Dear Comrades / Colleagues,
The Postal JCA of NFPE – FNPO – AIPEDEU – NUGDS has met in the Office of NFPE on 28.10.2009 and reviewed the situation as a follow up to the implementation of GDS Committee and pending issues of Postal Regular Employees. It has been decided that the Postal JCA will again meet in December 2009 after the finalisation of demands by GDS Unions and other Unions for reviewing the situation.
However, the Postal JCA with grave concern reviewed the intensifying attack on the RMS & MMS and the new schemes and plans aimed at liquidating the RMS & MMS completely.
The JCA has thereafter came to the unanimous conclusion that unless the moves are resisted with all our might immediately the Department will go ahead with its negative moves of merger of RMS Divisions; Merger of SROS with HPOs; Merger / Abolition of RMS Offices in violation of agreement between the Directorate and Staff Side; Outsourcing of MMS functions to Private Contractors etc.
It was therefore decided upon to launch an All India Programme of Action under the banner of the Postal Joint Council of Action in November 2009 culminating in an Indefinite Strike action by RMS & MMS Unions of NFPE and FNPO from 15th December 2009.
The Postal JCA letter addressed to the Secretary Department of Posts along with the 10 Charter of Demands and the Programme of Action are enclosed. Circle Secretaries are requested to circulate all by translating in respective Regional languages.
A Strike Campaign Tour Programme by the General Secretaries and the Secretary General of NFPE and FNPO is also under preparation to touch all State Capitals. The Strike Tour will be exhibited in the websites of the Federations shortly.
Let us understand that time has come to rise as one man to defend our existence. Organise most effectively.Organise for our survival.Initiate all round action for the success of the Programme of Action.

Madam,
The Postal Joint Council of Action comprising of National Federation of Postal Employees; Federation of National Postal Organisations; All India Postal Extra Departmental Employees Union; and National Union of Gramin Dak Sewaks held its meeting on 28.10.2009 in New Delhi and unanimously resolved to address this letter to you drawing your kind attention to the growing serious attacks on the very existence of the RMS & MMS under your Chairmanship. The Postal JCA also noted with grave concern that the solemn agreement reached after hectic negotiations between the Department and the Staff Side on the matter of merger of 101 RMS Offices with all men and materials identified with less than 10,000 mail volumes with the neighbouring RMS Offices is being breached in the Second Phase of Mail Consolidation.
Circle Administration here and there have started to attack the existence of RMS Offices with more volume of work in a blatant violation of the agreement reached at the All India level making mockery of such bilateral agreements.
The constitution of a Committee headed by the PMG Kurnool without the knowledge of Staff Side and the recommendations of that Committee to merge all SROs with the HPOs and carry on the functions under the control of the Head Postmasters is a rude shock to the RMS & MMS Employees.
It is afraid that such type of sweeping recommendations of the above Committee without any kind of mutual discussions with the staff side will be implemented unilaterally resulting in the liquidation of RMS and that already another Enlarged Committee with Circles level Officers has been formed for supervising the implementation of the recommendations.
Already 5 ROs out of a total of 14 ROs in the country have been abolished and the balance ROs are also in the process of being liquidated.124 Transit Sections including TMPs have been abolished and mails diverted to road conveyance causing delay in public mails.
There are actions initiated to reduce the number of CRCs in several Metros at the command of the Secretary Department of Posts. There has been no purposeful effort to consider the long pending demand of the Staff Side to finalise the work norms in CRCs and other branches in a scientific manner to do away with the unilateral fixing up of CRC norms. However action has been initiated to close down the CRCs! MMS has been operated by the Department for the speedy and punctual mail conveyance all these years but the policy has been reversed to outsource more and more of the mail conveyance. MMS is being replaced by CMS denoting the handing over of mail conveyance to private players as against the stiff opposition of the staff side.
With the focus shifting from letter mail to logistics more and more universally, and that the Department of Posts also had entered into the logistics services, the future is for a bigger logistics operation in India due to its expanding market of logistics.
In such a scenario instead of planning to build our own fleet of bigger logistics vans and staff, the outsourcing of mail, speed post and logistics conveyance to private contractors is a totally negative approach aimed at liquidation of the MMS wing.
To cap it all the Department has started to merge RMS Divisions in some circles also and the Staff Side is apprehensive that the cumulative effect of all the attacking posture is aimed at total liquidation of RMS and MMS and merge the entire RMS operations with Post Offices and hand over whole MMS operations to CMS.
