1. Can the ACP/MACP denied to those who had refused regular 

     promotion ?

For ACP : (from clarification issued for ACP) “The ACP Scheme has been introduced to provide relief in cases of acute stagnation where the employees, despite being eligible for promotion in all respects, are deprived of regular promotion for long periods due to non-availability of vacancies in the higher grade. Cases of holders of isolated posts have also been covered under ACPS, as they do not have any promotional avenues. However, where a promotion has been offered before the employee could be considered for grant of benefit under ACPS but he refuses to accept such promotion, then he cannot be said to be stagnating as he has opted to remain in the existing grade on his own volition. As such, there is no case for grant of ACPS in such cases. The official can be considered for regular promotion again after the necessary debarment period”.

For MACP (from MACP Order) “ lf a regular promotion has been offered but was refused by the employee before becoming entitled to a financial up-gradation, no financial up-gradation shall be allowed as such an employee has not been stagnated due to lack of opportunities. If, however, financial up-gradation has been allowed due to stagnation and the employees subsequently refuse the promotion, it shall not be a ground to withdraw the financial up-gradation. He shall, however, not be eligible to be considered for further financial up-gradation till he agrees to be considered for promotion again and the second the next financial up-gradation shall also be deferred to the extent of period of debarment due to the refusal”.

2. Disclosure of APAR

As per DOPT instruction, grading of APAR should be disclosed to the official concerned. does it mean that photocopy of the APAR should be given to the individual. Is there any format prescribed (covering letter) for disclosure of APAR ?

"Full APAR" is to be communicated. Hence it should be a Photostat copy.

3. Can Govt dues be adjusted against final payment of GPF with the consent of a Govt servant ?

Never come across any such restriction. Moreover, when GPF become due as final payment it is employees booty which he may consensually get adjusted in regard to outstanding govt. dues.

Allotment of residences on re-posting at the last place of posting

Directorate of Estates Office Memorandum No. 12035/21/95-Pol.II dated 10.08.2010

Directorate’s O.M. of even number dated the 31st July, 2000, provides for regularization of the accommodation in case of re-posting within a period of one year i.e. within four months after the permissible retention period of eight months in the case of transfer. The above referred O.M. also provides for regularisation of the house in case of re-posting within a period of four months beyond the permissible period of eight months by charging double rate of normal licence fee even though the date of priority of the officer is not covered. This has created an anomalous situation because an officer vacating the house after eight months is charged at damage rate whereas on the other hand in the case of re-posting an officer is charged only double the normal rate up to a period of one year from the date of transfer.


This position was re-considered by the Directorate and it has been decided that henceforth regularisation in the case of re-posting will be regulated as under;


• Regularization will be considered only in cases where re-posting takes place within the permissible retention period of eight months (two months on normal licence fee and six months on double the normal licence fee on medical/educational grounds).


• Retention beyond the permissible retention period will be treated as unauthorized and charged at damage rate.

• In cases, where re-posting in eligible organization takes place beyond the permissible period of retention of eight months, damage rate of licence fee will be charged for the period beyond eight months and regularisation will be allowed only if the date of priority is covered.

இதுகுறித்து, சென்னை மாநகர மண்டல தபால் துறைத் தலைவர் ராமானுஜன் கூறியதாவது: கடந்த நிதியாண்டில், எட்டாயிரம் கோடி ரூபாய் நஷ்டம் ஏற்பட்டுள்ளது. இதை ஈடுகட்ட, "ரீடெய்ல் போஸ்ட்'ன் கீழ் மற்ற பணிகளை மேற்கொண்டு வருவாயை ஈட்டும் முயற்சியில் ஈடுபடுகிறோம். அரசின் அனைத்து துறை சார்ந்த விண்ணப்ப படிவங்களை பெற, மக்கள் சம்பந்தப்பட்ட அலுவலகங்களில் காத்திருத்து பெறும் நிலை உள்ளது. ரேஷன் கார்டு, இறப்பு சான்றிதழ் உள்ளிட்ட அரசு துறை சார்ந்த அனைத்து விண்ணப்ப படிவங்களையும் தபால் நிலையத்திலேயே எளிதில் பெறும் புதிய திட்டம், தபால் துறை தமிழக வட்டத்தில் அறிமுகப்படுத்தப்படுகிறது. இந்த வசதியை ஆக., 15 முதல் மக்கள் பெறலாம். இவ்வாறு ராமானுஜன் கூறினார்.

