அன்புத் தோழர்களே  வணக்கம் !  

கடந்த 04.12.2014 அன்று  புது டெல்லி ஜந்தர் மந்தர் பகுதியிலிருந்து பாராளுமன்றம் நோக்கிய  அஞ்சல் JCA  வின் 39 அம்சக் கோரிக்கைகளை வலியுறுத்தி நடத்திய பேரணி  மாபெரும் வெற்றியைப் பெற்றது. 

 ஊர்வலம் கிட்டத்தட்ட 1.5 KM  தொலைவு நடைபெற்றது. அஞ்சல் RMS பகுதியில் இருந்து  JCA  சார்பில்  15000 க்கும் அதிகமான ஊழியர்கள் கலந்துகொண்டது  இதுவே முதல் முறையாகும். இதற்கு முன்னர் அனைத்து மைய தொழிற்சங்கங்கள் சார்பாகவோ அல்லது மத்திய அரசு ஊழியர்கள் சார்பாகவோ அல்லது மத்திய அரசு ஊழியர் மகா சம்மேளனம் சார்பாகவோதான்  பாராளுமன்றம் நோக்கிய பேரணிகள் நடைபெற்றுள்ளன.  

முதல் முறையாக தற்போது அஞ்சல் ஊழியர்கள் மட்டுமே  நமது 39 அம்சக் கோரிக்கைகளை வலியுறுத்தி இந்தப் பேரணியை வெற்றிகரமாக நடத்தியுள்ளோம் என்பது  அஞ்சல் தொழிற் சங்க வரலாறு ஆகும்.  இதில் தமிழகத்தில் இருந்து  சுமார் 700 ஊழியர்களுக்கு மேல் கலந்துகொண்டது மேலும் புதிய வரலாற்றினைப்  படைத்துள்ளது.  சென்னை அண்ணா  சாலை , தென் சென்னை , காஞ்சிபுரம், பாண்டிச்சேரி ,திருவண்ணாமலை , ராணிபேட்டை , வேலூர் , திருப்பத்தூர், குடியாத்தம் ,சேலம் கிழக்கு , திருப்பூர் , மேட்டுப் பாளையம் , ஊட்டி, தருமபுரி , புதுக்கோட்டை, கும்பகோணம், மயிலாடுதுறை  உள்ளிட்ட  கோட்ட/கிளைகளில் இருந்து  அஞ்சல் மூன்று , அஞ்சல் நான்கு, GDS  தோழர்கள் பெருவாரியாகக் கலந்துகொண்டது   தமிழக அஞ்சல்  இயக்கத்திற்கு பெருமை சேர்ப்பதாக அமைந்தது. 

தமிழகத்தில் இருந்து கலந்துகொண்ட அனைத்து தோழர்கள் மற்றும் தோழியர்களுக்கும் அதற்கு ஏற்பாடுகள் செய்து கலந்துகொள்ளச் செய்த  அனைத்து கோட்ட/கிளைச் செயலர்களுக்கும்  நம் மாநிலச் சங்கத்தின் நெஞ்சார்ந்த நன்றியினை தெரிவித்துக் கொள்கிறோம்.

MORE THAN 15000 POSTAL & RMS EMPLOYEES INCLUDING GRAMIN DAK SEWAKS & CASUAL, PART TIME, CONTINGENT EMPLOYEES PARTICIPATED

INDEFINITE STRIKE FROM 6TH MAY 2015

About 15000 Postal Employees marched to Parliament today under the banner of Postal Joint Council of Action (NFPE, FNPO, AIPEU-GDS (NFPE) & NUGDS). Employees from all the 22 circles participated in the historic march with colorful banners, flags and caps shouting slogans against the negative attitude of the Government towards the demands of the Postal Employees. Grant of Civil Servant Status to Gramin Dak Sevaks and inclusion in 7th CPC, Merger of DA and grant of interim relief to all employees, scrap new pension scheme, Revision of wages of casual, Part-time contingent employees, implementation of cadre Restructuring committee report, settle 39 point charter of demands are the main demands raised in the Parliament March.

