SOME IMPORTANT CROPPED UP ISSUES OF CCR

நீண்ட நாட்களாக பிரச்சினைக்குள்ளான  சென்னை எழும்பூர் MDO அலுவலகத்திற்கும்  GM, FINANCE  அலுவலகத்திற்கும்  இடையே யான  பிரச்சினை  நேற்று( 28.6.2012) காலை போராட்டமாக வெடித்தது.

மின்வெட்டு காரணமாக வேலை செய்ய இயலாத சூழ் நிலையில் ,  GENERATOR  இயக்கமும்  முடக்கப் பட்டதால் ஊழியர்கள்  கொந்த ளிப்புக்கு  உள்ளானார்கள். GM , FINANCE  அலுவலகம் முன்பாக கிட்டத்தட்ட முற்றுகைப் போராட்டமாக இது  மாறியது. மாநிலச் சங்கத்தில் இருந்து உடன் CPMG, TN  அவர்களுக்கு E-MAIL மூலம் புகார் அனுப்பப் பட்டது. தொடர்ந்து DPS(HQ) அவர்களிடமும்  விரிவாக விவாதிக்கப் பட்டு , GM, FINANCE உடன் பேசி பிரச்சினை தீர்க்கப் படும்  என்று  உறுதி  பெறப் பட்டது. 

தலமட்டத்திலும்  தோழர். ஸ்ரீ வெங்கடேஷ் , மாநிலத் தலைவர், மற்றும் தோழர். செல்வம், கோட்டச் செயலர்  உள்ளிட்ட தொழிற் சங்க நிர்வாகி களுடன் SSP, CHENNAI CITY NORTH  அவர்கள் சென்று  GM, FINANCE  நிர்வாகத்துடன்  நடத்திய பேச்சு வார்த்தை  சுமுகமாக முடிவுற்றது. புதிய GENERATOR  தனியே  பொருத்தப்படும் என்றும், சனிக் கிழமைகளில் TOILET  உபயோகத்திற்கு  சாவி  கொடுக்கப்படும்  என்றும்  உறுதி யளிக்கப் பட்டது.

   Sub: Non co-operation  in attending day to day affairs and friction erupted  in the 
            Relationship  between   the administration of GM, Finance and the operative
            Offices  functioning in the  same  premises at Egmore resulting  in hampering
            Of public services badly -  Request  for the immediate intervention  of the
            CPMG,TN – Reg.

In connection with the above subject,  our Circle Union  requests  the immediate personal and kind intervention of the  CPMG, TN , since the dealing with the  GM, Finance  administration  is at the level  of the Circle administration. 

You may  aware that   Egmore MDO, Ethiraj Salai Parcel Post  Centre  and Ethiraja Salai PO are  located in the  same premises of  O/O  GM , Postal Finance & Audit  and  there is  only  common Generator,  Common Toilets and Drinking water facilities  in the control of  GM, Finance. 

Saturdays are   full working days for the operative side, whereas the  o/o GM, Finance is  closed on  these days. On these days,  even  Generator  could not be operated  for the operative purposes  resulting  in hampering of public  services , since   the   UPS provided could not  serve  the purposes  even for an hour. They  have locked the premises, including  the  Generator room,  toilets and  even drinking  water facility is denied and women employees are having untold sufferings on these days . This is a  permanent  problem  they are  facing    resulting in   friction  and   continuous quarrels. The   staff  of the   GM, Finance are treating the  operative staff, with big brother attitude.
To day, viz. on 27.06.2012,   while  the operative staff  begin their  functioning   by 07.00 AM, there is  power cut and  the  entire staff are suffering  much  and  it is reported that even  the UPS  failed. The generator could not be operated and the staff have to wait  for the mercy of the O/O GM, Finance  till the  opening of their office. The  operative staff  could not able to  cope up the delivery work  and  everything  comes  to a standstill.  The public  waiting  outside the office  to get delivery of their articles, M.O.s  etc. are scolding the  administration and the staff.  When  this matter was reported to the   knowledge of the SSPOs., Chennai City North Division,  he  could  not make in roads and returned  with empty hands till 10.15 AM.   

Hence, we  request the immediate  and personal intervention of the CPMG, TN  in this regard,  so as to settle this  day’s problem  besides  giving  a  permanent solution for the  Generator, toilet and drinking water problems of the operative staff working  there.

Sub: Request to  cancel /modify the orders  of transfer  issued to one Sri. S. Vedanayagam, SPM, Tiruninravur R.S. PO, Kanchipuram Division – Reg.
                                                            ….
The abovesaid official  is issued with  orders of transfer from Tiruninravur R.S.PO to  Kandigai PO  in the interest of service,  which is 40 Kms. away   from his  office  of working. 
While enquiring with, it is  learnt   that   the   orders  are issued  only on  the directions of the  R.O. on specific charges. In this connection  we are bringing   the  matter  received from our  Divisional union  for your kind knowledge.
Tirunanravur R.S. PO  is  a heavy working office, and  already  one single handed office  namely Lakshmipuram PO was  merged with this office last year,  in addition.  Though being  an office of  1+3 establishment, it was not  upgraded to the status of LSG and only  Time scale official is  managing  the office as SPM  that  too with  shortage of  one hand and  even  two  hands  while on leaves  . Hence  the  SPM has to strive hard to manage and   control over the day to day duties and  his sub-ordinate  officials.
The   UID  articles in question were  kept pending  by the  P.A. of that branch and   he was  on leave during the  period of   the visit of the    ASPOs.,  R.O. This was not brought to the notice of the SPM, Sri. Vedanayagam and  hence this lacuna occurs.
Secondly,  the OAP  M.O.s are usually taken print out  from the  Divisional  office  and dispatched  either through special messenger or through special bag  to Tirunanravur RS PO,  since   there is  no  Laser printer   available there.
This  was happened  even during   last month.  Only during  this month  ,  laser printer was  provided at Tiruninravur RS PO . Though  it  was provided,  the same was not installed  by the  DSM  due to  refilling   problem. This matter was  reported to the Divisional office  by the SPM over phone  and asked  for their assistance  to take print outs.  There is communication gap between the  officials  working at D.O.  and the DSM and hence  it was  not materialized. 
Hence, the  said official is not  intentional  to hamper the   services, but  only lack of   infrastructure and shortage of staff  are the real problems. He is having  30  years good record of  service and no remarks  were made  in any of his official records till date. 
Based on these,  we request  the  DPS, CCR  to  reconsider  the  decision and  to modify  his  orders of  transfer  and he may kindly be  posted as Accountant, Tiruvallur HPO, where  vacancy exists , being  the official a qualified Accountant.
He has also represented with   in this regard.
