Dear Comrades,



The Government is in the move of implementing the recommendations of the Task Force on leveraging of Post office network, the committee headed by Shri. T. S. R. Subramanian former Cabinet Secretary. NFPE & FNPO have vehemently registered its resentment through staff side leader Com. R. N. Parashar at the outset of the JCM (Departmental Council) meeting held at the Directorate under the Chairpersonship of Secretary (Posts) on 16.12.2014. Department of Posts has assured that before implementation of Task Force recommendation, all the issues will be deliberated in detail.



The following events that have happened in recent past deserve to share with you.



1.      JCM DEPARTMENTAL COUNCIL MEETING

JCM (DC) Meeting was held on 16.12.2014 at Directorate. The Agenda contained 100 subjects, all were discussed in detail. The minutes of JCM DC Meeting came within a week time and published in the union websites elsewhere. Regarding cash handling allowance to SPMs of Single handed/Doubled handed offices, the rates have been increased from time to time basis and present rate varies from Rs. 120 to 210 PM. In the case of SB Allowance to SB qualified officials below 5 years of service, our argument was accepted and now SB order clarifying the eligibility of SB Allowance to all SB Qualified officials issued. Many items pertaining to Postmaster cadre, LSG, HSG II, HSG-I DPC, CGHS facility to Postal Pensioners etc. have been taken up and effectively deliberated. 2.      CONFEDERATION PROGRAMMES

Recently Confederation of Central Government Employees & Workers conducted an “All India Trade Union Study Camp at Income Tax office Bangalore during 5th & 6th January 2015. The following classes have been imparted to the aspired participants.



1.      “International – National situation & Task of the Trade Unions” by Com. A. K. Padmanabhan, National President CITU.

2.      “7th CPC Memorandum & related issues-- Interaction of Delegates” – Com. S. K. Vyas, Advisor, Com. K. K. N. Kuty, President, Com. M. Krishnan, Secretary General of CCGE&W.

3.      “Media & Politics” – by Com. P. Rajeev, MP, Rajya Sabha

4.      “Two decades of globalization and its impact on Working class” – by Dr. Venkitesh Athreya (Eminent Economist)

5.      “Human rights and working class” - by Prof. G. Haragopal (ICSSR, National Fellow, Tata Institute of Social Science, Visiting Professor, National School of Law, Bangalore)

Other Leaders of Confederation have also given Lectures.



Most of the Central Government Employees Unions have participated in the above trade Union workshop. NFPE representation is fairly good and on behalf of P3, more than 30 have taken part. Karnataka Circle, A.P. Circle & Kerala Circle represent in good number.



3.      NATIONAL CONVENTION BY NC (JCM) STAFF SIDE ORGANISATIONS:

A National Convention was held at Delhi on 11.12.2014 by National Council (JCM) staff side organisations. To achieve the 10 points charter of demands, Programme of action has been designed. To spearhead the movement, fourteen members Committee have been constituted among which NFPE and FNPO leaders are also included. Now Railway, Defence and Confederation have unified in achieving the goal of 10 points Charter of Demands. National Council (JCM) staff side organisations' (NJCA-Railway, Defence & Confederation) Parliament March will be on 29th April 2015. Five lakhs employees to participate.



4.      TAMILNADU NFPE DIAMOND JUBILEE CELEBRATION

On 21.12.2014, on behalf of NFPE Tamilnadu Circle, NFPE Diamond Jubilee celebration rejoiced in grand manner at Chennai. All the NFPE Leaders of present and past have participated and been felicitated. A huge participation everywhere from Tamilnadu took part in the festive.



5.      PJCA ACTIVITIES TOWARDS 40 CHARTER OF DEMANDS

In Continuation of Chain of Programme of actions, PJCA (NFPE-FNPO) has conducted a “Historic Parliament March” in which more than 15000 Postal & RMS employees including GDS and Casual, Part time, contingent employees from every nook and corner of our nation participated. Grant of Civil Servant status to GDS and inclusion in 7th CPC, Merger of DA, Grant of IR, Scrapping of NPS, Revision of wages of casual, Part time contingent employees etc. are the main demands raised in the rally. Railway, CITU leaders have also participated along with Confederation leaders to support our demands. In the peak of the rally, our leaders have announced the much awaited Indefinite Strike call from 6th May 2015. Preparatory Meetings are likely to be held in all circles to form JCA at all levels which will be representated by PJCA leaders to stimulate the action programmes to make the Indefinite strike, a great success. Meanwhile, the department has invited the PJCA leaders for a meeting on 05.02.2015 to discuss the charter of demands.



PJCA has written to DOP insisting & demanding against privatization of Postal as recommended by the Task Force on leveraging of Post office Network. This demand is now urged by the PJCA as Demand No. 1 among all the 40 demands. PJCA has also decided to conduct a internal meeting on 04.02.2015 at Delhi to prepare for effective discussions  with the department on the next day. Let us hope the best to happen.



6.      OTHER NEWS

(a)   Next AIC at Lucknow:  All you know that our next All India Conference is scheduled on 4th, 5th, 6th & 7thJune 2015 (four days) at Lucknow (Uttar Pradesh). All are adviced to work out their travel plan in advance and make the Lucknow AIC a grand success.

(b)   Membership Enrolment: Time is nearing for the enrolment of new membership. All Branch/Divisional Secretaries are required to form action groups to motivate the new entrants, non-members to join in our union. It is needless to reiterate that our primary task is to focus the enrolment of new members not lest than 90% into our NFPE fold.

(c)    Prompt remittance of Quota: Remittance of subscription Quota to CHQ, Circle and NFPE is important. The ensuing AIC will be based on the Quota received till March 2015. All Branch/Divisional Secretaries are requested to clear their/Quota and journal dues without further delay.

(d)   Dak Jagriti - New Journal of AIPEU Group ‘C’ - Due to ownership issue, Bhartiya Post is replaced by ‘Dak Jagriti’, the new journal, bilingual, owned by our union. All our comrades are requested to subscribe Rs.100/- as annual subscription for Dak Jagriti if they not subscribed to Bhartiya Post earlier.

(e)   Our Website: All you aware that our AIPEU Group ‘C’ CHQ website www.aipeup3chq.com now a days have a good hit. The visitors level is increasing day by day. In the year 2014, the total number of Posts uploaded was 1161, comparable with the year 2013 figure as 653. Every year, the number of Posts in our website is increasing drastically. All important News, Govt.orders, Circulars and Photographs of events are being displayed on daily basis. It is hoped that all our Branch/Divisional Secretaries are in daily touch with our website.
