Inspection Note for CBS Post Office in DOP Finacle

Migration Note
  1. See reconciliation report provided by Infosys at the time of migration is available? Whether the copy of the same has been provided to SBCO and SPO? Examine exception report if any given by Infosys and suggest remedial action.
  2. See as to whether the manual records have been migrated to CBS application? If not make a note of it and take remedial action.
  3. Have all signatures migrated to CBS/Finacle application? See signatures of at least 10 accounts in Finacle/CBS application
  4. Talk to the concerned staff and see if any issue observed with the migrated data.

Function and Migration

  • Whether staff has been adequately trained in operating Finacle CBS . Any suggestions for improvement.
  • Whether supervisory staff is regularly verifying pending transactions during the working hours?
  • Whether job aids are available on the desktop of all counters? If not take remedial action and install the same.
  • Whether process documents circulated by Directorate are available in soft or hard copy with counter PAs and supervisors?
  • Awareness about Infosys help desk number and mail id? Number of issues pending for solution. Only genuine issues to be raised with full details of the official.

Hand holding support team:

  • What is the feedback on the support provided by Infosys hand holding support? Any suggestions for improvement.

Common Verificationin DOP Finacle (CBS Offices)

Whether postmaster is taking printout of office accounts ledgers and cross verifying transactions with LOT on daily basis? If not direct Postmaster to do it on daily basis and ensure compliance.
  1. Physically verify certificates stock with stock available in finacle and record results.
  2. Physically verify stock of blank POSB cheque books available in finacle and record results.
  3. Verify cash with one or two counters with their teller cash account and record the results.
  4. Educate on operating agents portal? Check lists created by agents through portal and finacle?
Availability of Account opening forms and CBS passbooks.
Maintaining of SS book
Sending Account opening forms and KYC to CPC on daily basis and preservation of those received back.

Pending Cases in Fiancle

  • Pending AOF rejected .
  • Pending NC4(a)
  • No undelivered NSC available in office.
  • List out major issues pending with help desk.
  • Pending tickets of the post office where solutions are provided.
SBCO tallying 100% vouchers with LOT and writing objection memo pads for manual corrections and consolidation.

Having ATM ?

  • Whether ATM is Installed in the Post Office Premises? If so, is it working?
  • Number of instant ATM Cards / Welcome Kits lying in Stock?
  • Collect some Passbooks form the counter and verify balance available in Finacle CBS by using menu HACLI. Record results.
  • Whether New Account opening Forms and CBS Passbooks are available in sufficient numbers? If no, take remedial action to ensure adequate supply.
See consolidation for all schemes for 4 days and verify with totals of LOT available in Post office.
Whether SS Book is being maintained to paste Specimen Signatures of newly opened Savings accounts? If not, get the same started in your presence.

DoP seek Cabinet nod to set up Payments Bank

The Department of Posts (DoP) is expected to seek Cabinet nod within two months for raising Rs.292 crore from public investment board to set-up Payments Bank, for which it has already got the RBI approval.

“We expect the fund to be cleared in two months,” an official source told PTI.

Payments bank licence will allow companies to collect deposits (initially up to Rs.1 lakh per individual), offer Internet banking, facilitate money transfers and sell insurance and mutual funds.

Besides, they can issue ATM or debit cards, but not credit cards. The Department expects revenue of over Rs.550 crore from PBI in first 5 years. The postal department had earlier tried for Rs.632 crore fund approval from government for full fledged banking services but it was not cleared by PIB.

Government has in-principle agreed to the entry of Postal Department in banking service through payments bank route.

“The DoP expects to roll out Payment Bank services by March 2017. There are no major infrastructure issue with the department. Only there is need to set up a data centre and disaster recovery centre which will be done soon,” the official said.
 
Consultants
 
The Postal department computerized about 25,000 of its departmental post offices but rural post offices will be provided handheld devices for digitalising records.

The Department is in final stages of appointing a consultant that will guide it in setting up payment banks.

OFFICE MEMORANDUM

Subject: Grant of Dearness Relief to Central Government pensioners/family pensioners - Revised rate effective from 1.7.2015.

      The undersigned is directed to refer to this Department's OM No. 42/10/2014-P&PW(G) dated 27th April, 2015 on the subject mentioned above and to state that the President is pleased to decide that the Dearness Relief (DR) payable to Central Government pensioners/family pensioners shall be enhanced from the existing rate of 113% to 119% w.e.f. 1st July, 2015.

2. These orders apply to (i) All Civilian Central Government Pensioners/Family Pensioners (ii) The Armed Forces Pensioners, Civilian Pensioners paid out of the Defence Service Estimates, (iii) All India Service Pensioners (iv) Railway Pensoners and (v) The Burma Civilian pensioners/family pensioners and pensioners/families of displaced Government pensioners from Pakistan, who are lndian Nationals but receiving pension on behalf of Government of Pakistan and are in receipt of ad-hoc ex-gratia allowance of Rs. 3500/- p.m. in terms of this Department's OM No. 23/1/97-P&PW(B) dated 23.2.1998 read with this Department's OM No. 23/3/2008-P&PW(B) dated 15.9.2008.

