Venue of the meeting is at Baba Saheb Bhimrao Ambedkar University, Vidya Vihar, Raebareli Road, Lucknow – 226025. It is situated at about 10 km. away from Charbagh Lucknow Railway Station. The Lucknow Railway & Bus Stations are close to each other. Hence the map will hold good for comrades arriving from either mode of transport.
The Choudhary Charan Singh International Airport is also near to the meeting place. It is hardly 5 to 6 Kms. away from the venue.

HOMAGE TO COM. B. G. TAMHANKAR
Com. B. G. Tamhankar breathed his last on 17.05.2015. He was only 69. He was under treatment and admitted to BalaJi Hospital, Byculla, Mumbai, where the sudden an unexpected demise took place.
I had a very long association with TamhankarJi. He was Circle Secretary, Maharashtra Circle for about 12 years and I was Circle Secretary, Kerala Circle for about 22 years. Both of us used to meet at the Circle Working Committee meetings and All India conferences of All India Postal Employees Union Group ‘C’ and NFPE. Both of us were All India Presidents of AIPEU Group ‘C’ (CHQ) and Chief Executives of NFPE & P3.
Before TamhankarJi taking over charge as Circle Secretary of Maharashtra Circle, functioning of circle was not in proper order. Even though Maharashtra is the biggest circle, it could not play its lead role in the All India organizational affairs. TamhankarJi concentrated mainly in building up the P3 organisation in Maharashtra. He took up each and every divisional level issue with the administration through correspondence and also through formal and informal meetings. He maintained constant contact with the branch/divisional leaders and communicated the progress made in settlement of issues through the monthly journal “Maharashtra Post”.
Along with improving the organizational functioning he ensured that each and every branch/division of Maharashtra Circle remitted full Quota to the CHQ & NFPE. Thus Maharashtra became an important factor in decision making process of All India Union, which ultimately led to his election as the All India President of AIPEU Group ‘C’ and NFPE.
I had an intimate and excellent personal relationship with TamhankarJi. At the same time we had bitter differences on many issues confronting the organisation. Some issues were organizational and some were ideological. At times we were leading two different camps in the organisation which sometimes led to contest in the election of office bearers in the All India Conferences. But my intimacy and respect towards TamhankarJi has nothing to do with these differences. He was just like an elder brother to me.
He was an encyclopedia in the rulings relating to Post office Savings Bank and Certificates. He published books on SB rulings which were recommended even by officers as reference books. He was an RTI activist on matters relating to Postal Department. He collected many valuable information through RTI and unearthed many lapses and corruption on the part of the top level administration.
There is no comparison between TamhankarJi and any other leader of Postal Trade Union movement. B. G. Tamhankar is B. G. Tamhankar and he will always remain in our memory as such. His contribution to Postal employees and Postal Trade union movements will be remembered forever.

Subject: Central Civil Services (Leave Travel Concession) Rules, 1988- Clarification regarding eligibility of Home Town Concession- Frequently Asked Questions.
The undersigned is directed to say that this Department receives a number of references from Government servants/ various Ministries/Departments seeking clarifications regarding the eligibility of Government employees in respect of Home Town LTC. The point of doubts raised and their clarifications are as under :-

1. Whether the employees whose Headquarters/ Place of posting and Home Town are same, are eligible for Home Town LTC?
No. Government employees whose headquarters/place of posting and Home Town are one and the same are not eligible for Home Town LTC.
2. Whether the employees who are not eligible for Home Town LTC may avail the Special Concession scheme of conversion of Home Town LTC to travel to North East Region, allowed by DoPT’s 31011/3/2014-Estt.A-IV 26.09.2014?
No. Employees whose Home Town & Headquarters are same are not eligible for Home town LTC and hence, the question of conversion of Home Town LTC to travel to these places under special concession scheme does not arise.
3. Whether the employees residing in cities / towns outside Delhi which fall under other states of National Capital Region (NCR) are eligible for Home Town Concession?
Yes, Cities/Towns which outside Delhi and fall in other states of NCR are not to be treated as Delhi Headquarters. Hence, the Government employees whose headquarters are Delhi and reside in cities/towns outside Delhi falling in other states of NCR, are eligible for Jammu & Kashmir & Andaman & Nicobar Islands as eligible for Home Town Concession.

