A kind reference is invited to the letters cited. It is once again to note here that the Secretary Posts has entered into a written agreement with the JCA leaders of all the Union Vide No. 08/09/2011-SR dt.06.07.2011 and 16.1.2012, recorded that there would be no closure of Pos & whenever needed it would be relocated.
But to our dismay, contrary to that, the SSPOs., Kanchipuram has ordered to close down Pattunoolchatram SO and Kanchipuram Cutchery SO abruptly. You may aware that these POs are situated in a prime Locality and under the usage of larger public.
In order to protest the withdrawal of public services abruptly, many service organisations and political party leaders have raised this issue with the Postal authorities concer ned. This action was criticised by the print media and the image of our Department is damaged in the eyes of common public. State and Central level representatives of political parties given press reports about the abrupt withdrawal of public services. They also exhibited the signed agreement given by the Secretary posts before the media. This completely shatters the image of our Department among masses, and exposes the disorderliness of our low rung officers violating the Secretary Posts agreement and written commitment which was given in public interest.
Actually the reason furnished by the local authorities is, these P.O.s are not running under profit basis and hence it was decided to close . This is not in resonance with the Secretary Posts commitment. The staff unions and the public forums including the Law Chambers are prepared to improve the transactions and very well interested to keep the Postal services there. Hence we request the kind intervention of the Chief PMG in this matter so as to stop such orders of closure and to restore the P.O.s in the interest of public services.

With reference to the above noted item under the reference cited, It has been agreed upon to permit engagement of outsourced agents to attend data entry works at Divisions under Chennai City Region and replied that instructions were also issued to Divisions in this regard.
The SPOs., Kanchipuram has also reportedly submitted the requirement of his Division in this regard,by the close of December 2011.
It is requested therefore, the same may kindly be considered and permission granted so as to utilize outsourced agents, as requested, since the staff are suffering much due to the bearing of additional works load, in the shortage scenario.

He has represented with the CPMG seeking re-allotment to Chennai City Region on medical and spouse grounds. It is learnt that there are some vacancies in Chennai City Region in Postmaster Grade II. He is a good working official with clean and appreciable record of service.

Ref: The list of new members submitted by the Divisional Secretary alongwith the
declarations obtained from the members concerned on 30.04.2011.

This is in connection with the subject mentioned above. A Xerox copy of the said item refd to is also appended herewith for your kind perusal.
The Divisional Secretary of this Union has submitted a list of new members , alongwith the declarations obtained from them during April 2011, to the Divisional administration on 30.04.2011, comprising the new members of Tambaram, Ambattur and Avadi units concerned. A over view of the Xerox copy of the same will reveal that the said list was got signed by the ASP (HQ) of Tambaram Division, who presented him on that date at Divisional Office, as per the guidelines of the Department, though being the day , Saturday.
Subsequently, it was misinterpreted that , being the day a Saturday, it was not a working day and hence the submitted list would become invalid. This is totally wrong and one of the officer is expected to be in the Headquarters office , as per the guidelines of the Directorate and being the day , a last working day of the month April, the list so submitted by the Divisional Secretary is very well valid. The was also duly signed for having received in time.
On any account , keeping pending the issue in a prolonged manner is not justified on the part of Divisional administration and leads to attribution of bias . The next April is also fast approaching and hence this case may kindly be settled at the immediate and orders may kindly be issued so as to include the members in our Divisional/Branch union and recovery of subscription may kindly be arranged to be made , during the payment of February 2012.

She is also the grand daughter of Sri.M. Pechimuthu,retd. Postmaster , Anna Road HPO, who has rendered notable service in the department with good record.
Hence we request that this case may kindly be considered under spouse category and transfer may be ordered to Tirunelveli Division at the earlier means.

Sub : Recall of PAs deputed from Chennai GPO to other units– Reg.

It is to note here that already 10 P.A.s are under deputation from Chennai GPO and attached at Chennai City South Division and 6 P.A.s at CCR and 2 P.A.s at Circle Office, one at PSD and one at CSD and one at Civil Wing from Chennai GPO establishment. Most of the P.A.s now working in South Division are not utilized for clearing minus balance cases , but utilized in vacant places as if of their own establishment. This is not correct on any count .
It has already been placed as a subject in the RJCM that such recruited P.A.s against
sanctioned establishment of Chennai GPO should be recalled, since the staff are already suffering much due to shortage of staff. It was discussed at length and the CPMG is also agreed of the fact.
Hence the deputationists already serving in City South Division may be redrawn to Chennai GPO, on induction of various hands at South Division by means of temporary transfer or Rule 38 transfers. This may be ordered according to their date of deputation viz. from the first list issued on 21.04.2011 onwards maintaining uniformity, since they are suffering for long.

Surpassing the seniority of many seniors by the recently appointed
RRR candidates and irregular drawing of LR list– Reg.
Ref: Our Union letter dt. 09.01.2012 on this subject.

