Sir/ Madam,

I am directed to refer to Directorate's letter No: A-34012/ 3/ 2011-DE, dated 13.04.2011 regarding conduct of Postmaster Grade I Examination, 2011 to be held on 12.06.2011 for the existing vacancies in Postmaster Grade-I.

2. Clarification has been sought by certain Circles regarding the crucial date for assessing the eligibility of Postal Assistants for appearing in the Postmaster Grade-I Examination, 2011 to be held on 12.06.2011.

3. The matter has been examined in the Directorate. As per the Directorate's order No. 13-2/2010-PE.1 dated 25.11.2010, the General line posts would be deemed to have been designated as Postmaster Grade-I, Postmaster Grade-II and Postmaster Grade-III with effect from the dates those are filled up. Therefore it has been decided by the competent authority that the crucial date for assessing the eligibility of the candidates for the purpose of Postmaster Grade-1 Examination 2011, to be filled up on the basis of Limited Departmental Competitive Examination would be the closing date for dispatch of the applications by nodal officers to CMC, ie.18.05.2011. Such Circles, who have prescribed the crucial date other than 18.05.2011, are advised to issue another circular calling for the applications from only such officials, who have become eligible during the period 01.01.2011 to 18.05.2011, by asking them to apply by 2nd June, 2011. Due to paucity of time, the Circles on receipt of applications shall issue hall tickets to the eligible candidates to appear in the examination after consulting the CMC telephonically regarding the Roll Number(s) to be assigned and the venue for examination. It should be immediately followed by a written communication to CMC indicating the names, Roll Numbers so assigned along with a copy of the application submitted by the candidates. 4. Further, according to the Dept of Personnel & Training OM No: 22011/3/98-98-Estt. (I) dated 17.09.1998, the crucial date for determining eligibility of officers for promotion in case of financial year-based vacancy year would fall on January 1st immediately preceding such vacancy year, the first of the vacancy year, ie. January 1st itself would be taken as the crucial date irrespective of whether the ACRs are written financial year wise or calendar year wise. As such, the crucial date for determining eligibility of Postal Assistants for appearing in the Postmaster Grade-1 Examination to be conducted in the subsequent years ie during the year 2012 and thereafter would be 1st January of the year, to which the vacancies pertain to.

LATEST ON DA AND GPF/EPF INTEREST RATES

Employee Provident Fund Trustees decides to pay interest of 9.5% on the provident fund deposits for 2010-11, the decision which will benefit around 4.71 crore employees. This decision has to be ratified by Finance Ministry.

In the meeting held on 15th Feb-2011 EPFO trustees decided for payment of interest to the tune of 9.5% and later reported that they have given all the clarifications sought by the finance ministry to increase the rate of interest by one percent. They are also hopeful that the ministry will soon give its approval and come out with a notification.

The board of trustees of EPFO is the highest policy making body of the Employees Provident Fund Organization. The labour Minister Mr.Mallikarjun Kharge had also attended the meeting.

The other important policy decision taken by the board of trustees is not invest the part of the Employees provident fund in the stock market.

Earlier finance ministry mooted out this proposal which has not been rejected by board of trustees of EPFO.

The EPFO is a funding source for the government. The three schemes run by it —- the Employees Provident Fund, the Employees Pension Fund and the Employees Deposit Linked Insurance Fund — together have a corpus of over Rs250,000 crore (in unexempted schemes) and average collections of over Rs40,000 crore a year.

The corpus is predominantly invested in fixed income securities issued by the government and its entities. The investment pattern is 25% in government securities, 15% in state government bonds, 30% in public sector bonds.

The remaining 30% goes into any of the three categories as decided by the EPFO’s trustees.

Investment in private sector bonds is restricted to 10% of the total flows during the year. Mutual fund investments are restricted to gilt funds.

The return on the schemes is fixed by the trustees and stands at 8.5%, though it’s been upped to 9.5% for the year 2009-10 as a one-off payout.

However, there is no proposal as on date to raise the rate of interest payable on contributions made by Central Government Employees in General Provident Fund Scheme (GPF), CPF, AISPF, STATE RLY PF, GPF(DEFENCE).

Union Minister for Labour and Employment M Mallikarjun Kharge today said the government was looking at further hiking the interest rate on Provident Fund from the present 9.5 per cent.

"We are contemplating further increasing the interest rate on Provident Fund from the present 9.5 per cent. The interest rate on EPF (Employees Provident Fund) was increased to 9.5 per cent recently.

"This time also we want to give more to the employees. We are working towards it", he said while inaugurating the Southern Zonal Office of Director General of Mines Safety here.