The rally was inaugurated by Com. A. K. Padmanabhan, All India President, CITU. Shri. M. Raghavaiyya (General Secretary, NFIR & Leader JCM National Council). Com. Shiv Gopal Mishra (General Secretary, AIRF & Secretary JCM National Council), Com. S. K. Vyas, Advisor, Confederation, Com. M. If the Government is not ready to settle the demands before that date. The date of the strike was fixed as 6th May, taking into consideration the fact that the JCM National Council National Convention to be held on 11th December will be declaring series of agitational programmes during the month of February, March and April 2015.

Task Force on Leveraging the Post Offices Network of the Country

    A Task force on leveraging the post offices network of the country  among others had suggested setting up of three subsidiaries as a part of a holding company under the Postal Department under the Ministry of Communication and Information Technology for extending services in the fields of banking, insurance and e-commerce.  The Report of the Task Force headed by former Cabinet Secretary Shri T.S.R. Subramanian was submitted to the Minister for Communications and Information Technology Shri Ravi Shankar Prasad in New Delhi today.

            In all five subsidiary companies will be called Strategic Business Units (SBU)..Two other subsidiaries are for distribution of 3rd party products and services like providing e-services for general public for bill collections and providing of application forms, documents and certificates on commercial basis. Another subsidiary is for .delivery of government services like Aadhaar ration cards, Vikas patras, etc. on agency basis. It was also proposed that each SBU will have a separate  independent board to operate commercially as  a  profit  centre. Each one of the SBU over the time may go for public participation through public issue. It was proposed that a new postal law may be enacted to give statutory basis for these operations.

            After receiving the Report, Shri Ravi Shankar Prasad said that there will be a structured response to the recommendations of the Task Force on priority basis.  He said after  having felt the need to rediscover the potential of the postal department  in the country, he had made a request to the Prime Minister to which Shri Narendra Modi had readily responded by constituting this Task Force. He hoped that the vast connectivity of the Postal Department would be fully exploited to be a part of the e-commerce boom in the country. The Minister said that not a single employee of the postal department will be removed as a part of any reformation of the Department. He also said that there will not be undue increase in the price of the post card and other postal services that are mostly used by the poor.

            Earlier the Chairman of the Task Force Mr. Subramanian said that as banking and financial services  are not available in most of over six  lakh villages of the country, it was felt that a ‘Post Bank of India’ which is professionally organized should contribute for a financial inclusion of the rural poor.  He also hoped that there could be a creation of over five lakh new jobs over next 3-5 years.  He pointed out that State Governments are also keen on the prospects of implementation of the recommendations of this Task Force.

Filing Assets and Liabilities
Section 44 of the Lokpal and Lokayuktas Act, 2013 mandates that every public servant (as defined in the Act, which includes Ministers, Members of Parliament, Government employees, employees of statutory bodies, PSUs, etc.) shall make a declaration of his assets and liabilities as well of his spouse and dependent children in the manner as provided by or under the said Act. In exercise of the powers conferred by sub-section (1) read with clause (k) and clause (l) of sub-section (2) of section 59 of the Lokpal and Lokayuktas Act, 2013 (1 of 2014), read with section 44 and section 45 of the said Act, the Central Government has notified the Public Servants (Furnishing of Information and Annual Return of Assets and Liabilities and the Limits for Exemption of Assets in Filing Returns) Rules, 2014 in the official Gazette on 14th July, 2014, which, inter alia, contain the forms in which such information/return is required to be filed.

Subsequently, concerns and apprehensions were raised by several Ministries/Departments and other stakeholders, inter alia, about the complexity involved in furnishing the desired details in the forms prescribed under the Rules. Accordingly, the Government of India vide its order dated 28-08-2014, constituted a Committee to simplify the forms and the process in which public servants shall make declaration of assets and liabilities. The said Committee has submitted its First Report on 01-10-2014, recommending simplified formats for declaration of moveable property and for declaration of debts and other liabilities by public servants.

The Public Servants (Furnishing of Information and Annual Return of Assets and Liabilities and the Limits for Exemption of Assets in Filing Returns) Rules, 2014 have also been amended by a notification dated 8th September, 2014, by which the time limit, for furnishing of such information/return by public servants, has been extended till 31st December, 2014.

