Com. S.K. Vyas, President, Confederation, Com. K.Raghavendran, Working President, Com. M. Krishnan, Secretary General, National Federation of Postal Employees, Com. K.P. Rajagopal, Secretary General, Incometax Employees Federation, Com. M.S. Raja, Secretary General, All India Audit and Accounts Association, Com. Brighu Bhattacharya, Secretary General, All India Civil Accounts Employees Association, Com.Somayya, Vice President, Confederation, Com. Madan, Organising Secretary, Confederation and many others.
While concluding the rally, Com. K.K.N. Kutty, Secretary General said that the Confederation has submitted a detailed memorandum on the charter of demands to the Prime Minister and the Central Government employees expect the Prime Minister to consider and settle the issues within a reasonable time frame. To ensure an expeditious consideration of the issues by the Government the Confederation has decided to call upon the employees to organise State/District level conventions, demonstration, rally, dharna etc. in the coming three months. If no satisfactory settlement is brought about within the next three months on the charter, he announced that the Confederation will organise a day’s token strike on 12th December, 2012 .
The major demands included in the charter are (a) setting up of 7th Central Pay Commission for wage revision with effect from 1.1.2011, (b) merger of DA with pay, (c) withdrawal of PFRDA Bill (d) revival of the negotiating forum JCM at all levels, (e) stopping privatisation, downsizing etc,(f) regularisation of casual workers, (g) grant of five promotions in the career as is given to the officers etc.
The rally was concluded with the vote of thanks proposed by Com. Giriraj Singh, President, Delhi State Committee of the Confederation.
ALL INDIA CONVENTION NFPE NEW DELHI
An All India Convention of NFPE was held at Ambedkar Bhawan, Rani Jhansi Road , New Delhi on 26.07.2012 from 03 P.M. just after Parliament March by Central Government Employees under the banner of Confederation in which the participation of NFPE Comrades was very good.
The Convention was presided over by Com. K.V. Sridharan, Ex. General Secretary P-3. Welcome speech was delivered by Comrade R.N. Parashar Assistant Secretary General, NFPE.
The Convention was inaugurated by Com. M. Krishnan Secretary General NFPE. In his inaugural speech he elaborately described the 15 Point Charter of Demands served by the Confederation. He justified the demand of setting up of 7th pay commission and wage revision w.e.f. 1.1.2011 and thereafter every five years, 50% DA merger, Five hierarchical promotions to all Gr. ‘C’ and ‘D’ employees, withdrawal of PFRDA Bill and New Pension Scheme including other demands . He appealed the entirety of Postal, RMS and GDS Comrades to make the ensuing strike from 12.12.2012 to make historic success. He congratulated all Comrades who came from all over the country and gave their valuable contribution in making the Parliament March a historic success. The other speakers Coms. I.S. அன்புத் தோழர்களே ! வணக்கம் !
கடந்த 19.07.2012 முதல் தமிழகத்தில் இருந்து தொடர்ந்து நமது அஞ்சல் மூன்றின் தோழர்கள் டெல்லி நகரத்தில் நடைபெறவுள்ள பாராளுமன்றம் நோக்கிய பேரணிக்கு சென்றவண்ணம் உள்ளனர் . நேற்று DURANTO விரைவு வண்டியில் கிட்டத்தட்ட 100 தோழர்கள் பயணித்துள்ளனர். இன்று இரவு 10.00 மணிக்கு கிளம்ப உள்ள தமிழ்நாடு விரைவு வண்டியில் நமது அகில இந்திய உதவிப் பொதுச் செயலர் மற்றும் நமது மாநிலச் செயலர் உள்ளிட்ட 100 தோழர்கள் பயணிக்க உள்ளனர். எதிர் வரும் 30.07.2012 அன்று தான் சென்னை திரும்ப உள்ளனர்.
எனவே இந்த வலைத்தளத்தில் செய்திகளை உடனுக்குடன் தெரிவிக்க இயலாது எனினும் , நமது மாநில உதவித் தலைவர் தோழர். V. வெங்கட்ராமன் அவர்கள் முக்கிய செய்திகளை பிரசுரிப்பார் என்பதை இதன் மூலம் தெரிவித்துக் கொள்கிறோம்.

