            AS PER THE DECISION TAKEN IN THE AIC HELD AT BADNERA, IT WAS DECIDED TO ORGANISE MASS DHARNA BEFORE DIRECTORATE FOR SETTLEMENT OF CASUAL LABOUR PROBLEMS MENTIONED IN OUR RESOLUTION AND ENDORSED BY NFPE WHICH INCLUDES REGULARISATION OF ALL FULL TIME CASUAL LABOUR WHO WORKED FOR 240 DAYS IN A YEAR,PART TIME CASUAL LABOUR WHO WORKED FOR 240 DAYS A YEAR FOR TWO YEARS INCLUDING DAILY RATED MAZDOORS TREATING THEM AS CASUAL LABOUR.

ORGANISE ,MOBILISE AND PARTICIPATE IN  LARGE NUMBER IN DHARNA.

APPEAL TO ALL GENERAL SECRETARIES OF NFPE AFFLIATED UNIONS.

            OUR FEDERATION APPEALS TO SECRETARY GENERAL NFPE AND ALL GENERAL SECRETARIES TO EXTEND SOLIDARITY AND SUPPORT TO THE DHARNA AND PARTICIPATE IN DHARNA. ALSO APPEALS TO ADVISE ALL CIRCLE SECRETARIES TO EXTEND THEIR COOPERATION IN MOBILISING THE CASUAL LABOUR FROM THEIR CIRCLES.

Sub: Delegation of powers to Heads of Offices for treatment availed in emergency circumstances- relaxation of rules regarding.

The undersigned is directed to refer to this Ministry’s OM No. 5.12020/4/97-CGHS (P) dated 27/12/2006 and OM No. 5.14025/01/2014-MS dated 5/6/2014 vide which powers were delegated to the Head of Departments (HODs) to decide the cases of medical claims in respect of treatment obtained in emergency at private hospital/private nursing home/private clinics, subject to item-wise ceiling prescribed under CGHS/CS (MA) rules, 1944, irrespective of the financial limit on the total amount to be reimbursed.

2. The matter has been examined in this Ministry. In view of undue hardships being faced by the employees whose offices are located in far flung areas and whose HoD are at New Delhi or at any other place far away from the respective offices, if has been decided to further delegate the powers as follows:

“The Heads of Office not below the rank of Joint Secretary to the Govt.of India may decide the cases of medical claims in respect of treatment obtained in emergency at private hospital/private nursing home/private clinics, as per the item-wise ceiling prescribed under CGHS/CS (MA) rules, 1944, subject to an overall limit of Rs. 2 lakhs per case".

3. Other contents of OM No. 5.12020/4/97-CGHS (P) dated 27/12/2006 and OM No. S.14025/01/2014-MS dated 5/6/2014 will remain unchanged.

4. This issues with the approval of Additional Secretary & Director General, CGHS and shall be effective from the date of its issue.

DOPT Guidelines for applying for LTC - Block Year, Advance, Claim, Time Limit

Central Civil Services (Leave Travel concession) Rules, 1988
Guidelines
1. Please ensure that you have applied for leave and submitted the completely filled self certification form to your Administration before the LTC journey is undertaken.

2. Please check the eligibility before applying for LTC. LTC to Home Town can be availed once in a block of two years and LTC to Any Place in India may be availed once in a four year block. If not availed during these blocks, the LTC may also be availed in the first year of the following block.

3. Please note that the current two year block is 2016-17 and the current four year block is 2014-17.

4. In case of fresh recruits, LTC to Home Town is allowed on three occasions in a block of four years and to any place in India on the fourth occasion. This facility is available to the fresh recruits only for the first two blocks of four years applicable after joining the Government service for the first time. (For details, please refer to DoPT’s O.M. No. 31011/7/2013-Estt.(A-IV) dated 26.09.2014 available on `www.permin.nic.in’ << `OMs & Orders'<< ‘Frequently Asked Questions (FAQs) on LTC entitlements of a Fresh Recruit’)

5. A Fresh recruit may at his option choose to avail LTC under the normal LTC rules as entitled to other regular Government employees subject to the condition that he/she will have to forego his/her eight years LTC entitlement. It may be noted that the option once exercised shall be treated as final for the initial eight occasions of LTC and the fresh recruit shall not be allowed to change it in a later stage.

