OUTCOME OF THE FOUR MONTHLY MEETING HELD ON 23.06.2014

The gist of discussions in the 4 monthly meeting held on 23.6.2014.

          At the outset, the CPMG after assuming charge in the circle, for the first time in the 4 monthly meeting, expressed his happiness to be in our Circle and assured fullest cooperation for the unions and expected the same.  He introduced, Sri. S.C. Barmma, the new PMG-MM and also the 3 IPoS trainees who were attending as observers.  The Circle Secretary and the Circle President informed that Com. K. RAJENDRAN [C.S.R4] AND Com. S. APPANRAJ [C.S.,SBCO] would be retiring on superannuation in this month and greeted them.  The CPMG and others too joined in the greetings.

Then , while assuring our support to the administration, we drew the attention of the Circle head to certain unpleasant developments happening in certain areas and explained as follows.  It is a known fact that in the recent past, the officers in some areas, unmindful of the uncongenial working atmosphere existing in the postal department owing to Sluggish servers, malfunctioning systems, non-functioning peripherals and inadequate bandwidth of Sifi/Infosys networks causing inordinate delay in concluding the day-to-day routine works that has caused enormous mental stress on the part of employees, are causing further attacks by issuing series of charge-sheets/show-cause notices and also orders of victimization in bulk.  A case in point is the O/O GM, FINANCE, Southern Region and even in Chennai City Central Division the punishments are unleashed to create an atmosphere of terror and fear psychosis amongst capless employees.  All these points were discussed in the series of NFPE-COC meetings in the past month and as a result detailed memorandums were submitted to the CPMG on behalf of the COC as well by the respective Circle unions detailing the subjects requiring intervention of the Circle head for mitigating employees’ hardships and the withdrawal of vicitimisation topping the list as the subject of priority. 

          In continuation of our earlier memorandums, another joint letter on behalf of the NFPE-COC was given, at the outset to the CPMG before commencement of regular business.[Please refer our earlier updates in the website]  Along with all the Regional PMsG, 3 recently recruited IPos trainees were also present as observers.  On behalf of the P3, we have given a separate letter detailing the unexplainable miseries of the employees in CBS migrated offices and the sufferings of the end-users.( Pl see this also  published in our web site on 23^rd).

                                                            

          We categorically explained that if the attitudinal problems of certain officers that compound the miseries of already physically exhausted and mentally drained employees owing to haphazard migration of CBS without applying mind and meticulous planning are causing sparks all around.  It was urged that if the trend is not checked, the agitated employees would be forced to launch series of struggle under the banner of NFPE-COC culminating in direct industrial action.  The Circle Secretary and the Circle President dwelt on length on these issues and insisted that the victimizations have to withdrawn and a smooth congenial working atmosphere has to be ensured.  The CPMG have positively responded.  He further explained that the issues related to the CBS migration and dying servers/systems were taken up strongly with the Secretary, DOP during her visit to Chennai last week.  He further informed the following decisions:

1]  EOD would be done at C.O.  Orders would be released within a week.

2]  The issue of increasing the bandwidth for Sifi/Infosys have to be taken up on war footing.  It was assured by the Secretary to do the needful.

3]   The supply of new Servers/Systems/Peripherals have to be done by allotting adequate funds.  This would also get due priority.

As per his intervention, GM[FIN] AND PMG-SR would give special interviews to discuss the burning problems listed out including withdrawal of victimizations.  PMG-SR had given interview on 1.7.14 at 3 pm.

Then, the regular subjects Circle Union wise were taken up for discussion.  The P3 issues that were taken up was already published in our site.  For ready reference, we reproduce the same.

1. Request  to return back the deputationists   ,  now working at C.O. / R.O./Chennai City South Division  to their parent units.

2. Problems  in deputation for training to  PTC/WCTC  .

a) Unmindful deputation of officials in large numbers to the PTC/ Local Training Centres just to cater the needs of the Training Centres. Repeated trainings on the same schedules are imparted to many in the same division . Training registers are not maintained at Divisions.

b) Directorate order no.4-3/2009-Trg dt. 11.11.2013 is not  followed by  Divl. Heads and chronic patients under illness, officials at the verge of retiring stage, women employees on family way are deputed and  harassed.

c)Eleventh hour training orders are issued to the employees for trg. In  PTC,Madurai for which no one can able to book train or bus tickets at week ends.