AN ARTICLE BY COM. K.R. EX- SEC. GENL. NFPE ON TWO STRIKES !
Two Strikes that were expected to shake the Central Government are deferred and the Government got the reprieve! The indefinite strike by the entirety of CG Employees that was much anticipated after the strike ballots of Railway and Defense Employees Federations as well as the Confederation and the declaration of the National Convention of all JCM Organisations stand deferred to November 2015!
The much awaited declaration of strike at the rally of the CG Employees on 28th April before the Parliament was not rousing the employees as it contemplates the strike only on 23rd November 2015, when the 7th CPC would have already submitted its recommendations to the Government. Any issue of Interim Relief, Merger of DA from 1.1.2011, Inclusion of GDS to 7th CPC etc would have been obsolete by that time as the pay commission is going to merge the DA beyond 100 points from a prospective date. The issues at hand and the issues that may come to the fore after the recommendations of the pay commission may not be identical always.
Secondly the proposed indefinite strike by Postal JCA from 6th May also stands deferred after the meeting with the Communications Minister on the eve of the commencement of strike that resulted in deferment of the action.
The assurances from the Minister are accepted in good spirit by the Postal JCA. Let the Government understand that it has to take the simmering discontent among the CG Employees as well as among the Postal Employees seriously. Instead of breathing safe due to taking back of the industrial action by both the sections and as usual ignore the assurances, it should try to settle the contentious issues urgently as the two and a half lakhs of GDS in the Postal Department are on the verge of frustration!
It is ironical that this Government also blindly follows the interpretations and stand of the earlier Governments on the question of status of GDS. The fast track action by Modi Government to remove the thorns around the land acquisition act to help the corporates is absent in the question of removing the hardship perpetrated to GDS for more than 100 years!

'Postal system being developed on lines of Digital India'-- Press News
Union Telecom Minister Ravi Shankar Prasad on Saturday said that the postal system was being developed on the lines of Digital India but assured that not a single employee would lose his job as a consequence.
"Thanks to Prime Minister Narendra Modi's vision, the postal system is being developed on the lines of 'digital India'," Prasad said here at a function.
He said that it was a matter of pride that electronic transactions had now begun in post offices.
"I can assure that the postal department will take care of postal officials and they would not lose their jobs," Prasad added.
He said post-men and post office officials have to adapt to the latest technology.
"Post-men working in rural areas would be provided modern hand-held devices and post offices would be computerised," the minister said.
India Post has over 1.55 lakh post offices, of which more than 1.39 lakh are in rural areas.

POST BANK TO GET PROFESSIONALS FROM PVT SECTOR-- PRESS NEWS
** The postal department has decided to rope in professionals from the private sector for top positions at Post Bank of India (PBI), its proposed fully-owned payments bank.
** For PBI, the plan is to have a hub-and-spoke model. There will be 650 main branches where the department will have head or bigger post offices. Subsequently, 25,000 'spoke' branches will be set up, while some 130,000 post offices with act as business correspondents for the payments bank.

NEW DELHI 11: Underscoring the importance of India Post, Telecom Minister Ravi Shankar Prasad today claimed that even Maoists don't target the postal network for the fear of losing people's support.
"People of the country still trust the postal department. I want to tell you a very sensitive thing... there is so much of Maoist violence, but still, the attacks on post is low because they (Maoists) also know that if they try to attack it, the people will be unhappy with them," Prasad said during the launch of a mobile app for India Post.
The Minister suggested that India Postshould strive to become the largest player in the e-commerce segment.
"I want that in e-commerce, India Post should become the largest player and you have to do it... if you take 4 steps, I will take 10 steps with you because I am seeing that in India, e-commerce has got a very good future," he said.
Prasad assured the staff that not even a single employee would lose his job even as he exhorted them to change with times.
The postal department has established the e-commerce centre at Safdarjang in New Delhi which will handle e-retailing exclusively. It's equipped with modern technology and is capable of handling 30,000 parcels per day.
Leading e-commerce players such as Amazon, Paytm, Yepme, Snapdeal and the like are already using services of India Post.
The mobile app for India Post is android-based and includes features like real-time tracking, post office search and postage calculator.
India Post has over 1.55 lakh post offices, of which more than 1.39 lakh are in rural areas.
Prasad said in a Facebook post, "I am happy to share with you that India Post collected Rs 500 crore from Cash on Delivery of eCommerce parcels alone in 2014-15."
The Minister said he met the representatives of eCommerce majors and assured them of the best services from India Post.