6. The retiring Government employees are eligible to avail LTC as per their entitlement provided that the return journey is performed before his date of retirement. LTC is not allowed after retirement.

7. Journeys on LTC are to be undertaken in the entitled class of the Government servant in public/Government mode of transport.

8. Travel by private modes of transport is not allowed on LTC, however, wherever a public transport is not available, assistance shall be allowed for the private transport subject to the certification from an Appropriate Authority that no other public/Government mode of transport is available for that particular stretch of journey and these modes operate on a regular basis from point to point with the specific approval of the State Governments/Transport authorities concerned and are authorised to ply as public carriers.

9. If a Government servant travels upto the nearest airport/ railway station by authorized mode of transport and chooses to complete the journey to the declared place of visit by `own arrangement’ (such as personal vehicle or private taxi etc.), if the public transport is already available in that part, then he may be allowed the fare for the journey performed by authorised mode of transport. This will be subject to the undertaking from the Government employee that he has actually travelled to the declared place of visit and is not claiming the fare reimbursement for the same.

10.Government servant may apply for advance for himself and/or his family members sixty five days before the proposed date of the outward journey and he/she is required to produce the tickets within ten days of the drawal of advance, irrespective of the date of commencement of the journey.

11.Reimbursement under LTC scheme does not cover incidental expenses and expenditure incurred on local journeys. Reimbursement for expenses of journey is allowed only on the basis of a point to point journey on a through ticket over the shortest direct route.

12.The time limit for submission of LTC claim is :
  • Within three months of completion of return journey, if no advance is drawn;
  • Within one month of completion of return journey, if advance is drawn.
13.Government officials entitled to travel by air are required to travel by Air India only in Economy Class at LTC-80 fare or less unless permitted to do so by any general or specific provision.

14. Officers not entitled to travel by air may travel by any airlines, however, reimbursement in such cases shall be restricted to the fare of their entitled class of train or actual expense, whichever is less.

15.In all cases whenever a Govt. servant travels by air, he/she is required to book the air tickets either directly through the airlines or through the approved travel agencies viz: M/s Balmer Lawrie & Co. Ltd/ M/s Ashok Tours & Travels Ltd/ IRCTC. Booking of tickets through any other agency is not permissible.

16.Travel on tour packages is not allowed, except in the case of tours conducted by Indian Tourism Development Corporation (ITDC), State Tourism Development Corporation (STDC) and Indian Railway Catering and Tourism Corporation (IRCTC). In such cases, only the fare component shall be reimbursable provided ITDC/STDC/IRCTC separately indicate the fare component and certify that the journey was actually performed by the Government servant and his family members for which he is claiming the Leave Travel Concession.


17.Please ensure that your LTC claim is as per the instructions to avoid rejection of your claim.

No.13018/2/2008-Estt.(L) dated 11/09/2008 regarding introduction of Child Care Leave (CCL) in respect of Central Government women employees. Subsequently, clarifications have been issued vide OMs dated 29.9.2008, 18.11.2008, 02.12.2008 07.09.2010, 30.12.2010, 03.03.2010 & 05.06.2014. Child Care Leave at present is allowed for women employees to facilitate them to take care of their children at the time of need. This Department is considering issuing the following instructions:-

SUCCESS FOR CIRCLE UNION'S CONTINUED EFFORTS ON SEVERAL STAFF MATTERS !

மாநிலச் சங்கத்தின் இடைவிடாத 

முயற்சிகளுக்கு கிடைத்த வெற்றிகள் !



1. மாநிலச் சங்கத்தின் இடைவிடாத முயற்சியின் காரணமாகவும் ஈரோடு கோட்டத் தோழர்களின்  தொடர்ந்த போராட்ட இயக்கங்களின் காரணமாகவும் ஊழியர் விரோத , ஊழல் அதிகாரி, ஈரோடு தலைமை அஞ்சலக அதிகாரி திரு. சுந்தரராஜன் அவர்கள்  08.01.2016 அன்று அதிரடியாக இடமாற்றம் செய்யப்பட்டார்.  