3.Request for  restoring  earlier business hours in Savings Bank Counters at CBS offices and request for  granting     suitable  remuneration to the officials working at Savings Bank area in CBS offices working at extended hours, since the staff could not able to   make End Of Day process  even in late  nights.

அன்புத் தோழர்களுக்கு வணக்கம். மத்திய, மேற்கு மற்றும் சென்னை பெருநகர மண்டலங்களில் இருமாதங்களுக்கு ஒரு முறையிலான பேட்டிக்கான தேதி அறிவிக்கப் பட்டு அதன் விபரம் நம் அஞ்சல் மூன்று சங்க வலைத்தளத்தில் ஏற்கனவே பிரசுரிக்கப் பட்டுள்ளன. ஆனால் தென் மண்டலத்தில் மட்டும்  பேட்டிக்கான தேதி அறிவிக்கப் படவில்லை .எனவே மாநிலச் சங்கத்தின் சார்பாக கீழே காணும் கடிதத்தை  நாம் தென் மண்டல அதிகாரிக்கு அனுப்பினோம். இதன் விளைவாக  தேதி குறிப்பிடப் படாமல்  ஜூலையில்  நடைபெற உள்ள  BMM  க்கு உடன்  SUBJECTS  அனுப்புமாறு  நமக்கு தகவல் அனுப்பப் பட்டுள்ளது என்பதை தெரிவித்துக் கொள்கிறோம்.

அன்புத் தோழர்களுக்கு இனிய வணக்கம். இன்று (23.06.2014​) நடைபெற்ற நான்கு மாதங்களுக்கு ஒரு முறையிலான பேட்டியின் போது   நிர்வாகத் தரப்பில்  நமது CPMG  மற்றும்  இதர 5 PMG  க்களும் இதர இயக்குனர் களும்  கலந்துகொண்டார்கள் . ஊழியர் தரப்பில் NFPE  இன் அங்கீகரிக்கப் பட்ட 7 சங்கங்களில் இருந்து இரண்டு பிரதிநிதிகள் வீதம் மொத்தம் 14 பேர் கலந்து கொண்டோம். 

வைக்கப் பட்ட பிரச்சினைகளை விவாதிப்பதற்கு முன்னதாக  TN NFPE  COC  சார்பாக ஒரு கடிதமும் ,  நம் அஞ்சல் மூன்று சார்பாக CORE  BANKING  சம்பந்தமாக ஒரு கடிதமும் அளித்து  விரிவாக விவாதம் நடத்தினோம். இதன் விபரங்களும் , இதர SUBJECTS  சம்பந்தப்பட்ட விபரங்களும் நேரமின்மையால் இன்று வெளியிட முடியவில்லை . அவற்றை நாளை வெளியிடுகிறோம். தற்போது  நாம் அளித்த கடிதங்களின் நகல்களை  கீழே  முதல் POST  மற்றும் அடுத்த POST  களில்  தந்துள்ளோம். பார்க்கவும்.

With profound regards , we   the constituent Unions of  NFPE , Tamilnadu Circle  bring forth the  following  to the kind notice of  our  CPMG , TN  for  immediate and effective intervention , so as to settle the issue and to make peaceful, conducive working atmosphere and Industrial peace in Tamilnadu Circle. (The references mentioned above , along with its enclosures will reveal the details.)

1. Request for kind  intervention to cancel all victimizations unleashed   against
the staff working at  O/O DPA and  to take suitable action to retain the book

section as in the case of  other Circles.

