NOTICE

Notice under Article 25 of the Constitution of All India Postal Employees Union Group 'C' read with Article 20(a) and 22 ibid is hereby given that 30^th All India Conference of this Union will be held at Baba Saheb Bhimrao Ambedkar Vishwa Vidyalaya, Vidya Vihar, Raebareli Road, Lucknow – 226026 (Uttar Pradesh) from 4^th June 2015 to 7^th June 2015.

The following shall be the items of Agenda for the All India Conference:-

1.       Confirmation of the proceedings of the 29^th All India Conference held at Thiruvananthapuram (Kerala) in March 2013.

2.       Consideration and adoption of Biennial Report.

3.       Consideration and adoption of the Audited Accounts 2012-13, 2013-14 & 2014-15.

4.       Adoption of Budget Estimates for the next session.

5.       Organisational Review:-

(i)     Organisational position/Local agitations at all levels.

(ii)   Review of present membership & evolving strategies to improve membership.

26.03.2015 தமிழகம்  தழுவிய  வேலை நிறுத்தம்  மாபெரும் வெற்றி !

போராடிய நிர்வாகிகளுக்கும் தோழர்கள் தோழியர்களுக்கும்  தமிழ் மாநில NFPE  இணைப்புக் குழுவின்  நெஞ்சார்ந்த நன்றி !

அன்புத் தோழர்களுக்கும் தோழியர்களுக்கும்  அனைத்து சங்கங்களின் நிர்வாகிகளுக்கும்  தமிழ் மாநில  இணைப்புக் குழுவின் சார்பில்  முதலில் நெஞ்சார்ந்த  நன்றியைத் தெரிவித்துக் கொள்கிறோம். ! 

அடக்கு முறைக்கு எதிராக, அதிகார அத்து மீறல்களுக்கு எதிராக, தொழிற் சங்க உரிமைகள் பறிக்கப்படுவதற்கு எதிராக , தொழிற்சங்க  பழி வாங்கும்  நடவடிக்கைகளுக்கு எதிராக , அடிப்படை பணியிட வசதிகள் மறுக்கப்படுவதற்கு எதிராக,  CBS /CIS குளறுபடிகளுக்கு  எதிராக, நீண்ட காலமாக தேங்கிக் கிடக்கும்  ஊழியர்களின் பிரச்சினைகளை தீர்த்து வைத்திட  தமிழகம் தழுவிய அளவில்  NFPE  பேரியக்கத்தின் அனைத்து  9 உறுப்பு சங்கங்களும்  ஒரு நாள் வேலை நிறுத்தம் செய்திட  கொடுத்த அறைகூவல் மாபெரும் வெற்றி பெற்றது !

இது  தமிழக  அஞ்சல் தொழிற்சங்க வரலாற்றில் ஒரு சிறப்புப் பதிவு !இப்படி  தமிழக பிரச்சினைகளுக்காக  NFPE  சங்கங்கள் அனைத்தும் இணைந்து  ஒரு வேலை நிறுத்தத்தை வெற்றிகரமாக நடத்தியது  கடந்த 30 ஆண்டுகளில் இல்லாத  ஒரு சிறப்பு ! கடந்த 30 ஆண்டுகளில் இல்லாத ஒரு  தொழிற்சங்க வரலாற்றுப்  பதிவு ! இந்த ஒற்றுமை என்ன விலை தந்தேனும்  கட்டிக் காக்கப்படவேண்டும் !  

அரசு மற்றும் நிர்வாக இயந்திரங்களின்  சட்ட விரோத , தொழிலாளர் விரோத  , அதிகார  அத்து மீறல்களுக்கு எதிராக  நிச்சயம்  நாம் தொடர் போராட்டங்கள் நடத்த வேண்டிய  சூழல்  இன்று  பெருகி வருகிறது. தொழிலாளர் நல  ஆணையம் முன்பாகக் கூட பேச்சு வார்த்தைக்கு மறுக்கும்  மாநில  நிர்வாகம் ஒரு புறம், அரசு ஊழியர்களை  கொத்தடிமைகள் போல நினைத்து  சட்டங்களை  குப்பையில் தூக்கி எறிந்து காட்டு தர்பார் நடத்தும்  திண்டுக்கல்  கோட்ட அதிகாரி போன்ற  பல குட்டி அதிகாரிகள் மறுபுறம் . 