This was stated by Minister of State for Personnel, Public Grievances & Pensions Dr. Jitendra Singh in a written reply to Shri Sudheer Gupta & others in the Lok Sabha today.

As per information received from various Ministries/ Departments till date, the representation of Other Backward Classes (OBCs), as on 01.01.2013, in 69 Central Government Ministries/Departments was 5,23,721 which is 17.74% of 29,52,080 employees.
The reasons for lower representation of Other Backward Classes in services are identified as under-:
(i) Reservation for Other Backward Classes started only from the year 1993.
(ii) Other Backward Classes candidates who were appointed up to 1993, that is before introduction of reservation for the Other Backward Classes, are not included for counting the representation.

(iii) There is generally a time gap between occurrence of vacancies and filling thereof as recruitment is a time consuming process.
(iv) Some reserved posts for Other Backward Classes remain vacant due to non-availability of suitable candidates of reserved category.
(v) Some of the selected Other Backward Classes candidates do not join the service or leave the service after joining because they get better opportunities elsewhere.
Reservation in Central Government jobs for Other Backward Classes, Scheduled Castes and Scheduled Tribes employees is provided at the rate of 27%, 15% and 7.5%, respectively. As per information received till date from 69 Ministries/ Departments, the representation of Other Backward Classes, Scheduled Castes and Scheduled Tribes as on 01.01.2013, was 17.74%, 17.57% and 7.73%, respectively.
Instructions have been issued  in June, 2013 to all concerned to make concerted efforts to fill up the backlog reserved vacancies. A committee was constituted under the Chairmanship of Secretary, Ministry of Social Justice and Empowerment to analyse the reasons for less employability of Scheduled Castes, Scheduled Tribes, Other Backward Classes in Government sector and to suggest remedial measures. Keeping in view the recommendations of the Committee, various time bound measures have been identified and intimated to concerned Ministries/Departments to fill up such backlog vacancies.
This was stated by Minister of State for Personnel, Public Grievances & Pensions Dr. Jitendra Singh in a written reply to Kumari Shobha Karandlaje in the Lok Sabha today.

(a) whether the Government has prepared a road-map for complete e-Governance of services in the country and if so, the details thereof;

(b) the total funds earmarked for the purpose during the last three years and the current year;

(c) the total number of services covered under e-Governance particularly at the infrastructure level;

(d) the details of benefits likely to be accrued to rural people through the scheme; and

(e) the time by which e-Governance facilities are likely to be provided across the country including rural areas?

(a): Government of India has launched the “Digital India” programme with a vision to transform India into a digitally empowered society and a knowledge economy. Under the Digital India programme, Government has proposed to implement e-Kranti which envisages provisioning of various e-governance services in the country. The focus of the e- Kranti plan is to transform the e-Governance services by expanding the portfolio of Mission Mode Projects (MMPs) in e-Governance under various Government Departments, undertaking Government Process Reengineering (GPR), Cloud Deployment, Mobile enablement and work flow automation.

(b): The funds earmarked for the purpose for e-governance during the last 3 years and the current year are as below:

(c): Under the National e-Governance Plan, it has been planned to provide 252 services under 31 Mission Mode Projects (MMPs) covering various sectors. Out of these, 222 services have been made operational. To support these services at infrastructure level, core Information and Communication Technology (ICT) infrastructure consisting of State Wide Area Networks (SWANs), State Data Centres (SDCs), Common Services Centres (CSCs) and State Services Delivery Gateway (SSDG) have been set up in various States/UTs.

(d): The electronic services are being made available to all the citizens in rural areas through Common Services Centres (CSCs). Currently, 1.36 lakh CSCs are operational across the entire country. Electronic services are also being delivered through the mobile platform.

(e): The e-Kranti component under the Digital India programme envisages expansion of the portfolio of Mission Mode Projects (MMPs) in e-Governance to cover more departments. The various MMPs under e-Kranti have their own plan and schedule of implementation for their projects.

