An All India NFPE Convention will be held on the same day afternoon  in Ambedkar Bhawan, Rani Jhansi Road, New Delhi – 110055 in front of VIDEOCON TOWER [ near Jhandewalan Metro Rail Station].
Dharna before Parliament exclusively on GDS Demands will be held on 27th July as per the call of the AIPEU GDS NFPE in which all NFPE comrades coming to March to Parliament shall also participate.

CMC இன் குளறுபடி ! GROUP 'B' தேர்வில் மாற்றங்கள்

கடந்த 17.07.2012 அன்று GROUP 'B'  தேர்வுக்கான  முடிவுகள் அறிவிக்கப் பட்டன . இதில்  பொதுப் பிரிவில் (GENERAL LINE)  ஆறு LSG எழுத்தர்கள் GROUP 'B' ஆக தேர்வு பெற்றதாக அறிவிக்கப் பட்டது. 


ஆனால்  அந்த ஆறில்  தற்போது  ஆந்திர மாநிலத்தைச் சேர்ந்த இரண்டு பேர்   IPO/ASP  LINE  OFFICIALS என்றும்,  அவர்கள் POSTMASTER HSG I ஆகப் பணி  புரிவதால் அவர்களைத் தவறாக GENERAL LINE இல்  கொண்டு வந்துவிட்டதாகவும்   , எனவே தற்போது அது நீக்கப் பட்டு  GENERAL LINE  OFFICIALS  இருவர்  புதிதாக  பதவி உயர்வு பட்டியலில் போடப் பட்டுள்ள தாகவும் 19.07.2012 இல்  உத்திரவு இடப்பட்டுள்ளது. 


இதே போல தமிழகத்தைச் சேர்ந்த ஒரு  IP LINE OFFICIAL  கூட , அவர் POSTMASTER HSG I  ஆகப் பணியாற்றுவதால் தவறுதலாக  GENERAL LINE இல் போடப்பட்டுள்ளதாக  மீண்டும் புகார் எழுந்துள்ளது ! அதுவும் கூட  மாற்றப்படுமாம் !  அட ராமா !  ஆறு பேரில்  மூன்று  பேரை   தவறுதலாகப் போட முடியுமா ?  இது என்ன GROUP 'B'  தேர்வா ? அல்லது  குலுக்குச் சீட்டா ?  வேடிக்கை அல்ல இது !  விபரீதத்தின்  உச்சம் இது ! 


இன்னும் என்ன என்ன தனியார் கம்பெனிகளுக்கு ஏஜன்சி அடிப்படையில் போகப்போகுதோ ?  உருப்படுமா அஞ்சல் துறை  ?

நமது மாநிலச் சங்கத்தின் மூலம்   ஏற்கனவே  பல பெரு  நகரங்களுக்கு  DEPENDENCY ஆக  உள்ள ஊர்களுக்கு உயர் வீட்டு வாடகைப்படி  வழங்க வேண்டி  மாநிலக் கூட்டு ஆலோசனை குழு கூட்டத்தில் விவாதித்து நடவடிக்கை எடுத்திருந்தோம்.  

அதன் தொடர்ச்சியாக DIRECTORATE க்கு அனுப்பப் பட்ட கடிதங்களுக்கு உரிய நடவடிக்கை வேண்டி நமது அகில இந்திய சங்கம்  தொடர் நடவடிக்கை எடுத்ததும் உங்களுக்கு ஏற்கனவே  தெரிவித்திருந்தோம்.  


இந்த பிரச்சினை  படிப்படியாக தீர்வு காணப் பட்டு வருகிறது.  ஏற்கனவே  ஸ்ரீரங்கம், சேலம் மேற்கு  போன்ற  கோட்டங்களில் உள்ள  சில ஊர்களுக்கு  உத்திரவு பெற்றுத் தந்தோம். தற்போது திருச்சி கோட்டத்தில் உள்ள P. காட்டூர் அலுவலகத்திற்கு  கடந்த மூன்று ஆண்டுகளாக தேங்கிக் கிடந்த உயர் வீட்டு  வாடகைப் படியை  பெற்றுள்ளோம்.  அதில் பணி யாற்றிய ஊழியர்கள்  பல ஆயிரக்கணக்கில்  இதன் மூலம் பணப் பயன் பெறுவார்கள். அதற்கான உத்திரவு நகல் கீழே :- 



Sports Persons in Govt likely to be promoted out of turn if they win a medal in important events


Olympics 2012 is around the corner. Government is too not spared by the euphoria when a grand event such as Olympics coming close . As per reports from various news sources, Central Government has approved a new scheme for encouraging sports persons working for Government of India with out of turn promotions if they win a medal in any of prestigious international sporting events.

