               Sub:  Consideration of request  transfers – Case of Postmaster Grade I
officials – Reg.
               Ref:   Four Monthly 
meeting  subject  taken  by
 our  Circle Union 
and  reply  thereof.

Kindly
refer  to the   subject 
matter  placed in the  Four Monthly meeting  held with our Circle Union on 20.02.2012. We
have  discussed at length about the  untold sufferings  of the 
Postmaster Grade  I officials ,
who were posted in  far off   places, even without getting  any monetary benefit  and we were assured  then, to consider the cases,  during the 
course  of   declaration of 
the next  examination  results.
You
may aware that 
1
)  they are losing  higher  rate  of
HRA .
2)   they have been  transferred  and  posted  
to a far off  place more  than 300 /400  kms away 
from their residence.

3)   they have 
left  their  family 
in the middle of the academic year.
4)   they 
have to maintain two establishments  at   the  same time.
5)   they 
have  to occupy  the 
quarters  there,  even
without  their  family 
and  thereby  losing 
the 
       lower 
rate  of  HRA also.
6)   they
are not  getting even  promotional 
pay benefit, since  most of them  are already  
      crossed  the  next
grade  pay  due to their 
acquiring  of   MACP I/ MACP II.
7)    they 
were not even allowed  to  decline 
their promotion, before  their   date of 
joining , 
       which is  permissible  under 
the  basic  rules 
of  the  Department.
Hence
their position is pathetic and  nothing could be explained through words,  for the simple reason that  they have passed  the  
Postmaster Grade  I  examination 
unknowingly.
Hence,
we request  your  goodself, 
to consider  their  cases 
of transfer  at least  by now,  relaxing the periodicity, since  the  
results of the  next  Postmaster Grade I examination is   declared  
and many juniors  have to be
posted in the   present  vacancies.

With
reference to the  letters and  minutes copies  cited, 
it has been discussed at length in the bi- monthly meetings, RJCM
meeting  and  in resonance with the  Dte. letter  
, it is accepted and  given  in writing that  no  
justified GDS SV posts  would
be  redeployed .
But  in case of 
Mayiladuturai  Division  though 
the  available  two GDS SV posts  at Mayiladuturai HPO are amply justified,
they were  ordered  for redeployment .   For eg.   
a  test check figure is  given for your kind  perusal.

On
a random check , it may be observed that  
both the posts  are covering a
work load  of  more than 7 hours per day in total,  and 
they are  found to be amply  justified. 
If the   posts are  redeployed and  the work is 
attached with the MPCM 
counter,  the  existing staff  would suffer a  lot, since 
they are already overburdened due to extension of business hours  upto 05.00 PM 
on all working days and  extension
of speed post booking upto 08.00 PM. 
They  would suffer  like slaves 
and  they could not able  to  
attend  even  their 
family  duties.
On these 
grounds ,  our Circle Union  requests 
the personal intervention of the PMG, CR to  kindly look into this  case  and  a kind review 
may  be  ordered 
for  six months   from 
this  month  onwards 
, so as   to assess  the 
work load  afresh  and  
decision may kindly be taken  on
the basis of   the   actual work load  assessed .
Till
such time  , these  posts may kindly be ordered  to be restored  immediately.