The necessary intervention needed on the part of the Department of Posts at the Government level for ensuring upward revision OTA Rates which is far low in comparison to casual labour wages and for revising the OSA is absent. Even the re-fixing the ceiling limit for OT entitlement is not done despite staff side representations.
There have been no attempt to get the posts of Drivers and Mail Guards / MSEs filled up despite staff shortage. This shows the Department of Posts is only interested in attacking the interests of RMS & MMS and ignores the interests of staff. The Postal Joint Council of Action after a threadbare discussion has come to the conclusion to address immediately to you seeking your personal intervention for effecting a complete reversal of the policy of liquidation of RMS & MMS and initiate measures to strengthen the RMS & MMS wing through constructive policy directions. The Postal Joint Council of Action has also been forced to take a unanimous decision to launch an all India Programme of Action by the entirety of Postal Employees under the banner of the Postal JCA immediately in the month of November 2009 that will culminate in an Indefinite Strike Action by all RMS and MMS Employees belonging to NFPE and FNPO organisations in December 2009 for which Notice would be submitted at the appropriate time.
The Postal JCA also expresses its hope that there will be change of course by the Department of Posts and that meaningful dialogue with both our Federations and the All India Unions affiliated with us would be preferred on the enclosed Charter of Demands to maintain tranquillity and peace in the India Post.

Fixation of pay in case of employees who seek transfer to a lower post under FR 15(a)
The undersigned is directed to refer to instructions issued vide this Department's OM NO. 16/6/2001-Estt(Pay-I) dated 14.2.2006 on the above subject. It was clarified therein that on transfer to the lower post/scale under FR 15(a), the pay of a Government servant holding a post on regular basis will be fixed at a stage equal to the pay drawn by him in the higher grade. If no such stage is available, the pay will be fixed at the stage next below the pay
drawn by him in the higher post and the difference may be granted as personal pay to be
absorbed in future increments. If the maximum of the pay scale of the lower post is less than
the pay drawn by him in the higher post, his pay may be restricted to the maximum under
FR 22(a)(a)(3).
Consequent upon implementation of the revised pay structure comprising grade pays
and running Pay Bands, w.e.f. 1.1.2006 in cases of appointment of Government servants to
posts carrying lower Grade Pay under FR 15(a) on their own request, the pay in the pay
band of the Government servant will be fixed at a stage equal to the pay in the pay band
drawn by him prior to his appointment against the lower post. However, he will be granted
grade pay of lower post. Further, in all cases, he will continue to draw his increments based
on his pay in the pay band +grade pay (lower).

APPROVAL AND IMPLEMENTATION OF GDS COMMITTEE IS THE FIRST STEP - GETTING THE MODIFICATIONS IS THE NEXT STEP

ACCEPTANCE OF OFFICER HEADED NATARAJA MURTI COMMITTEE INSTEAD OF TOTAL BOYCOT PROPOSED BY NFPE IS THE REASON FOR THE PRESENT PREDICAMENT
TOTAL REVERSAL IS NOT POSSIBLE NOW BUT CONCRETE MODIFICATIONS ON SOME ISSUES LIKE THE FOLLOWING ISSUES HAVE TO BE UNITEDLY PRESSED FOR ACCEPTANCE BY THE GOVERNMENT IMMEDIATELY
POSTAL JCA OF NFPE – FNPO – AIPEDEU – NUGDS SHOULD DISCUSS ALL ISSUES ON 28.10.2009 AND PROPER DEMANDS FOR MODIFICATIONS SHOULD BE FINALISED FOR SETTLEMENT - UNITY AND UNITED APPROACH BY ALL UNDER THE BANNER OF POSTAL JCA IS THE ONLY CORRECT COURSE FOR IMPROVEMENT.
THE FOLLOWING ARE NOT EXHAUSTIVE BUT IMPORTANT FACTORS. IN THE VIEW POINT OF NFPE & P3 CHQ THE FOLLOWING ISSUES REQUIRE TOTAL CONCENTRATION FOR MODIFICATIONS BUT THE POSTAL JCA HAS TO TAKE A FINAL VIEW. RANK AND FILE IS REQUESTED TO STUDY THE WHOLE GOVERNMENT ORDERS AND OUR UNDERMENTIONED POINTS AND REQUESTED TO SUGGEST THEIR CONSIDERED OPINION AND SUGGESTIONS THROUGH E-MAILS TO CHQ.
