Sir,

            In accordance with the provisions of Sub Section (1) of Section 22 of the Industrial Disputes Act, 1947, we hereby notify that all the Postal/RMS/MMS/Administrative & Postal Accounts Employees and the Gramin Dak Sewaks which are affiliated to Confederation of Central Government Employees & Workers will go on one day strike on 12.12.2012. The demands for acceptance of which the employees embark upon One Day Strike are detailed in the Charter of Demands enclosed.

CHARTER OF DEMANDS

1.       Appoint Seventh Pay Commission for revision of wages of Central Government Employees including Gramin Dak Sevaks from 01.01.2011.

2.       Grant merger of 50% DA to all including Gramin Dak Sevaks from 01.01.2011.

3.       Remove restrictions on Compassionate appointments.

4.       Departmentalization of GDS and grant them all benefits of regular employees. Revise cash handling norms; withdraw open market recruitment in Postmen/MTS, Grant full protection of TRCA. Grant Time bound promotions. Implement Medical reimbursement Scheme etc.

5.       End Bonus discrimination and enhance the bonus ceiling of GDS to 3500/-

6.       Regularize the Casual, Part-time, contingent employees and grant revise pro-rata wages from 1.1.2006.

7.       Revise Overtime allowance and Night Duty allowance.       

8.       Stop downsizing, outsourcing, Contractorisation and privatization.

9.       Grant Five promotions to all.

10.     Implement all Arbitration awards.

11.     Ensure prompt functioning of JCM at all levels.

12.     Withdraw PFRDA Bill.

13.     Stop price rise and strengthen public distribution system.

14.     Withdraw all trade union victimization.

15.     Enact laws to grant Right to Strike to Government employees.

Notice for 12th December 2012 All India Strike of Central Govt. Employees will be served to the Cabinet Secretary by Confederation and to the Secretary, Department of Posts by NFPE on 19th November 2012. Draft copy of the strike notice will be exhibited in websites shortly.

You are requested to organise mass demonstrations of employees and serve a copy of the strike notice to all Circle/Regional/ Divisional heads on 19.11.2012. Wide publicity may be given among employees and also in print and electronic media, regarding serving of strike notice for the 12th December 2012 strike. 12.12.2012 STRIKE MEETINGS - 19.11.12 DEMONSTRATION

அன்புத் தோழர்களே  வணக்கம்.

ஏழாவது ஊதியக்குழு, 50% பஞ்சப்படி அடிப்படை ஊதியத்துடன் இணைத்தல், 5 கட்ட பதவி உயர்வு  உள்ளிட்ட 15 அம்சக் கோரிக்கைகளை  வலியுறுத்தி  எதிர் வரும் 12.12.2012 அன்று  நடைபெற உள்ள அனைத்து மத்திய அரசு ஊழியர் களின் வேலை நிறுத்தத்தை ஒட்டி நாடு தழுவிய அளவில்  மண்டல  வாரியாக ஆயத்தக் கூட்டங்கள்  நடத்திட நமது  சம்மேளனம் மற்றும் அகில இந்திய சங்கங்கள் தாக்கீது  அனுப்பியுள்ளன.

அதன் படி  கீழ்க் கண்ட தேதிகளில்  நான்கு மண்டலங்களிலும்  ஆயத்தக் கூட்டங்கள் நடைபெறும் . எனவே  இதற்கான  ஏற்பாடுகளை  நான்கு மண்டலங்களிலும் உள்ள  மாநிலச் சங்க நிர்வாகிகள், தலைமட்ட கோட்ட/ கிளைச் செயலர்களுடன் கலந்து கொண்டு , தல மட்டத்தில் உள்ள NFPE  இன் உறுப்புச் சங்கங்களின் பொறுப்பாளர்களையும்  ஒருங்கிணைத்து  மிகச் சிறப்பாக கூட்டங்களை  நடத்திட வேண்டுகிறோம். ஒவ்வொரு மண்டலத்திலும் உள்ள கோட்டங்களில் இருந்து  அதன் பொறுப்பாளர்கள் ஊழியர்களைத் திரட்டிட வேண்டுகிறோம்.

தமிழ் மாநில  இணைப்புக் குழு சார்பாக  இது சம்பந்தமாக  சுற்றறிக்கை  அனுப்பப் படும்.  அதே போல  அனைத்து கோட்ட/கிளைகளிலும்  சுற்றறிக்கை வெளியிட்டு  அதன் நகலை அனைத்து உறுப்பினர்களுக்கும், மாநிலச் செயலருக்கும்   அனுப்பிட  வேண்டுகிறோம்.

இன்றைய தேதியில் இருந்தே  ஒவ்வொரு கோட்ட/ கிளைகளிலும்  வேலை நிறுத்த  ஆயத்தக் கூட்டங்கள்  நடத்தி  ஊழியர்கள் மத்தியில்  போராட்ட உணர்வை ஏற்படுத்த வேண்டுகிறோம். நவம்பர் இறுதிக்குள் முடியும் வண்ணம்  வேலை நிறுத்த ஆயத்த பணிகளை  விரைவு படுத்திட வேண்டுகிறோம்.