2. Request for kind intervention to cancel all notices issued by various Divisional

Heads  for taking disc. Action/issuing ‘Dies non’  against the members of our

Unions for   taking  part in the peaceful demonstration held at R.O. on               10.01.2014 and for kind intervention to stop any further trade union 

victimization.                                                                                                                                               

3. Request to restore all the abolished posts  of Postman/ MTS and to make substitute arrangements on these posts, as per court verdict and further the  order of  Dte., withdrawal of combination of beats, large scale issuance of FR-17 A in Pondichery Division etc.

4. Request for kind intervention on unnecessary calling of officials at Regional office Southern Region/Western Region, to seek explanations, when there  are Heads of offices, Divisional Heads/Disc. Authorities well available. This violates the appellate system as envisaged under various Disc. Rules of  the Dept.

 

5. Request for kind intervention on the  unjust RT orders issued to the SBCO staff in Southern Region to the far off stations, violating the   Dte.  guidelines, though vacancies are well available within the cluster Divisions.

இறுதியாக மாநிலச் செயலர்  தனது உரையில் உறுப்பினர்களின் கேள்விகளுக்கு  பதில் அளித்துப் பேசியதுடன் , மாநிலச் சங்கத்தின் செயல்பாடுகள் ,  மத்திய மண்டல நிர்வாகத்திடம் பெற்ற உத்திரவுகளான , எழுத்தர் காலியிடங்களில்  50% வெளியாட்களை OUTSOURCING  முறையில் பணி  புரிய பெற்ற உத்திரவு, கவுண்டர்களில் BUSINESS  HOURS  நீட்டித்ததை  முன்பு போல இருக்குமாறு குறைத்து பெறப்பட்ட  உத்திரவு ஆகியவை குறித்து  தெரிவித்தார்.  பட்டுக் கோட்டை கோட்டத்தில் இவை அமல்படுத்தப்பட  கோட்ட அதிகாரியிடம்  PMG, CR  அவர்கள் இட்ட உத்திரவை அளித்து  இந்த பிரச்சினையை விவாதிக்குமாறு கோட்டச் செயலரை  வேண்டினார். 

காலக் கெடு  முடிந்த கணினி மற்றும் இதர PERIPHERALS  மாற்றுவதற்கான SCRAPPING  COMMITTEE மத்திய மண்டலத்தில் அமைக்கப் பட்டு  CONDEMNATION  செய்திட  அறிக்கை அளிக்கப் பட்டுள்ளது குறித்த விபரங்களை  தெரிவித்தார்.  மேலும் சுழல் மாற்றல் உத்திரவு வழங்குதலில் மாநிலச் சங்கத்தின்  தலையீட்டின் பேரில்  பெரும்பான்மையான  பேரின் (13) கோரிக்கைகள்  நிறைவேற்றப் பட்டதை சுட்டிக் காட்டினார்.  பாதிக்கப் பட்ட ஒரு பெண் ஊழியர்  பிரச்சினையும் நிச்சயம் தீர்த்து வைக்கப்படும் என்பதை தெரிவித்தார்.  இது போல TEMPORARY  SUSPENSION  OF  QUARTERS  உத்திரவு இடப்படாமல்  HRA  பிடிக்கப் பட்ட தோழரின் பிரச்சினையும் CPMG  இடம்  எடுத்துச் செல்லப் பட்டு தீர்க்கப்படும் என்றும் உறுதியளித்தார். இறுதியாக  புதிய நிதிச் செயலர் தோழர் L . சுப்பிரமணியன் அவர்கள் நன்றி கூற மாநாடு இனிதே நிறைவுற்றது. தேர்ந்தெடுக்கப்பட்ட புதிய நிர்வாகிகளின் பணி  சிறக்க மாநிலச் சங்கத்தின் மனமார்ந்த வாழ்த்துக்கள்.

