SUBJECTS PLACED BEFORE CHQ FOR TAKING UP INTHE ENSUING JCM DEPARTMENTAL COUNCIL MEETING

அன்புத் தோழர்களுக்கு வணக்கம். ஏற்கனவே கடந்த 27.11.13 இல் டெல்லியில் நடைபெற்ற JCM (DEPARTMENTAL COUNCIL )  கூட்டத்தில் நம் தமிழ் மாநில அஞ்சல் மூன்று சங்கத்தின் சார்பாக 20 பிரச்சினைகளை  விவாதிப்பதற்காக   அளித்திருந்தது உங்களுக்குத் தெரியும்.  இதில் பெரிய அளவில் தீர்வு கிடைக்கவில்லை . எனினும் அவற்றை மீண்டும் விவாதித்திட  கோரியுள்ளோம்.

நடைபெற உள்ள JCM  DC  கூட்டத்தில் எடுப்பதற்காக, நமது தமிழக அஞ்சல் மூன்று மாநிலச் சங்கத்தின் சார்பாக , நமது மாநிலச் சங்கத்தால் ஏற்கனவே RJCM , FOUR  MONTHLY  MEETING  மற்றும் கடிதங்கள் மூலம் எடுக்கப்பட்டும் நிர்வாகத்தால் மறுக்கப்பட்ட  அல்லது தீர்வாகாத பல பிரச்சினைகளை நாம் நமது மத்திய சங்கத்திற்கு தற்போது அளித்துள்ளோம்.  நிச்சயம் இந்தக் கூட்டத்தில் பல பிரச்சினைகள் தீர்வாகும் என்று நம்புகிறோம்.  STAFF  SIDE  LEADERஆக  தோழர் கிருஷ்ணன் அவர்களும்  MEMBERஆக தோழர் N .S . அவர்களும் கூட்டத்தில் கலந்து கொள்கிறார்கள்.

SUBJECTS PLACED BY  AIPEU GR. C, TAMILNADU CIRCLE  BEFORE CHQ FOR TAKING UP IN THE ENSUING JCM (DC) MEETING

1.  Divisional arrangement/local arrangement in selection grade posts, irregular
clarification issued in Tamilnadu Circle vide CPMG, TN memo. No. STA/2-79/SK/11 dt.
08.08.2012. (Subject taken up already but not settled till date )

2. Non implementation of Delhi High Court orders on revision of pay scales of
Packers, Foreign Post, case of Chennai Foreign Post in Tamilnadu Circle.
(Subject taken up already  but not settled till date)

3.Dequarterisation of Post attached quarters - Decentralization of power to PMG .Furthermore the power of suspension of quarters beyond 90 days may also please be delegated to the regional PMGs in order to avoid delay in drawal of due HRA to the incumbent officials.

4. Refixation of Pay/Pension to BCR/LSG officials who have officiated in HSG I Posts – case of Tamilnadu Circle regarding. (Subject taken up already  but not settled till date)

5. Applicability of various kinds of TA in Case of System Administrators.(Subject taken up already but not  settled till date)

6.  Irregular postings ordered in the LSG Promotion in RMS units  and  LSG promotions not granted  years together in P.A. cadre  in Tamilnadu Circle . Already constructed Circle Seniority list dt. 1.7.2008 was scrapped  and  fresh seniority list was constructed based on date of Confirmation. This affects the seniors in getting LSG promotions. (Subject taken up already but not settled till date)

7.  Revision of Syllabus for Departmental Exams. The examinations of LGOs as well as the examinations from GDS to Postman and MTS have become so tough that it has become extremely difficult to answer many questions. This has led to a situation wherein the candidates could not get through these examinations and a large number of vacancies remain unfilled after the examinations. The examination for Postman and MTS should be allowed in Local Language also.