CMC இன் குளறுபடி ! GROUP 'B' தேர்வில் மாற்றங்கள்
கடந்த 17.07.2012 அன்று GROUP 'B' தேர்வுக்கான முடிவுகள் அறிவிக்கப் பட்டன . இதில் பொதுப் பிரிவில் (GENERAL LINE) ஆறு LSG எழுத்தர்கள் GROUP 'B' ஆக தேர்வு பெற்றதாக அறிவிக்கப் பட்டது.
ஆனால் அந்த ஆறில் தற்போது ஆந்திர மாநிலத்தைச் சேர்ந்த இரண்டு பேர் IPO/ASP LINE OFFICIALS என்றும், அவர்கள் POSTMASTER HSG I ஆகப் பணி புரிவதால் அவர்களைத் தவறாக GENERAL LINE இல் கொண்டு வந்துவிட்டதாகவும் , எனவே தற்போது அது நீக்கப் பட்டு GENERAL LINE OFFICIALS இருவர் புதிதாக பதவி உயர்வு பட்டியலில் போடப் பட்டுள்ள தாகவும் 19.07.2012 இல் உத்திரவு இடப்பட்டுள்ளது.

நமது மாநிலச் சங்கத்தின் மூலம் ஏற்கனவே பல பெரு நகரங்களுக்கு DEPENDENCY ஆக உள்ள ஊர்களுக்கு உயர் வீட்டு வாடகைப்படி வழங்க வேண்டி மாநிலக் கூட்டு ஆலோசனை குழு கூட்டத்தில் விவாதித்து நடவடிக்கை எடுத்திருந்தோம்.
அதன் தொடர்ச்சியாக DIRECTORATE க்கு அனுப்பப் பட்ட கடிதங்களுக்கு உரிய நடவடிக்கை வேண்டி நமது அகில இந்திய சங்கம் தொடர் நடவடிக்கை எடுத்ததும் உங்களுக்கு ஏற்கனவே தெரிவித்திருந்தோம்.
இந்த பிரச்சினை படிப்படியாக தீர்வு காணப் பட்டு வருகிறது. ஏற்கனவே ஸ்ரீரங்கம், சேலம் மேற்கு போன்ற கோட்டங்களில் உள்ள சில ஊர்களுக்கு உத்திரவு பெற்றுத் தந்தோம். தற்போது திருச்சி கோட்டத்தில் உள்ள P. காட்டூர் அலுவலகத்திற்கு கடந்த மூன்று ஆண்டுகளாக தேங்கிக் கிடந்த உயர் வீட்டு வாடகைப் படியை பெற்றுள்ளோம். அதில் பணி யாற்றிய ஊழியர்கள் பல ஆயிரக்கணக்கில் இதன் மூலம் பணப் பயன் பெறுவார்கள். அதற்கான உத்திரவு நகல் கீழே :-

Sports Persons in Govt likely to be promoted out of turn if they win a medal in important events
Olympics 2012 is around the corner. Government is too not spared by the euphoria when a grand event such as Olympics coming close . As per reports from various news sources, Central Government has approved a new scheme for encouraging sports persons working for Government of India with out of turn promotions if they win a medal in any of prestigious international sporting events.
It is indicated that prestigious sporting events include Olympics, Common Wealth Games, Asian Games, and World Championships.
If a sports person is breaking a national record in a sports event, it would entitle him out of turn promotion even when he/she breaks the record in any of important domestic events
As far as Team event is concerned, the entire team would be entitled to this promotion. The upper limit of Out of turn promotion has fixed as 3. So a sports person can get three out of turn promotion in his service.
Report also suggests that as far as athletics is concerned most of the persons who participate in the Olympics 2012 (64 of total 81) are either serve for Government or Public Sector Undertakings. So, if the expected scheme is announced before start of Olympics it would surely boost the morale of the sports person.
Until now, there is no existance of common policy for giving out of turn promotion to Sports persons in Government Service.

