There is no need to elaborate the miseries and sufferings we are facing at base level after the implementation of Finacle, (CBS & CIS) and the mental torture.

The CHQ is aware of the issues and properly placed before the Department vide its letter dated 22.01.2016, 11.02.2016 & 25.04.2016. Further it was brought to the personal notice of the Hon’ble Minister of communication. However, the progress in resolving the Finacle issues is in slow nail causing resentment and unrest amidst officials.

The assurance of the Department on 28.03.2016 in providing two more server by Infosys to solve the Finacle problem has not been carried out yet. The increase in the bandwith as per the requirement of the office has not been carried out in any circle.

Adding fuel to fire, the department’s recent decision in implementing the Business hours of Post office to the extent of 5 hours for monetary transactions has not been exercised. Some circles like Tamilnadu, Haryana etc. have sought clarifications to prevent the implementation of the decision without minding the existing sufferings of officials due to faulty functioning of Finacle & others and the officials are forced to remain in office in late hours. There is every risk for the women employees to leave office late every day.

For the last ten days, there is poor access and even no access in Finacle continuously throughout the nation affecting the public and staff very badly. This is nothing but due to the incapacity of the servers provided by Infosys. The department is not in a position either to correct things or apply the penal provisions against the vender. The existing position in Finacle is nothing but the last straw on camel’s back.

The recent conversations unofficially held between the Infosys and some staff exhibited in the website will reveal the fact. We must know who is committing mistake after mistake. Whether the officers dealing the Finacle are aware of all the software and hardware oriented issues. Are they simply hearing and acting as per the dictums of the vendors? Howe many times we are going to alter our rulings to suit the requirement of vendors? Will there be any time to the officials to go through the routine daily circulars on CBS functioning in the pressure of work?

We lost our patience. Even though, we suffer voluntarily a lot as we feel it is the transition period, in the implementation of Finacle, it is felt now that without settlement of the Problems, the Department is inclined to proclaim that it has implemented the Finacle more in numbers than the leading banks and also without any Quality and good service to the customer.

Under these circumstances, the CHQ has elaborately written a letter to the Department on 26.05.2016, detailing all the problems being existed in Finacle and McCamish and sought remedies within a fort night. In the event of non-settlement, the CHQ has decided to launch the following programme of action culminating to strike action.

10th June       -        Demands Day - Demonstration at divisional/branch levels
17th June       -        Dharna in front of Circle office.
30th June      -        Demonstration in front of Dak Bhawan & issue of strike notice. (The date will be decided with consultation of NFPE & JCA constituents)

The major demands put forth in the programme of action.

1.     Provide additional servers and solve the Finacle problem
2.    Increase the bandwidth as per the requirement.
3.    Implement the decision of Directorate on Business hours.
4.    Drop all Memos & Charge sheets issued due to Finacle minor mistake.
5.    Implementation of action on all the points put forth in the CHQ letter dated 26.05.2016.

This programme is nothing but to save the Postal Service from the existing chaos and confusions. Even though we desire peace, we have been pushed in to the wall. We could not tolerate furthermore.

All Divisional/Branch and circle secretaries are requested to organize the programme very effectively and intimate compliance. The CHQ will leave no stone unturned in the event of no settlement is seen in this serious issue.

Postal Department's Payments Bank To Employ About 3.5 Lakh People: Ravi Shankar Prasad

Prasad has asked Department of Posts to hasten process of setting up all 650 payments bank branches by September 2017.

Telecom Minister Ravi Shankar Prasad Thursday asked Department of Posts to hasten process of setting up all 650 payments bank branches by September 2017.

"Minister (Prasad) today met Postal Services Board for India Post Payments Bank and asked them to expedite the process of setting up this entity by September 2017 as desired by Prime Minister Narendra Modi. There will be about 3.5 lakh employees who are being trained in phases," an official source told PTI.

The Union Cabinet on Wednesday cleared proposal to set up India Post Payments Bank with a corpus of Rs 800 crore and has plans to have 650 branches operational by September 2017. It will be expanded further scaled up to cover the entire country by the end of financial year 2018-19.

Earlier, the Department of Posts (DoP) had to set-up 650 IPPB branches in three years.

With advancement of target, DoP will set up 50 branches by March, 125 by April, 200 in May, 300 in June, 400 in July, 525 in August and 650 by September.

"The Minister (Prasad) will hold review meetings every fortnight," the source said.