8. Replacement of outdated computer, Printers , peripherals and prompt supply of computer stationeries. Though scrapping committee made in Tamilnadu Circle and condemnation report was  submitted  for the year 2012-13 and 2013-14, no replacement made till date. This affects the services badly in the changed environment. (Subject taken up already but not settled till date;  a meager amount of fund was learnt to be allotted to TN  Circle which is  disproportionate to the  requirements)

9. Enhancement of special casual leave for union meetings. At present, 20 days have been allowed for the grant of special casual leave to the officials for attending union meetings, circle conference, seminars etc. This is insufficient. Further in some circles, the days in which the union secretaries attending the Monthly Meetings/Bi-monthly Meetings are also construed as special casual leave instead of duty period as the formal meetings with administration will not cover up with other union meetings.

10.  Grant of peripheral HRA in consonance with the List of Urban Agglomerations notified in  2011 population totals released by the Census of India 2011 of Govt. of India, instead of awaiting for dependency certificate years-to-gether from the respective Collectors. It is well placed in the Census of India 2011 that the notified urban agglomeration is a continuous urban spread constituting a town and its adjoining growths. Hence , based on  the  record available, the Circle administrations may be directed to collect all the  figures and to send  a consolidated proposal on  one time measure.

11. Request to withdraw the extension of business hours up to 5.00 PM (total 7 hours) including Saturdays   in Tamilnadu Circle against ILO norms and against 5 day week- administrative office/ 6 day week – operative office principles. (Subject taken up already but not settled till date)

12. Acute shortage of  P.A. s in Tamilnadu Circle , despite of annual recruitments. There is mismatch  between sanctioned and working strengths, despite taken  into account of the  current year vacancies announced ,  screening committee vacancies etc.. Hence a thorough review is requested,   based on the work hour statement, and adding 10% LR arriving sanctioned strength,   working strength of the  divisions etc..  (Taken up in FMM and  replied negatively)

13. Inordinate delay in ordering  of stepping up of pay to the  to the  promotees and the Direct recruitment P.A.s ,  recruited after 1.1.2006  and  stepping up of pay in Postman cadre, in Tamilnadu Circle.

14. Non restoration of abolished post after 28.5.2013 of Postman and MTS cadres in Tamilnadu Circle , though the posts were earlier maintained with  rank outsiders till  the  date of  ordering for abolition.

15.Request to withdraw  the   Holiday duty ordered in Southern Region of Tamilnadu Circle preventing the  officials  from discharging  their  religious  duties. 
(Already taken up with the CPMG, TN  Circle  and  final reply given  to maintain delivery in  8 HPOs of  Southern Region)

16. Request  to cancel the  trade union victimization  in Tamilnadu Circle viz.  Mass ‘Dies Non’ ordered  in Southern Region to the officials who have taken part in the  Demonstration conducted by the Circle Co-Ordination committee of NFPE on 10.01.2014 in front of R.O. on specific charter of demands.( No action taken by CPMG, TN  despite  taking up this case on several times by all the Circle Unions).

17.Request for grant of Higher grade pay  of Rs.6600/- to the  incumbents of  the post of Asst. Director (Rectt)GCS  Group B Gazetted  in our Department.

18. Unmindful abolition of DSV/GDS SV posts  in Tamilnadu Circle , despite of  justified work load, violating   Dte. No. 6-24/2010-PE II  dt. 21.07.2010.

19. Request  to take action for  increasing  bandwidth capacity in the  Sify net work  in all the  CBS offices . Presently even  in many LSG offices  the bandwidth  provided  is  only  256 or 512 kbps and  in  major offices  it   was limited to 1  or  2 Mbps, whereas  in  various  Banking sector for the  use of  same  Finacle Soft ware  the  bandwidth  provides is  above 5 Mbps. Because of such poor  capacity of bandwidth,  sluggish operation  and poor connectivity experienced  affecting  public services badly.                                                                                         

20.  Non payment of  severance amount and   GDS gratuity at the time of superannuation,   promotion or  death   for  GDS  employees  and  cases are pending  for years-together. (Despsite taken up with the  CPMG, TN Circle  no tangible results received till date)

21. Request to recall of the  P.A.s  deputed  to  R.O./C.O. from various Divisions in Tamilnadu Circle .  More no. of officials  are  deputed to  R.O./R.O. from Divisions , despite of annual  recruitments at  these units and  despite of   RPLI and  PLI  works  decentralized to  Divisions and  HOs. ( Despite of  taking up this case with the CPMG, TN  in RJCM and FMM  no tangible result received.  More no.of officials  are  allowed  for more than a decade long  stay  in the name of ‘deputation’  which is against the  ‘deputation’ norms as prescribed in the statutory rules.)