ATLAST GOVT PROPOSED TO RAISE CGEGIS COVERAGE
மத்திய அரசு ஊழியர்களின் குரூப் இன்சூரன்ஸ் PREMIUM தொகையும் அதற்கான INSURANCE COVERAGE தொகையும் உயர்த்தப்படவே இல்லை என்பதும் , குறைந்த பட்சம் ரூ. 5,00,000/- ஆகவாவது உயர்த்தப் படவேண்டும் என்பது நமது நீண்ட நாளைய கோரிக்கை. தற்போது மத்திய அரசு இதனை ஏற்றுக் கொண்டு நிறைவேற்றுவதாக பதில் அளித்துள்ளது. பார்க்க கீழே இதற்கான செய்தி :-

After a long wait, Government has proposed to the subscription amount and the Insurance Cover under Central Government Employees Group Insurance Scheme (CGEGIS).
Last revision in the Insurance cover and subscription amount was made way back in the year 1990. However, this Scheme was not at all reviewed by Government thereafter while two pay commissions (5th and 6th) have been implemented in the mean time.
Now, Government given some positive signals for the revival of the scheme.
Department of Expenditure, Ministry of Finance has replied to the JCM NATIONAL COUNCIL that increase in the rate of monthly subscription and amount of insurance cover under the Central Government Employees Group Insurance Scheme is under the consideration of the Ministry of Finance.
These are the details of CGEGIS presently provided by Government.
It came into force from 1st January,1982, and provides employees either the life insurance cover in the case of death during service or a maturity amount in the case of retirement from service.
A portion of the subscription is credited to Insurance Fund and the other portion to the Savings Fund in the ratio of 3:7. The Savings Fund will earn interest at the prescribed rate to be compounded quarterly.
Monthly subscription, life insurance sum assured and Maturity amount applicable for different cadres are as follows

- On Resignation/Retirement :- Amount of subscription credited to the Savings Fund along with interest thereon will be paid to the employee.
- On Death : Amount of insurance cover of the group to which he belongs on the date of death and the accumulation in Savings Fund will be paid to his nominee/heirs.
- If an employee dies before he was enrolled as a member (i.e. between the date of his joining service and the following Ist January), only the insurance amount will be paid to the nominee/heirs.
- Employee can assign the insurance cover and accumulation in the savings fund to a recognized financial institution, for obtaining housing loans. However, no loans/advance or withdrawals are permitted from Insurance Fund/Savings Fund.
- The amount of subscription is eligible for Income Tax Rebate u/s 88 of IT Act

Features of this Scheme:
The maximum sum assured in the event of death in this scheme is Rs.1,20,000. Remember, this amount is applicable for Group A Officers only. Group B, C and D Officers are entitled for a sum assured to the extent of Rs.60,000, 30,000, and Rs. 15,000 respectively.
Can we stoutly say our life is sufficiently covered under CGEGIS with this meager insurance amount? One of the basic personal finance principles as far as Insurance concerned is under-insurance at times leaves no trace of insurance when it fails to serve the purpose for what it was effected. This is because insurance on Human Life should be sought keeping in mind, the financial loss that the family would suffer in the absence of insured person.
One might ask why Central Government Employees should depend on Group Insurance Scheme (CGEGIS) when he is not barred from insuring his life on his own by opting for insurance policies offered by LIC or other private Insurance Companies.
But, wise men would always advocate in favour of Group Insurance only because of the advantages of getting insured as a group. Especially, Group insurance plans have low premiums. Such plans are particularly beneficial to those for whom other regular policies are a costlier proposition.
Moreover, Group Insurance Premiums are based on head count of the group insured. Obviously, When the group sought to be insured is having more number of employees premium collected per employee would get substantially reduced.
The real advantage of Group Insurance that More Insurance Cover a lesser premium can be enjoyed by the employees if Government reviews the existing CGEGIS and makes some small changes such as providing enhanced Insurance cover after reasonably increasing the premium per head.
To commensurate with the present inflationary trend, a reasonable minimum Insurance cover under CGEGIS has to be fixed, say Rs.5 lakhs.
From the employees side, justifiable increase in the premium by the government for providing adequate insurance cover should readily be accepted as the premium we pay for the existing Group Insurance is very negligible. Government can not provide a decent insurance cover with the such a small premium we pay now.
Under the existing CGEGIS the premia is Rs.10 per month for Rs.10,000 sum assured. This rate is more or less equivalent to the rate of premia for the sum assured pertaining to Group Savings Linked Insurance Scheme offered by LIC of India. But the major difference is Life Insurance cover offered by LIC under this Group Insurance Scheme is considerably higher. Hence, the Group Insurance offered by LIC could be taken as a benchmark for revising CGEGIS.
To conclude, there is an immediate need in revising CGEGIS to provide for more insurance cover as the existing scheme was devised almost 30 years back after which three pay commissions were formed by Government for revision of salary and allowances.
It came into force from 1st January,1982, and provides employees either the life insurance cover in the case of death during service or a maturity amount in the case of retirement from service.
A portion of the subscription is credited to Insurance Fund and the other portion to the Savings Fund in the ratio of 3:7. The Savings Fund will earn interest at the prescribed rate to be compounded quarterly.
Monthly subscription, life insurance sum assured and Maturity amount applicable for different cadres are as follows

