Union already pointed out clearly vide our letter dt. 09.01.2012 that as per CPMG,TN Circle Lr. No.STA/29-RRR/10 dt. 28.03.2011,
i) the date of joining by a person appointed on compassionate grounds shall be
treated as the date of his/her ‘regular appointment’
iii) the inter-se seniority of persons appointed on compassionate grounds may be fixed with ref. to their date of appointment and their interpolation with the direct recruits/ promotees may also be made with reference to their dates of appointment ‘ without disturbing the inter-se seniority of direct recruits/promotees’.
Hence, we request the PMG, CCR to look into this case immediately and set right things as requested
by us and as per the basic rules of the Department, since the RT is fast approaching and many seniors
will be affected badly, if things are further delayed.
Expecting kind action in this regard . A line in reply is much requested.