1. TRCA:
The TRCA proposed by the Nataraja Murti Committee for the GDS SPM/BPM and the GDS MD/SV have been based only on the pre-revised Mail overseer Postmen pay scales of 3200 and 3050 respectively. The GDS Committee ignored the recommendation of the 6th CPC which recommended upgradation of pay scales to Postmen from 3050 scale to 3200 scale and for Mail Overseer Postman the 3200 scale was elevated to 4000 scale. Thus the historical prorata comparison maintained by all earlier GDS Committees had been diluted by the Nataraja Murti Committee. Despite the Staff Side representation, the mistake has not been rectified by the Government. The dilution of Pro-rata wages to both GDS SPM/BPM and GDS MD/SV has resulted in a drop in TRCA computation for these two categories. This gross error has to be rectified by the Government.
2. FITMENT FORMULA:
Fitment Formula for regular CG Employees recommended by the 6th Pay Commission was Basic Pay as on 1.1.2006 multiplied by 1.74 and then grant of 40% the maximum of the pay scale as Grade Pay. The 6th CPC ignored the fact that due to merger of DA with Pay w.e.f. 1.4.2004 the Dearness Pay was earning Dearness Allowance. On the demand of the Staff Side, the Government allowed inclusion of the above quantum and implemented the fitment formula as follows: "Basic Pay as on 1.1.2006 multiplied by 1.86 and then grant of Grade Pay @ 40% maximum of pay scale of the employee.
The GDS Committee recommended a fitment formula to GDS Employees viz., the Basic TRCA as on 1.1.2006 multiplied by 1.74 times and then adding 40% of the maximum of the TRCA. The GDS Committee also thus ignored the fact that the GDS were granted 5% additional TRCA w.e.f. 1.4.2004 in lieu of 50% Merger of DA granted to CG Employees. The Staff Side pointed out this omission and ultimately the Government has implemented a fitment formula as follows: " Basic TRCA as on 1.1.2006 + 5% TRCA increase as on 1.4.2004 multiplied by a factor of 1.74 and then adding 40% of the 20th Stage of TRCA [viz., Maximum of TRCA] and fixing at the next higher level in the new TRCA". This inclusion of 5% TRCA in the fitment formula converts the factor into 1.82 which is just 0.04% below the CG Employees.
However, the mistake committed by the Government while calculating the 40% fitment to be allowed, a wrong calculation has been made in the case of GDS Mail Deliverer/ Stamp Vendor under Column 4 and 5 [Page 2]. There is an arithmetic error and instead of Rs.850/- fitment benefit for GDS MD / SV with 3.45 Hrs workload a sum of Rs.750/- has been granted. A sum of 100/- has been miscalculated. Similarly instead of Rs.1056/- fitment benefit to GDS MD / SV for work load above 3.45 Hrs, a sum of Rs.936/- has been granted. A sum of Rs.120/- has been reduced by miscalculation. These arithmetic errors have to be rectified by the Government.
3. OTHER ALLOWANCES:
The Government has ordered implementation of Allowances w.e.f. 9.10.2009 i.e., the date of the order. This should have been from 1.9.2008 as in the case of CG Employees because the date of effect of wage revision in the case of GDS also had been given effect to from 1.1.2006 only as like CG Employees.
4. SERVICE DISCHARGE BENEFITS:
Ex-gratia Gratuity shall not be less than the quantum permissible under Gratuity Act 1972 as ordered by different Court Judgments. The maximum of 60,000 shall be suitably revised upwardly to a maximum of 16 ½ months TRCA + DA to GDS employees on the date of their retirement.
The non-inclusion of Social Security recommended by Nataraja Murti in the Cabinet Memo for approval by the Cabinet is wrong. Nataraja Murti Committee had recommended for a Social Security Scheme wherein the Department of Posts is to deposit a sum of Rs.200/- per month throughout the service of the GDS and then on retirement a monthly payment of social security should be paid. This issue should have been sent for approval along with wage related issues. But this issue has been kept pending for further consideration. The delay caused in this issue would deprive the retiring GDS employees the benefit of Social Security after serving more than 30-40 years. The Social Security should be implemented with immediate effect instead of postponed consideration by the Government.