பிரச்சினையில் தலையிட்டு  தற்காலிகத்  தீர்வு தந்த ( பிரச்சினை இட மாற்றம் பெற்றிருக்கிறது ) CHIEF  PMG அவர்களுக்கும் , மேற்கு மண்டல PMG அவர்களுக்கும் நம் மாநிலச் சங்கத்தின் சார்பில்   நன்றியைத் தெரிவித்துக் கொள்கிறோம். மாநில/ மண்டல நிர்வாகம் உடனடியாக தவறுகள் பல புரிந்த அந்த அதிகாரி மீது ஒழுங்கு நடவடிக்கை எடுத்திடக் கோருகிறோம்.


2. திண்டுக்கல் கோட்ட முன்னாள் முதுநிலைக் கண்காணிப்பாளரால் அனைத்து சங்கங்களின் அறிவிப்பு பலகை  அஞ்சலக உள்  வளாகத்தில் இருந்து அகற்றப்பட்டது  உங்களுக்குத் தெரியும்.  அந்த அதிகாரியும் நம்முடைய மாநில மற்றும் அகில இந்திய சங்கங்களின் தொடர் புகார்களால்  இடமாற்றம் செய்யப்பட்டு வேறு மாநிலத்திற்கு அனுப்பப் பட்டதும் உங்களுக்குத் தெரியும் .  தற்போது புதிய அதிகாரியிடம் இந்தப் பிரச்சினை  எடுத்துச் செல்லப்பட்டு அஞ்சலக   உள்  வளாகத்திலேயே நம் சங்க அறிவிப்பு பலகை கடந்த 31.12.2015 அன்று மீண்டும் வைக்கப்பட்டது  என்பதை பெருமையாக   அறிவிக்கின்றோம்.  

கடந்த புதுகை மாநில மாநாட்டில்  நம்முடைய மதுரை மண்டலச் செயலர் தோழர். ஜோதி  மற்றும்  நம்முடைய முன்னாள் மாநில உதவித் தலைவர் தோழர். சுப்பிரமணியன் ஆகியோர்  சூளுரைத்தது  தற்போது  நிறைவேறி உள்ளது.   இதற்கான   உரிய உத்திரவை அளித்த  நம்முடைய  CPMG   திரு. சார்லஸ் லோபோ அவர்களுக்கும், மண்டல நெறியாளர் திருமதி. நிர்மலாதேவி அவர்களுக்கும்  மற்றும் கோட்ட  முதுநிலைக் கண்காணிப்பாளர்  திரு. சாந்தகுமார்  அவர்களுக்கும்  நம் மாநிலச்   சங்கத்தின் நெஞ்சார்ந்த  நன்றி  !


3. கடந்த 10.1.2014 COC  யின்  தென் மண்டல  தொடர் முழக்க ஆர்ப்பாட்டத் தில் பங்கு கொண்டதால்  பழி வாங்கப்பட்ட  தோழர்களில் ஏற்கனவே 12 பேர்களுக்கு மாநிலச் சங்கத்தின் இடைவிடாத தொடர் முயற்சியால் DIES NON  தண்டனை ரத்து செய்யப்பட்டது உங்களுக்குத் தெரியும். 


தற்போது, நீண்ட இடைவெளிக்குப் பிறகு மாநிலச் சங்கத்தின் ஆலோசனை பெற்று, ஒன்றரை வருடங்கள் கழித்து,   உரிய அதிகாரிக்கு முறையாக மேல் முறையீடு செய்த  தென்காசி  கிளைச் செயலர்  தோழர். சண்முகவேல் அவர்களின் மேல்முறையீடு , காலதாமதம் CONDONE செய்யப்பட்டு , ஏற்கப்பட்டு அவரது தண்டனை முழுவதுமாக  ரத்து செய்யப்பட்டது.  மேல்முறையீட்டை முறையாக ஆய்வு செய்து  இந்த உத்திரவை வழங்கிய  தென் மண்டல நெறியாளர் திருமதி. நிர்மலாதேவி அவர்களுக்கு நம் மாநிலச்   சங்கத்தின் நன்றியைத்   தெரிவித்துக் கொள்கிறோம்  !