It is indicated that prestigious sporting events include Olympics, Common Wealth Games, Asian Games, and World Championships.

If a sports person is breaking a national record in a sports event, it would entitle him out of turn promotion even when he/she breaks the record in any of important domestic events

As far as Team event is concerned, the entire team would be entitled to this promotion. The upper limit of Out of turn promotion has fixed as 3. So a sports person can get three out of turn promotion in his service.

Report also suggests that as far as athletics is concerned most of the persons who participate in the Olympics 2012 (64 of total 81) are either serve for Government or Public Sector Undertakings. So, if the expected scheme is announced before start of Olympics it would surely boost the morale of the sports person.

Until now, there is no existance of common policy for giving out of turn promotion to Sports persons in Government Service.

ATLAST GOVT PROPOSED TO RAISE CGEGIS COVERAGE


மத்திய அரசு ஊழியர்களின் குரூப் இன்சூரன்ஸ் PREMIUM  தொகையும்  அதற்கான  INSURANCE COVERAGE  தொகையும் உயர்த்தப்படவே இல்லை  என்பதும் , குறைந்த பட்சம் ரூ. 5,00,000/- ஆகவாவது உயர்த்தப் படவேண்டும் என்பது நமது நீண்ட நாளைய கோரிக்கை.  தற்போது  மத்திய அரசு இதனை ஏற்றுக் கொண்டு  நிறைவேற்றுவதாக  பதில் அளித்துள்ளது.  பார்க்க கீழே  இதற்கான செய்தி :-

After a long wait, Government has proposed to the subscription amount and the Insurance Cover under Central Government Employees Group Insurance Scheme (CGEGIS).

Last revision in the Insurance cover and subscription amount was made way back in the year 1990. However, this Scheme was not at all reviewed by Government thereafter while two pay commissions (5th and 6th) have been implemented in the mean time.

Now, Government given some positive signals for the revival of the scheme.

Department of Expenditure, Ministry of Finance has replied to the JCM NATIONAL COUNCIL that increase in the rate of monthly subscription and amount of insurance cover under the Central Government Employees Group Insurance Scheme is under the consideration of the Ministry of Finance.

These are the details of CGEGIS presently provided by Government.
It came into force from 1st January,1982, and provides employees either the life insurance cover in the case of death during service or a maturity amount in the case of retirement from service.
A portion of the subscription is credited to Insurance Fund and the other portion to the Savings Fund in the ratio of 3:7. The Savings Fund will earn interest at the prescribed rate to be compounded quarterly.
Monthly subscription, life insurance sum assured and Maturity amount applicable for different cadres are as follows

Features of this Scheme:
  • On Resignation/Retirement :- Amount of subscription credited to the Savings Fund along with interest thereon will be paid to the employee.
  • On Death : Amount of insurance cover of the group to which he belongs on the date of death and the accumulation in Savings Fund will be paid to his nominee/heirs.
  • If an employee dies before he was enrolled as a member (i.e. between the date of his joining service and the following Ist January), only the insurance amount will be paid to the nominee/heirs.
  • Employee can assign the insurance cover and accumulation in the savings fund to a recognized financial institution, for obtaining housing loans. However, no loans/advance or withdrawals are permitted from Insurance Fund/Savings Fund.
  • The amount of subscription is eligible for Income Tax Rebate u/s 88 of IT Act

Central Government Employees’ Group Insurance Scheme (CGEGIS) is the only Life insurance cover sponsored by Central Government as of now for its employees.



The maximum sum assured in the event of death in this scheme is Rs.1,20,000. Remember, this amount is applicable for Group A Officers only. Group B, C and D Officers are entitled for a sum assured to the extent of Rs.60,000, 30,000, and Rs. 15,000 respectively.


Can we stoutly say our life is sufficiently covered under CGEGIS with this meager insurance amount? One of the basic personal finance principles as far as Insurance concerned is under-insurance at times leaves no trace of insurance when it fails to serve the purpose for what it was effected. This is because insurance on Human Life should be sought keeping in mind, the financial loss that the family would suffer in the absence of insured person.


One might ask why Central Government Employees should depend on Group Insurance Scheme (CGEGIS) when he is not barred from insuring his life on his own by opting for insurance policies offered by LIC or other private Insurance Companies.


But, wise men would always advocate in favour of Group Insurance only because of the advantages of getting insured as a group. Especially, Group insurance plans have low premiums. Such plans are particularly beneficial to those for whom other regular policies are a costlier proposition.


