Request for the immediate intervention of the CPMG,TN on Foreign Post issues

                                    Sub: Request for immediate intervention to ensure smooth
                                           functioning of Foreign Post, Chennai – reg.

It is informed that there are many burning problems affecting the employees working in Foreign Post, Chennai that require your immediate intervention for early redressal. There are many issues amongst which the following deserve to be brought to your kind notice:

1] Non Conducting of Monthly Meetings for the recognized service unions despite clear cut instructions and directives from the higher authorities that resulted in accumulation of many problems without getting settled.

2] Problems pertaining to the women employees remain unattended. Many of them are forced to work beyond 6 pm on many days even upto 9 pm. The sanctioning of leave is also a thorn in the flesh for them.

3] The day-to-day issues that are creeping in every now and then also remain unattended owing to the unhelpful attitude of the administrators.

4] Above all, to day, the 12th September 2011 the administration quoting the orders of the Circle office vide Lr. No.ESB/6-1/2006 DATED 9.9.11 signed by the APMG MAILS & ESTT. On the subject of review of establishment of Foreign Post for the year 2010-11 for the posts of MTS, has discontinued the engagement of outsiders/Mazdoors who were working in the vacant posts of MTS cadre. In this connection, it is to be informed that there were 85 MTS posts in this office out of which 5 posts stand abolished through administrative orders during the screening committee period. No other posts stand axed till date. This, in effect, reveals the fact that there are 80 MTS posts in which 54 persons are presently working.
                                                            
 In the remaining vacant posts the outsiders and Mazdoors were engaged along with the vacancies arising out of leave, etc. Now suddenly this is  discontinued.This has resulted in pandemonium in the office as the work involves not only opening and closing of bags but also MULTI LEVEL HANDLING OF HEAVY PARCELS WEIGHING MORE THAN 20 – 35 KGS. The manual exertions involved is to be taken note of along with the higher risks and responsibilities in handling foreign parcels. All this fact have been explained to the officialdom by our divisional unions. Based on that, the letter mentioned above clearly informs as follows:

‘I AM DIRECTED TO INFORM THAT CHIEF PMG HAS ORDERED TO CONTINUE THE PRESENT STRENGTH OF MTS and further ordered to discontinue the engagement of outsider/mazdoors.' This spirit of the guidelines from the Circle office is to retain all the 80 POSTS OF MTS CADRE as the administration is convinced that there is justification. [Because there is justification for MTS staff at AIR EXPORT Branch itself works out to 2600 hours p/m. There are 8 more branches functioning at this office] But the contradiction in engaging the outsiders has given an elbow room for the Foreign post admn to immediately stop the engagement. Without the availability of required staff strength, the smooth functioning could not ensured. The DPS is on leave. The efforts by our Circle level  leaders to apprise him of the need to implement the orders of the C.O. in true spirit could not materialize.

The agitated employees whose grievances are getting piled up everyday owing to the attitude of the admn and the sudden decision of the admn to discontinue with the engagement of the outsiders and mazdoors resulted in spontaneous protest. As all our efforts to impress upon the Foreign post admn to amicably settle the issue locally failed, this union is forced to take up the case with your goodself for immediate effective intervention.
