1. கேடர் சீரமைப்பு பிரச்னையில் நாம் எழுப்பிய பிரச்னைகள் மீது நேற்றுவரை துறையின் செயலர் முடிவுகள் எதுவும் எடுக்கவில்லை.

நமது பொதுச் செயலர் நேற்று DDG அவர்களைப் பார்த்து பேசியதாகத் தெரிவித்தார். அதன்படி, CHQ கடிதத்தின் மீது உடன் சாதகமான முடிவெடுக்க வேண்டும் என்றும், தாமதம் ஏற்படும் பட்சத்தில் உடன் C.R. அமலாக்க உத்திரவை நிறுத்தி வைக்க வேண்டும் எனவும், அப்படி இல்லாது போனால் இந்தியா முழுமைக்கும் வேலைநிறுத்தம் உள்ளிட்ட தீவிர போராட்டத்தில் இறங்க நேரிடும் என்பதையும் தெரிவித்துள்ளதாக மாநிலச் செயலரிடம் தொலைபேசியில் பொதுச் செயலர்  தெரிவித்தார்.

இன்று துறையின் செயலர் அலுவலகத்தில் இருந்த போதும் இது குறித்து பேசிடவில்லை என்றும் தெரிவித்தார். எனவே இதில் எதுவும் அடுத்த வாரமே தெரிய வரும்.

2. இன்று மத்திய மண்டலம் மற்றும் தென் மண்டலத்திலிருந்து பல கோட்டச் செயலர்கள் பேசினார்கள். அதன்படி இந்த இரு மண்டலங்களிலும் நடப்பு ஆண்டுக்கான சுழல் மாறுதல் உத்திரவு அளித்திட மண்டல அலுவலக உத்திரவு வந்துள்ளதாகவும் அதனால் RT போடுவதில் உள்ள பிரச்னை குறித்தும் கேட்டார்கள்.

எனவே இது குறித்து PMG CR Addl charge மற்றும் CPMG அவர்களிடம் P3 மாநிலச் செயலர் பேசினார். PMG SR addl charge அவர்கள் Meeting ல் இருந்த காரணத்தால் அவரிடம் பேசிட இயலவில்லை. (கோவை  மற்றும் சென்னை பெரு நகர மண்டலங்களில் இந்த பிரச்னை இதுவரை எழவில்லை).

பேசியதன்படி,

a) கேடர் சீரமைப்பு தமிழகத்தில் அமல் செய்வதற்கு முன்னர், அகில இந்திய முடிவு எதுவும் உடனடியாக கிடைக்காத படசத்தில் ,  மாநில அளவில் எழக்கூடிய பிரச்னை குறித்து ஊழியர் தரப்புடன் பேசித்தீர்வு காண வரும் வாரத்தில் நேரம் அளிக்குமாறு வேண்டினோம். அதற்கு CPMG அவர்கள் ஒப்புதல் அளித்தார். எனவே மாநில அளவிளான  பிரச்னைகள் குறித்து விரிவான கடிதம் அளிக்க உள்ளோம். கடித நகல் தனியே வெளியிடப்படும்.

b. ஏற்கனவே 'C' class, 'B'  class, 'A' class அஞ்சலகங்கள் LSG மற்றும் HSG II நிலைக்கு தரம் உயர்த்தப்பட்டு விட்டதால் இந்த அலுவலகங்களுக்கு, மற்றும் பதவி உயர்வு பட்டியலில் உள்ளவர்களுக்கு கோட்ட அதிகாரி இடமாறுதல் உத்திரவு அளிக்க இயலாது என்றும், மீதமுள்ள T/S PA க்களில் Tenure முடிந்த ஊழியர்களுக்கு மட்டுமே அவரால் இடமாறுதல் அளிக்க முடியும் என்றும்,  அப்படி உள்ளவர்கள் மிகச் சிலரே ஒவ்வொரு கோட்டத்திலும் இருப்பார்கள் என்றும் தெரிவித்தோம். எனவே தற்போது அவசர கதியில் RT போடுவது சரியல்ல என்றும் தெரிவித்தோம்.

மேலும், இந்த ஆண்டு RT , ஏற்கனவே நாம் கோரியபடி C.R. உடன் இணைத்தே அளித்திட கோரினோம். நாம் கூறியது சரியென்றும் இது குறித்து PMG க்களுடன் கலந்து உடன் முடிவெடுப்பதாக CPMG யும், அவ்வாறே PMG MM ம் கூறினார்கள். இதன்மீது உத்திரவு மாலை வெளியாகும் என்று எதிர்பார்க்கிறோம்.

இதனை அனைத்து தோழர்/தோழியருக்கும் தெரிவிக்கவும்.

GPF RULES 

            With effect from 7th March 2017, Government has simplified and liberalised the conditions for taking advance from the fund by the subscribers for education, illness, purchase of consumer durables. Conditions and procedures for withdrawal from the fund for the purpose of education, illness, housing, purchase of motor vehicles etc. have also been liberalised. No documentary proof is required to be submitted now for advance and withdrawal applications. A simple declaration by the subscriber is sufficient. A time limit for sanction and payment of advance/withdrawal has also been fixed.