India Post to shake Nationalised Banks and Indian Banking industry


The initiative of India Post to connect Post Offices through Core Banking Solution will shake the banking industry shortly.  Even though Post offices are doing Small saving activities as an agent of Ministry of Finance, they have the potential in terms of deposit backings, wide network across the country and strong employee support to shake the industry.
Post Office Savings Bank (POSB) which is called as Poor’s Bank has the major share of Deposits in India compared to any other banks.  Since India Post is a government Institution working without profit motive, getting the exact figures of deposits and number of account was difficult compared to full-fledged banks with corporate entity.  So till now the actual figure were unknown to everyone.

Now the scenario has been changed when Post Offices started getting migrated to Core Banking Solution.  When a Post Office gets migrated, the exact figures of number of accounts and total deposit amount will be generated.  Through this figures everyone can see the strength of Post Office Saving Bank in India.

India Post successfully migrated its first office to Core Banking in December 2013. Like any others big public sector and private sector banks, India Post is using Finacle, the leading Core Banking Solution from Infosys for their banking renovation.  Now India Post is near to reach its first milestone of 1000 CBS Post Offices in India and expecting this by December 2014. Till 27.11.2014 total of 961 Post offices have been migrated to CBS platform.

India Post is planning to include 25000 plus Post Offices in Core Banking network with in few years.  By this mission all the departmental Post Offices will come under this CBS category Post Offices.  Now itself all these offices are computerised and they are doing banking transactions using Sanchay Post software. Even if we take number as 25000, the figure is not at all a small one when compared to other big nationalised banks.

As per the Annual Report 2013-14 State Bank of India has only 16069 branches including 15869 domestic branches and 190 foreign branches. If we include the branches of Associate banks too, a count of about 5700 more branches will be added to this list.  Even after adding the associate banks to this list SBI have only 21769 branches across the world.  The second largest public sector bank is Punjab National Bank.  They are following far behind with only 6206 branches (6201 domestic branches and 5 foreign branches)

If we take the amount of deposit as criteria, India Post will again be the number one in the industry.  Only 961 Post Offices have been migrated to Core Banking till 27.11.2014, but the value of deposits in these migrated offices crossed Rs. 87204 Crores.  Total of5.51 Crores account have been migrated to this new platform.   This is from only nearly4% of total Post Offices to be migrated to Core Banking.  If we take the proportionate figure, deposits will surely cross 20 Lakh Cores rupees after migration of all computerised Post Offices.  State Bank of India have only deposit of rupees 13.94 Lakh Crores as per annual report 2013-14.  Number of branches and total deposit value of major nationalised banks are shown below for comparative analysis.

Commercial banks are attracting customers by giving value added services like ATM, Debit/Credit cards, Internet Banking, mobile banking, etc. Now most of the people are depending banks for such needs. In order to compete with commercial banks or for attracting new customers or giving more value to their account holders, India Post started various value added services like Internet Banking, ATM, etc. Now the ATM facility is introduced in limited areas but the Department of Post is planning to install 2800 ATMs by the end of 2015.

By the end of 2015 CBS network of India Post may be connected to other banking networks and thereby a Post Office customer can make use of all the facilities (except loans) now a commercial bank customer can enjoy.  If the value added services of India Post is a success, surely it will lose the customers of commercial banks. And in such circumstances people in the rural areas will not approach Banks, normally located in urban or semi-urban areas for transacting in SB accounts.  Now Savings Bank account in Post Office are not attractive only because of lack of availability of value added services like ATM, Debit cards, net banking,etc.  Now Department of Post is taking all efforts to fill this gap occurred in the past. 

Finally expecting that today’s technological renovation of India Post will surely shake Indian Banking industry in near future in various ways.  Let us wait and see.

