Sub: Floating of tenders to
private parties for maintenance of cycle shed
at
Trichirappalli HPO premises-Reg.

It is a shocking
surprise to receive the report
from the general staff
of Trichirappalli Division
that the Senior Postmaster, Trichy
has issued notification to float tenders
from private parties for maintenance of
cycle shed at Trichirappalli HPO
premises. Also , it is reported that
the rates for parking of staff
vehicles has to be fixed on daily
basis. In this connection our
Circle Union brings the
following for your kind notice and
for taking immediate action so as to stop such move
both in the interest of staff and
in the interest of the Department.
1.
It is a known fact that Trichirappalli HPO is a major
headquarters office of the entire
Region and having cash transaction of crores of
Rupees on daily basis.
2.
No police escort is made for the safety of the cash/ Treasury on daily
basis as prescribed in the Departmental Rules . As per police
records, dacoity/burglary are
reported on many occasion within the city limits in many government establishments
and even day
light robbery is reported at Ponparappi.
3. For remittance of cash to the
S.O.s functioning under the
a/cs jurisdiction of
Trichy HPO, no police escort is provided, as prescribed in the Departmental manuals. Similar is the way on
receiving cash from S.O.s
to Trichy HPO. It is a known fact
that lakhs of
rupees are transmitted to/ from
the S.O.s on day-to-day basis by the poor
staff without any police
protection, and is carried
out , only in the interest of Department .
This is also , because of the pressure
applied on the staff by the administrative authorities.

Many robbery are taken place on
remittance, in the recent past and the
one is
reported at Sirkali HPO and the another at
Pondichery HPO and it
leads to CBI
and CB CID enquiries and
subsequent court cases.
5. Even for
getting tenders for
maintenance of cycle shed, Chidambaram town witnessed
cold blooded murder within
political hooligans and rowdy
elements.

If such is the scenario , if any
such private party is
allowed to maintain
the cycle shed within the
P.O. premises, it will definitely
leads to
untoward incidents on safety
point of view and will allow ‘goondas’
for easy access to the P.O. premises.
7.
Moreover, it is the duty of the
Department to make provisions
for keeping the vehicles of
their staff , maintenance of toilets, arranging
of drinking water facilities
, providing fans etc. as a welfare
measure and is envisaged under the
statutory rules. Anything made
against this and fixing any
tariff on these, will be a gross violation of the Departmental norms and rules.
Hence , our
Circle Union requests the PMG, CR
to intervene in this affairs immediately and to stop such activities of the Senior Postmaster, Trichy , and to make way to avoid any trade union agitation against this
move.

கடந்த 10.9.2012 அன்று நடந்த இரு மாதங்களுக்கு ஒரு முறையிலான பேட்டியில் இந்தப் பிரச்சினை விவாதிக்கப் பட்டது. அதனடிப்படையில் மேலே கண்ட CYCLE SHED TENDER விலக்கிக் கொள்ளப்படும் என்று PMG, CR அவர்கள் உறுதியளித்தார் . அவருக்கு நம் நன்றி !