Moreover, Group Insurance Premiums are based on head count of the group insured. Obviously, When the group sought to be insured is having more number of employees premium collected per employee would get substantially reduced.


The real advantage of Group Insurance that More Insurance Cover a lesser premium can be enjoyed by the employees if Government reviews the existing CGEGIS and makes some small changes such as providing enhanced Insurance cover after reasonably increasing the premium per head.


To commensurate with the present inflationary trend, a reasonable minimum Insurance cover under CGEGIS has to be fixed, say Rs.5 lakhs.


From the employees side, justifiable increase in the premium by the government for providing adequate insurance cover should readily be accepted as the premium we pay for the existing Group Insurance is very negligible. Government can not provide a decent insurance cover with the such a small premium we pay now.


Under the existing CGEGIS the premia is Rs.10 per month for Rs.10,000 sum assured. This rate is more or less equivalent to the rate of premia for the sum assured pertaining to Group Savings Linked Insurance Scheme offered by LIC of India. But the major difference is Life Insurance cover offered by LIC under this Group Insurance Scheme is considerably higher. Hence, the Group Insurance offered by LIC could be taken as a benchmark for revising CGEGIS.


To conclude, there is an immediate need in revising CGEGIS to provide for more insurance cover as the existing scheme was devised almost 30 years back after which three pay commissions were formed by Government for revision of salary and allowances.

NATIONAL ANOMALY COMMITTEE MEETING - RESULTS

OUTCOME OF THE  MEETING
The 4th meeting of the National Anomaly Committee was held on 5th January, 2012. All the items could not be discussed on that day. The meeting was postponed and the same was held today on 17th July, 2012. The gist of discussions and decisions are given hereunder.
Item No.1. Pay band of the merged pay scales: The demand to reconstruct the pay band in respect of merged pay scales (S8 to S10) by multiplying the minimum of the highest pay scales (6500-10,500) with 1.86 by virtue of which the pay band will commence with Rs. 12100 instead of 9300 is not agreed and as per the scheme disagreement has been recorded.


Item No.2. Extending the date for exercise of option: Extending the date for exercise of option to come to the new pay scale as also to the next increment date on promotion was discussed at length. While the official side will agree to reopen the promotional cases where such change of option becomes necessary on account of an unforeseen event, the question of extending the date in general will have to be examined. In the case of necessity to change the option once exercised in view of the recent order on increment was raised by the Staff Side. The Official side agreed to issue a clarificatory order.
Item No. 3. Special allowance and qualification pay: Order has been issued in respect of Auditors. In respect of SAS passed hands necessary orders will be issued shortly.
Item No.4. Fixation of pay in respect of Direct recruitees and promotees: The official side agreed to consider grant of entry pay in all such cases, wherever the RR provides for direct recruitment.
Item No.5. Date of next increment: Orders have already been issued. Item is treated as settled.
Item No. 6. Grant of minimum pay of Rs. 5200 +1800 to temporary status employees: Orders issued.
Item No. 7. Grant of revised allowance with effect from 1.1.2006: The item has been withdrawn after discussion.
Item No. 8. Transport allowance: The revision of transport allowance was not agreed upon. However, taking a percentage of the TA for the purpose of OTA and grant of a portion of the TA in respect of persons on tour for more than one month at a stretch will be considered.
Item No. 9. Doubling the Existing risk and patient care allowance: The matter has been submitted to the Cabinet for its approval and orders are likely to be issued shortly. The Staff side raised the issue of doubling the daily allowance on tour. The Official side agreed to examine this matter also.
Item No. 10. Parity in Pension to pre 2006 retirees: The matter is sub-judice. Therefore it could not be discussed.
Item No.11. Commutation of pension: The difference in the application of commutation table between the pre-2006 and post 2006 retirees was discussed. It has been agreed that the difference would be quantified with reference to certain cases as an example. If it has no implication on the post 2008 retirees, the Govt. may consider the acceptance of the demands of the Staff in the matter.
Restoration of commuted value of pension after 12 years instead of 15years would be considered in the light of the Supreme Court judgement of 1996, a copy of which would be made available to the Staff Side.