Initially most of the 3.5 lakh workforce will be posted on deputation who will be  gradually replaced  by  fresh  recruits.

Prasad has asked postal department to hire MD and CEO of the IPPB by August and set up selection committee for hiring Chief Financial Officer by June 15.

The minister has also advance dates for giving handheld devices to 1.3 lakh grameen dak sevaks.

"He has asked the Department of Posts to start rolling out handheld devices in from June 15 and finish the process by in next 3-4 months," the source said.

The IPPB will be managed professionally and most of its A grade employees will be hired from market. The IPPB board will have representation from various other government departments including the Department of Posts, Department of Expenditure, Department of Economic Services etc.

Government has approved Rs 800 crore corpus for IPPB which will have Rs 400 crore equity and Rs 400 crore grant.

Respected Sir,

            I would like to convey my sincere thanks to the Department of Posts for issuing orders of Cadre Restructuring for PA Cadre in Department of Posts vide No.25-04/2012-PE- dated 27th May, 2016.

            In this connection I would like to draw your kind attention towards the agreement signed  between Postal Administration and Staff Side consisting NFPE and FNPO  under which it was assured  that the same will  be implemented  for all cadres in Department of Posts that i.e. RMS, R-III & R-IV, Mailguard, Mail Men, MMS, Postman, PA CO , PA SBCO , Postal Accounts  and Postmaster Cadre.

            But it is surprising that this has been implemented for Postal Assistant Cadre only in isolation which has created resentment and agitation in the minds of other sections of Department of Posts.

            It is therefore  requested  to kindly bestow your personal attention in this  matter  and  cause appropriate action  to get the  Cadre Restructuring  proposal implemented in all other Cadres  of the Department of Posts  as mentioned  above  as early as possible.

            An early action is highly solicited.

Verification of Transactions in CBS Post Offices - An important order from Director (CBS)

Respected Sir/Madam,


I am directed to inform that it has been observed by Infosys Team from the backend that Supervisors of CBS Post Offices are not verifying transactions on regular basis which is resulting in pilling up of transactions for verification at the closing hours. This is also resulting in delay is starting and completion of End of Day operations. 

It is requested that instructions may be issued to all CBS Post Offices that every Supervisor to regularly verify transactions and should visit all Transaction Verification menus after every 30 minutes to see any pending transaction for verification. 

This should be strictly followed. 

Supervisors are also bound to verify all non financial modifications and it is observed that hundreds of such modifications are pending for verification. This is resulting in non picking up of such accounts by interest batches and customers are complaining that interest is not generated for his/her account. 

This should also be ensured that Supervisors should verify all non financial modifications and account opening regularly.

It is also observed that some post offices start BO transaction posting very late resulting in delay in starting of EOD. 

It is requested that transactions of BOs should be either completed by 4.30 PM or should be posted on the next day.

Special Aadhaar Enrolment drive for Pensioners, from May 30 to June 10, 2016

            Pensioners will also get opportunity to seed data for digital life certificate

            The Unique Identification Authority of India (UIDAI) has launched a special enrolment drive for pensioners who are yet to enroll for Aadhaar. The drive is being conducted to enable Pensioners avail the convenience of Jeevan Pramaan, an initiative of Department of Pensions and Pensioners’ Welfare, Government of India.

            Every year, pensioners need to provide a life certificate to an authorized pension disbursing agency such as a Bank, Post office etc., for receipt of pension. To get a life certificate the pensioner is required to either personally present oneself before the Pension Disbursing Agency or have the Life Certificate issued by the department/authority where they served earlier and have it delivered to the disbursing agency. This entails considerable hardship to the senior Citizens.

            Jeevan Pramaan, a digital life certificate which utilises the Aadhaar identity platform, addresses this very problem by digitizing the whole process of securing a life certificate. A pensioner just needs to biometrically authenticate at the nearest centre. After successful authentication, the digital life certificate is stored in a Life Certificate Repository, which can be accessed by the Pension Disbursing Authority.

            To facilitate pensioners to avail the facility of Jeevan Pramaan, which is based on Aadhaar Identity platform, UIDAI and Department of Pensions and Pensioners’ Welfare have taken initiative to carry out special enrolment drive for Pensioners through banks which are Registrars for enrolment for Aadhaar as well as Pension Disbursing Authorities.

