All India Postal Employees Union Group ‘C’ (NFPE), Central Head Quarters, is organizing a two days All India work shop on 26th & 27th May 2014 at New Delhi for preparing the memorandum to be submitted to the 7th CPC.

All India seminar on the subject – “7th Central Pay Commission – Postal Assistant & allied cadres” is also being organised on 26th May 2014 in connection with the workshop. All Circle Secretaries and Branch/Divisional Secretaries and other delegates will be attending the seminar.

Shri Alok Saxena, Deputy Director General (PMU) & Secretary, Postal Services Board, has kindly consented to deliver his key note address in the seminar on 26th May 2014 at 3:00 PM.

It is requested that instructions may please be issued to all Circle heads to grant eligible special casual leave to the delegates who are attending the All India workshop and seminar on 26th & 27th May 2014.

AGREEMENT ON CADRE RESTRUCTURING WITH THE DEPARTMENT


HIGHER PAY SCALE FOR POSTMASTER CADRE

There is a clause in the Cadre Restructuring agreement that – “in respect of Postmaster Grade I, Grade II and Grade III posts, once the recommendations of this committee are implemented, the matter will be examined in the light of the same”. Many officials have sought clarification on this clause. Hence the following clarification is given.


As already mentioned by us in our letter given to the Chairman of the Cadre Restructuring committee after the last meeting (published in Website) and also in the circular dated 28.04.2014, the staff side has tried its best to get higher pay scale to Post Master cadre official. Official side took a firm stand that first promotion from PA cadre in General line and Post Master cadre should be to the G.P. 2800/- and rejected our plea for 4200 G. P.

Second argument placed by us is that as all the LSG Post offices/posts are agreed to be upgraded to HSG II, the grade pay of the officials working in those General line posts will be 4200 (eventhough official working in that post is promoted from LSG with G. P. 2800)

Postmaster Grade I officials are working in LSG offices (converted as Grade I). When LSG Post offices are upgraded to HSG II status, Post Master Grade I post offices are also to be upgraded to HSG II status with grade pay of 4200. Inspite of our repeated argument and submission the administration side did not agree to grant G.P. 4200 to PM Grade I. Finally it is agreed to examine the case again once the present proposal is approved by the Government.

If the proposal is approved by the Government, there is every possibility of getting higher pay scale for Post Master grade officials, on the principle of “equal pay for equal work”, as their counter parts working in LSG post offices upgraded to HSG II will be in 4200 G.P. By signing the cadre restructuring agreement, we have already created a strong ground for getting higher pay scale to Postmaster Grade officials. If the proposal signed is rejected by DOP&T and Finance, we have to present our case before 7th CPC. Hence in the interest of both General line and Postmaster Cadre officials, implementation of the present proposal is most important.

               * CADRE RESTRUCTURING AGREEMENT SIGNED *

                 At last after several round of protracted negotiations with the administration, JCM Staff side, Departmental council ( NFPE & FNPO) has signed the cadre restructuring proposal. The staff side has tried to the best of its ability to make maximum improvement in the proposal. In spite of our hard bargaining we could not achieve 100 percent success. Our demand for separate higher pay scale for PO& RMS Accountants, Creation of separate cadre for System Administrators or grant of special pay/allowance, bringing MTS also under cadre restructuring etc is not accepted by the administration. Regarding Postmaster Cadre after much bargaining, it is agreed to examine our claim for higher pay scale after the present proposal is approved by the government.

                  As Govt has already appointed 7th CPC and the Pay Commission has already published the questionnaire, any further delay in completing the cadre restructuring will adversely affect the interest of Postal employees. We will take up the remaining issues, which are not agreed by the administration in the cadre restructuring committee with the 7th CPC in our memorandum and make one more effort to get a favourable recommendation.

                  Taking into consideration all the above aspects and also keeping in mind the larger interest of the employees, we have decided to sign the agreement

Copy of the agreement is published below.