Item No.12. Grant of Rs. 5400/- to the Assistant Accounts and Audit Officers: To be discussed with the JS(per)/JS(E) separately. The date of the meeting will be fixed soon.
Item No.13. Revision base index for DA: The Staff Side will be provided with the computation made by the 6th CPC in the matter and on the basis of the same the issue will be discussed further.
Item No.14. Child Care leave: Orders issued. Item treated as settled.
Item No.15. Income criterion for dependency of parents: The item is dropped after discussion.
Item No. 16. Revision of Grade Pay fixation: After discussion, the item has been dropped.
Item No. 17. Reconstruction of Pay bands: dropped.
Item No. 18. Fixation of pay on promotion to the post carrying same grade pay and PB:   Agreed to grant one increment.
Item No. 19. All MACP items: will be discussed further in the subcommittee on 27th July, 2012.
Item No.20. Anomaly in the grade pay of Library information Assistants: The official side will consider the issue in consultation with the Ministry of Culture and take appropriate decision before the next meeting.
Item No.21. Anomaly in pension of those in receipt of stagnation increments in the pre revised scales of pay: The inclusion of stagnation increment for the purpose of fixation of pay in respect of the persons retired between 2006 and 2008, if not done, will be examined and suitable orders issued.
Item No.22. Anomaly in the pay scales of Stenographers of field offices with reference to Central Secretariat: It was pointed out that Senior PS in the field offices were on identical pay scale of PPS of the Central Secretariat and therefore, they must be granted grade pay of Rs. 5400 in PB3. They have agreed to grant Grade pay of Rs. 5400 in PB.2 applicable to the field offices. In respect of parity with Central Sectt, the proposal of Railway Board will be expeditiously examined by the Finance Ministry and suitable orders issued.
Item No.23.Date of Annual increment in EOL cases: Orders were issued earlier and the matter is treated as settled. The Staff Side raised the issue of denial of encashment of earned leave and half pay leave for industrial employees. The official side agreed to issue clarificatory orders in the matter.
Item No. 24. Parity of PB and Grade pay for Official language personnel with the Central Sectt: The official side said that orders have already been issued. Wherever, the same is not implemented or different decision taken, the same may be brought to the notice of the Department of Expenditure for appropriate decision. The proposal sent by the Railway Board will be considered separately.

சென்னை CPMG  அலுவலக வாயிலில் , சென்னை பெருநகர கோட்ட சங்கங்களை ஒன்று திரட்டி , மாநிலச் சங்கத்தின் சார்பில்  மாபெரும்  உணவு இடைவேளை கண்டன ஆர்ப்பாட்டம் நடைபெற்றது.  மாநிலத் தலைவர்   தோழர். J.  ஸ்ரீ வெங்கடேஷ்  தலைமை வகித்தார் .மாநிலச் செயலர் தோழர் J.R. ஆர்பாட்டத்தின்  நோக்கம் குறித்தும், பிரச்சினை  தீர்க்கப் படவில்லையானால், அடுத்த கட்டப் போராட்டம்  தொடரும் என்றும் , இது மேலும் விரிவு படுத்தப் படும் என்றும்   விளக்கிப் பேசினார்.

இறுதியாக மாநில உதவித் தலைவர் தோழர். வெங்கட்ராமன் அவர்கள் நன்றி கூற ஆர்ப்பாட்டம்   சிறப்பாக முடிவுற்றது.  ஆர்ப்பாட்டக் கூட்டத்தில்  சென்னை  பெருநகரத்தில் உள்ள பெரும்பான்மையான  கோட்ட/கிளைச் செயலர்களும் , இதர பொறுப்பாளர்களும்  மற்றும் 150 க்கும் மேற்பட்ட தோழர்களும் , தோழியர்களும் கலந்து கொண்டு சிறப்பித்தார்கள் . கூட்டத்தில் கலந்துகொண்ட அனைவருக்கும் , ஆதரவு நல்கிய அனைத்து மாநிலச் சங்கங்களுக்கும் , அது போல மாநிலத்தின்  பல்வேறு பகுதிகளில் , இந்த அறைகூவலை ஏற்று ஆர்ப்பாட்டம் நடத்திய அனைத்து கோட்ட/கிளைச் சங்கத்தின்  பொறுப்பாளர்களுக்கும்  மாநிலச் சங்கத்தின் நெஞ்சார்ந்த நன்றி.