            There is no proposal under consideration of Government to increase/link the rate of interest on GPF at parity with that of EPF. The interest rates on EPF are decided on the recommendations of the Central Board of Trustee (EPF) taking into account the yearly income from the investment made by EPFO. The GPF interest rate is presently fixed at par with that of PPF interest rate. 

            This was stated by the Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister's Office, Dr. Jitendra Singh in a written reply to question by Dr. Sunil Baliram Gaikwad, Kunwar Haribansh Singh, Shri T. Radhakrishnan, Shri Gajanan Kirtikar and Shri Bidyut Baran Mahato in the Lok Sabha today.

EXTENDING BENEFITS UNDER DBT

The Government has decided to bring all welfare and subsidy schemes under DBT. As on date, more than 500 Schemes/ Components of 63 Ministries/ Departments have been identified to be implemented through DBT mode. As on 20.3.2017, 90 welfare and subsidy schemes are being reported on DBT Bharat Portal.

In respect of DBT schemes, Aadhaar is being used as a unique identifier for accurate targeting of intended beneficiaries. In case the beneficiary does not possess Aadhaar or Aadhaar Enrolment ID, the beneficiary is allowed to avail subsidy/ benefits using alternate documents as per guidelines/ notification issued for the scheme.

 This was stated by Shri Arjun Ram Meghwal, Minister of State in the Ministry of Finance in written reply to a question in Rajya Sabha today.

The provision that the withdrawal from National Pension Scheme is taxed to the extent of 60 per cent has been introduced into the Income Tax Act, 1961 (‘Act’) vide Finance Act, 2016 by inserting clause (12A) in Section 10 of the Act.

  Prior to Finance Act, 2016, National Pension Scheme (NPS), referred to in section 80CCD, was under Exempt, Exempt and Tax (EET) regime i.e., the monthly/periodic contributions during the pension accumulation phase were allowed as deduction from income for tax purposes; the returns generated on these contributions during the accumulation phase were also exempt from tax but the terminal benefits on exit or superannuation, in the form of lump sum withdrawals, were taxable in the hands of the individual subscribed or his nominee in the year of receipt of such amounts unlike PPF and EPF which have been enjoying EEE regime i.e. Exempt, Exempt, Exempt.

 In order to rationalize the taxability of receipts from pension plans, vide Finance Act, 2016, section 10 of the Act was amended to provide that any payment from National Pension Scheme to an employee on account of closure or his opting out of the NPS shall also be exempt from tax, to the extent it does not exceed forty percent of the total amount payable to him at the time of closure or his opting out of the scheme. Further, Finance Act, 2017 has amended section 10 of the Income-tax Act to exempt partial withdrawals by employees (to the extent of 25% of the employee’s contribution) from their NPS accounts in accordance with the guidelines prescribed under Pension Fund Regulatory and Development Authority Act, 2013.

 This was stated by Shri Santosh Kumar Gangwar, Minister of State in the Ministry of Finance in written reply to a question in Rajya Sabha today.

DEMANDING IMPLEMENTATION OF FAVOURABLE RECOMMENDATIONS OF KAMALESH CHANDRA COMMITTEE REPORT ON GRAMIN DAK SEVAKS

     2)   All Branch/Divisional/Circle Secretaries of AIPEU – GDS.
     3)   All CHQ office bearers of NFPE & AIPEU – GDS

Dear Comrades,

As you are aware that the Kamalesh Chandra Committee on GDS has submitted its report to Government on 24.11.2016. As Department delayed the publishing of the report, NFPE & AIPEU-GDS declared indefinite hunger fast in front of Directorate (Dak Bhawan) demanding immediate publishing of the report. After that the Department published the report on 15th January 2017. Due to elections in four state Assemblies, the election commission has given instructions to the Department that no further action on the report should be taken. Thus only after election, the Departmental Constituted an implementation Committee headed by Member (Technology) holding additional charge of Member (Personnel) Postal Services Board. The proposal of the implementation Committee is now being examined by the Joint Secretary & Financial Advisor (JS & FA) of the Postal Board. After JS & FA’s approval the proposal is to be approved by Secretary, Departmental of Posts. Then the file is to be submitted to the Minister, Communication for approval. Only after the approval of the Minister, Communications, the file will be submitted to Department of personnel & Training for approval and then the proposed is to be submitted to Finance Ministry and Law Ministry for approval. After completing all these process only the final proposal will be submitted to Cabinet for approval.

This it can be seen that much delay is taking place in implementation of the favourbale recommendations of the GDS Committee Report. Eventhough Secretary, Department of Posts has informed the leaders of NFPE & AIPEU-GDS that Postal Board will take speedy action for implementation, many hurdles including Finance Ministry’s approval are to be crossed yet.

NFPE & AIPEU-GDS has taken serious note of the situation and has decided to organize agitational programmes demanding immediate implementation of the favourable recommendations of the Kamalesh Chandra Committee report. As, First phase of the agitation it is decided to organize nationwide mass dharna in front of all Divisional/Regional/Circle offices on 27th April 2017.

All Branch/Divisional/Circle Secretaries of NFPE affiliated Unions/Associations and AIPEU-GDS are requested to mobilise and organize mass dharna on 27.04.2017.

Please treat it as most urgent/important.