அஞ்சல் மூன்று , அஞ்சல் நான்கு சங்கங்களின் இணைந்த திருவாரூர் கிளைகளின் 22 ஆவது மாநாடு  கடந்த 22.06.2014 அன்று காலை  சுமார் 10.00 மணியளவில் , திருவாரூர் தலைமை அஞ்சலக திறந்தவெளி அரங்கில்  சிறப்பாக நடைபெற்றது.  காலை சம்மேளனக்  கொடிஏற்று நிகழ்வுடன்  மாநாடு இனிதே  துவங்கியது . மாநாட்டு நிகழ்வுகளுக்கு அஞ்சல் மூன்றின் கிளைத் தலைவர் தோழர் R . சுப்பிரமணியன்  மற்றும் அஞ்சல் நான்கின் தலைவர் தோழர். J .R .  தனது உரையில் கடந்த 22 ஆண்டு காலமாக தொடர்ந்து உறுப்பினர்களின் நன்மதிப்பை பெற்று  கிளைச் செயலராக எதிர்ப்பின்றி பணி  புரிந்து வரும்   அஞ்சல் மூன்று  செயலர் தோழர். ராமலிங்கம் அவர்களின்  சிறப்பான பணி  குறித்தும் , அவரே ஆரூர் நகர தொழிற் சங்க  கவுன்சிலின் தலைவராக  ஆறு ஆண்டுகளுக்கும் மேலாக  இருந்து  கிட்டத்தட்ட 46 சங்கங்களை ஒன்றிணைத்து பணியாற்றி வரும் சிறப்பு குறித்தும் பாராட்டிப் பேசினார்.

மேலும் , ஏழாவது ஊதியக் குழுவில்  நமது கோரிக்கைகள், கேடர்  சீரமைப்பில் நாம் பெற்ற ஒப்பந்தம் , இலாக்காவின் இன்றைய நிலை , தொழிற்சங்கத்தின்  கடமை , மாநிலச் சங்கம் தீர்த்து வைத்த பிரச்சினைகள் , இடைக்கால நிவாரணம்  மற்றும் பஞ்சப் படி இணைப்பு  குறித்து  நாம் எடுத்து வரும் நடவடிக்கைகள் , GDS  ஊழியர் கோரிக்கைகளுக்காக  நடைபெறவுள்ள தொடர் போராட்டங்கள் குறித்து விளக்கமாக  நீண்ட எழுச்சி உரையாற்றினார்.  இறுதியில்  கிளைச் செயலர் தோழர். ராமலிங்கம் நன்றி கூற மாநாடு  இனிதே  நிறைவுற்றது. 

தேர்ந்தெடுக்கப் பட்ட புதிய நிர்வாகிகளின்  பணி  சிறக்க  மாநிலச் சங்கத்தின் நெஞ்சார்ந்த வாழ்த்துக்களை தெரிவித்துக் கொள்கிறோம்.

        Come July, the city’s residents can apply for passports online from post offices. The Department of Posts, in association with the Regional Passport Office, Chennai, is working out modalities to help customers register passport applications online and is identifying post offices to offer the facility.

Officials of the department said customers could get a printout of the application from the postal employees. Once the applicants submit filled-in forms, the staff will upload the data online. “It is better for applicants to bring necessary documents such as proof of age and residential address. The employees have also been trained to assist applicants in filling up the forms,” said an official.

Once registered, customers would be provided acknowledgment receipt generated with appointment date for personal interview at the Passport Seva Kendras.

Initially, the service will be launched in 25 post offices in the Chennai City Region (CCR), including some in Vellore and Puducherry.

Of this, a minimum of 10 post offices in Chennai will be identified and the service will be extended to more offices depending on the patronage. Applicants will have to pay Rs.100 for the online service.

At present, customers have the option of paying the fee through internet or State Bank of India. Mervin Alexander, Postmaster General, CCR, said: “We are also working out modalities for using our e-payment service for paying passport fee. However, the employees will not be involved in verification of the documents of applicants.”

The department is also seeking a unique user name ID to facilitate its employees to register multiple applications.

SECRETARY POSTS ADDRESSED CIRCLE HEADS FOR EFFECTIVE SERVICES !

மாநில / மண்டல  உயர் அதிகாரிகளின் கனிவான பார்வைக்கு !

