A Special Recruitment Drive was launched in 2008 to fill up the backlog reserved vacancies of Scheduled Caste (SC)/Scheduled Tribe (ST)/ Other Backward Classes (OBC), which continued till 31.03.2012. The details of recruitment/ appointments made during the drive were as under:

The vacancies are filled as per the provisions of the Recruitment Rules and if Recruitment Rules permit lateral entry, the backlog vacancies may also be filled through the lateral entry route.
This was stated by Shri V. Narayanasamy, Minister of State in the Ministry of Personnel, Public Grievances and Pension and Minister of State in the Prime Minister’s Office in written reply to a question by Shri Ashok Kumar today.

SPL RECTT DRIVE TO FILL UP BACKLOG SC/ST VACANCIES DETAILS


SPECIAL RECRUITMENT DRIVE LAUNCHED TO FILL UP THE BACKLOG IN RESERVED VACANCIES OF THE SCHEDULED CASTES (SCS), SCHEDULED TRIBES (STS) AND OTHER BACKWARD CLASSES (OBCS) – UNION CABINET GIVES APPROVAL

The Union Cabinet today approved the Special Recruitment Drive launched to fill up the backlog in reserved vacancies of the Scheduled Castes (SCs), Scheduled Tribes (STs) and Other Backward Classes (OBCs).
The achievement of the drive was reviewed in July, 2011 by the Minister of State for Personnel, Public Grievances and Pensions as there was a large backlog of vacancieswhich were yet to be filled.  The drive was re-launched to fill up the remaining identified backlog vacancies by the end of the financial year i.e. 31.03.2012.  All Ministries/Departments were requested to make concerted efforts to ensure that the remaining backlog reserved vacancies of SCs, STs and OBCs were filled up by 31st March, 2012.
The achievement of  the  Special  Recruitment  Drive  on  its conclusion on 31st March, 2012, as reported by various Ministries/Departments is as follows:

(i)  A total of 75,522 backlog vacancies were identified. Of these, 44,427 were in the direct recruitment quota and 31,095 in the promotion quota.
(ii)       Of the 44,427 backlog vacancies in the direct recruitment quota, 28,588 have been filled up so far. The success rate in direct recruitment quota is therefore 64.35 percent .
(iii)    Out of 31,095 backlog vacancies in the promotion quota, there are 11,347vacancies (SC 4,239 & ST 7,106) for which eligible candidates are not available even in the extended zone of consideration. Therefore, it has not been found possible to fill up these vacancies. Out of the remaining 19,748 vacancies in the promotion quota, 19,446vacancies have been filled up so far. After excluding the vacancies for which candidates are not available, achievement of the drive in respect of the promotion quota is 98.47 percent.

Dear Comrade,

The National Conference of Confederation held at Kolkata from 4th to 6th May, 2013 had directed the Secretariat to pursue the efforts to have a joint platform for struggles along with the Railways and Defence Federations. As a step towards that end, a meeting with the General Secretary of the All India Railway- men Federation has been arranged to take place on 28th inst.  We shall convey to you the outcome of the discussions on 28th.

The next meeting to discuss the pension related issues with the Secretary (Pension) will be held on 28th May, 2013. Com. S.K. Vyas, Advisor and Com. K.K.N. Kutty, President will attend the meeting. A brief note on the outcome of the discussions will be placed on the website after 28th inst.

The Conference had also decided that the Confederation must pursue the 15 point charter of demands through independent endeavours.   Accordingly the Conference had called upon all affiliates and the State Committees to organize a massive dharna  programme on 20th June, 2013. The State Committees are requested to organize the programme in consultation with the respective units of the affiliates at all State Capitals as also other important towns and centres.  A report on the implementation of the programme may please be sent to the CHQ by 10TH July, 2013.

As per the decision of the 1st AIC of the AIPEU-GDS (NFPE) Mass Dharna in front of all Divisional offices will be conducted on 28.05.2013 Tuesday as the first phase of the agitational programme culminating in indefinite strike. NFPE calls upon all Divisional/Circle/All India unions to make it a joint programme of NFPE, extend full support and also to make it a grand success.