எதிர் வரும் 19.11.2012 அன்று  வேலை நிறுத்தத்திற்கான  சட்ட பூர்வமான  நோட்டிசை அனைத்து மத்திய அரசு ஊழியர் அமைப்புகள் மூலம் அவரவர்கள்  இலாக்காகளில்  அளிக்க உள்ளனர்.  NFPE  சார்பில் அனைத்து பொதுச் செயலர்களும் DG  அலுவலகம் முன்பாக மாபெரும்  ஆர்ப்பாட்டம் நடத்தி  வேலை நிறுத்த நோட்டிசை  இலாக்கா முதல்வருக்கு அளிக்க உள்ளார்கள்.

அதே தேதியில்  மாநிலங்களிலும்  அனைத்து மாநிலச் செயலர்களும்  உணவு இடைவேளையில்  ஆர்ப்பாட்டம் நடத்தி  வேலை நிறுத்த நோட்டிசை CPMG  இடம் வழங்க உள்ளார்கள்.

எனவே  எதிர்வரும் 19.11.2012 அன்று அனைத்து கோட்ட/ கிளைகளிலும்  மாபெரும் ஆர்ப்பாட்டக் கூட்டங்களை  நடத்திட வேண்டுகிறோம்.  பத்திரிகை , தொலைகாட்சி  நிருபர்களை அழைத்து  செய்திகளை வெளியிடச் செய்திட வேண்டுகிறோம்.

போராட்ட களம் நோக்கி புயலென புறப்படுவீர் ! மத்திய அரசு ஊழியர்களுக்கு  ஒரு முன் மாதிரியான இயக்கம்  இதுவென  காட்டுவீர் ! 1960 , 1968 ஊதியக் குழுக்கான போராட்டங்களில்  NFPE  முன் நின்றதுபோல  தற்போதும் சரித்திரம் படைப்போம்!