OUR VIEW:-
Raising the rate of interest for Employees Provident Fund for the year 2010-2011 from 8.5% to 9.5% is being approved by the Finance Ministry whereas the rate of interest for General Provident Fund for the current Financial Year 2010-2011 remained the same at 8%. The Finance Ministry is requested to look into the matter and arrange to enhance the rate of interst for General Provident Fund also.

Expected Dearness Allowance from July, 2011



The Government has released the price index for the last three months.

As per this, an increase from 51% to 55% is expected till March 2011. It may be increased as we wait for the next three months calculation on Index prices. If it continues to be this, the Dearness Allowance may be 56% to 57%.


If the Government successfully maintained the price increase and the AICPIN falls, the Dearness Allowance may be restricted to 54% or 55%.


On the price raise of petrol and diesel or cooking gas, automatically the price index also increase, in this condition the Dearness Allowance may be increased upto 57% to 58%.

OUR VIEW:- Everybody wants the Government makes strict actions to maintain the prices of essential commodities rather than increasing Dearness Allowance which in no way helps anyone.

Apropos reference, it is brought to our notice that the regional administration is once again pursuing the proposal of down gradation of Nilakottai Ho which will cause hardship to the officials and existing arrangements.

Nilakottai HO is having 16 sub officers including Kodaikonal and 111 BOs. There was a proposal earlier to transfer six post officers from Dindigul HO to Nilakottai HO considering the geographical proximity like officers at Chinnalapatti, Gandhigram, Kannivadi, Ponjampatti, Atur, Ambathurai R. S. etc.

If the abovesaid proposal is considered, it will justify the HOs existence and serve better to those offices under the HO.

It is therefore requested to kindly intervene and cause instructions to drop the proposal forthwith and ensure status quo.

Sub: - Irregular interpretation on grant of 50% Minimum Pay & Grade Pay to the
          pre 2006 pensioners – Case of Tamilnadu Circle – request clarification

It is brought to our notice that the Accounts officer, regional office Madurai has disposed the representation made by five retired officials of Dindigul Division retired prior to 2006 stating the no dispensation can be made in respect of pre 2006 pensioners for the application of the provision of para 04.02. of the Ministry of Personnel, PG & Pension OM No. 38/37/08-P & PW (A) dt. 11.02.2009.

It is pertinent to mention that the DOPT vide its clarification of the said OM Dated 11.02.2009 categorically clarified that the benefits of the said OM is applicable to the pre 2006 pensioners also and in no case, it shall be lower than fifty percent of the minimum of the pay in the pay band plus grade pay corresponding to the pre revised pay scale from which the pensioner had retired.

However, this provision has not been extended to the pre 2006 pensioners, in Tamilnadu Circle due to the objections raised by the Accounts officer, RO Madurai.

It is therefore requested to kindly cause necessary clarifications for that effect and ensure implementation of the spirit of DOPT orders.

OTA REVISION LIKELY TO BE ACCEPTED BY FINANCE

Sources from South Block told that the demand of paying Over time allowance as per the revised pay has been accepted by Defence (Finance) and the same has been forwarded to Finance Ministry for its approval .It is believed that Defence Ministry has got necessary approval from Department of Expenditure, Ministry of Finance last week. So it is expected that Ministry of Defence may issue the order very soon.

All the Defence Workers Federations like AIDEF,INDWF and BPMS have already demanded that over time allowance to be paid from 01-01-2006,as the 6 CPC recommendations have been implemented from 01-01-2006.Though the details of the order has not been revealed, sources told that HRA and CCA may not be included in the over time pay calculation and the revised over time pay will be paid from 01-01-2006. If we analyze the pros and cons of this order at this time, then this will be like making hasty generalization ,as the order is not published yet.

Non supply of Model question paper to revised pattern of LGO Exam.

It is brought to our notice that no model question paper has been circulated from Dte.
while changing over to revised syllabus and exam with objective type questions. This
has caused much confusion at spot level.

In respect of paper II, it is intimated in the notification that the knowledge of postal
operations with reference to guides and rules which created much confusion and the
candidates are unable to understand about what are the manuals to be studied for
writing exam paper II. At least a model question paper would have been circulated
to clear doubts.

While discussing the charter of demands on 12.7.2010, it was assured to permit two
more chances for those exhausted the six chances in the earlier exams at the time
of introduction of new syllabus. But no orders have been communicated to this effect.

It is therefore requested to consider above and cause orders on the following:-

1.Circulation of model question papers.
2.causing orders to provide two more chances to those already exhausted.
3.Till then the exam may kindly be postponed since this will affect the no. of chances

For the participants and also denial of fair chances in such massive vacancies to
the aggrieved officials exhausted all chances under previous syllabus.