பாரதப் பிரதமரின் அரசுத் துறை வாரியான செயலர்களுடன் கூட்டம்  கடந்த 4.6.2014 இல்  புது டெல்லியில் நடைபெற்றது . இந்தக்  கூட்டத்தில்  பொது மக்கள் சேவையை திறம்பட கையாளுவதற்கான வழிமுறைகள் பற்றி விவாதிக்கப்பட்டன . இந்தக் கூட்டத்தின் முடிவுகளை அமல் படுத்தும் விதத்தில் நம்முடைய  துறை முதல்வர் மதிப்புக்குரிய MS . காவேரி பானர்ஜி அவர்கள் மாநில அஞ்சல் துறை தலைவர்களின்  நேரடி பார்வைக்கு D.O. கடிதம் அனுப்பியுள்ளார். 

அதில் மிகத் தெளிவாக  " IDENTIFY AND DISCONTINUE REPORTS FROM OPERATIVE OFFICES  AND DIVISIONS WHICH ARE NO LONGER RELEVANT FOR WHICH INFORMATION IS ALREADY AVAILABLE IN YOUR CIRCLE / REGIONAL OFFICE OR ON THE WEB '  என்கிற அறிவுறுத்தலை  அனைத்து மாநில அஞ்சல் நிர்வாகங்களுக்கும்  தெரிவித்துள்ளார்.  

இந்த பிரச்சினையில்  ஏற்கனவே நம்முடைய தோழர்கள் அளித்த புகார்களின் அடிப்படையில்  , குறிப்பாக  தென் மண்டலத்திலும் , மேற்கு மண்டலத்திலும் இது போன்ற  தேவையற்ற செயல்கள்    கடைப்பிடிக்கப் பட்டு  வருவதாகவும்  ஏற்கனவே  மண்டல அலுவலகத்தில் / கோட்ட அலுவலகத்தில் உள்ள விபரங்களை , அவர்களால்  ON LINE  இல் எடுக்கக் கூடிய , அல்லது ஏற்கனவே அவர்களுக்கு வேறு விதத்தில் - ஏற்கனவே உள்ள கோப்புகளில் இருந்து - கிடைக்கக் கூடிய  விபரங்கள் குறித்த  REPORTS களை  மீண்டும் மீண்டும்   காலை , மதியம், மாலை, இரவு என்று  கேட்டுக் கொண்டே இருப்பதாகவும் அப்படி  .உடனே அனுப்பப் படவில்லை எனில் அதற்கு விளக்கம் அளித்திட ,  பொது மக்கள் சேவையை  உடனே நிறுத்தி விட்டு  மண்டல அலுவலகத்திற்கு சம்பத்தப் பட்ட ஊழியர் நேரே வந்து  அங்கு உள்ள குட்டி அதிகாரிகளிடம் விளக்கம் எழுதிக் கொடுக்கவேண்டும் என்று தொலைபேசியில்  மிரட்டப் படுவதாகவும் புகார் அடிக்கடி வந்து கொண்டுள்ளது. 

இது தவிர , மண்டல அலுவலகத்தில் உள்ள  குட்டி அதிகாரிகள்,  IP /ASP  இன்  T.A. பில்கள்  கோட்ட அலுவலகத்தில் PASS  செய்வதில் பிரச்சினை உள்ளதாக புகார் வந்தால்கூட , அதனை PASS  செய்திடும்  கோட்ட அதிகாரியிடம் விளக்கம் கேட்காமல் , OA , ACCOUNTANT ,  MTS , ORDERLY , OUTSIDER  என, சம்பந்தம் இல்லாத ஊழியர்களை =  விளக்கம் அளித்திட நேரில்  மண்டல அலுவலகம் வரச்சொல்லி தொலைபேசியில்    மிரட்டுவதாகவும் "இல்லையென்றால் தொலைத்துவிடுவேன்" என்று  கூறி 'ஆட்டம்' போடுவதாகவும் புகார்கள் வந்துள்ளன . 