2. The Department is examining a proposal of severance amount of GDS on their absorption in the Departmental posts after rendering 10 years of continuous service as Gramin Dak Sevaks. In order to assess the financial implications, Heads of Circle were requested to furnish the information of the implications, Heads of Circle were requested to furnish the information of the number of such Grmain Dak Sevaks absorbed against Departmental posts from year 2006 to 2010 calendar year-wise.

Attention of all concerned is invited to Annexure-III of this Directorate order No. 6-1/2009-PE.II dated 08.10.2009 containing details of existing and revised benefits under nature of benefit named 'Severance Amount'.

2. In this context, it is to clarify that the present benefit shown against Severance Amount also includes Severance Amount on absorption on regular posts payable @ Rs. 20000/- (Rs. Twenty thousand only) to an EDA (now called GDS) absorbed on regular basis against a departmental post after 15 years of continuous service as ED Agent (now called GDS) in the light of the common recommendation made by the GDS Committee in Para 14.14.1. Therefore, the revised benefit indicated against nature of benefit 'Severance Amount' is applicable not only on retirement/death but also on absorption against departmental posts @ Rs. 1500 for every completed year of service subject to maximum of Rs. 60000 with reduction in minimum eligibility to 10 years.

3. Therefore, the words "Severance Amount on retirement/death" may be taken as inserted on the top as headline above the existing para under present benefits against 'Severance Amount' starting with "A lump sum severance amount and ending with amount paid is Rs. 20000." Below this para, a new headline as "Severance Amount on absorption on regular posts" & a para beneath it starting as "Severance amount of Rs. 20000 (Rs. Twenty thousand only) is paid on absorption on regular basis against a departmental post after 15 years of continuous service" may also be taken as inserted & accordingly the Annexure III to this Directorate Order No. 6-1/2009-PE II dated 09 Oct 2009 may be taken as amended. Revised Annexure III to this Directorate Order ibid is appended below:-

                                                      Ex-gratia Gratuity :

Present benefits:-

Granted at the rate of half months basis TRCA drown immediately before discharge of service for each completed year of service subject to maximum of Rs. 18000 or 16.5 months basic TRCA last drawn whichever is less. Minimum service prescribed is 10 years.

Revised Benefits:-

Continuance of the existing formula for grant Ex-gratis Gratuity subject to a maximum of Rs. 60000.

                                                    Severance Amount :-

Present benefits:-

1.Severance Amount on retirement/death

A lump sum severance amount of Rs. 30000/- is paid on discharge provided a GDS has completed 20 years of continuous service. In case of a GDS completing 15 years of service but less than 20 years of continuous service the severance amount paid is Rs. 20000/-.

2.Severance Amount on absorption on regular post

Severance amount of Rs. 20000 (Rs. Twenty thousand only) is paid on absorption on regular basis against a departmental post after 15 years of continuous service

Revised benefits for both:-

Severance amount shall be paid at the rate of Rs. 1500/- for every completed year of service subject to a maximum of Rs. 60000/- with reduction in minimum eligibility period to 10 years.

3. This may be brought to the notice of all concerned. This has the approval of the competent authority.

Clarification regarding giving option for alteration/withdrawal or inclusion of new membership of service associations

Subject: Clarification regarding giving option for alteration/withdrawal or inclusion of new membership of service associations/unions in the month of April each year to be made effective from the month of July of that year.

Sir/Madam,

I am directed to refer to the Department's letter no. 13-1/93-SR dated 25.02.1994 circulating Department of Personnel & Training's OM No. 2/10/80-JCA dated 31.01.1994 regarding procedure for verification of membership of associations for the purpose of recognition under CCS(RSA) Rules, 1993. In accordance with instructions contained in said OM, option, if any, for alteration, withdrawal or inclusion of new members is to be given in the month of April each year to DDO or any other designated authority.

2. The Department, vide letter No. 13/01/2010-SR dated 18.02.2010, modified 'letter of authorization' prescribed by the DOPT specifically in order to comply with the directions of the Hon'ble Court of Madras given in Writ Petitions No. 4704-4707 of 1999 and Contempt Petition No. 950/09. The modified 'letter of authorization' was endorsed with signature of Director (SR & Legal) with an objective to rule out the possibility of using the old forms bearing the signature of the employees, as some of the associations had complained about it. The signature of Director (SR & legal) has no relevance in regard to letters of authorization which may be used for change of option or for seeking new membership in the month of April every year.