Subject : Clarification on increase in certain allowances by 25% as a result of enhancement of Dearness Allowances w.e.f. 1 1.2011 -
                                                        --------

On the above mentioned subject, it is stated that consequent upon enhancement of Dearness Allowance payable to Central Government employees @ 51% w e.f. 1st January, 2011 vide Ministry of Finance, Department of Expenditure O.M No 1(2)2011-E-II (B) dated 24th March, 2011, the following points are clarified :

a) The annual ceiling limit for reimbursement of Children Education Allowance shall be Rs.15,000/- per child. Accordingly, the quarterly claim could be more than Rs.3750/- in one quarter and less than Rs.3750/- in another quarter subject to the annual ceiling of Rs 15,000/- per child and Hostel Subsidy shall be Rs.3750/- per month per child ;

b) The rates of Special Allowance for Child Care to women with disabilities stands revised to Rs. 1250/- per month, and

C) The annual ceiling for reimbursement of education allowance for disabled children of Government employees shall be treated as revised to Rs. 30,000/- per annum per child and the rates of Hostel Subsidy for disabled children of Government employees shall be treated as revised from Rs.6000/- per child per month to Rs.7500/- per child per month.

2 These revisions are applicable with effect from 1st January, 2011.

3 These revisions shall be subject to other terms and conditions mentioned in this Department’s O.M. No 12011/03/2008-Estt (Allowance) dated 2.9.2008 and O.M. No 12011/04/2008 dated 11.9 2008.

Subject: Extension of scope of Family Pension to widowed/divorced/unmarried daughter and dependent disabled siblings of Central Government servants/pensioners – Clarifications – reg.


The undersigned is directed to state that as per the existing provisions of CCS (Pension) Rules, 1972 as amended from time to time, the son/daughter of a Government servant/Pensioner is eligible for family pension upto the date of his/her marriage/remarriage or till he/she starts earning or till the age of 25 years, whichever is earlier. Further, a disabled son/daughter of a Government servant/Pensioner suffering from any disorder or disability of mind, including mentally retarded, or who is physically crippled or disabled, is eligible for family pension for life subject to the fulfilment of certain conditions. Subsequently, orders were issued vide this Department’s O.M. No.45/86/97-P&PW(A) dt. 27.10.97 and No.1/19/03-P&PW(E) dt. 30.8.2004 making divorced/widowed daughters eligible for family pension even after attaining the age limit of 25 years subject to the fulfilment of certain conditions. It was subsequently clarified vide this Department’s O.M. No.1/19/03-P&PW(E) dt. 11.10.2006 that family pension to widowed/divorced daughters is admissible irrespective of the fact that the divorce/widowhood takes place after attaining the age of 25 years or before.

2. Further, orders have been issued vide this Department’s O.M. No.1/19/03-P&PW(E) dt. 6th September, 2007, whereby an unmarried daughter of a Government servant/Pensioner beyond 25 years of age, has been made eligible for family pension at par with the widowed/divorced daughter subject to fulfilment of certain conditions. However, family pension to the widowed/divorced/unmarried daughters shall be payable in order of their date of birth and the younger of them shall not be eligible for family pension unless the next above has become ineligible for grant of family pension. Further, the family pension to widowed/divorced/unmarried daughters above the age of 25 years, shall be payable only after the other eligible children below the age of 25 years have ceased to be eligible to receive family pension and that there is no disabled child to receive the family pension.

3. Subsequently, orders have been issued vide this Department’s O.M. No.1/15/2008-P&PW(E) dt. 17.8.2009 whereby dependent disabled siblings of a Government servant/pensioner have been made eligible for family pension for life subject to the fulfilment of certain conditions.

4. Representations have been received in this Department from various quarters (i.e. Pensioners’ Associations, etc.) to the effect that the claims for family pension of widowed/divorced/unmarried daughters and dependent disabled siblings are not being entertained by certain Ministries/Departments on the plea that their names do not appear in the details of family members submitted by the Government servant/Pension to the Head of Office from where he/she had retired. Besides, in cases where a Government servant/Pensioner had expired prior to the issue of above referred orders by this Department, the claims of widowed/divorced/unmarried daughters, etc. for family pension are not being entertained by Ministries/Departments on the plea that they were not eligible for family pension at the time of retirement/death of the Government servant or death of the Pensioner. This Department has been requested for issue of appropriate clarificatory orders in the matter so as to settle the family pension claims of the aggrieved widowed/divorced/unmarried daughters, etc., of the Government servants/Pensioners.