OUR GENERAL SECRETARY ADDRESSED SECRETARY POSTS ON DINDIGUL MATTERS
திண்டுக்கல் கோட்ட முதுநிலைக் கண்காணிப்பாளரின் அத்து மீறிய நடவடிக்கைகள் , சட்ட விரோத செயல்பாடுகள் , தொழிலாளர் விரோத செயல்பாடுகள் , தொழிற் சங்க உரிமைகளை பறிக்கும் போக்குகள் , தான்தோன்றித்தனமான செயல்பாடுகள் குறித்து ஏற்கனவே நமது மாநிலச் சங்கத்தின் மூலம் தென் மண்டல PMG மற்றும் CPMG ஆகியோருக்கு பல புகார்கள் அனுப்பியும் உரிய நடவடிக்கைகளை மாநில அளவிலான நிர்வாகம் எடுத்திடவில்லை.
எனவே நம்முடைய 26.03.2015 ஒரு நாள் வேலை நிறுத்த கோரிக்கைகளிலும் திண்டுக்கல் கோட்ட அதிகாரியின் தொழிற் சங்க விரோத நடவடிக்கை குறித்து பிரச்சினை எழுப்பினோம். அதன் மீதும் சரியான நடவடிக்கை இல்லாததால் நம் அகில இந்திய சங்கத்தின் மூலம் DG அவர்களின் நேரடி கவனத்திற்கு இந்தப் பிரச்சினைகள் தற்போது கொண்டு செல்லப்பட்டுள்ளன . அதற்கான நம்முடைய பொதுச் செயலரின் கடிதத்தின் நகலை கீழே காணவும்.
இலாக்கா சட்டங்களை நன்கு அறிந்த (?) இந்த முது நிலைக் கண்காணிப்பாளர்தான் கடந்த செப்டம்பர் 31 இல் RT முடிந்த கையோடு, அக்டோபர் 2014 இல் மீண்டும் RT க்கான NOTIFICATION செய்தவர் என்பது குறிப்பிடத் தகுந்தது.
இந்தப் பிரச்சினையில் பின்னர் மாநிலச் சங்கத்தின் தலையீட்டினால் அந்த RT NOTIFICATION ரத்து செய்யப்பட்டது என்பது குறிப்பிடத்தகுந்தது. இப்படிப்பட்ட (?) அதிகாரியின் செயல்பாடுகளைத்தான் மேல்மட்ட அதிகாரிகள் கண்ணை மூடிக் கொண்டு ஆதரிக்கிறார்கள் என்பது, தற்போதைய நிர்வாகங்களின் தன்மையை நமக்கு உணர்த்துகிறது. அதற்காக நாம் விடமாட்டோம் என்பதே இந்தக் கடிதத்தின் வெளிப்பாடு.

E-Commerce Centre of Post to start from Monday ( 11.5.2015)
Considering the rapid growth of e-commerce business in the country in the recent past, the Department of Posts, through Delhi Postal Circle has taken up a project to establish the e-commerce Centre at Safdarjang, New Delhi-110003.This processing centre will handle exclusively all the e-commerce business with the state of the art technology driven facility for quick and smooth operation starting from booking till dispatch from the centre.
The Centre is equipped with modern technology and newly introduced conveyor belt where parcels get sorted with the help of conveyor belt. As a result, the e-Commerce Centre is now capable of handling 30000 parcels/articles per day. The parcels are collected from the e-commerce customers, processed & dispatched within 24 hours to respective destination through quickest available flight/train, as the case may be.
The leading e-commerce customers, viz., Amazon, Paytm, Yepme, Snapdeal, etc are already availing the benefits of fast, reliable and safe processing of their e-commerce parcels at the newly established e-commerce Centre at Safdarjang in New Delhi.
The e-commerce Centre at Safdarjang, New Delhi -110003 is to be dedicated to the Nation by Sh. Ravi Shankar Prasad, Hon’ble Minister of Communications & Information Technology on 11th May 2015.

கடந்த 09.01.2015 அன்று PMG, CCR அவர்களுடனான சிறப்பு நேர்காணலில் தாம்பரம் கோட்டம் மற்றும் அம்பத்தூர் கிளைகளின் பிரச்சினைகள் குறித்து 19 கடிதங்கள் தனித்தனியே அளிக்கப்பட்டு விவாதிக்கப்பட்டன. இந்த விவாதத்தில் அம்பத்தூர் கிளைச் சங்க நிர்வாகிகளும் உடன் இருந்தனர்.
இந்த பிரச்சினைகள் மீது உடன் கவனம் செலுத்தி உரிய நடவடிக்கைகள் எடுக்கப்படும் என்று PMG, CCR அவர்கள் உறுதி அளித்தார்கள். அளிக்கப்பட்ட உறுதி மொழியின்படியே தற்போது எடுக்கப்பட்ட பிரச்சினைகளின் தீர்வு மற்றும் மேல் நடவடிக்கைகள் குறித்து எழுத்து பூர்வமான தனது பதிலை நம்முடைய மாநிலச் செயலருக்கு PMG, CCR அவர்கள் அளித்துள்ளார்கள்.
PERIODICAL MEETING , RJCM MEETTING மற்றும் வேலை நிறுத்தம் செய்தால் கூட பேச்சுவார்த்தைக்கு தயங்கும் நிர்வாகங்கள் உள்ள இந்த சூழலில், தான் அளித்த பதிலையே தான் நிறைவேற்றாத அதிகார அமைப்புகள் பல உள்ள இந்த சூழலில்,