Secretaries to the Government of India and Financial Advisers are requested to ensure strict compliance of the above instructions. sd/- (R.S.Gujral) Finance Secretary Source: www.finmin.nic.in கோட்ட/ கிளைச் செயலர்களே உங்கள் பார்வைக்கு :- SHORTAGE  OF  STAFF  :  A REVIEW :- 2006, 2007  மற்றும் 2008 ஆண்டுகளில் SCREENING COMMITTEE SCRAP  செய்யப் படுவதற்கு முன்னர் 'DEEMED TO HAVE BEEN ABOLISHED'  என்று  குறிக்கப்பட்டு , ஆனால் இன்னமும்  ABOLISH  செய்யப் படாமலும் , நிரப்பிட  DOPT  யில் இருந்து அனுமதி  பெற முடியாமலும்  'SKELETON'  இல் வைத்திருக்கப் பட்டுள்ள  ஆயிரக்கணக்கான  பதவிகள் மேலே கண்ட மத்திய அரசின் நிதி அமைச்சக உத்திரவின் மூலம்   இனி நிரப்பப் பட வாய்ப்பே இல்லாமல்  போய்விடும் .   இந்தக் காலியிடங்கள் தான், பல கோட்டங்களில்   CURRENT YEAR VACANCY  ஐ தவிர்த்து , SANCTIONED STRENGTH க்கும்  WORKING STRENGTH க்கும்  வித்தியாசமாக உள்ளது என்பதை  பல தோழர்கள் அறியாமல்,  காலியிடங்கள் நிரப்பப் படவில்லை என்று கூறி வருகிறார்கள்.  13.10.2010 வேலை நிறுத்த ஒப்பந்தத்தின் அடிப்படையில் , 2010, 2011 இல் நடைபெற்ற  RECRUITMENT  களில் DIRECT RECRUITMENT,  RESIDUAL VACANCY, LGO EXAM, SC/ST  BACK LOG VACANCIES,  PH/OH VACANCIES என்று  இதுவரை எழுத்தரில் மட்டும் மொத்த ஊழியர் எண்ணிக்கையில்    33%  பணியிடங்கள் தமிழகத்தில்  நிரப்பப் பட்டுள்ளன.  இந்த ஆண்டுக்கான  RECRUITMENT இல்   தமிழகத்தில் கிட்டத்தட்ட மொத்த எழுத்தர்  எண்ணிக்கையில்  12% பதவிகள் மேலே கண்ட இனங்களில்  நிரப்பட  முறையான  காலியிட  அறிவிப்பு வெளியிடப் பட உள்ளது .அதாவது அனைத்து காலியிடங்களும்  நிரப்பப் பட உள்ளன  இதனையும் மீறி , 2006, 2007  மற்றும் 2008 க்கான  SCREENING COMMITTEE VACANCIES தான்  மீதமுள்ள காலியிடங்கள் ஆகும். இவை தவிர , வேலைப்பளு  அதிகமாக உள்ளதன் காரணம் ,  எந்தவித  வேலை நிர்ணய புள்ளி  வரையறைக்குள்ளும்  வராத  AGENCY  பணிகளை நாம் செய்து வருகிறோம்.இதற்கு ஈடாக  , நமது  இலாக்காவுக்கு  COMMISSION  ஆகப் பெறப்படும் தொகையில் 25% தொகையை, இந்த  AGENCY  பணிகளைப் பார்க்கும் ஊழியருக்கு  INCENTIVE  ஆகா வழங்கிட உத்திரவு பெற்றுள்ளோம். இதை தமிழகத்தில் நடைமுறைப் படுத்தவில்லை என்று  பல கோட்டங்களில் , புகார் அளிக்கப்பட்டதை CPMG அவர்களிடம்  மாநில கூட்டு ஆலோசனைக் குழுக் கூட்டத்தில் வைத்துப் பேசி அதற்கான உத்திரவையும் பெற்றுத் தந்துள்ளோம். இது பின்னர் CCR, CR,SR  மண்டலங்களில் BI-MONTHLY MEETTING களிலும் வைக்கப் பட்டு மீண்டும்  தலைமட்ட உத்திரவுகள்  இடப்பட்டுள்ளன. அந்த BI-MONTHLY MEETING MINUTES நகலும் நம் வலைத்தளத்தில் பிரசுரிக்கப்பட்டு , மீண்டும் அதன் நகல் கோட்ட/கிளைச் செயலர்களுக்கு அனுப்ப பட்டுள்ளது.   என்பதை நினைவு கூர்கிறோம்.   RPLI  பகுதியில், PLI  பகுதியில்.  புதிய  பணி  நியமன ஆணை எதுவும் மத்திய அரசில் வழங்கிட வில்லை. எனவே  அந்தப் பணியிடங்களுக்கான  அதிகப்படியான வேலைப்பளுவும்  நம்மிடையே கூடியுள்ளது. புதிய பணியிட உருவாக்கத்திற்கு (CREATION OF POSTS)   மத்திய அரசில்  தடை  அனைத்து துறைகளுக்கும் இருப்பதால் , இந்தப் பிரச்சினையில் ஒரு தேக்க நிலை உள்ளது. இந்த நிலையில்தான்,  மாநில அளவில்  எடுக்கக் கூடிய நடவடிக்கைகளை  இடைவிடாது மாநிலச் சங்கம் செய்து வருகிறது  என்பதை  அன்புடன் தெரிவித்துக் கொள்கிறோம்  இதே பிரச்சினையில்  ரயில்வேயில் என்ன நிலை என்பதைப் பார்த்தால் இன்றுள்ள மத்திய அரசின்  சூழலில் , நாம் எவ்வளவு  ADVANCED  ஆக  உள்ளோம்  என்பது உங்களுக்குப் புரிய வரும் . கீழே பார்க்க ரயில்வேயில் அங்கீகாரம் பெற்ற  பெரிய சம்மேளனமான NFIR   பொதுச் செயலரின் கடித  நகல் :- NFIR National Federation of Indian Railwaymen (Affiliated to Indian National Trade Union Congress) No.II/1A/Pt.17 Dated : 03/11/2012 The Member Staff, Railway Board, NEW DELHI. The NFIR desires to add that the extant instructions of the Railway Board have banned the intake in the Clerical Cadre even through Compassionate Ground appointments where female wards/widows of the Railway employees are not at all being considered. The General Managers for the purpose expect justification from the DRMs/Heads of Units, consequently the clerical posts are either lying vacant or surrendered in the mid and at the end of every financial year without caring the consequences of shortage. This situation is really alarming and if the Railway Board's order continues for some more years there might be no clercial staff to even proces the papers what to speak of noting/drafting duly connecting instructions/rules, more particularly in Accounts and Personnel Departments of Railways. NFIR, therefore, makes the following suggestions :- (i) Freezing of 25% posts in Clerical Cadre in GP Rs.1900 and Rs.2800 should be lifted with immediate effect, (ii) The condition laid down in Baord's letter for considering compassionate appointment to wards of deceased/medically invalidated (who possess grdauate qualification) be removed. NFIR urges the Railway Board (MS) to kindly consider the above suggestions and see that revised instructions are issued, duly endoring copy to the Federation. We Demand:

1.   Appoint Seventh Pay Commission for revision of wages of Central Government Employees including Gramin Dak Sevaks from 01.01.2011.

2.   Grant merger of 50% DA to all including Gramin Dak Sevaks from 01.01.2011.

3.   Remove restrictions on Compassionate appointments.

4.   Departmentalization of GDS and grant them all benefits of regular employees. Revise cash handling norms; withdraw open market recruitment in Postmen/MTS, Grant full protection of TRCA. Grant Time bound promotions. Implement Medical reimbursement Scheme etc.

5.   End Bonus discrimination and enhance the bonus ceiling of GDS to 3500/-

6.   Regularize the Casual, Part-time, contingent employees and grant revise pro-rata wages from 1.1.2006.

7.   Revise Overtime allowance and Night Duty allowance.       

8.   Stop downsizing, outsourcing, Contractorisation and privatization.

9.   Grant Five promotions to all.

10. Implement all Arbitration awards.

11. Ensure prompt functioning of JCM at all levels.

12. Withdraw PFRDA Bill.

13. Stop price rise and strengthen public distribution system.

14. Withdraw all trade union victimization.

15. Enact laws to grant Right to Strike to Government employees.