5. The matter has been considered in this Department in consultation with Department of Expenditure, Ministry of Finance. It is hereby clarified that subject to fulfilment of other conditions laid down therein, the widowed/divorced/unmarried daughter of a Government servant/Pensioner, will be eligible for family pension with effect from the date of issue of respective orders irrespective of the date of death of the Government servant/Pensioner. Consequently, financial benefits in such cases will accrue from the date of issue of respective orders. The cases of dependent disabled siblings of the Government servants/Pensioners would also be covered on the above lines.

6. All Ministries/Departments are requested kindly to settle the family pension claims of widowed/divorced/unmarried daughters and dependent disabled siblings accordingly on priority. They are also requested to bring these orders to the notice of their attached/subordinate organizations for compliance.

7. This issues with the concurrence of the Ministry of Finance, Department of Expenditure vide their U.O. No.97/EV/201 1 dated 06.04.2011.

8. In so far as their applicability to the personnel of Indian Audit and Accounts Department is concerned, these orders are being issued in consultation with the C&AG of India vide their U.O. No.65-Audit (Rules)/14-2010 dt. 26.4.2011.

It is pertinent to mention that due to excess workload in many branches, the Postal Assistants remain at office after working hours over one year and the present attachment of the PAs recruited for this office to Chennai City South division causes resentment amidst the staff.

Further, there are many PAs already deputed to circle office and regional office from this office earlier and as such the Present attachment of five PAs to Chennai City South division is causing concern. When there is excess workload and justification for the vacancy, temporary deployment of recruited PAs to other division is deplorable.

It is therefore requested to kindly reconsider the decision and cause orders for return back of the PAs to the recruited division.

It is brought to our notice that instructions have been caused from your office to post all the newly recruited PAs at LSG and above offices only.
It is pertinent to mention that due to shortage of staff, most of the B Class offices were kept short duly deploying the PAs to needy bigger offices. The vacancies of B & A class offices shall also be filled dup. Similarly relief has to be arranged to the staff working in unpopular stations and the present instructions has caused dislocations in the postings and transfers. The discrimination shown in posting between the earlier PAs and newly recruited PAs is highly deplorable.

In particular, this has been implemented in western region and it causes a concern.

It is requested to kindly reconsider the decision and cause appropriate orders as deems fit ensuring to fill up all vacant posts A & B class offices also as per the requirement with the newly recruited candidates.

Sub: - Arbitrary & unjust denial of admission in Group ‘B’ exam to those LSG officials opted for Postmaster cadre.
It is brought to our notice that the LSG officials who have opted for Postmaster cadre have been denied for appearing the Group B exam to be held on 29.05.2011 in Tamilnadu circle stating that they are not entitled for such appearance.

As per the orders only 25% in the Grade of Sr. Postmaster (around 29) will be filled up on seniority basis and the remaining 75% will be filled up only with IPO line officials. As such Postmaster cadre shall be categorized only as General line since the entire 116 Posts have not been earmarked for the Postmaster cadre and keeping share in IPO line.

After opting for Postmaster cadre, if one is not entitled to write Group B exam, it is nothing a farce and tantamount to denial of existing facilities to the officials. Atleast they should have been informed and seek revise option in case of such denial.

Similarly in Kerala Circle, the officials opted for Postmaster’s cadre are not being allowed to appear for the Inspector Post cadre examination which is higher cadre than Postmaster Grade-I, that is also nothing but freezing the existing benefits enjoyed by the officials.

It is therefore requested to cause suitable instruction forthwith to permit the Postmaster cadre opted officials to appear Group B & Inspector Post exams forthwith. Action may please be caused as if five con the top of the house since the Group ‘B’ exam is posted on 28.05.2011.

SERVICE DISCHARGE BENEFIT SCHEME LAUNCHED FOR GDS

Our Union Minister of State for Communications and IT Shri.Sachin Pilot and Department of Posts Secretary Ms.Radhika Doraiswamy have launched the scheme of Service Discharge Benefit Scheme to GDS in Gurgaon on Tuesday.

To provide post-retirement financial security to over 2.73 lakh Gramin Dak Sevaks (GDS), the Department of Posts has decided to deposit Rs.200 per GDS per month, said Union Minister of State for Communications and IT Sachin Pilot while launching a new social security scheme for GDSs and their spouses here on Tuesday.

Mr. Pilot, who launched the Service Discharge Benefit Scheme (SDBS), said it was being operationalised utilising the Pension Fund Regulatory and Development Authority (PFRDA)'s New Pension Scheme product — NPS-Lite.

The cost of the management of the scheme would be over Rs.70 crore annually, to be borne by the Union Government.