4. இதய நோய் காரணமாக  அவசர சிகிச்சை பிரிவில் உடனடியாக அறுவை சிகிச்சைக்கு சேர்க்கப்பட்டு உயிருக்கு போராடிக் கொண்டிருந்த நம்முடைய தென் சென்னை  கோட்டத்தைச் சேர்ந்த  தோழர். திரு. குரு சங்கரன் அவர்களுக்கு, 


மாநிலச் சங்கத்தின்  SMS  அவசர அறிவிப்பையே ஏற்று, தெரிவிக்கப்பட்ட இரண்டு மணி நேரத்திற்குள்  உடனடியாக அறுவை சிகிச்சைக்கான முன்பணம் வழங்கிட  உத்திரவு வழங்கி, காசோலையையும்  செலுத்தச் செய்த  சென்னை பெருநகர மண்டல  PMG திரு மெர்வின்  அலெக்சாண்டர் அவர்களுக்கும், இதற்கு உதவி புரிந்த தென் சென்னை கோட்ட முதுநிலைக் கண்காணிப்பாளர் திரு. பாஸ்கரன் அவர்களுக்கும் நம்முடைய    மாநிலச் சங்கத்தின் நெஞ்சார்ந்த  நன்றி !


தற்போது அந்த  தோழர்.  அறுவை சிகிச்சை முடிந்து நலமாக  உள்ளதாக கோட்டச்  செயலர்   தோழர். ராஜேந்திரன் தெரிவித்துள்ளார். அவர் விரைவில்  நலமுடன்  இல்லம்  திரும்ப வாழ்த்துகிறோம் !


5.  தென் சென்னை  கோட்டத்தின்  புனித தாமஸ்   மவுண்ட்  தலைமை அஞ்சலக  கட்டிட த்தின்  பல்வேறு பிரச்சினைகள் குறித்து நம்முடைய மாநிலச் சங்கத்தின்  புகார் மீது உரிய நடவடிக்கை எடுத்திட ஏற்கனவே   நம்முடைய  CPMG  அவர்கள் ,    PMGG  CCR , PMGG  MM   மற்றும்  EE  CIVIL கொண்ட  மூவர்  குழுவை அனுப்பி  நேரில்  ஆய்வு  செய்து  அறிக்கை அனுப்பிட  பணித்தது  குறித்தும் , அவர்கள்  நம்முடைய கோட்டச் செயலர் தோழர். ராஜேந்திரனிடம் நேரில்  பல  பிரச்சினை  குறித்து கேட்டு அறிந்ததும்   உங்களுக்கு  ஏற்கனவே தெரிவித்திருந்தோம் .  தற்போது அந்தக் குழுவின்  அறிக்கை அடிப்படையில்   தலைமை அஞ்சலக கழிப்பறைகளைப் புதுப்பித்திட  ரூ.1,84,000/-  முதுநிலைக் கோட்டக் கண்காணிப்பாளருக்கே  அதிகாரம்  வழங்கி  உத்திரவு  பெற்றுள்ளோம். CIVIL  WING  இந்தப் பணியைச்  செய்யக் கூடாது என்ற  முடிவை எடுத்த  CPMG  மற்றும்  PMG CCR ,  PMG MM  ஆகியோருக்கு  நம் நன்றி.  

மேலும் கட்டிடத்தின் தென்பகுதி  தரைப்பகுதியில்   ECOMMERCE  ஊழியருக்கு   கட்டப்படவிருந்த  கழிப்பறை  எட்டு  அடி  தள்ளி   தற்போது  கட்டப்பட பணிக்கப்பட்டுள்ளது. மேலும்  இந்த  கழிப்பறைகள்   தலைமை அஞ்சலக பெண் ஊழியர்களுக்கும்  பயன்படும்  வகையில் மாற்றியமைக்கப்படும் என்று  PMG CCR  உறுதி  அளித்துள்ளார். மேலும் நம் கடித்தத்தில் குறிப்பிட்ட பல பிரச்சினைகள் மீதும்  உரிய நடவடிக்கை எடுக்கப்பட்டு வருவதாகவும்  PMG CCR  அவர்கள்  தெரிவித்தார்.