CHARTER OF DEMANDS


1.    Departmentalization of Gramin Dak Savaks and all benefits of Departmental employees extended to GDS as recommended by Justice Talwar Committee.
2.    Constitute 7th CPC and refer GDS wage revision also to the consideration of Pay Commission; Merger 50% of DA with TRCA for all purposes.
3.    Restore the historical prorata wage structure of GDS MD and GDS BPM on par with Postman and Sorting Postman pay scales respectively as recommended by the 6th CPC by rectifying the mistakes committed by the Nataraja Murthy Committee.
4.    Withdrew the new GDS (Conduct & Engagement) Rules, 2011 and restore GDS (Conduct & Employment) Rules, 2001.
5.    Ensure minimum statutory monthly pension of Rs.3500/- to GDS and grant other retirement benefits like gratuity etc., based on the formula applicable to departmental employees and under Gratuity Act 1972 besides family pension facility to GDS.
6.    Enhance the bonus quantum ceiling from Rs.2500/- to Rs.3500/- and end the discrimination.
7.    Reduce cash handling norms from Rs.20,000 to 4,000 and also stamp sale norms.
8.    Ensure full protection of existing TRCA when there is fall in the work load. TRCA should not be reduced under any circumstances.
9.    Remove the outside recruitment quota for Postman Recruitment and 100% Postman vacancies be given to GDS.
10.  Remove the 50 points compulsory conditions and provide compassionate appointment for all eligible dependents in the families of deceased GDS.
11.  Introduce a medical reimbursement scheme for GDS.
12.  Grant full trade union facilities including special casual leave and Foreign Service facilities to GDS Union Representatives.
13.  Enhance to 6 months maternity leave to female GDS instead of 3 months and grant child care leave.
14.  Grant full transfer facility to GDS and ensure protection of the existing TRCA on transfer.
15.  Grant revised TRCA slabs up to 125 points to BPMs based on the workload as on 01.01.2006.
16.  Grant three time bound financial up gradations to all GDS on 10th, 20th and 25th year.
17.  Grant all advances to GDS at par with Regular departmental employees.
18.  Stop combination of duties of GDSMD with that of BPM as it will result in restriction of business hours of BO thereby causing loss of revenue.
19.  Enhance age limit for the departmental examination for promotion to the cadre of Postal Assistant from GDS at par with Postman cadre.
20.  Modify date of superannuation of GDS as the last working day of the month.
21.  Remove the ceiling limit of Rs.50 for cash allowance for conveyance of cash from BO to AO and vice versa.
22.  Grant of LTC and home town LTC facilities to GDS.
23.  Remove the discrimination in grant of welfare assistance to GDS in respect of prolonged illness, Book awards, educational assistance etc,.
24.  Provide norms for MNREGS work at per with SB transactions and also cash conveyance from BO to AO and vice versa.
25.  Relax the embargo of fixing of minimum TRCA in respect of new appointees, Minimum should be the entitled TRCA drawn by the earlier incumbent. No fresh statistics need to be compiled.
26.  Fix norms for  all new items of work entrusted to GDS and until then grant enhanced incentives.
27.  Payment of rent for BO to be borne by the department and till that time grant enhancement of Office Maintenance Allowance (OMA) @ Rs.500 per month.
28.  Redeployment of GDS should not be done beyond 5 kms and full protection of TRCA should be given; in case of redeployment from one post to another, eligible women GDS working as GDSMC/MD/Pkr will be given opportunity to the posts of GDS BPM when fallen vacant in the name of transfer.
29.  Prompt issuing of SDBS cards to all GDS employees.
30.  Grant Children Educational Allowance and small family incentive to all GDS.
31.  Fill up all GDS posts in RMS and convert all GDS MM posts as MTS.
32.  Make an early payment of RPLI incentive and remove the minimum condition and the maximum limit in the grant of NREGS incentive. 

CIRCLE UNION LETTER ON CHENNAI CITY CENTRAL DIVISION ISSUES

                    It is pertinent to note that the concession of Immunity from transfer is applicable to Divisional Secretary during his first tenure vide DG  P&T Lr. No.69-18/70-SPB I dt 7.12.70 and with subsequent instructions issued by the Department in this matter from time to time. 

     Shri.M.Sekar  has been elected as Divisional Secretary, Chennai City Central Division in September 2012. Now he has completed his tenure at T.Nagar H.O. and applied for Immunity from transfer to carry out his Service Union obligations.

                    But the SSPOs, Chennai City Central Division in spite his oral assurance has transferred  him to Nungambakkam MDO in the RT order. Hence we request the PMG, CCR  to cause necessary action in this matter to grant Immunity from transfer to Shri.M.Sekar, PA, T.Nagar H.O. to continue to work in T.Nagar H.O.who has been elected as Divisional Secretary,  first time  and to allow him  discharge his Service Union commitments effectively.

                                         Sub:-Rotational Transfer-non-observance of norms and guidelines by
                                                   the SSPOs ,Chennai City Central Division-Reg.

The Rotational Transfer  orders  released this year by the Sr.Supdt. of Pos, Chennai City Central Division, Chennai-600017, is totally against the conventions and general  guidelines as and when issued by the Department.  The following violations and deviations were made by the SSPOs Chennai City Central Dn. Chennai-17. Hence  it is requested to cause necessary justice  to the affected officials.

First of all, the requests of the senior most officials  were not considered, resulting in arbitrary postings to other offices  resultantly  affecting  other senior officials also. The simple reason told by SSPOs is that they were already worked previously  in that office. But as per RT guidelines(as per the instructions issued by him in the circular also) the officials who worked as SPMs  in single and double handed offices only, may not be posted in the same office, if they already worked in that capacity. All other requests who worked  in  PA cadre in HOS and Big SOs like HSG I may be considered after a gap of two years. But this was totally not followed in the RT orders.