3. Central Government Employees who had drawn lump sum amount on absorption in a PSU/Autonomous body and have become eligible to restoration of 1/3rd commuted portion of pension as well as revision of the restored amount in terms of this Department's OM No. 4/59/97-P&PW (D) dated 14.07.1998 will also be entitled to the payment of DR @ 119% w.e.f. 1.7.2015 on full pension i.e. the revised pension which the absorbed employee would have received on the date of restoration had he not drawn lump sum payment on absorption and Dearness Pension subject to fulfillment of the conditions laid down in para 5 of the O.M. dated 14.07.98. In this connection, instructions contained in this Department's OM No.4/29/99-P&PW (D) dated.12.7.2000 refer.

4. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee.
                                   
5. Other provisions governing grant of DR in respect of employed family pensioners and reemployed Central Government Pensioners will be regulated in accordance with the provisions contained in this Department's OM No. 45/73/97-P&PW (G) dated 2.7.1999 as amended vide this Department's OM No. F. No. 38/88/2008-P&PW(G) dated 9th July, 2009. The provisions relating to regulation of DR where a pensioner is in receipt of more than one pension will remain unchanged.

6. In the case of retired Judges of the Supreme Court and High Courts, necessary orders will be issued by the Department of Justice separately.

7. It will be the responsibility of the pension disbursing authorities, including the nationalized banks, etc. to calculate the quantum of DR payable in each individual case.

8. The offices of Accountant General and authorised Pension Disbursing Banks are requested to arrange payment of relief to pensioners etc. on the basis of these instructions without waiting for any further instructions from the Comptroller and Auditor General of India and the Reserve Bank of India in view of letter No. 528-TA, 11/34-80-11 dated 23/04/1981 of the Comptroller and Auditor General of India addressed to all Accountant Generals and Reserve Bank of India Circular No. GANB No. 2958/GA-64 (ii) (CPL)/81 dated the 21st May, 1981 addressed to State Bank of India and its subsidiaries and all Nationalised Banks.

9. In their application to the pensioners/family pensioners belonging to Indian Audit and Accounts Department, these orders issue after consultation with the C&AG.

10. This issues with the concurrence of Ministry of Finance, Department of Expenditure vide their OM No. 1/3/2015-E.II(B) dated 23rd September, 2015.

1.  Request to provide adequate infrastructure / basic maintenance works at  various offices  in WR. For     eg.
a) Non supply of  Laser printers to CBS migrated offices leading to preparation of LOTs etc. manually
    which defeats the very purpose of introduction of higher technology. Eg. Bhavani kudal S.O. in    
    Erode.
b) Non supply of generator to Nambiyur S.O. under Gopi HO for long and even the UPS is non 
    functioning. This has been taken up in the earlier BMM but no settlement till time.
c)  Request for replacement of water pipe lines which are  in damaged condition and leaking everywhere
     at  Gopi Staff Quarters since  the same were installed decades back.

2. Request for  settlement of  CBS/CIS  connected  problems. Eg.
   
a) Poor network connectivity at Menesi S.O. under Dharmapuri Division, now pressurized for immediate
    migration on 29.9.15,  just like  Buddireddipaatti S.O. This will create problems and will hamper 
    customer services very badly. This may be postponed immediately.

 b)In adequate man power provided to PLI/RPLI branch at Coimbatore HO leading to pendency
     inviting  public complaints.

3. Request for dequarterisation of Post Offices which are ineligible for dwelling 
    1. B. Agaram and Bommidi P.O.s  in Dharmapuri Division.

The under mentioned office bearers will be attending   the   meeting.  Necessary arrangements may kindly be made for granting special CL and relief to them.

1.     Non granting of Child Care Leave  in many Divisions at Southern Region.  In most of the cases, it is either rejected or refused. It is requested to give general instructions to all the Divisional Heads to grant CCL without any partiality.

  1. Repairs to Bore well at Bodinayakanur HO. This is pending for long and the staff are suffering much. As per the reply given in the monthly meeting, proposal has already been sent to R.O. and not cleared till date. This may kindly be expedited. 
3.     Request to stop the proposal of shifting Divisional Office to the first floor of  Tuticorin HPO building since the area is inadequate, cramped and lack of basic amenities.  There  is lack of parking space to the vehicles and  there is already a proposal for widening of the road by the highways for 4 way in front of HPO . Hence this would hamper even the HPO functioning.

The under mentioned office bearers will be attending   the   meeting.  Necessary arrangements may kindly be made for granting special CL and relief to them.