5. PRODUCTIVITY LINKED BONUS:
The contention of the Government Order that the present calculation of the Ex-grtia bonus by applying the calculation ceiling of Rs.2500 as basic + DA shall continue is based on a wrong concept placed on an unsustainable logic. The records show clearly that all previous bonus ceiling ordered by the Government by way of amendments to Bonus Act have been fully made applicable to GDS also. The departure had been made only from the recent amendment to Bonus Act allowing ceiling limit of 3500/-. The wrong orders issued by Department of Posts have been superseded by an another order but once again a wrong order was issued to supersede the superseded order. No consultation was made even with the MOF on this matter. The Bonus Ceiling for GDS also shall be Rs.3500/- and the dubious method followed to deny the benefit of Bonus Act shall be dropped.
6. TIGHETENING OF TIME FACTOR:
The recommendation of GDS Committee for tightening of time factor of cash counting from the present 1000/- = 1 Point into 20,000 = 1 Point is too harsh and unscientific. In spite of the stiff opposition to this unscientific and irrational norm suggested by the Nataraja Murti Committee, the Government has reportedly gone ahead unilaterally to accept this unjustified recommendation. This tightened time factor has to be given up and a rational norm like at least 5000/- = 1 Point has to be accepted.
7. ESTABLISHMENT RELATED ISSUES:
Once again it is not clear as to what decision the Government has taken with regard to various establishments related matters like relocating the GDS BOs etc recommended by Nataraja Murti Committee. It was pointed out earlier also that on establishment related issues, a deep study and mutual consultations with the Staff Side should be undertaken. The Government should not take any unilateral decision on any of the establishment related recommendations without subjective them to mutual study and scientific analysis.
These are the major issues in our opinion that are to be treated as Anomalies for settlement and effectively projected before the Government by the Postal Joint Council of Action for a settlement. However the GDS Unions in the Postal JCA have to come with their analysis and demands for chalking out a suitable Charter of Demands for placing before the Government for approval. The Postal JCA would meet on 28th October 2009 as already announced in the Office of the NFPE in New Delhi and discuss the GDS Committee implementation and also the pending issues of Postal Regular Employees that are to be taken up for immediate settlement.
ACCEPTANCE OF OFFICER HEADED NATARAJA MURTI COMMITTEE INSTEAD OF TOTAL BOYCOT PROPOSED BY NFPE IS THE REASON FOR THE PRESENT PREDICAMENT
TOTAL REVERSAL IS NOT POSSIBLE NOW BUT CONCRETE MODIFICATIONS ON SOME ISSUES LIKE THE FOLLOWING ISSUES HAVE TO BE UNITEDLY PRESSED FOR ACCEPTANCE BY THE GOVERNMENT IMMEDIATELY
POSTAL JCA OF NFPE – FNPO – AIPEDEU – NUGDS SHOULD DISCUSS ALL ISSUES ON 28.10.2009 AND PROPER DEMANDS FOR MODIFICATIONS SHOULD BE FINALISED FOR SETTLEMENT - UNITY AND UNITED APPROACH BY ALL UNDER THE BANNER OF POSTAL JCA IS THE ONLY CORRECT COURSE FOR IMPROVEMENT.
THE FOLLOWING ARE NOT EXHAUSTIVE BUT IMPORTANT FACTORS. IN THE VIEW POINT OF NFPE & P3 CHQ THE FOLLOWING ISSUES REQUIRE TOTAL CONCENTRATION FOR MODIFICATIONS BUT THE POSTAL JCA HAS TO TAKE A FINAL VIEW. RANK AND FILE IS REQUESTED TO STUDY THE WHOLE GOVERNMENT ORDERS AND OUR UNDERMENTIONED POINTS AND REQUESTED TO SUGGEST THEIR CONSIDERED OPINION AND SUGGESTIONS THROUGH E-MAILS TO CHQ.
1. TRCA:
The TRCA proposed by the Nataraja Murti Committee for the GDS SPM/BPM and the GDS MD/SV have been based only on the pre-revised Mail overseer Postmen pay scales of 3200 and 3050 respectively. The GDS Committee ignored the recommendation of the 6th CPC which recommended upgradation of pay scales to Postmen from 3050 scale to 3200 scale and for Mail Overseer Postman the 3200 scale was elevated to 4000 scale. Thus the historical prorata comparison maintained by all earlier GDS Committees had been diluted by the Nataraja Murti Committee. Despite the Staff Side representation, the mistake has not been rectified by the Government. The dilution of Pro-rata wages to both GDS SPM/BPM and GDS MD/SV has resulted in a drop in TRCA computation for these two categories. This gross error has to be rectified by the Government.