6. பழிவாங்கும் நடவடிக்கையாக ஊட்டிக்கு இடமாற்றம் செய்யப்பட்ட நம்முடைய  RMS  மூன்றின் மாநிலத் தலைவர்  தோழர். K . R . கணேசன் அவர்களின்   பிரச்சினை   நம்முடைய  NFPE  உறுப்பு சங்கங்களால்  RJCM மற்றும்  FMM  கூட்டங்களில் எடுத்துச் செல்லப்பட்டு  CPMG அவர்களிடம் இடமாற்றம் மாற்றித்தர ஒப்புதல் பெறப்பட்டது. 


கடந்த 29.12.2015 அன்றைய  இரு மாதங்களுக்கு ஒரு  முறையிலான  PMG WR  அவர்களுடனான பேட்டியின்போதும் இந்தப்  பிரச்சினை குறித்து விவாதிக்கப்பட்டது.. PMG WR உடன்  இதனை ஏற்றுக் கொண்டு உத்திரவிடுவதாக  உறுதியளித்தார்.  அதன்படி  கடந்த 06.01.2016 அன்று அவர்  திருப்பூர்  RMS  க்கு  இடமாற்ற  உத்திரவு பெற்றார்  என்பதை  மகிழச்சியுடன்  தெரிவித்துக் கொள்கிறோம். 


மேலும்  கடந்த 29.12.2015 மேற்கு மண்டல  PMG யுடனான பேட்டியின் போது கடிதங்கள் அளித்து பேசப்பட்ட பிரச்சினைகள்,  கடந்த 30.12.2015 அன்று தென்மண்டல PMG யுடனான பேட்டியின்போது  கடிதங்கள் அளித்து பேசப்பட்ட  பிரச்சினைகள்,  ஜனவரி முதல்  நாளன்று  CHIEF PMG இடம் கடிதம்  அளித்து  பேசப்பட்ட பிரச்சினைகள்  மற்றும் இந்த வாரத்தில்  PMG CCR  அவர்களிடம் கடிதங்கள்   அளித்து  பேசப்பட்ட  பிரச்சினைகள் குறித்து அடுத்த   செய்தியில் தெரிவிக்கிறோம்.

அன்புள்ள கோட்ட/ கிளைச் 
செயலர்களுக்கு , வணக்கம். 

நடைபெற்ற நான்கு மாதங்களுக்கு ஒரு முறையிலான  மாநில நிர்வாகத்துடனான பேட்டியின் பதிவு செய்யப்பட்ட நடவடிக்கை குறிப்பு (MINUTES ) கீழே அளிக்கப்பட்டுள்ளது. 

இதில்  சுட்டிக் காட்டப்பட்டுள்ள  மூன்றாவது பிரச்சினையில் , பல  கோட்ட கண்காணிப்பாளர்கள் தங்கள் அலுவலகங்களில்  நீண்டகாலமாக  பல உள் காரணங்களுக்காக (?) சில  ஊழியர்களை நீண்டகாலம் தங்கள் அலுவலகத்தி லேயே  இருத்தி வைத்துள்ளனர். ஆனால் அவர்கள் BRANCH மாற்றப்பட்டுள்ளதாகவும்,  அல்லது இடையில்  வெளியே  போய் (பொய்) வந்ததாகவும் பல காரணங்களை   தெரிவித்து , அந்த நபர்கள்  TENURE முடிக்காதது போல பதில் அனுப்பியுள்ளனர். இதில் பல கோட்டக் கண்காணிபாளர்கள் மேல்   லஞ்ச  ஊழல் புகாரும்   எழுந்துள்ளது. இது குறித்து மத்திய  புலனாய்வுத்  துறைக்கு  உரிய  புகார்  நம்  அகில இந்திய சங்கத்தின் மூலம் புது டெல்லியில் நேரிடையாக  கொடுக்க உள்ளோம்.