The Salient features of the agreement are as follows :
1. Number of LSG posts will increase from 8 % to 22 %
2. Number of HSG II  posts will increase from 2 % to 12 %
3. Number of HSG I  posts will increase from 1.5 % to 4 %
4. After completion of 2 years in HSG I the official will be promoted to 4800 GP (Non-functional Basis)
5. The above proposal will be applicable to RMS, Circle Office and SBCO in the same ratio
6. Postman/Mail guard will get the same ratio of promotion.

  The present proposal is to be approved by Postal Board, DoPT & Finance Ministry. We will make all out effort to get the proposal implemented at an early date.

MAY DAY MANIFESTO

The voice, which was strangulated and silenced long long ago in the distant city of Chicago, is now echoing in the hearts and throats of millions of workers and common people across the continents, manifesting the burning desire to fight for the rights. The struggle for ‘working hours’, which shook the world, transcended and transformed into a symbol of struggle for establishment of egalitarian society and fighting spirit of working class across the nations. May Day beckons us to get inspired and imbibe that spirit of struggle and sacrifice!


The natural resources, the collective property of mankind, are being swallowed by the capitalists with the aid and abetment of Ruling Class in the guise of Globalization and Economic development. They have engulfed the permanent jobs and are extracting the work from the manual labour in the name of Contractorisation and casualization at dead cheap rates. The sweat of farmers and workers has no value in the eyes of these exploiters. The Gobble’s campaign that there is no substitute for Capitalism has had its great ill effect on the workers and employees!  Parallel campaign that the Socialism has failed and that it is not visible even in the distant vicinity is being thrust into the psyche of the general public.


We have to recapitulate the famous verses of Sri Sri, the great telgu poet of this century, which are to be engraved in ebony permanently.  “The Kingdoms built on earth, the artificial Statutes enacted by the Monarchs and by the egoistic, have crumbled like a palace of playing cards, with the tsunami of forces of working class, far and near” This reminds every one that any system which is inimical and exploitative is bound to crash and collapse.


The motive and end of Capital is to earn profit. The capitalism will never hesitate to denude the Mother Earth and green nature for the sake of profit. The un-quenching greed of capitalists for profit has become hazardous to the environment resulting in the pollution of air and water bodies. The global –warming is causing disorders in environment and, in effect, posing danger to the very existence of mankind. The changes in the environment due to pollution are pushing the agriculture and the farmers into catastrophe.

The accumulation of wealth in a few hands, the growth of corporate sector and the fall in the purchasing capacity of the workers and employees are the indication of the growing unrest and degradation of the society. Education and medical facilities are unreachable to the common man. A place to dwell in is still a distant dream to so many employees and workers.


   At this juncture, the Central Government employees should discharge their duty with full awareness and understanding. To regain the lost pension right, to retain the health facilities, to ensure the periodical wage revision for every five years, to get the DA merger, to achieve status to the Grameen Dak Sevaks, etc., the Central Government employees have no other alternative but to tread the path of struggle in the coming days on the face of adversarial political and economic policies.


Oppose the neo-liberal economic policies, which intend to privatize every Sector and mortgage the future of employees and common people to the Capitalists. As enlightened sections of the society we have to pin down and expose the deceit perpetrated on the people and Working Class in the name of Globalization and Development.  With all the unity, awareness and conscientiousness, we the Central Government employees, should resist and stop these anti-employee and anti-people policies. Let’s take pledge on this May Day to strive hard for Better life and brighter tomorrow for all and to demand our rightful share as a stakeholder in the process of development, defeating the nefarious designs of the protagonists of neo-liberal economic policies.

SUBJECTS PLACED BEFORE THE PMG, CENTRAL REGION FOR THE BI MONTHLY MEETING TO BE HELD ON 29.4.2014

The following item of  subjects  are  proposed to be taken up  for discussions with the  PMG, CR  during  the  ensuing bi-monthly meeting.  The same may kindly be entertained.