2. FITMENT FORMULA:
Fitment Formula for regular CG Employees recommended by the 6th Pay Commission was Basic Pay as on 1.1.2006 multiplied by 1.74 and then grant of 40% the maximum of the pay scale as Grade Pay. The 6th CPC ignored the fact that due to merger of DA with Pay w.e.f. 1.4.2004 the Dearness Pay was earning Dearness Allowance. On the demand of the Staff Side, the Government allowed inclusion of the above quantum and implemented the fitment formula as follows: "Basic Pay as on 1.1.2006 multiplied by 1.86 and then grant of Grade Pay @ 40% maximum of pay scale of the employee.
The GDS Committee recommended a fitment formula to GDS Employees viz., the Basic TRCA as on 1.1.2006 multiplied by 1.74 times and then adding 40% of the maximum of the TRCA. The GDS Committee also thus ignored the fact that the GDS were granted 5% additional TRCA w.e.f. 1.4.2004 in lieu of 50% Merger of DA granted to CG Employees. The Staff Side pointed out this omission and ultimately the Government has implemented a fitment formula as follows: " Basic TRCA as on 1.1.2006 + 5% TRCA increase as on 1.4.2004 multiplied by a factor of 1.74 and then adding 40% of the 20th Stage of TRCA [viz., Maximum of TRCA] and fixing at the next higher level in the new TRCA". This inclusion of 5% TRCA in the fitment formula converts the factor into 1.82 which is just 0.04% below the CG Employees.
However, the mistake committed by the Government while calculating the 40% fitment to be allowed, a wrong calculation has been made in the case of GDS Mail Deliverer/ Stamp Vendor under Column 4 and 5 [Page 2]. There is an arithmetic error and instead of Rs.850/- fitment benefit for GDS MD / SV with 3.45 Hrs workload a sum of Rs.750/- has been granted. A sum of 100/- has been miscalculated. Similarly instead of Rs.1056/- fitment benefit to GDS MD / SV for work load above 3.45 Hrs, a sum of Rs.936/- has been granted. A sum of Rs.120/- has been reduced by miscalculation. These arithmetic errors have to be rectified by the Government.
3. OTHER ALLOWANCES:
The Government has ordered implementation of Allowances w.e.f. 9.10.2009 i.e., the date of the order. It is confirmed that the cabinet has accorded approval of the cabinet note submitted by the department with regard to implementation of GDS committee recommendations.
(i) The Finance Ministry has not conceded any one of the recommendations of the Gopinath committee and treated the Nataraja Murthy Committee as an expert Committee in respect of GDS.
(ii) However, it is reliably learnt that the 'Pay Fixation Formula' suggested by Gopinath Committee for including the 5% TRCA increase granted to GDS in lieu of 50% Merger of DA granted for CG Employees from 01.01.2004 has been approved for pay fixation.
The following, may be the cabinet decision on the issue of GDS committee report because these were the issues on which Cabinet Note was submitted for approval.
1. TRCA to GDS various categories: -
(i) GDS SPM - : Rs.4575-85-7125 (Annual increase Rs.85/-)
(ii) GDS BPM –
Up to 3 hours work (75 points) : Rs.2745-50 (increment)-4245

(i) The Department may process the insurance coverage for medical treatment to GDS with the maximum coverage of Rs.30000/- per year.
(ii) No pension scheme was formulated in this approval.
(iii) Now 40% arrears alone will be paid as first instalment out of the total arrears for 45 months. The balance will be paid in the next financial year.
(iv) The Department may cause orders to implement the revised norms recommended by the GDS committee in cash handling (i.e) 1 point for Rs.20000/- which will certainly affect the interest of BPMS. Gopinath Committee's recommendations were not considered on this issue.
(v) The orders on the above are expected in the next week probably after 13.10.09.

MEMORANDUM TO BE SUBMITTED TO THE HONOURABLE MINISTER OF COMMUNICATIONS ON 21.09.2009 BY THE POSTAL EMPLOYEES OF TIRUPUR POSTAL DIVISION.