ஆக PMG  மற்றும் CHIEF  PMG க்களுக்கான TENURE நீட்டிப்பு ( 5 மற்றும்  6 ஆண்டுகள் )  அதிகாரத்தையும் அவர்களே தங்கள் கையில்  எடுத்துக் கொண்டு செயல்பட்டுள்ளனர்; ஊழல்  புரிந்துள்ளனர் என்பது வெளிப்படையாக தெரிகிறது. நமக்கு  எந்த  தனிப்பட்ட ஊழியர் மீதும் காழ்ப்புணர்ச்சி கிடையாது. 

நாம் பொதுவாக  தமிழகத்தில் உள்ள எல்லா கோட்டங்களிலும்  விதி மீறி நீண்டகாலம்  ஒரே இடத்தில்  உள்ள ஊழியர் குறித்துதான் புகார் செய்துள்ளோம். இதில்  சங்கப் பாகுபாடு  இல்லை.

Pre budget consultation meeting with Central Trade Union leaders On Monday - Trade Unions Asked The Government To Increase The Income Tax Exemption Limit To Rs 5 Lakh

Pre budget consultations with Trade Union leaders - Finance Minister cleared some of the apprehensions and also assured on some specific issues.

Trade unions on Monday asked the government to increase the income tax exemption limit to Rs 5 lakh and the minimum wage  from Rs 18,000 besides raising the minimum monthly pension to Rs 3,000 for all.

They also sought a special package for victims of the recent Tamil Nadu floods.

These demands were raised under a 15-point charter submitted by 11 central trade unions to Finance Minister Arun Jaitley during pre-Budget consultations held here. The Union Budget for the next financial year, 2016-17, is slated to be presented in Parliament in February end. It will take effect from April 1.

The 7th Pay Commission has recommended Rs 18,000 as minimum monthly wage for central government workers and it should be the benchmark, for other sectors also. Bharatiya Mazdoor Sangh  said.

All Indian Trade Union Congress Secretary DL Sachdev said: “We have also demanded Rs 3,000 minimum monthly pension for all and asked for a special package for flood ravaged Tamil Nadu to provide relief to workers as well as industry in the next Budget.”

Sachdev said that in view of price rise “we have also demanded from the government to increase the income tax exemption limit to Rs 5 lakh per annum”.

The union have also asked that fringe benefits like housing, medical and educational facilities and running allowances in railways should be exempted from Income Tax.

Unions also demanded that PSUs should be strengthened and expanded and the disinvestment of government shares in profit making PSUs should be stopped.

Besides, they said that the budgetary support should be provided for revival of potentially viable sick PSUs.

On the price rise, the charter said: “Take effective measures to arrest the spiralling price rise especially of food and essential items of daily use. Ban speculative forward trading in essential commodities, check on hoarding and universalise and strengthen Public Distribution System.”

Expressing concerns over steel and aluminium sectors, the unions said: “Relentless and increasing flow of import of industrial commodities including capital goods must be contained and regulated to prevent dumping and also to protect and promote domestic industries and prevent loss of employment.”

It also said that “FDI should not be allowed in crucial sectors like defence production, Railways, financial sector, retail trade and other strategic sectors. In other areas, terms and conditions for FDI should be made public.
The Finance Minister also assured the delegation that, neither Railways nor Coal India will be privatised and their identity will be protected. Responding, the apprehension made by BMS, CITU, AITUC, and AICCTU on FDI issue, he promised that, his government will maintain the Government character while implementing FDI policy and will not raise FDI cap more than 49% as the Government needs huge amount of money to create new infrastructure in Railways etc.
He informed the Trade Union leaders that, his government does not want any strikes in banking sector and initiates bipartite settlement soon. Replying the doubts raised by LPF and BMS on Nokia issue of Chennai , he said that ,the Government will take a serious note on this issue and try to save the Industry as the govt wants to protect jobs of thousands of people.
The Meeting was chaired by Finance Minister Sri Arun Jaitely. The Minister of State for Finance ,Sri Jayanth Sinha,; Chief Economic Advisor Sri Aravind Subramanyam ; Secretaries of Revenue , Expenditure ,Financial Services , Labour along with Senior officials participated in this meeting . From, Trade Union side representatives’ of all the 12 Central Trade Unions participated. Ms Panuda Boonpala, Director I/c of ILO Delhi was the Special Invitee for these consultations.