இந்த நிலை  மாநில  நிர்வாகத்தால்  மாற்றப்பட வேண்டும் . அல்லது  தொடர் போராட்டங்கள் மூலம் நாம் மாற்றியாக வேண்டும் . தொழில் அமைதி காக்கப்பட வேண்டும். அரசு ஊழியர் அடிமையல்ல என்பது  உணர்த்தப்பட வேண்டும் . அரசாங்க இயந்திரம்  ஒரு  MODEL  EMPLOYER  என்ற அரசியல் அமைப்புச் சட்ட விதி  நம்மை ஆளும்  நிர்வாகத்திற்கு  புரிய வைக்கப்பட வேண்டும் . 

நம்முடைய  ஒற்றுமையின் சக்தி, நம்முடைய போராட்டத்தின் சக்தி, நம்முடைய வேலை நிறுத்தத்தின் சக்தி,  நிச்சயம் நிர்வாகத்திற்கு ஊழியர்களின் கொதி நிலையை புரிய வைத்திருக்க வேண்டும். ஊழியர்களிடையே  நிலவும் அமைதி இன்மையை  தெரிய வைத்திருக்க வேண்டும் !  ஊழியர்கள் பிரச்சினை தீர்க்கப் படவேண்டும்.எதிலும் பரிசீலனை இல்லாமல்  கண்மூடித்தனமான உத்திரவிடும்  போக்குகள்  மாற்றப் படவேண்டும் ! இது  நடக்குமா ?  நிச்சயம் நடக்கும்  என்பது கடந்த கால தொழிற்சங்க வரலாறு !  கடந்த கால போராட்டங் களின் வரலாறு !  மாறுவது என்பது  விதி !   மாறும் என்பது  ஜனநாயகத் தில் பால் நம்பிக்கை உள்ளோருக்கு உள்ள உறுதி !

பேச்சு வார்த்தை இல்லாமல் வேலை நிறுத்தம் வெற்றி ! நம் எதிர்ப்பு இந்தியா முழுமைக்கும் தெரியும் வண்ணம்   மிகச் சரியாக பதிவு செய்யப் பட்டுள்ளது. இங்கொன்றும் அங்கொன்றுமாக இடப்படும் உத்திரவுகள் மட்டுமே முழுப் பிரச்சினைகளுக்கும் தீர்வாகாது.  பேச்சு வார்த்தைக்கு  நிர்வாகத்தை  நிர்பந்திப்போம் !  சட்ட பூர்வமாகவும்  பிரச்சினையை அணுகிடுவோம் ! அப்போதும் பிரச்சினைகள் தீரவில்லையெனில்  அடுத்த கட்ட போராட்டத்திற்கு  தயாராவோம் !

இது மனமிருந்து  நிர்வாகத்தால் முடிக்கப்படுமானால் முடிவு !

முடிவல்ல என்றால்  அடுத்த கட்டத்தின்  ஆரம்பம் !  

ஆம் ! -பிரச்சினைகளின்  தீர்வே  நமது  குறிக்கோள் ! 

பிரச்சினைகளின் தீர்வுக்கு போராட்டம் தான்  வழி  என்று   

நாம் நிர்ப்பந்திக்கப் பட்டால் வேறு வழி நமக்கு இல்லை ! 

போராட்டமே  நமது ஆயுதம் !

HATS OFF to TAMILNADU COMRADES for their ONE DAY STRIKE.

Simple Demands lead to one day strike on 26.3.2015 at Tamilnadu Postal Circle  due to evading attitude of the Circle Administration .

