Rail tracking system introduced- Says Indian Railways

In its endevour to implement facilities for the welfare of passengers, the Indian Railways is taking many passenger friendly moves. In one such move, the Railways has introduced the first phase of the Real Train Information System (RTIS) to public for accurate train tracking thus heralding a new era of application of advanced communication and information technologies in various Railway related activities.

This new tracking system is based on Satellite Imaging for Rail Navigation (SIMRAN) and has been developed jointly by the Ministry of Railways’ Research arm namely Research, Design and Standards Organization (RDSO), Lucknow and noted engineering institute, IIT, Kanpur.

The trains covered for this first phase are running in New Delhi-Howrah, New Delhi-Sealdah, New Delhi-Mumbai and New Delhi-Lucknow sectors.

This facility will provide accurate train running information on a click of button or through SMS and will overcome limitations of the existing train information dissemination through 139 which is mainly dependent on manual collection and feeding.

RTIS system deployed in the trains mentioned above will provide the following information to public/passengers:

(a) Train locations.
(b) Train running position (i.e. whether train is running on time or if running late and by how much.
(c) Train location with respect to next stopping station in terms of kms.

This information will be available on website “http://www.simran.in”.

Further, it is decided that the Public may also get the train running information through SMS by sending a text message “ ” to mobile number 09415139139.

The Railway Ministry has also decided to implement RTIS to track all trains, passenger as well as freight trains in a phased manner. For this purpose, a detailed workplan has been approved in Railway Budget 2011-12 and the project is likely to be completed by December 2012.

Union cabinet approved 1% subsidy on housing loans upto Rs.15 lakhs


In a bid to provide relief to small home loan borrowers from rising interest rates, the government Tuesday said it will provide 1 percent subsidy on housing loans up to Rs.15 lakh, provided the cost of the property is not more than Rs.25 lakh.

The union cabinet headed by Prime Minister Manmohan Singh approved the proposal in view of the aggressive monetary tightening by the central bank that has made commercial borrowings costlier.

A budgetary provision of Rs.500 crore has been made for the financial year 2011-12 for implementing the scheme, according to an official statement released after the cabinet meeting here.

The new scheme is an improvement of the existing facility where the government provides interest subsidy on housing loans up to Rs.10 lakh, provided the cost of property is not more than Rs.20 lakh. The existing facility was introduced Sep 2009.

"Consequent upon raising the eligibility limit of the housing loan, limit of subsidy for an individual borrower would increase to Rs.14,865 for a loan of Rs.15 lakh," the statement said.

Housing loans have been rising sharply in the recent months due to monetary tightening by the central bank.

The Reserve Bank of India (RBI) Tuesday hiked key policy rates by 25 basis points, the 13th increase since January 2010, setting stage for further increase in housing and auto loans and other commercial borrowings.

The repurchase rate, or the interest the central bank levies on short-term borrowing by commercial banks, has been raised to 8.5 percent from 8.25 percent. Automatically, the reverse repurchase rate, or interest on short-term lending, gets hiked to 7.5 percent from 7.25 percent.

The government's move will negate the impact of rate hike on small home loan borrowers.

"The scheme provides interest subsidy on housing loans as a measure to generate additional demand for credit and to improve affordability of housing to borrowers in the lower and middle income groups," it said.

RBI and National Housing Bank are designated as the nodal agencies for implementing the scheme for scheduled commercial banks and housing finance companies respectively.

CIRCLE UNION TAKING UP CASES FOR 20% HRA TO ERODE CITY


As per the present census 2011 , the provisional figures of Population , Erode City is eligible for enhanced rate of HRA. Now  ERODE (UA) is under  ‘ Z ‘category (10 %) and it has to be changed to  ’ Y’ category (20%).  

Erode UA   -   Population - 521,776

Our Circle Union is now taking up  this case  with the appropriate level. We hope we would get this city to be declared in to  'Y' category.

Can you arrange an interaction meeting with your memberships so that you can present your side
and in turn either any one of the CHQ office bearers or Circle Secretary, Tamilnadu Circle will
explain  on their side on the allegations you leveled against NFPE, CHQ and General Secretary.

Subject: Payment of Dearness Allowance to Gramin Dak Sevaks (GDS) at revised rates w.e.f. 01.07.2011 onwards-reg.

Consequent upon grant of another installment of Dearness allowance , with effect from 1st July, 2011 to the Central Government Employees vide Government of India , Ministry of Finance , Department of Expenditure, OM No. 1(14)/2011-E-II(B) dated 3rd October,2011, the Gramin Dak Sevaks(GSD) have also become entitled to the payment of dearness allowance on basic TRCA at the revised rate with effect from 01.07.2011. It has, therefore, been decided that the dearness allowance payable to the Gramin Dak Sevaks shall be enhances from the existing rate 51% to 58% on the basic Time Related Continuity Allowance with effect from the 1st July, 2011.