அதில் ஒரு பிரச்சினை, ஏற்கனவே தமிழக அஞ்சல் மூன்று சங்கத்தினால் மாநில அளவில் தஞ்சை கோட்ட தோழர். S . சௌந்தரராஜன் அவர்களுக் காக எடுக்கப்பட்டு அதில்  இலாக்காவின்  நிலை மாறுபாடாக இருந்த காரணத்தினால் , நீதி மன்றம் சென்று அதன் மூலம்  வெற்றி பெற்று இன்று அந்தத் தோழர்  ASST .ACCOUNTS  OFFICER ஆக பெங்களூருவில் பணியாற்றி வருகிறார் என்பதுதாகும். இது  பெரும்பகுதி மத்திய மண்டலத் தோழர் களுக்கு  தெரியும். அப்போது அந்தப் பிரச்சினை குறித்து நாம் எழுதிய கடித  நகலை உங்கள் பார்வைக்கு கீழே  வைக்கிறோம்.இதே நிலை விருத்தாசலம் கோட்டத்தை சேர்ந்த தோழர் . M . கணேஷ் என்பவ ருக்கும்  2013 IP  தேர்வு எழுதும்போது  ஏற்பட்டது. அவரது நிலை குறித்தும் நம்முடைய மாநிலச் சங்கம் அப்போது  பிரச்சினையை எடுத்தது.

ஆனாலும் எல்லா ஊழியர்களும் நீதிமன்றம் செல்ல இயலாது அல்லவா ? எனவே நாம் இது குறித்து  அகில இந்திய சங்கத்தின் கவனத்திற்கு இந்த பிரச்சினையை நம்முடைய தற்போதைய அகில இந்திய சங்கத்தின் தலைவர் மூலம் எடுத்துச் சென்று  அதனால்  கடந்த 20.10.2015 அன்று இலாக்கா முதல்வருக்கு  நம்   பொதுச் செயலர் மூலம் கடிதம்  அனுப்பி னோம்.  ஏற்கனவே பிரசுரிக்கப்பட்ட கடிதத்தின் நகல் மீண்டும்  கீழே  உங்கள் பார்வைக்கு அளித்துள்ளோம்.

இதன் விளைவாக  கடந்த 10.12.2015 அன்று  இது குறித்து அடிப்படை விதிகளின் மீதான தெளிவான  இலாக்காவின் விளக்க  உத்திரவை  நாம் பெற்றுள்ளோம். இது நமது  அஞ்சல் மூன்று மாநிலச் சங்கத்தின்  இடை விடாத  முயற்சிக்கு கிடைத்த வெற்றியாகும்.

இதனால்  இனி எந்த  இலாக்கா தேர்வுகளிலும் ஒரு ஊழியர் மீது CONTEM PLATION  OF DISC. PROCEEDINGS, OR ON  DISC. PROCEEDINGS OR UNER SUSPENSION OR  AWARDED WITH  THE PENALTY OF CENSURE  இருந்தால் கூட அவரை அந்த காரணம் காட்டி  இலாக்கா  தேர்வு  எழுத  அனுமதி மறுக்க முடியாது என்பதேயாகும்.

இந்த  உத்திரவு மூலம்   நாடு  முழுமைக்கும்  அனைத்து  ஊழியர்களும் பயன் பெறுகிறார்கள்.     ஏனென்றால் ,  இலாக்கா  தேர்வுக்கான NOTIFICATION லேயே இந்த CONDITION  இது  வரை  நிரந்தரமாக இருந்து வந்தது. 

இதனைக் காரணம் காட்டி  கீழ்மட்ட அதிகாரி முதல்  CHIEF  PMG வரை  பல அதிகாரிகள்  பல ஊழியர்களை தேர்வு எழுத  அனுமதிக்காமல்  இருந்து வந்தனர் .அப்படி  பாதிக்கப்பட்ட  தோழர்  ஒருவரே   தஞ்சை  கோட்டத்தை சேர்ந்த  திரு. சௌந்தரராஜன் அவர்கள். கீழே பார்க்க  கடிதங்கள் மற்றும் உத்திரவின் நகல்களை . இதனை அனைத்து ஊழியர்களுக்கும்  தெரிவிக் கவும்.