Despite the earnest efforts made by Tamilnadu NFPE COC , all CHQs and NFPE to have negotiations across the table with Tamilnadu NFPE COC,  the Tamilnadu Circle administration was reluctant and replied that they would discuss  on the issues only by  second  week of April 2015.

Even they were reluctant in attending the Asst Labour Commissioner (Central) office for conciliatory talks. Despite of summoning the DPS HQ in the afternoon of 25.3.2015,  no body turned up for  discussions. 

Even after issuance of the strike notice, even after  serving notice by the Asst Labour Commissioner for conciliatory  talks, even after summoning of the decision making authority for negotiations by the ALC, the Tamilnadu Circle Administration has failed to respond ignoring the legal obligations.

Having no other go, all the 9 unions under NFPE in Tamilnadu Circle staged a powerful demonstration in front of O/o CPMG, TN at the close of 25.03.2015 and announced total strike throughout Tamilnadu on 26.03.2015 as notified earlier.

Now the reports received from Divisions/Branches / ranks /cadres /wings show STRIKE is TOTAL in NFPE.  The avoidable Strike was forced on the staff side by the Postal administration of Tamilnadu Circle

Nobody is above law and it is the bounden duty of the Tamilnadu Postal Administration to invite the Tamilnadu NFPE affiliated unions for negotiations to sort out all the issues early.

மறுக்கப்படுகிறதே ; குரல்வளைகள் நெரிக்கப்படுகின்றனவே !

திறக்கப் படுகின்ற  ஞாயிறுகளுக்குப் பதில் 

இருக்கின்ற நாளில்  வேலை நிறுத்தம் வேண்டாம்  என்று கூறி 

பேச்சு வார்த்தை நடத்திடுவோம்  என்று  இறங்கிவர 

மனமே  இல்லை  ;  தொழிலாளி  என்ன அடிமை இயந்திரமா ?

வேலை நிறுத்தம் விரும்பி ஏற்றதல்ல ; 

வேலை நிறுத்தத்தில் தள்ளியது நிர்வாகம் ;

இது  முடிவல்ல  ! ஆரம்பம் ! தொழிலாளி போர் ஆயுதம் பூண்டு விட்டான்  !

உரிமை கேட்டு போர்  !  உழைக்கும் தொழிலாளி யின் 

உணர்வுகள் மதிக்கப்பட  போர்  !

CORPORATE  கம்பெனி களில்  கூட சனி , ஞாயிறு விடுமுறை உண்டு  !

MODEL  EMPLOYER  ஆன மத்திய அரசுத்துறையில் 

தொடர்ந்து ஞாயிறுகளில்  வேலை நாள்  ! அப்பட்டமான  அரசியல் அமைப்புச் சட்ட மீறல் ! மனித உரிமை மீறல் !

UNFAIR  LABOUR PRACTICE  என்று  தொழிலாளர் நல 

ஆணையரே  பதிவு செய்யும் அவலம்  ;

இதுவா நிர்வாகம் ; இதுவா அரசாங்கம்  ?

நடத்துபவர்கள்  இந்தியர்கள் தானே  ?

அவர்களுக்கு இந்திய  அரசியல் அமைப்பு சட்டங்கள்  

தொழிலாளர் நல சட்டங்கள் செல்லாதா ?

ஒரு நாள் இந்த நிலைமைக்கெல்லாம் மாறுதல் உண்டு 

அந்த மாறுதலை செய்வதற்கு  நல்ல நாள் இன்று  !

தமிழகமெங்கும்  வெற்றி  ! வெற்றி !  வேலை நிறுத்தம் வெற்றி  !

என்ற சங்கநாதம்  முழங்கப் படுகிறது  !

இந்த வேலை நிறுத்தம்  ஒரு வரலாற்றுப் பதிவு !

இந்த வேலை நிறுத்தம்  தமிழகத்தின் ஓர்  எழுச்சி  !

ஒன்று படுவோம்  !   போராடுவோம் !