SPECIAL DEPOSIT SCHEME FOR GIRL CHILD

Central government launches special deposit scheme for the girl child

To help channelise small savings, government has launched a special deposit scheme for girl child -- Sukanya Samriddhi Account-- which can be opened in banks and post offices and half of the funds can be withdrawn for her higher education and marriage.
While the scheme has been notified by the government, the special interest rate applicable to it would be determined later. Under the scheme, an account can be opened in the name of a girl child up to the age of 10 years.
The scheme would mature on completion of 21 years from the date of opening of the account, and deposits can be made till completion of 14 years. The account can be transferred anywhere in India if the girl child shifts to a place other than the city or locality where the account stands.
Further, 50% of the deposit could be withdrawn for the purpose of higher education and marriage of the girl child after she attains 18 years of age, said the notification.
"The account shall be opened and operated by the natural or legal guardian of a girl child till the girl child in whose name the account has been opened, attains the age of 10 years," it added. After attaining age of 10 years, the account holder can herself operate the account.
In the event of death of the account holder, the account would be closed immediately, and the balance at the credit of the account would be paid along with interest till the month preceding the month of premature closure of the account. The scheme is aimed at garnering small savings and channelising them for development of infrastructure.
Recently, the government has relaunched the Kisan Vikas Patra, in which the invested money doubles in 100 months, with the objective of increasing domestic savings.

Acquitted employee entitled to full pay for suspension: CAT

After an acquittal, an employee is entitled to full pay and allowances from his employer and the grounds of acquittal have no bearing on the matter, the Central Administrative Tribunal (CAT) has ruled. 


Aggrieved by the decision of telecom department to withhold his full pay and allowances on the plea that his acquittal was “on the benefit of doubt”, Mohinder Singh (61), a resident of Abohar, had moved the CAT seeking directions to treat his period of suspension of four years as “period spent on duty” thus entitling him to full pay and allowances.

Singh, before superannuation from BSNL on January 31, 2010 was employed in telephone exchange, Abohar, and had been suspended from December 12, 2002 to March 2, 2006 owing to pending graft case against him for allegedly demanding bribe for installing a telephone connection. He was acquitted in November 2005 as the prosecution failed to prove the allegations against him.

Following acquittal, his suspension was revoked and Singh joined duty.

In this case, the CAT has ordered the telecom department to grant full pay and allowance to Singh with 9% interest.

However, following the order of disciplinary authority of the department on December 8, 2011, Mohinder’s period of suspension was treated as period “not spent on duty” because his acquittal was based on “benefit of doubt” and “not on merits”.

The appellant authority dismissed Singh’s appeal following which he moved the tribunal.

Singh had sought quashing of the order and treating suspension as a period spent on duty and that he be granted full pay and allowances terming the order of the department as “misplaced”.

He had challenged the order of general manager telecom Punjab circle Ferozepure, chief general manager telecom and BSNL depriving him of full pay and allowances.

Agreeing with the contentions of Mohinder’s counsel Vikas Chatrath, the tribunal accepted, “An acquittal whether on benefit of doubt or otherwise should lead to the same consequences. Therefore, the applicant is entitled to full pay and allowances for period of suspension ordered only because of the criminal case.”

சென்னை பெருநகர மண்டல தோழர்களுக்கு  அன்பு வணக்கம். கடந்த 28.11.2014 அன்று  PMG, CCR  அவர்களுடன் இரு மாதங்களுக்கு ஒரு முறையிலான பேட்டி   நடைபெற்றது . அதில்  மாநிலச் செயலர்  தோழர். 
J . R . அவர்களும்  மாநில உதவிச் செயலர் தோழர்  S . வீரன் அவர்களும் கலந்து கொண்டனர். 

கூட்டத்தின் முடிவுகள் வருமாறு :-

1.சென்னை பெரு  நகர மண்டலத்தில் , குறிப்பாக தாம்பரம், விருகம்பாக்கம், அண்ணா நகர், எழும்பூர்  அலுவலகங்களில்  ஞாயிறு மற்றும் விடுமுறை தினங்களில் அறிவிக்கப்பட்டுள்ள  துரித அஞ்சல் பட்டுவாடா  ரத்து செய்தல் வேண்டும்.

இது குறித்து  மாநிலச் செயலர் தெளிவான  வாதங்களை எடுத்து வைத்ததன் பேரில் PMG, CCR  அவர்கள்  15 நாட்களை இந்தப் பிரச்சினை தீர்க்கப் படும் என்று உறுதி அளித்தார். 

