Sub: High handed and corrupt activities o f Sri. A. Sundararajan, Superintendent of Pos.,
Salem West Division - Bogus TA claim and food bills for the past one year while staying
in the Inspection Quarters at O/O SPOs., Salem West Division – Indulging group politics among
Staff unions creating enmity within, to cover up his misdeeds- spoiling working atmosphere
and industrial peace – Request for immediate intervention - reg.

BRIEF

This is in connection with the subject mentioned above. Sri. A. Sundararajan, the present SPOs., Salem West Division has joined duty on adhoc basis w.e.f. 14.06.2011 and posted on permanent basis w.e.f. 05.12.2011. From the date of assumption of charges as SPOs., Salem West Division , he is indulging in corrupt activities and demanding bribe from the staff even for local arrangements of vacant BPM posts. This was opposed by the staff unions and getting irritated of this , he is indulging in creating group politics among staff unions and creating enmity among themselves within, in order to cover up his misdeeds. He is in the habit of threatening the officials even for petty lapses, awarding countless punishments , and keeping them under his thumb, so as to shut their mouths against his corrupt activities. The entire working atmosphere is thus spoiled and the entire staff are in agitating mood. To support with the charges made, our Circle union is giving some of the recorded evidence, as enclosures.

1.BOGUS T.A. CLAIM AND FOOD BILLS TO THE TUNE OF LAKHS OF RUPEES

It is a known fact to all the staff that , from the date of assumption of charges as SPOs., Salem West Division , Sri. A. Sundararajan is residing at the Inspection Quarters , O/O SPOs., except on few days, when circumstances so warranted. But he is in the habit of claiming bogus TA Bills and food bills , by attaching bogus receipts obtained from the nearby, through his personal influence, as if he has stayed in the rented Lodges. The copy of such bogus bills obtained by one Local Advocate namely Sri. P.S. Senthilnathan, under RTI Act 2005, was supplied to the service unions. The copy of his letter along with the RTI Act materials, supported with the Xerox copies of Bogus lodge/Food bills are enclosed herewith for your kind perusal. Even for a bare view, it is clearly identified that the hand writings in all the bills are made by a single person. While enquiring with the staff at Divisional Office, it was informed that, blank receipts were obtained by his influence from the noted Rajkamal Lodge , Mallika Residency and Satish catgering, and were filled in usually by one of the Staff working at Divisional office with imaginary rates.
If the bills were sent for verification to hand writing expert of the Forensic Department, the fact will be unearthed. In such a way, he has claimed to the tune of more than Rs.1,40,000.00 and cheated the Government. The said Lawyer reported to the unions that he is now preparing to file a public interest Litigation petition in the Courts, seeking a high level C.V.C. probe in this connection. If this being happened, the image of our Department will completely be shattered before the public and media eyes.

2. History of ill records spoiling the working atmosphere.

In order to cover up his misdeeds, he is in the habit of threatening the officials even for petty lapses and with no reasons , spoiling the amity by creating enmity among, dividing the unions and nurturing the groups within, playing with pin ball methods. To support with, two documents are enclosed herewith for your kind purview, which shows his history of ill records.

The first is the copy of representation submitted by the NFPE & FNPO unions of Pollachi Division, to the Chief PMG, TN and PMG, WR during November 2011, at the time of his regular posting is made. The representation reveals that while the said Sri. A. Sundararajan working in the capacity of IP , ASP in Pollachi Division, has played politics, creating a local strike , destablishing the industrial peace. They prayed the PMG and Chief PMG not to post him as SPOs., in their Division and if he is posted there , no one can judge, where it will lead to. The original copy may be available in your office records and this may kindly be confirmed.

The Second is the copy of minutes book of the NFPE unions of Salem West Division dt. 27.01.2012, in which the representatives of the three constituent unions viz. P 3, P 4 and GDS unions are signed. The resolutions say that the present SPOs, Salem West is totally anti-labour and he should be shifted immediately from Salem West. What the core issue in this is , all the signatories , who demanded and made agitations , are now made into hostile, by the arm twisting methods adopted by the said Sri. Sundararajan. He is creating enmity among the staff within, and creating groups , to support him on fear or favour. During his recent visit, he declared openly in the main hall of Coimbatore HO, among several staff that , being the present Divisional Secretary belongs to One group , he is acting against and he will support only the other group. This was witnessed by many. If an open enquiry is made after shifting him, all the staff are prepared to be present themselves as witnesses to his misdeeds and corrupt practices, even on BPM stop gap , clear vacant arrangements.

3. Repressive measures against common staff and unmindful issuance of punishment orders

He is in the habit of issuing charge sheets under Rule 16 , Rule 14 of CCS CCA Rules to many officials, even for petty lapses and awarding heavy punishments. A casual review of the punishment register will show the facts. Even for his slackness during the course of Inspection , he threatened the officials to remit cash under UCR. In the case of actual remittance of cash of Rs.20000/- each from Omalur SO to Kadayampatti SO and Kamalapuram SO on 6.7.2011, and accounted for on the same date by the said SOs, the SPOs., not allowed them to show the cash as remittance, since he has not physically verified. Being the remittance could not be shown in the account, the transit figure could not be adjusted at the HO. Hence the SPOs., asked the SPM and Treasurer to remit the cash of Rs.20000/- from their pocket under UCR on subsequent date, with assurance to repay the same after verification. But till date the amount was not ordered for repayment, even after verification. The case arised out of the slackness of the SPOs., for which the poor staff are suffering. This is a pinch in the heap , and so many such things are revealed on perusal of the copy of the JCA memorandum and notice as enclosed.

On the above stated grounds, our Circle Union requests the PMG, Western Region, therefore, to intervene in this case immediately- personally , so as to order a probe on the corrupt charges and misdeeds of Sri. A. Sundararajan, SPOs., Salem West Dn., besides shifting him immediately from there, so as to maintain peace and tranquility among the staff in order to maintain industrial peace.