            The banks which include names like State Bank of India, Punjab National Bank, Bank of Baroda, Allahabad Bank, Canara Bank, have also been asked to conduct special Aadhaar seeding camps where Pensioners will be requested to provide their Aadhaar details to their respective banks from which they draw pension so that they can get a digital life certificate – Jeevan Pramaan.

            The enrolment drive and the Aadhaar seeding camp is being run from May 30 to June 10, 2016. 

            “We hold special enrolment drives to help people who are yet to enrol for Aadhaar. This particular exercise has been initiated to make sure pensioners get an Aadhaar number if they still don’t have one and seed the Aadhaar details of pensioners so that they can get a Jeevan Pramaan,” said Director General & Mission Director of UIDAI, Dr. Ajay Bhushan Pandey. 

            So far over 15.41 Lakh pensioners have already registered for the Aadhaar-enabled Jeevan Pramaan service.

Dear Comrades,

                We send herewith a copy of the NJCA Circular letter dated 27th May, 2016.  The same is self-explanatory.  You could see there-from that the Government might not positively react to the demands placed by the NJCA over the recommendations of the 7th CPC.  Simply raising the minimum wage by a few rupees without any consequential change in the fitment formula or pay matrix will not bring about any tangible benefit. The revision of the minimum wage along would benefit only those who are likely to be recruited to the cadre of MTS in future.  As you are aware, the 7th CPC had not accepted any demand of the employees.  It is beset with dissenting notes in many chapters.  The fight between the personnel in the organized Group A Services and all India Services had triggered such dissenting note on the part of the Member who retired from the IAS.  A significant section of the Secretaries to various Departments, we were told, were against any revision over the recommendations of the 7th CPC.  In any case, we are to await the outcome of the discussions at the NJCA meeting scheduled to be held on 3rd June, at New Delhi.

                 Coming to the issues pertaining to the Pensioners, we must recall that the 7th CPC had rejected almost all the demands unanimously placed before them by the Pensioners organizations. While tendering oral evidence the Staff Side had inter alia pressed for the parity for the past pensioners before the Commission, especially in the background of the granting of one rank one pension to the Defence Personnel.  It is ironic to note that the Defence Ministry which had piloted the demand of the Ex-service men for one rank one pension i.e. parity between the past and present pensioners has now taken a stand against such parity for civil servants.  No personnel either in the organized Group A services or All India Services would stand benefited by the present recommendation of the 7th CPC except a few as most of them were in receipt of almost time bound promotion in their career.  The modified parity one must recall has only benefited the upper echelons in the bureaucracy.  One can understand that the Govt. refusing to make improvements over the suggestion made by a Commission.  But it must be most intolerable when the Govt. refuses to implement a recommendation which was the outcome of a persistent presentation jointly by almost all the beneficiaries.  The plea advanced for non acceptance of the recommendation is the alleged impracticability due to the non availability of the relevant records.  Should the pensioner suffer for the reason that the concerned department of the Government has not kept the records properly? It is the most callous approach and must be resisted with all the force that we can command. We cannot afford to have this situation to develop. We are certain that most of the individual pensioners would be able to provide the requisite information needed to consider the first option in the pension fixation to the concerned department and most of the Departments would be able to verify the same with the available documents with them.  We must however await the decision of the NJCA in the matter.

                In the meantime, all affiliates will take such action needed to mobilize the pensioners and undertake a serious educational campaign.

New Delhi: The government on Wednesday cleared a proposal to set up the India Post payments bank with a corpus of Rs.800 crore and has plans to have 650 branches operational by September 2017, telecom minister Ravi Shankar Prasad said.

“The Cabinet has cleared proposal of postal payments bank. We have 1.54 lakh post offices of which 1.39 lakh are rural post offices. 650 branches of postal payments bank will be established in the country which will be linked to rural post offices,” Prasad said.

The minister said the payments bank, which will be run by a chief executive officer, will be professionally managed and there will be a representation from various other government departments including the Department of Posts, Department of Expenditure, Department of Economic Services etc.

“Total architecture of postal payments bank is of Rs 800 crore which will have Rs 400 crore equity and Rs 400 crore grant. By September 2017, all 650 branches of postal payments bank will become operational. This we had planned for three years but now we will be doing it in a year,” Prasad said.

He said that all rural post offices will be given handheld devices by March 2017“We are reinforcing it further. I have had discussion with my officers to give iPad and smartphones to postmen in urban post offices,” Prasad said. At present, there are 22,137 post offices with core banking facility compared to State Bank of India’s 1,666 branches.