2.சென்னை பெருநகர மண்டலத்தில் அனைத்து COUNTER  களிலும் அனைத்து சேவையும் வழங்கிட அளிக்கப் பட்டுள்ள  உத்திரவு  ரத்து செய்திட வேண்டும்.

முதற்கட்டமாக அனைத்து CBS  அலுவலகங்களிலும் இந்த உத்திரவு ரத்து செய்யப் படுகிறது. மேலும் CBS  இல்லாத MAJOR  OFFICE  களில்  இந்த உத்திரவு அமலாக்கள் குறித்து உரிய பரிசீலனை  செய்யப் படும்.  

3. தாம்பரம், கோட்டத்தில்  பழுது பட்ட  CASH  COUNTING  MACHINE , FAKE  CURRENCY  DETECTOR . GENERATOR  சரி செய்திட ஆவன நடவடிக்கை கேர்கொள்ளப் படும்.

திருவண்ணாமலை , ஆரணி தலைமை அஞ்சலகங்களில் பழுதுபட்ட  பிரிண்டர்கள்  மாற்றப்படும். இதுபோல அரக்கோணம் , தி. மலை  கோட்டங்களில்  பழுது பட்ட  BATTERY , UPS சரி செய்திட நடவடிக்கை எடுக்கப் படும்.

தி. மலை , அரக்கோணம்  கோட்டங்களில்  REPORT  SHEETS SUPPLY  முறைப் படுத்தப்படும்.

இது தவிர செங்கல்பட்டு கோட்டத்தில் SYSTEM  ADMINISTRATOR  கள்  DEPUTATION  செய்வது குறித்தும், கல்பாக்கத்தில் ஊழியர் பற்றாக்குறை மற்றும் ரயில்வே  RESERVATION  COUNTER  குறித்தும் கடிதம் அளித்து பேசப்பட்டது. 

உடன் உரிய நடவடிக்கை எடுக்கப் படும் என்று PMG அவர்கள் உறுதி அளித்தார்கள்.

மேலும் , வட சென்னை  FORT  ST  GEORGE  அலுவலகத்தில் காசாளர்  பணி  நியமனம்  குறித்தும் , கிண்டி INDUSTRIAL  ESTATE  தோழர். வாசுதேவன்  REVIEW  DPC பிரச்சினை குறித்தும் , அரக்கோணம்  கோட்டத்தின்  தோழர் லெனின் அவர்களின் துணைவியார்  SPOUSE  CATEGORY  TY . TRANSFER  குறித்தும்  விவாதிக்கப் பட்டது.  உடன் உரிய நடவடிக்கை எடுக்கப்படும் என்று PMG அவர்கள் உறுதி அளித்தார்கள்.

இறுதியாக சென்னை பெருநகர மண்டலத்தில்  MINUS  BALANCE  RECOVERY  குறித்து நாம் ஏற்கனவே கடந்த பிப்ரவரி மாதம் கடிதம் அளித்து  அதன் மீது WRITE  OFF செய்திட உறுதி அளிக்கப் பட்டதை சுட்டிக் காட்டி  உடன் நடவடிக்கை கோரினோம்.

அதற்கு PMG அவர்கள்  நம் கடிதத்தின் மீது  உரிய நடவடிக்கை எடுக்கப் பட்டுள்ளதாகவும்  மொத்தம் ரூ 43 லட்சம் WRITE  OFF செய்திட நடவடிக்கை எடுக்கப் பட்டுள்ளதாகவும்  , இதன் மீதான கோப்பு  DTE  ஒப்புதல் பெறப்பட்டு  IFA வுக்கு அனுப்பப் பட்டுள்ளதாகவும் , இதுவரை எந்த ஒரு மண்டலத்திலும் இது போல  அதிக தொகை WRITE  OFF செய்யப் பட்டதில்லை என்றும்  நம் மாநிலச் செயலர் தோழர். J .R . இடமும்  மாநில உதவிச் செயலர் தோழர் வீரனிடமும் தெரிவித்தார்.

நிச்சயம்  இது நமது மாநிலச் சங்க முயற்சிக்கு கிடைத்த மாபெரும் வெற்றியே !