ஏற்கனவே HEAD  OF  OFFICE  பணியில் இருக்கும் போது , ஏற்கனவே  HEAD  OF  DIVISION  /DISC  AUTHORITY  பணியில் இருக்கும் போது , அடிப்படை சட்ட விதிகளின் படி (STATUTORY  RULES ) அவர்களுக்கு உண்டான அதிகார எல்லையை தாண்டி  மண்டல அலுவலகத்தில் உள்ள குட்டி அதிகாரிகள்  தானே  PMG என்று நினைத்துக் கொண்டு  'ஆட்டம்'  போடுவதாகவும்  தொடர்ந்து புகார்கள் நமக்கு வந்துகொண்டுள்ளது.  

இலாக்கா முதல்வர் அவர்களே   "தேவையற்ற வேலைகளை குறையுங்கள்", "நிர்வாகத்தை ஒழுங்காக நடத்துங்கள் " என்று அறிவுறுத்தும் போது , குட்டி அதிகாரிகளின் 'ஆட்டம்'  தேவைதானா  என்பதை  உயர் அதிகாரிகளின்  பார்வைக்கே அளிக்கிறோம்.  இந்த மாதிரியான  நடவடிக்கைகள் உடன்  நிறுத்தப் பட வேண்டும் , இல்லையென்றால்  அந்த குட்டி அதிகாரிகளின் பெயர் குறிப்பிட்டு , அந்த நிகழ்வு குறிப்பிட்டு , சம்பத்தப் பட்ட ஊழியர்களின் புகார் கடிதத்துடன்   உடன்  நமது அகில இந்திய பொதுச் செயலர் தோழர். கிருஷ்ணன் அவர்களுக்கு  சரியான விபரத்துடன் புகார் அளிக்கப் பட்டால் அதனை நேரடியாக  SECRETARY  POSTS  அவர்களின்  கவனத்திற்கு கொண்டு செல்வதாகவும்  நமக்கு  உறுதி அளித்துள்ளார்.  பாரத பிரதமரின்  அலுவலகத்திற்கும் இது குறித்து  புகார் அளிக்க  நடவடிக்கை எடுக்கப் படும்  என்றும் கூறியுள்ளார்.  

எனவே மாநில / மண்டல அதிகாரிகள் இந்த பிரச்சினையில் உடன் தலையிட்டு  குட்டி அதிகாரிகளின் இந்த  "அடாவடி" நடவடிக்கைகளுக்கு முற்றுப் புள்ளி வைத்திட  பணிவுடன் வேண்டுகிறோம். நிச்சயம்  இலாக்காவின் விதிகள் பாதுகாக்கப்படும் . முறையாக  அந்தந்த நிலை அதிகாரிகளின்  நிர்வாக எல்லை  பாதுகாக்கப்படும் என்பதை  உறுதி செய்திட  பணிவுடன் வேண்டுகிறோம். மேல் நடவடிக்கையை  அவசியம் எதிர்பார்க்கிறோம்.

SUCCESS TO CIRCLE UNION EFFORTS ON LONG PENDING ISSUES OF CCR

நம் அஞ்சல் மூன்று மாநிலச் சங்கத்தின் முயற்சியால் சென்னை பெருநகரமண்ட லத்தில்  நீண்ட காலமாக தேங்கிக் கிடந்த  சில ஊழியர்  பிரச்சினைகள் தீர்க்கப் பட்டன .

இருமாதங்களுக்கு ஒரு முறையிலான  பேட்டியில் எடுக்கப் பட்டதன் விளைவாக  கீழே கண்ட பிரச்சினை  தீர்க்கப் பட்டது .

1. ராணிபேட்டை அஞ்சலக குடியிருப்பு பிரச்சினையில் தோழியர் அம்சாபாய் அவர்களுக்கு ஏற்கனவே வீட்டு வாடகைப் படி வழங்கப்பட்டதை  AUDIT  உத்திரவின்படி பிடிக்கப் பட்டது .  தற்போது இது ரத்து செய்யப் பட்டு SUSPENSION  OF  QUARTERS  க்கு உத்திரவிடப்பட்டு , பிடிக்கப்பட்ட தொகையான சுமார் ரூ. 35000/- திரும்ப அளிக்க உத்திரவிடப்பட்டது.