Kindly recall the reference mentioned above, wherein it is brought to the notice of the PMG, CCR about the irregular casting of the gradation list of Time Scale P.A.s at Anna Road HPO surpassing the seniority of many seniors by the recently appointed RRR candidates.
We have made the reference with the support of the orders of Honble Supreme Court of India
in Civil Appeal No.7773, 7779 of 2009 dt. 30.07.2010 that “ the appellants are directed to regularize the services of all the 202 respondents who are working in the Department against short term/leave vacancies with effect from their date of appointment” which inter-alia means that their seniority is derived from their original date of appointment , after observing all the formalities in consonance with the recruitment rules concerned.
To add in the row, now the LR List was released in gross violation of the orders of the department on various counts. Even this has no reflection of inclusion of various Rule38 inward officials since the year 2000, willfully omitting a few and including even the last person available in the gradation list , who was a recent Rule 38 inward official inducted into the unit by 14.05.2011. This shows the selective attitude of the Anna Road administration, to favour somebody on pecuniary grounds, the reason is best known.
To cite an example , in the recent LR list the name of Smt. P. Nabeesa Meera(DGL No.125) was found under sl. 1 and the name of V. Arumugam (DGL No.164) was found in last sl. of the list viz. No. 18. In between sl. 125 and 164 there are about 39 officials available in the recently drawn gradation list, where more Rule 38 in ward officials are available, who are not supposed to be promoted to any higher post such as LSG /HSG II etc. and they are only TBOP/BCR/MACP I/II/III which are termed as financial upgradations.
Hence our Circle Union requesting the PMG, CCR to intervene in this matter immediately, so as to set right the things and make the Anna Road administration to fit in to rails .

It is to note here that most of the P.A.s deputed from other units and now working in South Division are not utilized for clearing minus balance cases , but utilized in vacant places as if of their own establishment. This is not correct on any count .
It is reported by the Divisional Union of Chennai City North that one Sri. Prabhu Doss , PA , Washermanpetta PO was deputed to St. Thomas Mount HO of Chennai City South Division , specifically for the purpose of attending minus balance work, but he was utilized in regular branches and vacant/leave places on day to day basis.
This is gross violation of the orders of R.O. and defeating the very purpose of the deputations.
Hence we request the kind intervention of the PMG, CCR in this connection and to return back the deputation made from Chennai City North Division at the immediate.

Sir, Sub: Huge fraud at GA Road PO– Request to protect the working staff- Reg.
There was a huge fraud at G. A. Road single handed PO at CCN Dn.,and the actual amount of fraud committed is yet to be ascertained. Almost all the SB, RD, MIS,TD etc. transactions have been looted by the suspended official. The present problem is that the office is located in a sensitive area studded with slum area.
The pre mature closures which are on the rise after hearing about the fraud could not be settled with reference to the PBs concerned and the office records are yet to be throughly verified and set right by the administrative part.
We have already demanded that one extra hand may be attached for exclusively setting right the records after 100% verification done by an ASP. But the DO is yet to act. This results in the LRPAs deputed to the office facing the music from the irate public.
One lady official fell ill, another got mental oppression and hospitalised, a gent LRPA met with an accident owing to pressure. How many officials would be victimised for no fault of theirs?
Hence this matter should be looked into seriously and action may kindly be taken to give immediate assistance to the working official by means of deputing one additional hand, besides clearing the 100% verification process in a war footing manner.
We expect immediate kind action and a line in reply.

Sub: Non grant of MACP to the official who declined TBOP – Case of
Smt. R. Malarvizhi , PA , Dharmapuri HO – Reg.
Ref: PMG, WR letter no. STA/10-1/DPI/10 dt. 10.01.2012 a/t CPMG ,TN.

This is in connection with the non granting of MACP to the abovesaid official and a reference is made already to the Circle office from the PMG,WR to get clarification on this issue.
The said official was granted with TBOP by the SPOs., Dharmapuri only on 19.1.2009, after the introduction of the MACP schemes and after scrapping of TBOP/BCR schemes, though the date of financial upgradation under TBOP is ordered retrospectively from 8.3.2008.
Hence the said order is invalid as per the basic rules of the Department. But the SPOs., Dharmapuri misconstrued and taken a stand that the said official has declined her non existing TBOP in the year 2009 and hence she is not eligible for due financial upgradation under MACP.
Also three years have crossed from the date of declination of the non existing TBOP and even till date her case was not considered for MACP. This is gross violation of the basic rules of the Department.
Hence we request the CPMG, TN to intervene in this case immediately so as to grant the due MACP to the said official from the date by which she is actually due.

This is in connection with the abovementioned subject and the said official is granted ACP I in the pre-revised scale of 3200-85-4900 w.e.f. 09.08.1999 vide SSPOs., Erode memo.dt. 4.5.2007, instead of granting ACP I in the pre-revised scale of Rs.4000-100-6000. The abovesaid wireman is directly recruited official and he is eligible for the pay scale of 4000-100-6000, as per the Directorate orders cited under reference.
While taking up the case with the PMG, WR he replied that this case has been forwarded to Circle Office during December 2011 to get clarifications.
Hence we request the CPMG, TN to intervene in this matter immediately, since the case is pending for long and the official is now due for financial upgradation under ACP II also.