Re-opening  of  Old item  (h)  in 01/02/2012 : Nonpayment of  TA/DA to the newly  recruited  P.A.s in connection With the Induction Training period, after their  date of appointment.  Pending  years to gether.

New Subjects:-
1.     Request for  restoring  earlier business hours in Savings Bank Counters at CBS offices and request for  granting     suitable  remuneration to the officials working at Savings Bank area in CBS offices, since the staff could not able to   make End Of Day process  even in late  nights.

     Details of the case:- The net work connectivity is very slow at the CBS  offices  since the bandwidth provided,  is   found to be very low, which is  serving  many systems  at a time. Also the RAM memory   provided in many  Systems are   not   upto the requirement resulting in  tardy functioning.  The access to the Centralized server is  also, consuming hours,  since abnormal  no. of offices are  connected with  the  Server of  low  occupying  area. These administrative hiccups  make the transactions  very slow and pushing the customers waiting on  queues , resulting in  completing  the  transactions  at the extended hours.  The End of Day process  could not be  made even in late nights. For eg.  In most of the CBS offices on 15.4.,16.4., and 17.4.14 the staff are waiting  beyond  midnights without   even a penny of  remuneration  and  with sleepless nights.

2.       Request to  close  the  Speed Post  extension counter provided at Kumbakonam HO.

At present speed post booking service is available in extended hours upto 20.00 hours. At the same time the same business is available at the Kumbakonam RMS office which is just 0.05 KM away from the HO. It is very difficult to Spare one P.A. in the acute shortage scenario  for the extension counter and  the  traffic  is also not  appreciable for one P.A., one Supervisor,  and  one  MTS. The electricity utilized in this area is also not   equating with the  income  generated.  Hence this may be  considered as in the case of  Trichy HPO.

     3.  Request to attend various  office maintenance works   like replacing of outdated  Computers ,   replacing of   failed  UPS ,   erection of already sanctioned bore well , construction of cycle  shed etc.  in many Divisions.

 For  eg.
a.  In Kumbakonam Division the computers supplied in the following offices during the year 2005 are in  veryn poor condition and  the working staff could not able to cope up with.

Kumbakonam Market SO, Kumbakonam Cutchery SO, Kumbakonam City SO,Tirubuvanam SO, Tiruvidaimarudur SO, Aduthurai SO, Kuttalam SO, Natcharkoil SO,Kodavasal SO, Koradachery SO, Swamimalai SO, Tirunageswaram SO, Eravancheri  S.O.,Tirupanandal SO.

b. In Kumbakonam Division the  UPS provided in the following offices are not  in working condition and needs immediate replacement. 
                                                                                                                                                       Veppathur, Tipprirajapuram, Tiruvidaichery, Kadiramangalam, Koranattukaruppur, Sholapuram, Loweranicut, Tiruchirai, Tiruvidaichery, Attikadai, Narasingampettai,     Pandanallur, Terzhandur, Konerirajapuram, Sembangudi, Palaiyur, Sakkottai, Malliyam.  Like wise in Cuddalore Division and Pattukkottai Division also this is the  same Thing  experienced.

c) )  Erection of new bore well at Chidambaram HO.
Already  sanction was issued for  erecting bore well for 750 feet depth at Chidambaram HO, but the same was not done so far.  

d) Construction of cycle shed at Chidambaram: 

Officials working at Chidambaram HO are daily facing difficulties in parking their cycle and two wheelers in a small shed provided which is insufficient. 

The under mentioned office bearers will be attending   the   meeting.  Necessary arrangements  may kindly be made for granting  special CL and  relief  to them.