22.  Request  for initial fixation of  allowances  of the  newly appointed GDS as per the  Dte. order No. 5-1/07/WS-1 dt. 16.07.2012. This is pending  in Tamilnadu Circle (though taken up with the CPMG, TN  not settled till date in many Divisions ).

23.  Irregular fixation of seniority and casting of  Divisional Gradation list  in  Tamilnadu Circle  and seniority  is overlooked  to many seniors  by the RRR candidates appointed  consequent of  Supreme Court orders dt. 30.07.2010 in SLP No. 2976/08. (Case taken up with the  Dte. already by the  CHQ and not settled till time).

24. Non payment of  arrears to the  substitutes of GDS who  worked in leave vacancies from 01.01.2006 to 09.10.2009  vide dte NO. 6-1/2009-PE I    dt. 30.5.2012  at   many Divisions  in Tamilnadu Circle.

25. Providing space  to accommodate staff side  RJCM  to have the office,  in the   Headquarters  office premises  of  Tamilnadu  Circle , since there is enormous  space available in the  adjacent  building at Anna Road  vacated by the  BSNL  authorities.(Though replied positively  under item 2 of the  RJCM  meeting held  on 24.8.2011 , no action taken  till date).

26. Request  to implement the   HSG I revised Rectt. rules  and  to replace the  IP Line HSG I  Postmasters with  eligible General line officials  , as per the  rules on this subject.

27.Delay in sanctioning of  RPLI and PLI incentive bills   in Many Circles.

28. Non supply of  smaller denomination  postage stamps and post cards to cater the  need of the public   in  BOs  and  Rural  areas where  there is no BPC  available.

29. Non  processing of  Rule 38 transfers  for the  year 2014 connecting  the   Annual Rectt. in Tamilnadu Circle .  Request  to  allow  the  Rule  38 transfers in the available vacancies.

30. Nonpayment of wages to Casual Labourers on Sundays after 6 days continuous work and non ayment of  due  DA to them   vide Dte. lr. 45/97/87-SPB I  dt. 10.2.1998 ,  Dte. orders .45-60/88-SPB I dt.  7.7.88 and  vide Rule 335 and 336 of FHB  Vol. I.

31. Frequent ordering of  Sunday/ Holiday  duties  in operative side  and Saturday/Sunday duties in  administrative side  in various Divisions of  Tamilnadu Circle , sidelining the significance of  weekly off granted by the Government.
                                                                                                                                         
32. Non provision of Armed Guard and vehicular facility in many Divisions of Tamilnadu Circle  for conveyance of  heavy cash from  one  Post Office  to another Post Office  resulting in  huge loss of  Govt. money and  recovery of  loss by means of  Contributory  negligence from the  innocent officials.(eg. Vriddhachalam , Sirkali  and Pondihery  Divisions).

33.  Poor maintenance of staff quarters in many  areas throughout Tamilnadu Circle  and even annual maintenance,  repairing works   white/ colour wash was not  carried out  for several years.  Eg. Teynampet  staff quarters.

34. Request to  identify the appellate authority  for the order issued by the competent
Authority  in case of transfers recommended by the  transfer and placement  committee.
Reasonable opportunity should be given  by opening an appeal channel to the  affected officials.

35. Request  for relaxation  in granting Rule 38 transfers. Exemption may be granted for adjusting the requests with communal vacancies, since the present system having the possibility of overlooking senior requests made and in cases of  particular communal vacancy not available in a particular division , no officials from that particular community can get transfer to that division  decades together, till such time  the  post based roster point  vacated. This is against  natural justice.
