Employees of the Indian Railways have demanded the benefits of the One Rank, One Pension (OROP) policy if the Centre implements the scheme for defence services personnel. They have made this pitch in their discussions with the Seventh Pay Commission.
Speaking to The Indian Express, Shiva Gopal Mishra, general secretary of the All India Railwaymen’s Federation, the largest railway union in the country, acknowledged the demand. “The principle of OROP should be applicable to the railway employees also if the same is accepted for the defence services by the pay commission. We sympathise with their demand and feel it should be extended,” he said.

Govt considering doubling maternity leave to 24 weeks
NEW DELHI: Government is considering a proposal to increase the existing maternity leave from 12 weeks to 24 weeks under the Maternity Benefit Act 1961, Parliament was informed today.
"A proposal is under consideration to increase the existing maternity leave from twelve weeks to twenty four weeks under the Maternity Benefit Act, 1961," Labour Minister Bandaru Dattatreya said in a written reply to Lok Sabha.
At present, as per Section 5(3)of the Act, a working woman is entitled for twelve weeks of maternity leave out of which six weeks are before the expected date of delivery.
The minister further said that however, no proposal is under consideration to double the bonus and to make gratuity portable between jobs.
The Payment of Bonus Act, 1965 provides for bonus to persons in certain establishments, employing 20 or more persons, on the basis of profits or on the basis of profits or on the basis of production or productivity and for matters connected therewith.
The minimum bonus of 8.33 per cent is payable by every industry and establishment under Section 10 of the Act.
The maximum bonus including productivity linked bonus that can be paid in any accounting year shall not exceed 20 per cent of the salary/wage of an employee under Section 31A of the Act.
At present, employees drawing salary or wage not exceeding Rs 10,000 per month in any industry to do any skilled or unskilled, manual, supervisory managerial, administrative, technical or clerical work for hire or reward are eligible for bonus.

Instructions have been issued by this Department vide Office Memorandum dated 27.11.2014 regarding Alignment of Service Rules with the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act 2013. As per para 6 of the said Office Memorandum, the Complaint Committee will have the powers to recommend to the employer (a) to transfer the aggrieved woman or the charged officer to any other workplace; or (b) to grant leave to the aggrieved woman up to a period of three months, which will be in addition to the leave she would be otherwise entitled to.
As per Section 9 of Chapter IV of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act 2013, any aggrieved woman may make, in writing, a complaint of sexual harassment at workplace to the Internal Committee within a period of three months from the date of incident and in case of a series of incidents, within a period of three months from the date of last incident.
The Committee may, for the reasons to be recorded in writing, extend the time limit not exceeding three months, if it is satisfied that the circumstances were such which prevented the woman from filing a complaint within the said period.
This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office Dr. Jitendra Singh in a written reply to a question by Shri P.Nagarajan and Shri B. Vinod Kumar in the Lok Sabha today.

PART-I
1. Urgent measures for containing price-rise through universalisation of public distribution system and banning speculative trade in commodity market.
2. Containing unemployment through concrete measures for employment generation.
3. Strict enforcement of all basic labour laws without any exception or exemption and stringent punitive measure for violation for labour laws.
4. Universal social security cover for all workers
5. Minimum wages of not less than Rs. 15,000/- per month with provisions of indexation.
6. Assured enhanced pension not less than Rs. 3000/- P.M. for the entire working population.
7. Stoppage of disinvestment in Central/State PSUs.
8. Stoppage of contractorisation in permanent perennial work and payment of same wage and benefits for contract workers as regular workers for same and similar work.

1. Effect wage revision of the Central Government Employees from 01.01.2014 accepting memorandum of the staff side JCM; ensure 5-year wage revision in future; grant interim relief and merger of 100% of DA; Include Gramin Dak Sevaks within the ambit of 7th CPC. Settle all anomalies of 6th CPC.
2. Implement Cadre restructuring proposal in all Cadres including MMS.
3. Implement arbitration awards and revise OTA Rates.
4. No Privatisation, PPP or FDI in Railways, Defence Establishment and no corporatization of Postal services.
5. No ban on creation of new posts. Fill up all vacant posts.
6. Scrap PFRDA Act an re-introduce the defined benefit statutory pension scheme.

No outsourcing, contractrisation, privatization of governmental functions; withdraw the proposed move to close down the printing presses, the publications, form stores and stationery departments and medical stores Depots; regularize the existing daily-rated/casual and contract workers and absorption of trained apprentices.
8. Revive the JCM functioning at all level as an effective negotiating forum for settlement of the demands of the Central Government Employees.
9. Remove arbitrary ceiling on compassionate appointment.
10. No labour reforms which are inimical to the interest of the workers.
11. Remove the ceiling on payment on bonus
12. Ensure five promotions in the service career.

CBS Finacle FAQ and Workshop
1. Can the new Finacle application handle automatic transfer of funds between accounts (electronic transfer of funds between accounts)?
Yes, Finacle supports all modes of electronic transfer of funds like NEFT, ECS, and RTGS. Interbank and Intra-bank transfers are in scope of CBS project.
2. Certificates (NSC & KVP) being digitized as a part of CBS project? What type of schemes will be digitized?
All (schemes) types of accounts will be digitized as a part of CBS project; even discontinued schemes will be stored in the centralized server after digitization. So, digitized & manual certificates will definitely be migrated to the new Finacle software. The idea is to have all accounts in digitized form in the new software system.
3. Explain the concept of CPC with respect to PLI and CBS.
CPCs or Circle Processing Centres are envisioned to do all bulk operations related to accounts opening and processing. CPC will perform tasks like scanning of documents, updating account details, KYC check etc.
For CBS, 22 CPCs are planned across India, one for each circle.
The standard requirement area of CPC is 1000sqft (for POSB) to begin with and will increase (along with staff) as the volume of work increases. Circles may have to identify space that could be scalable in future based on the volume of accounts to be handled.
4. Will there be a single window (URL) for Banking and Insurance transactions?
No, banking transactions will be maintained/ operated through Finacle software and insurance transactions will be handled in McCamish software. Since Finacle and McCamish are two different software's with different architecture two different URLs will be provided for banking and insurance operations. But these URLs will be maintained in a single location of CSI.
5. Are Finacle reports customized?
Yes, most of the reports are customized according to the requirements of the post office. However one cannot add new fields to extract reports. E.g. if Date of Birth is not listed in the list of items of a report, a user cannot add Date of birth to the report.