CIRCLE UNION ADDRESSED THE PMG , CCR ON VELLORE DIVISIONAL AFFAIRS

Respected Sir,

         Sub: Unruly behavior of Sr. Postmaster  ,  Vellore HPO   and unleashing of Trade
                 Union Victimization against the  Union Office  bearers  at Vellore Division
                 inviting series  of Trade Union actions disturbing  Industrial Peace at
                 Vellore Division – Request for personal  intervention of  PMG,CCR – Reg.

The kind and personal attention of our PMG is invited to   this union reference  cited, wherein  we have  discussed at length about the unruly behavior  and  activities of the   Sr.  Postmaster,  and  requested  for a detailed enquiry with the staff immediately.

Besides, we have requested  to take action, so as to stop victimization of the union office bearers, those who have taken part in the  informal meeting held with the Sr. Postmaster and to cancel the arbitrary issuance of the transfer orders of the SSPOs., Vellore issued on  our Divisional President, who is certified as a good worker by the  earlier administrations.

But to our dismay,  it is observed that ,  instead of  making a thorough enquiry on this issue , the  SSPOs., Vellore Dn., himself  has taking  side, and  sending   negative reports , on the  union office bearers ,  of his own, to the higher authorities, even without conducting ground level enquiry or even without relying on the  statements of the  witnesses already  recorded.

Further, the  Postmaster, Vellore has issued  charge sheet against  our Divisional Secretary ,  for the  Medical Leave already he  availed during  period  from 22.7.13, stating  that  the leave was not  granted properly. Similarly, while our   President  Sri. B. Amruthaganesan  applied  EL on MC from 12.4.2014,  his leave period  was declared as unauthorized absence  by the Sr. Postmaster and  arbitrary orders were issued to  withhold his pay and allowances, even without waiting  for  getting  report from the Dist. Medical  Board.                                                                                                                                                                
Such actions of the Local  Administration , further aggravating  the   situation and spoiling the  conducive working atmosphere  at  Vellore Division.  Even though   the  timely intervention of the Circle Union with good intention and on the assurances of the PMG, CCR,  has stopped, the   announced struggle at Vellore  and stopped the circulation of  notices, we are now in a thrust to  go ahead  for  Regional level programme of action against the atrocities  of the  Vellore Divisional administration.  

Even now , we are having a ray of  hope on our PMG,  for  his  judicious intervention  and we request that

i)  the  arbitrary  transfer orders issued to our  Divisional President  Sri. B. Amrutha ganesan should be  cancelled  immediately,  If his presence is felt by the Divl. administration, to be a hindrance for a free and fair enquiry, why  similar yardstick not applied in the case of Sr. Postmaster,  Vellore ?   

ii)  the arbitrary withholding of  pay and allowances against our Divisional President, Sri. B. Amruthaganesan,  made  by the Postmaster, Vellore should be withdrawn immediately . There is no provision  in any rule  to  withhold  the pay and allowances for a case already referred to the Regional Director of Health Services for  second medical opinion.

iii)  the rude victimizations unleashed against the  union office bearers should be stopped  immediately,  besides  dropping the  charge sheet issued against our Divisional Secretary,  Sri. S. Veeran by the Sr. Posstmaster, for the  leave already he availed , 9 months back.  It is to mention here that, being  Sri. S. Veeran is  P.A. Vellore Fort and  the entire dely  Estt. of  vellore Fort is attached with Vellore HO for the time being ,  the Sr. Postmaster is not to be the Disc. Authority   in his case and  the issuance of the charge sheet itself is illegal.

Expecting justice  from our  PMG on this  confrontation made by the Divl. level Officers against our Trade  Union  .

CIRCLE UNION ADDRESSED THE PMG , CCR ON WORST CONDITION OF SEPTIC TANK IN CHENNAI AIR COMPLEX BUILDING

     Sub: Request for immediate repairs/reconstruction of  septic tank  and toilets at
             Chennai Air Complex Building, which is  under the Control of Chennai City South
             Division – Immediate cleaning of the   Septic Tank-Sediments and contaminated
             Water over flowing on the nearby Road in the Air Complex -  Reg.
                                                                                                …..
It is a known fact that the condition of the Air Complex Building at Chennai  is  very poor  and  numerous  works  have to be carried out including the  renovation of toilets and  septic tanks provided there. 