- On Resignation/Retirement :- Amount of subscription credited to the Savings Fund along with interest thereon will be paid to the employee.
- On Death : Amount of insurance cover of the group to which he belongs on the date of death and the accumulation in Savings Fund will be paid to his nominee/heirs.
- If an employee dies before he was enrolled as a member (i.e. between the date of his joining service and the following Ist January), only the insurance amount will be paid to the nominee/heirs.
- Employee can assign the insurance cover and accumulation in the savings fund to a recognized financial institution, for obtaining housing loans. However, no loans/advance or withdrawals are permitted from Insurance Fund/Savings Fund.
- The amount of subscription is eligible for Income Tax Rebate u/s 88 of IT Act.
The maximum sum assured in the event of death in this scheme is Rs.1,20,000. Remember, this amount is applicable for Group A Officers only. Group B, C and D Officers are entitled for a sum assured to the extent of Rs.60,000, 30,000, and Rs. 15,000 respectively.
Can we stoutly say our life is sufficiently covered under CGEGIS with this meager insurance amount? One of the basic personal finance principles as far as Insurance concerned is under-insurance at times leaves no trace of insurance when it fails to serve the purpose for what it was effected. This is because insurance on Human Life should be sought keeping in mind, the financial loss that the family would suffer in the absence of insured person.
One might ask why Central Government Employees should depend on Group Insurance Scheme (CGEGIS) when he is not barred from insuring his life on his own by opting for insurance policies offered by LIC or other private Insurance Companies.
But, wise men would always advocate in favour of Group Insurance only because of the advantages of getting insured as a group. Especially, Group insurance plans have low premiums. Such plans are particularly beneficial to those for whom other regular policies are a costlier proposition.
Moreover, Group Insurance Premiums are based on head count of the group insured. Obviously, When the group sought to be insured is having more number of employees premium collected per employee would get substantially reduced.
The real advantage of Group Insurance that More Insurance Cover a lesser premium can be enjoyed by the employees if Government reviews the existing CGEGIS and makes some small changes such as providing enhanced Insurance cover after reasonably increasing the premium per head.
To commensurate with the present inflationary trend, a reasonable minimum Insurance cover under CGEGIS has to be fixed, say Rs.5 lakhs.
From the employees side, justifiable increase in the premium by the government for providing adequate insurance cover should readily be accepted as the premium we pay for the existing Group Insurance is very negligible. Government can not provide a decent insurance cover with the such a small premium we pay now.
Under the existing CGEGIS the premia is Rs.10 per month for Rs.10,000 sum assured. This rate is more or less equivalent to the rate of premia for the sum assured pertaining to Group Savings Linked Insurance Scheme offered by LIC of India. But the major difference is Life Insurance cover offered by LIC under this Group Insurance Scheme is considerably higher. Hence, the Group Insurance offered by LIC could be taken as a benchmark for revising CGEGIS.