3. All the 'letter of authorization' whether bearing Director (SR & Legal)'s signature or not, applied during the month of April may be considered as per the standing instructions and in view of the clarification in the preceding paragraph.

                                        WHAT WOULD BE THE DA ?

All India Consumer Price Index for Industrial Workers (CPI-IW) for the month of June 2011 has been announced by Ministry of labour and Employment.

As per Press Information Bureau's report in this regard CPI-W for the month of June-2011 stood at 189.


With this announcement, all data required for estimation of increase in Dearness allowance for Central Government Employees with effect from 1st July 2011 have been given in black and white by Government. Let's have a look at the same.

"இதிலெல்லாம் கமிஷன் வருகிறது" என்று கூறினீர்கள் !பொதி சுமக்கும் மாடு போல  எல்லாவற்றையும் சுமந்தோம்  அப்பாவி அஞ்சல் ஊழியர்கள் நாங்கள்  ..... கேட்டால் அஞ்சல் துறையின்  நட்டத்தை ஈடு கட்ட இதையெல்லாம் செய்யவேண்டும் என்று கூறினீர்கள் !  நாங்களும் பொறுப்பான  ஊழியர்களாக முணுமுணுப்பு கூட எதுவுமில்லாமல் பொதி சுமந்தோம் !

ஆனால் இதற்கான கணக்கு எதுவும் எங்கள் வேலைப் பளுவில்

என்றைக்குமே சேர்த்ததே இல்லை !  எதற்கு எல்லாமோ தினம்  தினம்

புள்ளி விபரம் கேட்கும்  நமது துறையோ  இதற்கு எல்லாம் புள்ளி

விபரம் கேட்டு அந்த வேலைப்பளுவுக்கான   ஊழியர் எதுவும் நியமனம்

செய்யவே இல்லை !

சரி . வரும் கமிஷனிலாவது இன்சென்டிவ் .... இன்சென்டிவ் .... என்று

கூறுவார்களே ..... அதுவாவது   கொடுப்பார்கள்  ... மனதுக்கு   ஆறுதலாவது

கிடைக்கும் என்று எதிர்பார்த்தோம் !  அதுவும் கூட இல்லவே இல்லை !

EB BILL - உம் வந்தது ! கிராமத்துக் கூட்டம் எல்லாம்  போஸ்ட் ஆபீசில் தான் 

என்று ஆனது !   அதற்கும் கூட  இன்சென்டிவ்  இல்லை .   AGENCY 

வேலைக்கு எல்லாம் என்னதான் கணக்கு ?  ஊழியர்   குருதி இப்படி 

இலாக்கா உறிஞ்சலாமா  என்று மனம் நொடிந்து  போனோம் ? 

ஆகட்டும்......  என்று இருந்தபோது .........  இப்போது  "ஆதார்"  கார்டும் 

வந்துவிட்டதே !    இதற்காவது இன்சென்டிவ் உண்டா ?

எதற்குமே  இல்லவே இல்லையா ?

நட்டத்தை(?) ஈடு கட்டஅஞ்சல் ஊழியர்கள் ' வேலைப் பளு' 

கணக்கிலும் இல்லாமல் 'இன்சென்டிவ்' கணக்கிலும் இல்லாமல் .... காலங்காலமாக இந்த கன்னித்தீவு மண்ணுக்கே  உழைக்கணுமா '

என்ற "ஆயிரத்தில் ஒருவன்"  சினிமா  வசனம்  போல  உழைக்கணும்  

என்றாலும்  உழைக்கத்  தயாராக   இருக்கிறோம் !

ஆனால் மேளாக்கள் என்றும் பார்ட்டிகள் என்றும் CONTRACT கள்

என்றும் சுவாமி மலை சாமி சிலைகள் என்றும் கரூர் துண்டுகள்

என்றும் கோடியக்கரை கோலாகலங்கள் என்றும் பிச்சாவரம்

பீச்சுகள் என்றும் தோகைமலை தோட்டங்கள்  என்றும் இலாக்கா பணம் கோடிக்கணக்கில் நட்டத்தின் மேல் நட்டமானபோது யாருக்கும் நாட்டமே இல்லாமல் போனது வேதனையல்லவா ?   இது என்ன  " கணக்கோ "  ?