"The scheme has been designed to benefit the GDSs working mainly in the rural, remote and far-flung areas across the country. Some modifications in the NPS-Lite scheme have been made under the SDBS to suit the needs of the GDS," he added.

The Minister pointed out that the monthly deposits by the government would constantly grow through investments in different schemes/securities by the pension fund managers (PFM) appointed by the PFRDA.

"Forty per cent of the accumulations at the retirement of the GDS at 65 years will be invested to purchase an annuity, which will ensure that the GDS gets a monthly annuity throughout his/her life and later his/her spouse after his/her death. The GDS as a beneficiary will receive the balance 60 per cent of the accumulations in lump sum to meet his/her financial requirements as per their choice," he said.

"Backbone of Postal Department"
Describing the GDSs as the backbone of the Postal Department who are responsible for running the rural network of post offices, Mr. Pilot said the Department was committed to the welfare of such important constituent of postal human resources.

He also gave away Permanent Retirement Account Number (PRAN) cards to some GDSs.

According to Department of Posts Secretary Radhika Doraiswamy, "Of 2.73 lakh GDSs, 1.53 lakh have already opted for SDBS and 1.35 lakh have already received their PRAN cards. The existing GDSs have the option to join the new scheme or continue under the Severance Amount Scheme as per their choice. The new scheme is, however, mandatory for the GDS engaged on or after January 1, 2011."

Report-Central Government employees’ retirement age to be extended by 2 years to 62



New Delhi: The Government is planning to extend the retirement age of all Central Government Employees by two years — from the current 60 to 62 years. Sources said that an in-principle decision has been taken in this regard and the Department of Personnel & Training (DOPT) has begun the work to implement the same. A formal announcement to this effect is expected this year itself.

The last time the Government extended the retirement age of Central Government employees was in 1998. It was also a two-year extension from 58. This was preceded by the implementation of the 5th Pay Commission, which had put severe strain on Government’s finances. Subsequently, all State Governments followed the Centre’s policy by extending the retirement age by two years. Public Sector Undertakings followed suit too.

The decision to extend the retirement age is well-timed both politically and economically.

The UPA Government reckons the move would be a masterstroke. At a time when it is buffeted by several corruption cases, it is felt that the extension of the retirement age will go down well with the middle classes. Economically also, the move makes sense because by deferring payment of lump sum retirement benefits for a large number of employees by two years, the Government would be able to manage its finances better. “An in-principle decision has been taken to increase the retirement age by two years within this year itself. This would reduce the burden on the fiscal from one-time payment of retirement benefits for employees including Defence and Railways personnel,” an official involved in the discussion said. With the fiscal consolidation high on the Government's agenda, this deferment would come handy.

There’s some flip side too if the retirement age is extended by two years. Those officials empanelled as secretaries and joint secretaries would have to wait longer to actually get the posts. And of course, there is the issue of average age profile of the civil servants being turning north.

It is also felt that any extension is not being fair with a bulk of people who still look for jobs in the Government.

However, officials point out that at least it prevents an influential section of the bureaucracy to hanker for post-retirement jobs with the Government like chairmanship of regulatory bodies or tribunals.

“As it is, a sizeable section of senior civil servants work for three to five years after the retirement in some capacity or the other in the Government,” said a senior Government official. The retirement age of college teachers and judges are also beyond 60.

As per a study, the future pension outgo for the existing Central and State government employees is estimated at a staggering R1,735,527 crore or 55.88% of GDP at market prices of 2004-05.

‘No return’ scheme for salaried class earning less than Rs. 5 Lakh to be notified by June The Chairman of Central Board of Direct Taxes ( CBDT), Sudhir Chandra, today said the scheme to exempt salaried people earning up to Rs 5 lakh annually from filing income tax returns will be notified in the first week of June. The scheme was announced in the Union Budget 2011‐12 by Finance Minister Pranab Mukherjee.

“A category of small‐salaried tax payers whose net salaried income is not above Rs 5 lakh and whose tax is deducted at source by the employer who files return, will be exempted from filing returns,” Chandra told reporters here.

“The scheme for this category will be notified in the first week of June,” he said. “But if the taxpayer is claiming a refund from the I‐T department, then he will have to file the return.”

The scheme will provide relief to about 70 to 80 lakh people from filing I‐T returns.

“We are also trying to exempt small bank‐interest income, the tax on which has been deducted at source, under this scheme,” he said.

“A new facility has been introduced on filing of electronic returns. At the click of the mouse, a portal will open…on which you can view every month how much money your employer has deducted, and whether it has been deposited in the government kitty,” Chandra said.