Based on that, proposals  were sent, vide Foreign Post, Chennai letter No.BDG/10-2/11-12 dated 10.07.12 in response  to C.O. letter No. BDG/31-159/2012-13 dated 03.07.2012. In the minutes of the Building Co-ordination Meeting held on 24th July 2012, EE (Civil) had been asked to submit the estimates for all maintenance works in Foreign Post. However, no estimates have been received till date. This is the present stage and because of  prolonged negligence on this issue ,  the problems  brewed up  and   the condition of the toilets become worst, the  septic  tank provided are stagnated, filled with  soil and sediments  and  the   choke pits lost  their lives.  Being   the septic tank  filled up,  the surplus contaminated water  is now overflowing  on the nearby road in the Air Complex.  The foul smell  emanated from the septic  tank  creates health hazard  and  many  officials working there  applied leave and left.  Though many reports are made by the local  staff, no action seems  initiated to settle the problem.

Eventhough  action is  taken on temporary cleaning  of the  surplus  water on many times, it  serves no  purposes, since  the  septic tank  is  completely filled in with  sand and   prolonged stagnated sediments. Cleaning  happens on monthly  basis  and  only the Government money is wasted on this recurring spending, without  having  permanent solution.

Hence, we request that, action should be taken in a war footing manner, so as to clean  the septic  tank temporarily now , and  action should be  taken  for the renovation of the existing toilet and pipelines, septic tanks, immediately,  at least with a  separate proposal, not to be clubbed with the entire  maintenance works.

DEPARTMENT REVIEWS ON MINIMIZATION OF USE OF PAPERS IN THE CHANGED ATMOSPHERE


OUR SECRETARY GENERAL ON GDS ISSUES

DEPARTMENTALISATION OF GRAMIN DAK SEVAKS (GDS)  AND INCLUSION OF GDS UNDER 7TH  CENTRAL PAY COMMISSION
FIRST HEARING OF THE COURT CASE ON 7TH MAY 2014
HON’BLE DELHI HIGH COURT ISSUED NOTICE TO THE GOVERNMENT AND DEPARTMENT OF POSTS.
          As already reported the Hon’ble Delhi High Court has issued notice to Government and Department of Posts in the Writ Petition filed by NFPE & AIPEU-GDS (NFPE) in the Hon’ble Supreme Court of India which stands transferred to Delhi High Court for grant of Civil Servant status and inclusion of GDS in 7th Central Pay Commission.  Next hearing of the case is posted for 7th May, 2014.  In the Writ Petition filed by NFPE & AIPEU-GDS (NFPE) following are the main prayers:
(1)     Give direction to the Government of India and Department of Posts to grant Civil Servant Status to GDS as per the 1977 Supreme Court Judgement and grant all the benefits of the Departmental Employees.
(2)     Include GDS under the purview of 7th CPC.
(3)     Quash the GDS conduct & Engagement Rules 2011.
          Government of India, Department of Posts shall have to file its reply in the High Court.  Now the files have started moving in the Directorate and DoP&T.
Recognised GDS Union (Mahadevaiah) has no role to play:
          Recognised GDS Union (Mahadevaiah) has already signed an agreement with the Department of Posts accepting separate committee for GDS and accordingly Government has EXCLUDED GDS from the purview of the terms of reference of the 7th Central Pay Commission.  NFPE & AIPEU-GDS (NFPE) is fighting both organisationally and legally for Departmentalisation and for inclusion of GDS under 7th CPC.
          Shri. Mahadevaiah wrote in his journal (April 2014 Issue) and website supporting separate committee for GDS and claimed that separate committee is better than 7th Pay Commission.  In his journal and website he wrote as follows:
          -  One man GDS committee more independent than a judge heading a pay commission with other members” (!!!!).  Thus Shri. Mahadevaiah has fully justified separate committee for GDS and he claimed that he has signed a “respectable agreement” by accepting separate one-man committee!!
          Let Shri.Mahadevaiah and his Recognised GDS Union support the Government and Department of Posts, by cheating three lakhs GDS by signing their “ death warrant ” in the name of “ respectable agreement”.  NFPE & AIPEU-GDS (NFPE) will not compromise with the Government and shall continue its struggle both legally and organizationally.