Postal JCA announced Indefinite strike from 23rd November, 2015 for postal demands- strike will go on even if the NC JCM staff side changes its decision

மத்திய அஞ்சல் ஊழியர் சங்கங்களின் கூட்டு நடவடிக்கைக் குழு (POSTAL 
JCA),  ஏற்கனவே மே  மாதம் 6 ந் தேதி முதல் நடைபெறுவதாக இருந்து ஒத்தி வைக்கப்பட்ட  காலவரையற்ற வேலை நிறுத்தம், மீண்டும் எதிர் வரும் 23.11.2015 முதல்   நடைபெறும் என  அறிவித்துள்ளது. மத்திய அரசின்
பிடிவாதப் போக்கு காரணமாகவும் , அஞ்சல் துறையின்  மெத்தன போக்கு 
காரணமாகவும்  கீழ்க் காணும் முக்கிய கோரிக்கைகள்  இதுவரை நிறை வேற்றப்படவில்லை.   

1. அஞ்சல் துறையில் பணியாற்றும் 2.65 லட்சம் GDS  ஊழியர்களின் 
ஊதியம் மற்றும் பணித்தன்மை குறித்து ஏழாவது ஊதியக் குழுவே பரிசீலிக்க வேண்டும் .

2. கேடர்  சீரமைப்புத் திட்டம்  உடனடியாக நடைமுறைப்படுத்தப் பட வேண்டும் .

3. அனைத்து பகுதிகளிலும் காலிப் பணியிடங்கள் முறையாக 
முழுவதுமாக நிரப்பப் படவேண்டும்.

ஏற்கனவே ரயில்வே,  பாதுகாப்பு துறை ஊழியர் சங்கங்கள் உள்ளிட்ட

சமர்ப்பிக்க உள்ள சூழலில் இந்த வேலை நிறுத்தம் குறித்து மாற்று தேதி அல்லது மாற்று முடிவு  NC  JCM  ஊழியர் தரப்பு  தலைவர்களால் அறிவிக்கப்பட்டாலும் கூட, நமது  PJCA  வின்  வேலை நிறுத்தம் இதே தேதியில் இருந்து  மேற்கண்ட மூன்று கோரிக்கைகளுக்காக  நிச்சயம் நடைபெறும் என்றும் அறிவிக்கப் பட்டுள்ளது.  அந்த அறிவிப்பின் நகலை  கீழே காண்க.

Comrades,

            The Postal Joint Council of Action comprising NFPE, FNPO, AIPE Union GDS (NFPE) & NUGDShas viewed with grave concern, the total negative attitude of the Central Government towards the genuine demands of the Postal employees which includes the revision of wages and service condition of the Gramin Dak Sevaks by 7th CPC, implementation of Cadre Restructuring Agreement and filling up of all vacant posts in all cadres of Department of Posts.

            As the 7th CPC  may  submit its report  any time before 31st  December,2015 , delay in settling the above demands will  result in denial of justice to 5.5 lakhs Postal Employees .

            In view of the above serious situation the PJCA  unanimously decided to  revive the  postponed indefinite strike of  May 6th  and  to commence  the indefinite  strike  from 23rd November, 2015, the date  from which JCM National Council  Staff Side  is going  on indefinite  strike. It is further  decided  that  in case  the JCM  Staff Side  change their decision the PJCA  will go on  strike from 23d November,2015 itself for the following  demands:

            (i)Include GDS in 7th CPC for wage revision and other service related matters.

            (ii)Implement cadre Restructuring proposals in all cadres including Postal     Accounts and MMS in Department of Posts

            (iii)Fill up all vacant posts in all cadres of Department of Posts(i.e. PA,SA,       Postmen, Mail Guard, Mail Man, GDS Mail Man, MMS Driver & other staff in         MMS, PA CO, PA SBCO , PO Accounts & Civil Wing  Staff)

Postal JCA Dharna in Jantar Mantar New Delhi on 22nd September, 2015

POSTAL JCA OF NFPE & FNPO STAGE DHARNA IN JANTAR MANTAR

  The Postal Joint Council of Action of NFPE & FNPO with their GDS Unions staged a Dharna in Jantar Mantar today stressing their Postal Charter of Demands. However the focus had been on the issue of GDS. The JCA demanded that the GDS wage issues should be referred to the 7th CPC for appropriate recommendations instead of referring them to any Officer headed Committee. 

The NFPE Federal Executive decision to discuss with Postal JCA for a decision to go on strike from November 23 for the Postal Charter with GDS issue as the prime demand was declared in the Dharna by the Secretary General NFPE. The Secretary General FNPO also was favourable for an action in November and he too stressed the need for united action by JCA as in the past.  

The Dharna was presided over by Comrade Giriraj Singh the NFPE President. Comrade K.Ragavendran Ex-SG NFPE and GS AIPRPA inaugurated the Dharna.
