To
Smt.
Shanthi Nair, IPS,
Chief
Postmaster General,
Tamilnadu
Circle,
Chennai
600 002.
No.
P3/Salem West dated
the 17.08.2012
Respected
Madam,
Sub: Vindictive
attitude of the SPOs, Salem West Division
and continued harassment made by him
against the staff of Salem West Division despite of the enquiry made by the C.O./R.O.
on the
complaints made by our Circle Union- Reg.
Ref: 1. Our
Circle Union letter dt. 01.03.2012 &
20.03.2012.
2. Our Circle Union letter dt.
05.07.2012 and 11.07.2012 - also sent thro
e- mail.
3. Our Circle Union
agitational programme notice dt. 30.06.2012.
4. Savingrams sent
by Divisional /Branach unions
seeking the intervention of the CPMG,TN.
…..
Kindly
refer to the letters mentioned
above in connection with the
subject matter. We have already elaborated that more than 28 officials were punished by him
within a span of 4 months
in a vindictive manner so as to cover up his misdeeds.
It
is reliably learnt that with his
presence and power there,
he made high level influence with the Lodge authorities and Sathish Catering men to
make reports to the investigating authorities in his favour . It is a expected line and already
our Circle Union indicated this
fact before the eyes of the CPMG, TN in our letters cited under ref. 2 above. Hence only we requested the Chief PMG to
shift him from Salem west in order to make a free and fair enquiry.
Even
though oral enquiry may be favoured by him, the records are still speaking the
truth. The copy of ledger of Shree Rajkamal Residency,
Suramangalam submitted to Suramangalam Police station as a legal
document was obtained by the
Lawyer mentioned in our
letters under ref. 1, through
RTI Act and the same
was submitted before your eyes to
unveil the truth, which cannot be wrapped up .
We have also
submitted the copy of original receipt used by the said Lodge containing
sl. No. and other required columns, whereas his claimed bill contains nothing , but
only a letter head. The
handwritings on the bills will speak volumes. The
National Flag hoisting on 15.08.2011 at Suramangalam HO by the
Postmaster himself will speak the truth
that the SPOs., was not physically available there on that date.
But his bogus bill says that
he was at Suramangalam on that date. Then why he has not taken part in national
flag hoisting, which is his fundamental duty and this shows volumes.
Despite
of all these things, even after our
statewide agitation, even after the high
level enquiry, he is not interested to
correct his anti-labour activities
and vindictive actions against the
staff. Instead he geared strength from
the sympathy shown on him by the higher
authorities, and now
unleashing fresh attacks against the staff. He openly challenging before all the staff that “ he will finish his accounts “ on our union office bearers very shortly.
Recently,
he has issued charge sheet under Rule 14 against the SPM, Gonur S.O. on some
petty charges, who is due for superannuation
on 31.08.2012 . Also , he has issued
Rule 16 charge sheet to the
APM Accounts, and the Schedule
PA, clubbing the
charges on Gonur issue.
Now the total no. of charge
sheets issued are
raised to 31 within a span of
5 months.
Also
the
SPOs., Salem west is chasing
the Divisional Secretary to
book him
under Rule 14, on the
same issue, for
which he is in
no way connected. The SPOs.,
threatened the officials of Gonur SO to give statements against our
Divisional Secretary as if, he
was present at Gonur
S.O. at morning hours and helped
the SPM to make the excess
amount of Rs.5000/- into SB
Credit from UCR
head. Such chasing actions of the SPOs., were also already reported to the
knowledge of the CPMG, TN vide our
reference cited under sl. 2. The copy of recent letters received to our Circle
Union from the Divisional
end are enclosed herewith for your kind
perusal.
Now the working atmosphere is
totally spoiled there and the
entire staff are under panic .
The staff are under mental agony and this
spoils the public services .
If such a
vindictive chase and hitting
trend continues there, it would definitely turn into
personal enmity between the administration and the general
staff and ruin
the industrial peace.
Our Circle
Union brings before the
eyes of the Chief PMG everything
and her personal
intervention is very much
needed in this matter, in order to protect the staff ,
protect the services and to protect the industrial peace. Our Circle
Union is under abnormal pressure
from ground level, to go ahead for
continued statewide trade union
programmes on this issue ,
but we are still waiting the
feel good response from
the administrative part. Better late, than never.
With
regards,
sd/-
(J.
RAMAMURTHY)
CIRCLE
SECRETARY.