2. The additional installment of dearness allowance payable under this order, shall be paid in cash to all Gramin Dak Sevaks. The payment of arrears of dearness allowance for the months of July to September, 2011, shall not be made before the date of disbursement of TRCA for the month of September, 2011.

3. The expenditure on this account shall be debited to the Head" Salaries" the relevant head of account and should be met from the sanctioned grant.

4. This issues with the concurrence of Integrated Wing vide their Dairy No. 123/FA/II/CS dated 18th October, 2011.

CASES TAKEN UP WITH PMG, WR THROUGH OUR REGL SEC. COM. N.S.

Respected sir,
Sub : Merger of MOHANUR NORTH SO with MOHANUR LSGSO under Namakkal Division-Reg
      It is came to our notice that a proposal of merging MOHANUR NORTH SO with MOHANUR LSGSO is under the consideration of our Regional office. Our union suggests the following in connection with the merger if it is inevitable.
1.       MOHANUR NORTH SO is housed in a centrally located town panchayat building at main bazaar for  which two more rooms are readily made available . This building is in the close vicinity of Bus stand, State bank of India and Police station

2.       MOHANUR LSG SO is situated in an interior place and not convenient to public and also office as well as quarters are housed in an unfit building.

3.       MOHANUR NORTH SO  may be merged with MOHANUR LSG SO by shifting MOHANUR LSG SO to the present building occupied by MOHANUR NORTH SO  as the suitability is explained  in para 1 above.
4.       MOHANUR LSG SO  may be made NO QUARTERS office and the safety and security during night hours may be ensured either by the existing  methodex safety locker and in addition, fitting of alarm or by engaging  night watchman likely to be available from the surplus staff owing to the merger .
5.       Further , the POLICE STATION  is functioning  just opposite to the proposed MOHANUR LSG SO  , and it will be an additional security.
It is requested to bestow due consideration of the above points and early decision is solicited in this regard.

Sub :  Provision of bore well at  METTUPALAYAM HO- Reg

               At  Mettupalayam  HPO premises ,there is an acute shortage of water for the staff quarters as well as  for office is prevailing. With the adequate source of ground water we may perhaps easily solve the problem of water scarcity by digging a bore well there  .The following points are requested to be taken in to consideration  substantiating the essential necessity of digging a bore well there.
1. Mettupalayam HO is housed in a departmental building having a staff strength of 40.
2. Having an IQ frequently used by Visiting officers on the way to ‘The Nilgiris ‘.
3. There are 21 staff quarters including post attached Postmaster’s Quarters and around 15 families are residing and paying license fee for Quarters.
4. Only Two municipal water connections for all the 21 Quarters and one for entire office and IQ do not commensurate to the need of water there.
5.Mettupalyam is the city supplying  water to the region of TIRUPUR, Avanashi, Annur and Palladam  and having high potential of ground water.

        Hence we request our beloved Postmaster General to cause arranging a BOREWELL at METTUPALAYAM HPO premises  to resolve the water scarcity there.

Sub: Request for kind intervention  to stop  the redrawal of   the officials to their own Divisions of Central Region, who have been under temporary transfer  on various units   throughout  Tamilnadu Circle- Reg.

We are receiving  complaints  by and large from  throughout Tamilnadu   Circle  that  the PMG, CR has  ordered  to redraw  all the officials  those who are on temporary transfers from Central Region, before  completion of  their    period   of  transfer.

We had an opportunity  to discuss the issue  with  the PMG, CR  on 17.10.2011 during  the course of bi-monthly meeting  held at Trichy. The PMG, CR  replied that,   in order to  overcome  the shortage of staff
he  recalled  all the officials   those  who are on temporary transfer  from  Central Region. We have pleaded to stop  the move  at least  till  the  completion of the academic  year , he  replied  that   though he has taken  the decision,  the  issue  is  rests  with  the  CPMG alone , who had issued  such  temporary transfer  orders.

Hence this  letter.   You may aware  that  temporary transfers  are ordered only on  specific grounds , that too  to a short  span of  one  year,   either  on  medical grounds or  on spouse category- maternity purposes/ wards educational  purposes and  if they  are redrawn now,  the entire family life will be collapsed.

Our Circle Union  requests the  CPMG, TN , therefore,

 1.  kindly  to intervene  in this matter   to stop any such move immediately  and  to allow them  till their
      period is over or at least  till the   academic  year  is  over
2.  their application  under  Rule 38  may kindly be considered  positively and effected,  in order to have
      clear resultant  vacancies  in their  respective units  and to be  included  in the  current  year vacancy.