THE PAYMENT OF BONUS (AMENDMENT) ACT, 2015
NO. 6 OF 2016
[31st December, 2015.]
An Act further to amend the Payment of Bonus Act, 1965.
BE it enacted by Parliament in the Sixty-sixth Year of the Republic of India as follows:—

1. (1) This Act may be called the Payment of Bonus (Amendment) Act, 2015.
(2) It shall be deemed to have come into force on the 1st day of April, 2014.
2. In section 2 of the Payment of Bonus Act, 1965 (hereinafter referred to as the principal Act), in clause (13), for the words ‘‘ten thousand rupees’’, the words ‘‘twenty-one thousand rupees’’ shall be substituted.
3. In section 12 of the principal Act,—
(i) for the words ‘‘three thousand and five hundred rupees’’ at both the places where they occur, the words ‘‘seven thousand rupees or the minimum wage for the scheduled employment, as fixed by the appropriate Government, whichever is higher’’ shall respectively be substituted;
(ii) the following Explanation shall be inserted at the end, namely:—
‘Explanation.—For the purposes of this section, the expression ‘‘scheduled employment’’ shall have the same meaning as assigned to it in clause (g) of section 2 of the Minimum Wages Act, 1948.’.
4. In section 38 of the principal Act, for sub-section (1), the following sub-section shall be substituted, namely:—
‘‘(1) The Central Government may, subject to the condition of previous publication, by notification in the Official Gazette, make rules to carry out the provisions of this Act.’’.

Red salute to Com. A.B.Bardhan.

Veteran Communist Party of India leader Com. A.B. Bardhan, 92, is survived by son Ashok and daughter Alka. His wife, a professor in Nagpur University, died in1986.

com.Bardhan, who lived in the CPI headquarters in the national capital, was admitted to the hospital                                                                                                                          


on December 7 after he felt uneasiness and lost consciousness, died here on Saturday night after prolonged illness.                                                                                 


Com.Ardhendu Bhushan Bardhan has been a leading figure of the trade union movement and Left politics in Maharashtra. Bardhan entered the electoral politics in 1957 when he won as an Independent candidate in Maharashtra Assembly polls but there failed to achieve success in Lok Sabha and Rajya Sabha polls.                              

He later rose to become the General Secretary and then President of All India Trade Union Congress, the oldest trade union in India.

Com. Bardhan had moved to Delhi politics in 1990s and became the Deputy General Secretary of CPI. He succeeded Com.Indrajit Gupta as General Secretary of the party in 1996.

He is a great leader who fought for the cause of downtrodden and working class, decades together.

Committee set up to Review Wage Structure of Gramin Dak Sevaks 

A one man Committee to examine the wage structure, service conditions, etc. of the Gramin Dak Sevaks in the Department of Posts has been constituted by the Government of India.
 
Shri Kamlesh Chandra, Retired Member of Postal Services Board, will constitute the Committee. The Committee will be assisted by Shri T.Q. Mohammad, a Senior Administrative Grade Officer, who will act as Secretary to the GDS Committee. The Committee will go into the service conditions of Gramin Dak Sevaks and suggest changes as considered necessary. The terms of reference of the Committee will, inter-alia, include the following:-
 
    a)      To examine the system of Branch Post Offices, engagement conditions and the existing structure of wage and enrolments paid to the Gramin Dak Sevaks and recommend necessary changes;
 
    b)      To review the existing Services Discharge Benefits Scheme/other social security benefits for the Gramin Dak Sevaks and suggest necessary changes;
 
    c)      To review the existing facilities/welfare measures provided to the Gramin Dak Sevaks and suggest necessary changes;
 
    d)     To examine and suggest any changes in the method of engagement, minimum qualification for engagement as Gramin Dak Sevaks and their conduct and disciplinary rules, particularly keeping in view the proposed induction of technology in the Rural Post Offices.
 
The Department of Post has 2.6 lakh Gramin Dak Sevaks. All these GDSs will come under the purview of GDS Committee.