SHRI MAHADEVAIAH DON’T WANT THE SUPPORT OF
 DEPARTMENTAL EMPLOYEES

            Shri.Mahadevaiah, General Secretary of the recognised GDS Union has requested the Department of Posts NOT TO ALLOW other Federations and Unions to take up the issues relating to the Gramin Dak Sevaks.  As Shri. Mahadevadevaiah has helped the Government and Department by accepting separate committee for GDS, the Department accepted the request of Shri. Mahadevaiah and issued orders.  It shows that Shri Magadevaiah don’t want the support of Departmental employees who are members of NFPE & FNPO.  NFPE & / AIPEU-GDS (NFPE) believes that the GDS demands can be achieved only with the full support and joint struggle of both GDS & of the Departmental employees. 
          This is the difference between the recognised GDS Union (Mahadevaiah) and AIPEU-GDS (NFPE).  LET THE GDS employees decide which union stands for the cause of GDS.

ALL GDS& DEPARTMENTAL EMPLOYES  BE READY TO FINISH THE RECOGNISED GDS UNION IN THE NEXT MEMBERSHIP VERIFICATION
          Recognition is not a licence to cheat the GDS employees.  Recognised GDS Union has signed an agreement with the Department accepting separate committee and thus admitting that GDS are not civil servants.  Thus recognized GDS Union’s role is over and it has no role to play hereafter.  NFPE & AIPEU-GDS (NFPE) is challenging in the Delhi High Court the stand taken by the Department of Posts and the Recognised GDS Union (Mahadevaiah). 
          NFPE & AIPEU-GDS (NFPE) calls upon all GDS Departmental Employees be ready to finish the “Recognised GDS Union” in the next membership verification.  We are sure that AIPEU-GDS (NFPE) shall become the NUMBER ONE  recognised GDS union in the next membership verification with flying colours. Days are not far away.

Dear Comrade,
            As you are aware, the last All India Conference of AIPEU Group ‘C’ was held in March 2013.  Next AIC will be held at Lucknow (UP) in the year 2015. Date is yet to be finalised.

            If the AIC date is fixed in April 2015 or 1st half of May 2015, then the delegate strength will be calculated as per the quota received by CHQ from 01-04-2012 to 30-04-2014 that is up to this month end, including one month grace period (and NOT up to 30-04-2015 that is next year). Quota remittance in April 2012 (Grace Period) due for the previous period will not be taken into account.
            You are once again requested to remit quota to CHQ up to 31-03-2014 immediately (not later than 30-04-2014) and also all other dues to CHQ.  Details of dues as per membership figure available at CHQ, has already been communicated to you earlier.
            Please treat it as most urgent and important.

Reply to be submitted to 7CPC on Questionnaire is being prepared by Confederation CHQ under the able and experienced guidance and leadership of Com.S.K.Vyasji (Advisor, Confederation) and Com.KKN.Kutty ( National President, Confereration). Suggestions if any, by the C-O-C s and Affiliated Organisations may be sent by e-mail to Confederation CHQ (e-mail-IDconfederationhq@gmail.com or mkrishnan6854@gmail.com ). Karnataka C-O-C  has already sent its valuable comments and feedback to the CHQ.

Final Draft of the reply to the Questionnaire will be exhibited in the Confederation website.

It will be better if all the affiliates of Confederation submit the reply on the same line