இது கேள்வியல்லவே ?   இலாக்காவே  சோறு போடும்

தெய்வம் என்றும்  .... அஞ்சலகமே குடியிருக்கும் கோயில் என்றும்  

மாடாக  உழைக்கும் ஊழியரின்   மன  வேதனையல்லவா ?

நிச்சயம்  இது  உங்களுக்கு  புரியும்  என்று எண்ணுகிறார்கள்

The Department of Posts has signed a Memorandum of Understanding (MOU) with Unique identification Authority of India (UIDAI) to become a Registrar for enrolment process for issue of UID cards (Aadhaar cards).

UIDAI’s mandate is to issue every resident a unique identification number linked to the resident's demographic and biometric information, which they can use to identify themselves anywhere in India, and to access a host of benefits and services.

With Aadhaar, a resident will be able to prove his identity for various purposes like opening bank account, availing health services, getting mobile connection etc. Enrolment process by the Department of Posts has commenced in many states in the country.

Tamilnadu Postal Circle, which covers both Tamilnadu State and Pondicherry UT, has proposed to start the enrolment in Pondicherry UT. Mrs. Suneeta Trivedi, Member (Personnel), Postal Services Board, New Delhi is launching the enrolment process in Pondicherry UT on 29/07/2011.

Initially, the enrolment would be at Pondicherry HO only. Enrolment forms are available free of cost, to every resident at the post office; the forms can also be downloaded from Tamilnadu post website. The resident are directed to approach the Pondicherry HO for enrolment, along with necessary documents.

Sir/Madam,

I am directed to state that the issue of organizing frequent meetings/melas on holidays and Sundays, thus depriving the employees of their legitimate right to avail the break was considered in a meeting taken by Secretary to discuss charter of Demands served with the notice of indefinite strike w.e.f. 05.07.2011 by Postal Joint Council of Action.

2. While in certain circumstances it may be unavoidable strategically beneficial for the Department to hold meetings/melas etc on holidays and Sundays, it may not be done so in a routine manner. Needless to say, the weekly break and holidays etc. have their own significance and it may be kept in view while calling the officials for duty during the break.


3. This may be brought to the notice of all concerned.

I am directed to refer to the Directorates letter No. 37-63/98-SPB-I (Pt ) dated 20/26.8.1999 regarding increasing the number of chances to appear n the Limited Departmental Competitive Examination (LGO Examination) to fill up the posts of Postal Assistant Sorting Assistant from 5 to 6. The matter has since been reviewed and it has been decided by the competent authority to increase the number of chances for OC candidates to appear in the Limited Departmental Competitive Examination (LGO Examination) to fill up the posts of Postal Assistant / Sorting Assistant from 6 to 8. It has also been decided to increase the chances for SC/ST candidates to appear in the said examination to 10 provided there are vacancies reserved for candidates belonging to SC/ST and in case any SC/ST candidate is appointed on the basis of his/her 9th or 10th chance he/she shall be appointed against the vacancy reserved for SC/ST, as the case may be, irrespective of his/her merit in the examination.

HEAD OF OFFICE WILL ISSUE YOU FORM 5 FOR COMPLETION.

NOT  LATER THAN  EIGHT  MONTHS  BEFORE  RETIREMENT

YOU MAY SUBMIT FORM 5 DULY COMPLETED IN ALL RESPECTS TO THE HEAD OF THE OFFICE

NOT  LATER THAN SIX   MONTHS  BEFORE  RETIREMENT

HEAD OF OFFICE SHALL ENSURE COMPLETION OF PART-I OF FORM 7 AND HE SHALL FORWARD THE PENSION PAPERS TO THE PAO.

THREE  MONTHS  BEFORE  RETIREMENT

YOU MAY APPLY FOR COMMUTATION OF PENSION IN FORM I-A TO THE HEAD OF OFFICE FOR ONWARD TRANSMISSION TO THE PAO. YOU MAY PLEASE ENSURE THAT YOUR DDO HAS STOPPED MAKING GPF RECOVERIES IN YOUR CASE.

TWO  MONTHS   BEFORE  RETIREMENT

HEAD OF OFFICE SHALL COMMUNICATE TO THE PAO, GOVT DUES RECOVERABLE FROM DCRG IN YOUR CASE.

ONE  MONTH  BEFORE  RETIREMENT

AFTER CHECKING OF YOUR PENSION CASE RECEIVED FROM YOUR HEAD OF OFFICE, PAY & ACCOUNTS OFFICER SHALL ISSUE PPO & AUTHORITY FOR GRATUITY.