Respected Sir,
The Postal Employees of TIRUPUR DIVISION under TAMILNADU POSTAL CIRCLE, Onbehalf of Postal Joint Council of Action are submitting this Memorandum to you with a fervent appeal for your kind intervention for immediate acceptance and implementation of the pay commission for three lakhs Gramin Dak Sewaks in the Department of Posts.
The Three lakhs Gramin Dak Sewaks were excluded by the Government of India from the purview of 6th Central Pay Commission but the Government had appointed a separate Committee headed by Shri. Nataraja Murti, a retired Postal Services Board Member to look into the wage revision issues of Gramin Dak Sewaks. That Committee had submitted its recommendations as early as in the month of November 2008. The Government of India is yet to accept and implement the recommendations of the above Committee with the modifications suggested by the unions even though the entirety of Central Government Employees has been granted with new pay scales as per the recommendations of the 6th Pay Commission one year before. Central Government has completely neglected 3 lakh Gramin Dak Sevaks while implementing 6th Central Pay Commission report. This grave injustice towards rural section is vehemently opposed by the unions.
Some sections of the Postal Employees in general and the Gramin Dak Sewaks in particular have embarked on a three days all India strike in the month of December 2008 to impress upon the Government to implement the recommendations with justified modifications. However even today there is no action for implementing the recommendations and the inordinate delay has caused extreme mental agony and disillusionment amongst the three lakhs of Gramin Dak Sewaks, who are the backbone of the Postal Department in the rural India. We are demanding therefore the immediate acceptance by Union Cabinet and release of orders for implementation of GDS pay commission recommendations incorporating the valid suggestions from the unions. Since the implementation is very much delayed, we urge for payment of entire arrears in one single installment unlike the case of Central Government Employees under 6th CPC. The Government of India should behave like a model employer and therefore we request your kind intervention with the Government of India to cause removal of all discrimination towards GDS employees' on issues like Bonus ceiling, irrational application of reduction of pay, allowances etc.
The Postal Joint Council of Action comprising of the National Federation of Postal Employees, Federation of National Postal Organisations, All India Postal Extra Departmental Employees Union and the National Union of Gramin Dak Sewaks has therefore been forced to embark upon a nationwide Programme of Action and in accordance with the decisions we the Postal Employees of TIRUPUR POSTAL DIVISION are submitting this Memorandum to you Sir, seeking your kind intervention to arrange early approval for implementation of the GDS Committee recommendations without any further delay.
We request you Sir, to kindly use your good offices with the Government of India for immediate implementation of GDS Pay Commission recommendations for three lakhs of downtrodden Gramin Dak Sewaks working under the Department of Posts.

DECISION OF KURUKSHETRA CWC 2 DAYS WORK SHOP – 04.11.2009 & 05.11.2009 AT THIRUVANANTHAPURAM
Dear Comrades,
As per the decision of the CWC meeting held at Kurukshetra from 14th to 15th July 2009, a Two-day All India study camp cum work shop to impart and interact about the Trade Union history; Policy offensives and our counter strategy; Service rules etc, is being organized. The Kerala Circle Union is hosting this first workshop at Thiruvananthapuram [Kerala] from 04.11.2009 to 05.11.09. The idea is to impart an insight of our trade union history to the new generation leadership; to understand the policy offensives against us and the counter strategy to be adopted by us uniformly by all; to share the knowledge of service rules for equipping all of us in a better manner; and finally to provide an opportunity for interaction between the participants and the all India leadership. The CHQ is confident that all the Circle Unions will make the best use of this opportunity and depute suitable delegates to this All India Study Camp / Work Shop.
The venue of the workshop will be 'EMS Academy Trivandrum'. Hall & Accommodation for 150 Comrades have been booked. The delegates allotted to each Circle are as follows: -

The copy of the same may please be sent to CHQ at the earliest possible.
Please note that TA/DA shall be borne by the Circle Unions/Divisional Unions only to the participants.
The detailed programme of the workshop will be intimated shortly. All Circle Secretaries are requested to book their up & down tickets reservations immediately to attend the Study Camp / Work Shop and make it a purposeful and unique one.
The CHQ is attempting first of its nature to hold Trade Union & Service rules class with the motive to create more leaderships at base levels who possess all skills to lead the movement further in the days to come. Let all of us make our attempt a successful one.
