           In accordance with the provisions contained in sub section (I) of Section 22 of the Industrial Dispute Act, 1947, We hereby give notice that we propose to call for a token strike on 31-05-2012 followed by work to rule in Nagapattinam Postal Division for the reasons explained in the annexure

          ANNEXURE TO THE STRIKE NOTICE EXPLAINING THE REASONS

Dear Sirs, 
              Nagapattinam town is the head quarters of Nagapattinam District and it comprises of 26 wards. Nagapattinam Head Post Office is the only delivery post office delivering letters to the inmates of these 26 wards. Nagapattinam Head Post office is thus serving a populous of around 1,00,000. For the convenience of delivery of letters the wards have been divided into 12 beats and there are at present 12 postman staff on duty as on date.

            The Superintendent of Post Offices Nagapattinam who is the controlling authority collected statistics on 25th and 26th April 2012 regarding tapals received for delivery at Nagapattinam HPO and on the basis of the review the said Superintendent of Post offices has in his order no. A1/119/Delivery-dlgs dated 30.04.2012 instructed for reduction of delivery beats from 12 to 10 resulting in retrenchment of and redeployment of 2 staff.

           This union submits that the superintendent of Post Offices Nagapattinam has collected statistics on days on which there was poor receipt of mails. This union further submits that the Superintendent of Post Offices Nagapattinam has not taken into account around 6000 Old Age Pensioner’s money orders, 24000 telephone bills and 12000 LIC premium renewal notices received for delivery in constant numbers every month. This union submits that the average receipt of mails has not been arrived at by collecting statistics for a whole month of 25 working days which would only reflect the real traffic handled by Nagapattinam Head Post Office.

          This union wishes to point out the work hour prescribe for single postman per day is 7 hors and 30 minutes and for the 12 postman staff on duty as on date the total work hour is 90 hours or 5400 minutes. The norm prescribed for delivery of one Money order is 3.85 minutes. For 6000 OAP money orders the delivery time for a month of 25 working days is worked out to 23100 minutes ( 6000 x 3.85 ) and the average work hour for this work for a day is worked out to 924 minutes ( 23100/25 ) Similarly the norm prescribed for delivery of one ordinary letter is 0.72 minutes and the total delivery time for a month of 25 working days for delivery of 24000 telephone bills and 12000 LIC premium renewal notices is arrived as 25920 minutes ( 36000 x 0.72 ) The average delivery time for a day is 1037 minutes ( 25920/25 ).

         Directorate in letter no. 25-20/2008 PE.I dated 25-11-2008 has prescribed additional duties to postman staff viz: data entry in various modules ( Postman, Speed net ) of Meghdoot software of all mail articles given to them for delivery. The Directorate has stipulated that these duty has to be performed during 80 Minutes ( 60 minutes before the hours of delivery and 20 minutes after return from the beat ) on each working day within the overall duty hours. SPOs Nagapattinam has not taken into the additional duties prescribed and also the 80 minutes norm per day per postman into calculation of workload. For 10 postman staff the additional work hour works out to 800 minutes i.e 13 hours and 20 minutes. The left over work hour of 13 hour and 20 minutes justifies for two more postman staff and hence there is justification of 12 postman staff at Nagapatitnam HO

          This union is given to understand that Superintendent of Post Offices Nagapattinam has not taken into account the average work hour of 1961 minutes ( 924+1037 ) required for delivery of these OAP Money Orders, telephone bills and LIC premium renewal notices which are being received every month in constant numbers for delivery.
        
       The Superintendent of  Post Offices Nagapattinam has in his order dated 30-04-2012 admitted that there is justification for 10 postman staff on the basis of statistics collected by him. The left over average work hour of 1961 minutes justifies for 4 more postman ( 1961/60 = 32.68 hours ) This union submits that in Nagapattinam Head Post Office there is thus justification for 14 postman staff and that the order of Superintendent of Post Offices Nagapattinam dated 30.04.2012 is totally unjust, arbitrary and unfair labor practice.

           The matter was discussed with Suprintendent of Post Offices Nagapattinam on 01.05.2012 in an informal meeting but the Authority is reluctant to withdraw the impugned order dated 30.04.2012. The  matter is placed under item (5) of subjects for discussion in the monthly meeting with Divisional Head proposed on 08.05.2012 but said meeting stands postponed without specifying the proposed date of meeting.. Hence the members of this union are forced to protest the arbitrary order dated 30.04.2012 and to observe one day token strike in Nagapattinam Division on 31-05-2012 followed by work to rule if the impugned order dated 30.04.2012 is not withdrawn forthwith.