STATE WIDE DEMONSTRATION ON 16.07.2012- BE PREPARED

தமிழகம் தழுவிய அளவில் அனைத்துக் கோட்ட /கிளைகளிலும் 
கண்டன ஆர்பாட்டம் 

சேலம் மேற்கு கோட்டக் கண்காணிப்பாளரின் தொழிலாளர் விரோத, தொழிற்சங்க விரோதப் போக்கைக்  கண்டித்தும், 

 ஊழியர்கள் மீது காழ்ப்புணர்ச்சியில் எடுக்கப்பட்ட பழிவாங்கும் நடவடிக்கைகளை ரத்து செய்திடக் கோரியும், 

போலி ரசீது தயாரித்துக் கொடுத்து முறைகேடாக பெற்ற பணம் 
ரூ 1,40,000.00 –த்தை உடனடியாக அவரிடமிருந்து பிடித்தம் செய்யவும், 
அவர் மீது ஒழுங்கு நடவடிக்கை எடுக்கக்கோரியும், 

தொழிற்சங்கம் அளித்த புகார்கள் மீது இதுவரை எவ்வித நடவடிக்கையும் எடுக்காத நிர்வாகத்தை  கண்டித்தும்,

எதிர்காலத்தில்  ஊழியர் விரோத/ஊழல் அதிகாரிகளைக் 
கண்டித்து நடைபெறும் எந்தப் போராட்டத்திற்கும்  இது ஒரு 
முன்னோட்டமாக இருக்க வேண்டும் . எப்போதும் போல , 
பிறகு பார்த்துக் கொள்ளலாம் என்று இருக்காதீர்கள் ! அப்படி 
இருந்தால் அது நமது  ஒற்றுமைக்குக் கேடு !

SOME IMPORTANT CASES TAKEN UP BY CIRCLE UNION

Respected Madam,
               Sub:  Consideration of request  transfers – Case of Postmaster Grade I officials – Reg.
               Ref:   Four Monthly  meeting  subject  taken  by  our  Circle Union  and  reply  thereof.
                                                                                                                ….. 
Kindly refer  to the   subject  matter  placed in the  Four Monthly meeting  held with our Circle Union on 20.02.2012. We have  discussed at length about the  untold sufferings  of the  Postmaster Grade  I officials , who were posted in  far off   places, even without getting  any monetary benefit  and we were assured  then, to consider the cases,  during the  course  of   declaration of  the next  examination  results.

You may aware that

1 )  they are losing  higher  rate  of HRA .
2)   they have been  transferred  and  posted   to a far off  place more  than 300 /400  kms away
      from their  residence.
3)   they have  left  their  family  in the middle of the academic year.
4)   they  have to maintain two establishments  at   the  same time.
5)   they  have  to occupy  the  quarters  there,  even without  their  family  and  thereby  losing  the
       lower  rate  of  HRA also.
6)   they are not  getting even  promotional  pay benefit, since  most of them  are already  
      crossed  the  next grade  pay  due to their  acquiring  of   MACP I/ MACP II.
7)    they  were not even allowed  to  decline  their promotion, before  their   date of  joining , 
       which is  permissible  under  the  basic  rules  of  the  Department.

Hence their position is pathetic and  nothing could be explained through words,  for the simple reason that  they have passed  the   Postmaster Grade  I  examination  unknowingly.

Hence, we request  your  goodself,  to consider  their  cases  of transfer  at least  by now,  relaxing the periodicity, since  the   results of the  next  Postmaster Grade I examination is   declared   and many juniors  have to be posted in the   present  vacancies.

         Sub:  Redeployment of justified GDS SV posts   at  Mayiladuturai HPO unit  under Mayiladuturai
                  Division by the  SPOs., Mayiladuturai  - Request  to restore the  position – Reg.
         Ref: 1. Dte. letter No.6-24/2010-PE-II dt. 21.07.2010

With reference to the  letters and  minutes copies  cited,  it has been discussed at length in the bi- monthly meetings, RJCM meeting  and  in resonance with the  Dte. letter   , it is accepted and  given  in writing that  no   justified GDS SV posts  would be  redeployed .

But  in case of  Mayiladuturai  Division  though  the  available  two GDS SV posts  at Mayiladuturai HPO are amply justified, they were  ordered  for redeployment .   For eg.    a  test check figure is  given for your kind  perusal.

On a random check , it may be observed that   both the posts  are covering a work load  of  more than 7 hours per day in total,  and  they are  found to be amply  justified.  If the   posts are  redeployed and  the work is  attached with the MPCM  counter,  the  existing staff  would suffer a  lot, since  they are already overburdened due to extension of business hours  upto 05.00 PM  on all working days and  extension of speed post booking upto 08.00 PM.  They  would suffer  like slaves  and  they could not able  to   attend  even  their  family  duties.

On these  grounds ,  our Circle Union  requests  the personal intervention of the PMG, CR to  kindly look into this  case  and  a kind review  may  be  ordered  for  six months   from  this  month  onwards  , so as   to assess  the  work load  afresh  and   decision may kindly be taken  on the basis of   the   actual work load  assessed .

Till such time  , these  posts may kindly be ordered  to be restored  immediately.