The cases of officials affected are given below with reasons and a link to be accommodated.

1.Sri. S.Lakshminarayanan who is  No .1 senior most in the RT list as per gradation list has been posted to Greames Road S.O. instead of his  request to  T.Nagar HO as 1st Office of choice. He is coming from chrompet and this is his last tenure.

2.Sri. G.Jenifer,another senior most official, is posted to T.Nagar H.O. against his first office of choice of Greames Road S.O. consequent to the posting of sl no.1. He may be posted to Greames Road S.O.

3. Sri. A.Jesu  who is No.2  senior most official  in the RT list has been posted to Royapettah S.O. against  his choice  to Nungambakkam MDO as 1st choice office.  He is coming from Ambattur and Nungambakkam MDO would be convenient for him and he is also due for retirement within 5 years.

4. Smt. K.Varalakshmi has been posted to Mylapore instead of  Royapettah S.O.  She is having  an ailing mother and is residing in Royapettah area. She may  be posted to Royapettah PO.which is convenient for her to look after family.
                                                                                                                                                                                         
5. Smt. G.Anuradha is posted to Mandaveli against her first  choice of  Teynampet PO. She may be posted to Teynampet PO.

6. Smt. S.Anuradha is posted to Royapettah against her specific request  not to post at Royapettah PO because of family problems. Her case shall be considered taking into consideration of her domestic problems  to post at Mandaveli PO.

7. Smt. A.Rani a senior most official is posted to Myalpore PO against her first office of choice of Choolaimedu PO. Her case shall be considered for posting to Choolaimedu PO.

 Secondly ,Compulsory postings are  ordered to junior most officials as SPMs among the RT officials. Generally this should have been done  on  divisional seniority  basis.

a) For example,Smt. V.Subha has been posted as SPM Pudupakkam denying all her requests including Mylapore HO. Her case may be considered taking into consideration of her children and family and shall be posted to Mylapore HO.

b) Smt. Visalakshi is posted as SPM Teynampet west PO denying all her office of choices. She may be posted in one of the office of her request namely Teynampet or T.Nagar HO.

c)  Smt. Subhashini K.Iyer  is posted as SPM, Chindadripet against her office of choices. Her case shall be considered as per her request of Teynampet or Royapettah.

Thirdly, the Request of the just confirmed LRPAs were not considered and posted against their request. We have to point out that they were utilized in many branches and offices including Minus balance settlement etc., during their LR period. Hence they may be posted as per  their request   which will not affect the day-to-day functioning of offices. They are

INVITATION FOR THE 36TH CIRCLE CONFERENCE OF AIPEU GR.C TN CIRCLE


INITIAL CONSTITUTION AND FILLING UP OF POSTMASTER GR. III

During the PMG (CCR) visit he has ordered to shift accounts branch of
Anna road HPO to ground floor which is presently functioning in the
third floor. Anna Road HPO is already functioning with a very limited
space and could not find space in the ground floor to shift the
accounts branch consisting of 12 staff and their valuable records.

Already we are working in the cramped area after sharing our 300 sqft
area to Anna Road Stg and around 500 sqft area was contributed to BMC
Anna Road. Now it is very difficult to accommodate accounts branch in
ground floor.

The distance between network switches installed in accounts branch in
third floor and in the ground floor of Anna Road HPO is around 90
meters. The SIFY authority recommends only 60 meters cabling between
the network switches.

In view of the above it is requested not to shift accounts branch
anywhere else and installing one more manageable network switch at the
end of 60 meters from accounts branch or to provide the 500 sqft of
area in the ground floor where Bulk Mail Centre is functioning now
which is 30 meters from SIFY network switch in order to maintain
healthy network connectivity.

SIFY NETWORKING AT ANNA ROAD HO

We are all aware that all our post offices are to be migrated to the
new network technology. CEPT Mysore and Data Centre Mumbai (CBS) are
to be connected through two Net work service providers ie. (SIFY &
BSNL). The entire network service is provided by SIFY.

In this present scenario almost all of our post offices are using
unmanaged switch (24 PORT or 16 PORT) to connected with LAN. The
unmanaged switch is a plug and play device (any computer can be
connected to any port in the switch)

On to this new network migration technology all the unmanaged switches
are to be replaced with managed switches. All over India SIFY has
agreed to setup the new network migration technology in Department of
Post.

Whereas network is concerned the network is predesigned with respect
to number of ports in the switches. If an office working with 48
computers and the network system is designed and cabling is done for
two 24 port unmanaged switches, the same has to be replaced with the
similar two 24 port managed switches.

Whereas SIFY has supplied one 48 port managed switch instead of two 24
port managed switches. It is not feasible to have a good network
environment either new net work cabling has to be done for one 48 port
managed switch or two 24 port managed switches are to be supplied.

Hence it is requested that either new net work cabling has to be done
for any number of port of managed switches provided by SIFY or the
existing port of unmanaged switches are to be replaced with managed
switches with same ports in all the post offices.
