Sub: Irregularities in RT 2012 of Pondichery Division – Reg.

As reported by our Divisional Union , it has been observed that there seems many irregularities , violation of Directorate Orders in the RT orders issued at Pondichery Division.
1. It is the precedent that only three choices have to be offered for submitting willingness from among the staff notified under RT, but unusually this time 5 choices were given. Even after these, it is astonished that, nineteen officials were transferred in the interest of service, against their five choices of willingness.
2. Many P.A.s were rotated, taken into account their LR period also , as if they have completed their tenure. This is totally against Directorate orders.
3. Just few dates before issuance of RT notifications, the SSPOs, Pondichery has issued and effected transfer orders to some of his pet officials, and preventing the natural vacancy to be caused in the RT and creating unnatural vacant places. This is totally against general interest and smashing the purpose of making RT.
4. Violating Treasury norms some officials were posted before RT, in the Treasury panel , thereby creating resultant vacancy artificially in fag end areas.
5. Not maintaining post tenures, the SSPOs., maintained office/station tenures and rotating the official, who has not completed his LSG tenure and even axing his immunity from transfer on union grounds. This is totally against mutual trust and against the orders of the Directorate.
6. Many officials who have not completed their tenures are transferred to remote areas in the name of interest of service, disrupting their working interest, leading to erosion in public service.
7. The officials on whom disciplinary proceedings are contemplated on financial matters are posted as SPMs, brushing aside others request on vacant PA posts with maximum of 5 options, which is totally against Directorate orders/guidelines in prevention of frauds .
8. Senior requests were over-looked with many juniors in the name of interest of service, which is totally against the common principles and natural justice
9. Many notified posts are kept vacant even after RT, despite there are requests, and the officials are transferred to un-notified posts, in the name of interest of service.
10. The RRR candidates, who have not completed the probationary period, were brought into LR List during 1.1.2012 and they are ordered to be attached in ‘C’ Class Offices, which is utter violation of DG’s orders. Any such LRPA can only be attached in major offices such as LSG, HSG.
A copy of the report received from our Divisional union is enclosed herewith for your ready reference.
On the grounds stated above, our Circle Union requests the PMG, CCR to intervene in this matter personally, so as to call for the entire details of all officials with seniority, who submitted their requests for the posts notified in RT 2012.The details may please be called for in a tabular form and the irregularities and violations made can be easily be located.
On the grounds stated above, we request the PMG, CCR to take necessary action in this regard , to cancel the entire RT orders , to make fresh notification of RT and render justice , in accordance with the rules and regulations of our prestigious Department.