2. இது போல அதன் கிளைத்தலைவர்  தோழர். G . மணி அவர்களுக்கும்  இதுபோல SUSPENSION  OF  QUARTERS  உத்திரவிடப்பட்டு வீட்டு வாடகைப் படி பிடித்தம் செய்ய உத்திரவிடப்பட்டது ரத்து செய்யப்பட்டது. இந்த உத்திரவினை இட்ட PMG , CCR  அவர்களுக்கு நம்  மாநிலச் சங்கத்தின் நன்றியை தெரிவித்துக் கொள்கிறோம்.

இதன் அடிப்படையில்  நம் அகில இந்திய சங்கத்திற்கும்  இந்த பிரச்சினை எடுக்கப்பட்டு  DIRECTORATE  உத்திரவும் பெறப்பட்டது. இந்தப் பிரச்சினையில் தொடர்ந்து  கடிதம் எழுதி  உத்திரவை பெற்றுத் தந்த நம் அகில இந்திய சங்கத்திற்கும், தொடர்ந்து இந்தப் பிரச்சினையை தீர்த்திட முயற்சிகள் மேற்கொண்ட PMG , CCR  அவர்களுக்கும்  நம் நன்றி உரித்தாகும்.

PENDING DEMANDS AND NEW GOVERNMENT

               New Central Government under the leadership of Hon’ble Prime Minister Shri. Narendra Modi has taken charge with a clear majority in the Lok Sabha election.  People of the country and the Central Government employees who suffered a lot under the UPA Government, have voted for a change.  Now it is the turn of NDA Government.  Coming days will prove whether the selection made by the voters is correct or not.

               Central Government employees have to take a cautious approach towards the new Government.  As the new Government has just taken over charge and expectations are very high, jumping into any sudden conclusion may not be correct on our part.  We have to give reasonable time to the new government to make its stand clear on the issues agitating the minds of the Central Government employees.  Let us hope that our past experience in the 2000 December 14 days Postal strike when the NDA Government was in power, the support extended by the party leading NDA to the UPA Government for introducing and passing the PFRDA Bill in Parliament, the infamous downsizing order of 2001 issued by the NDA Government which paved way for abolition of thousands of vacant posts in Central Government Departments and refusal to concede any of the main demands of Gramin Dak Sevaks will not be repeated by the new Government.

               The maiden budget of the new Government to be presented in Parliament in July 2014 may give us an idea on the thinking of the Government and also the attitude of the Government towards the problems faced by the common people and the Central Government employees.  Confederation of Central Government Employees and Workers has placed our demands before the new Government.  JCM National Council staff side has also written to the Finance Minister and Cabinet Secretary.  Our demands are not new.  Demands raised before the UPA Government are again placed before the NDA Government.

               While constituting 7^th Central Pay Commission the UPA Government has refused to include the main demands of the Central Government employees in the terms of reference viz: (1) Grant of merger of DA (2) Grant of interim relief and (3) inclusion of Gramin Dak Sevaks under the purview of 7th CPC.  Confederation has conducted 48 hours strike in February 2014, just before the General Election is declared, demanding settlement of the 15 points charter of demands which includes the above three main demands also.  As General Election was declared we could not move further.  Central Government employees expect that the new Government will consider positively, the demands raised in the 48 hours strike.

               If the new Government also take the same stand as that of previous UPA Government and refuse to concede our genuine demands, the Central Government employees will be forced to tread the path of struggle again.  Before embarking upon such a struggle, our prime duty is to build up largest unity among all sections of the Central Government employees.  Confederation is making all out effort in this direction especially to build up total unity among JCM staff side organisations.  We are even ready to make certain compromises for the sake of unity.

               We have to give enough time to the new Government and we are ready to wait.  But we cannot wait indefinitely.  7^th CPC has already commenced its work and has fixed target dates for submission of memorandums by Federations and Unions/Associations.  Chairman, 7th CPC, has also made it clear that unless the Government refer the issues of DA merger, Interim relief and GDS issues to the Commission, it will not consider these issues.  Hence the ball is now in the Government’s court.  Let us see how the things move.  Let us also be ready to face any situation.
