CASE TAKE UP WITH CPMG, TN

      Sub:  Non grant of  provisional pension and provisional gratuity –
               Case of  Sri. M. Ramanathan, Retd. Postal Assistant,  Papanasam HO
               under  Thanjavur Division – Reg.

The said official  was retired from  service compulsorily  w.e.f. 20.03.2012  vide SSPOs., Thanjavur  memo.No. BI/MR dt.  20.03.2012. Even though   pension papers were collected and forwarded to the authorities concerned ,  PPO has not been issued  till date.  

As per Rule 64 of  CCS (Pension) Rules 1972,  if for any special reasons, it has not been  found possible  to complete the pension process ,  the Head of office  shall  take steps to  authorize  payment of provisional pension  and  provisional gratuity  by the first of the month  in which it is due.  But  it was not granted  and paid with  till date.  

While enquiring with the  SSPOs., Thanjavur  he replied that  there is no provision  to grant provisional pension and provisional gratuity , in  case of compulsory retirements.  But  it was not supported with any rules  or   with any  orders  of  Directorate  . As per Rule 69 of CCS (Pension) Rules 1972, even in case of  officials who retired on superannuation or  otherwise against whom departmental or judicial proceedings  are  instituted or continued,  provisional pension  should be  granted immediately, in order to  ensure the  minimum  livelihood  to the family. 

Even though the appeal period against the orders of  penalty  is already over and the   affected person  could not  able to make even any appeal , since he is hospitalized. He is under severe treatment and   reportedly his liver has been removed.  He  is  urgently in need of   money   to continue his  treatment and   his  family  is  in a dithering  condition now. 

On the grounds stated above,  Our  Circle Union requests  the CPMG, TN Circle , to kindly  intervene  in this matter, so as to  grant  provisional pension and provisional gratuity to the   retired official at the immediate means and to save his  life.
